National Finance Minister Nirmala Sitharaman
presented the Union Budget
@ On February 1, 2022, Union Finance and
Corporate Affairs Minister Nirmala
Sitharaman presented the Union Budget
2022-23. Nirmala Sitharaman presented the
budget for the second and fourth time in a row
during the Corona period. Like last time, this
time too a digital budget was presented.
Fiscal Management-
ü Total estimated expenditure in the year
2022-23 - Rs.39.45 lakh crore
ü Total receipts in addition to borrowings in
the year 2022-23 - Rs 22.84 lakh crore
ü Fiscal decit of 6.9 per cent of GDP in the
current scal (as against 6.8 per cent in
BE)
ü Fiscal decit estimated at 6.4 percent of
GDP in 2022-23.
ü States are allowed scal decit of 4 per cent
of GSDP in 2022-23 of which 0.5 per cent
will be used for power sector reforms.
Key points of Union Budget 2022-23 :
@ India's economic growth rate is estimated at
9.2 percent, which is the highest among all the
major economies of the world.
@ In the next 25 years, India will focus on four
development priorities while entering the
golden period of@100 – (1) PM Gatishakti (2)
Integrated Development (3) Product Promotion
and Investment, Sunrise Opportunities,
Energy Transition and Climate Action (4)

@ A provision of 1400 crores has been made for
the implementation of Ken-Betwa link project,
through this project irrigation will be available
on 9.08 lakh hectares of land.
@ Under PM e-Vidya, one class one TV channel
program will be shown on 200 TV channels and
arrangements will be made for teachers'
training program for better digital teaching.
@ Women Empowerment - Announcement of
Mission Shakti, Mission Vatsalya, Saksham
Anganwadi and Poshan 2.0 schemes for
women and children.
@ Environmental protection- Announcement
to promote electric vehicles to reduce vehicular
pollution and burning of 5-7% biomass in
thermal power plants.
@ Defense - Rs 5,25,166 crore has been allocated
for the defense sector, which is about 10
percent more than last year. This year is about
2 percent of the estimated GDP. India ranks
third in the world based on defense budget
allocation.
@ An amount of Rs 1,51,521 crore is said to be
allocated on agriculture and allied activities.
Zero budget and organic farming, value
addition and management will be taught and
the emphasis will be on reducing the import of
agricultural products and increasing the
income of the farmers.
@ In the year 2022-23, 68 per cent of the capital
procurement budget earmarked for the
domestic industry was earmarked, which is up
from 58 per cent in the year 2021-22.
@ A national telehealth program was announced
in the Budget 2022-23. An open platform will
be created for the national digital health
ecosystem.
@ ‘Digital Rupee' will be launched by the Reserve
Bank of India in 2022-23 and 30% tax on
cryptocurrency transactions has been
announced.

1. Four schemes of Bihar which the
Center adopted
@ Why in News- The Central Government
announced in the budget to build a chemical
free organic corridor on the banks of river
Ganga. This is the fourth scheme of Bihar,
which has been adopted by the Center and
implemented at the national level. Prior to
this, the Central Government has
implemented the Har Ghar Bijli, Har Ghar
Nal Jal Yojana and the State Government's
Jeevika Mission at the national level.
@ Special Corridor for Organic Farming –
Presently this scheme is operational in 13
districts of the state. Under this, efforts are
being made to promote organic farming by
developing special corridors in 13 districts
situated on the banks of Ganga.
@ Har Ghar Nal Ka Jal Yojana- It was started
by the Bihar government in 2016 under the
'Saat Nischay'.
@ Har Ghar Bijli Yojana- This too was started
by the Bihar government under Saat
Nischay.
@ Jeevika Mission- It was started on the
initiative of Chief Minister Nitish Kumar.
Earlier it was known as Self Help Group in
some districts.
2. A lot for Bihar in the Union Budget
@ Why in News - In the General Budget (2022-
23) presented in the Lok Sabha, no separate
announcement has been made for Bihar or
any other state, but many announcements
will indirectly benet Bihar.
1. Har Ghar Nal Yojana - Accepting this dream
project of Bihar Government, the Central
Government has set a target of providing
water connection to 3.8 crore houses across
the country in 2022-23.
ü In Bihar, the target of 1.72 crore houses
was set and the government started
working on it in 2016, the benet of the
scheme has reached 1.65 crore families,

2. Pradhan Mantri Awas Yojana- Under this, a
provision has been made to build 80 lakh
houses in 2022-23.
ü So far 26 lakh 94 thousand 118 houses
have been approved in Bihar. Bihar ranks
third in the country in completing the
scheme. The national average is 78
percent and Bihar's achievement is 86
percent.
3. Aspirational Block Program - 13 districts of
Bihar have been included in the Aspirational
District Programme. These include Katihar,
Begusarai, Sheikhpura, Araria, Sitamarhi,
Khagaria, Purnia, Aurangabad, Banka,
Gaya, Jamui, Muzaffarpur and Nawada.
1. Linking of Post Ofces with Core Banking
- The Finance Minister has announced to link
all Post Ofces with Core Banking.
ü The total number of post ofces in Bihar
is 9109. Among them there are 1073 main
post ofces. All of them have joined core
banking only two months back. Bihar will
also get the benet of opening 75 digital
banking sectors in the country.
4. Pradhan Mantri Gram Sadak Yojana-
Roads are being built on a large scale in Bihar
under this. The Finance Minister has
announced to increase the budget size from
14 thousand crores to 19 thousand crores for
this in 2022-23.
5. Organic farming on the banks of Ganga- It
has been announced in the budget that
organic farming will be promoted within the
radius of ve km wide corridor along the
banks of river Ganga.
ü In Bihar, the Ganges river ows in a
length of about 500 km. Along with
improving the water quality of Ganga
through organic farming, farmers will
also get nancial help. The scheme is
running in the state since 2016, after

„ Based on the pattern of Angkor Wat in
Cambodia, this temple is planned to be made
twice the height and size of Angkor Wat.
There will be a total of 18 deities in the
temple, in which the main deity will be Lord
Rama. In size, the main peak of this temple
will be 405 feet high, almost twice that of
Angkor Wat (215 feet). Spread over 200 acres,
this temple will be the largest religious
structure in the world when completed. The
total cost of this construction work is Rs 500

MiG 21. In 2020, the Navy announced the
appointment of women pilots on the Darnier

deployed 28 women ofcers on about 15
frontline warships, including the aircraft
carrier INS Vikramaditya. At the same time,
the Indian Army had started the recruitment
