Q. Which among the branches of the government do you think is most effective in
exercising its powers and in performing its duties? Explain your answer.
Essentially speaking, the three branches of the Philippines have their own way of
effectively coping up with different issues with regards to our own country. There is no
branch of government that is more effective than the other because they deal with
problems differently. You can’t uphold a comparison against each other for the reason
being that they have different functions. But let’s say we can compare such examples.
The executive branch is at best for leading the whole country towards a certain goal. The
legislative branch is at best for creating laws that shape our own society. And the judiciary
branch is at best for instilling justice all throughout the lands of our own country.
In a real-world scenario, we really can’t have each of these compete for becoming
the best – although they can strive to be one in order to save and help the Filipino people.

Activity 02: Role Analysis


Instructions: You are given a task to analyze the varied functions of the three branches
of the Philippine government. Use the activity sheet for your answers. This will be
recorded as one of your Written Works.
1. What is the significance of having three branches of the government in the
Philippines?
Establishing societal control is essential whenever we’re building up a government
that functions well in a democratic country. And in our case, having the three branches;
the executive, legislative and judiciary, maximizes efficient leading into different
categories. Since these three sections have their own role with regards to how they
contribute to the nation, we are to have more control on how we treat our own people.
And in connection with the ‘Checks and Balances Concept’, this is a failsafe for us to
ensure our security from having our own government overthrow our own country.
Similar to any profession, another reason for having three branches of government
is because in this, we can see people of power concentrating on where they are good at
as oppose to having similar roles that disorganizes the administration. Professionalism is
important and it’s instilled in most governments we have today.

2. Discuss the different ways and means of the checks and balances concept.
Give a concrete example on how this concept is manifested either on the
national or local level.
With the different branches of any other government, they have a fail safe that
ensures security amongst the people of the said country, and it’s called the ‘Checks and
Balances Concept’. This concept is used in order to overpower any other ruling that omits
a certain action against the government. In serious cases, this could be the impeachment
of the President – which shall not be decided by the executive branch rather the supreme
court. Another example could be the veto power of the president – which the executive
branch can handle which law to reject or accept. This way, we can have the different
branches to work with one another whilst regulating the power that they’re using.
The abovementioned examples are on a national level, but how about the local
level? As we know, there are different scales of government that has more power and
covers more than the other. We have the national, provincial, municipal, and the barangay
level. In applying the ‘Checks and Balances Concept’, we are to see that power is of
dependent on which scale your government is.
3. How will you assess the present administration of President Rodrigo Duterte
in terms of his constitutional powers as executive leader of our land?
For the past years that our president has been handling our nation, we have come
to understand his capabilities as our own leader. There has been different news regarding
on how he has come to handle our government. And in return, we have empirical data to
show whether he has served as right or wrong.
With this assessment, researchers carry statistics of how our country is
progressing with regards to societal change. In our government, we have the Philippines
Statistics Authority (PSA), that is responsible for giving off the necessary data to see
whether our not our nation is improving or not. And in most cases, these numbers shall
fluctuate depending on what our president is solely concerned by. For us to understand
how our leaders have come to help our citizens, we must look into data that shows if
they’re doing their jobs effectively or not.

4. Given the chance to be one of the legislators, what possible law would you
like to pass in the Congress? Why?
There are many different contemporary issues that concern the Filipino people but
there are some that really catches my attention. Amongst most issues, the one that
concerns me the most is unregulated abortion treatments all over the country. It is true
that abortion is illegal in the Philippines but it’s still commonly practiced by a lot of people
that do not want to own a baby. While our country is providing accessible contraceptives,
we are not open into killing the fertilized egg inside the womb of a mother. So, what do I
want to do about this? We should strengthen the law around the said subject. Similar to
drug regulation, we should monitor people who do abortion because I truly think that it’s
an immoral and distasteful act to do. Wasting the lives of children who have never seen
daylight is a waste of opportunity and inhumane act of selfishness.
As an individual, I have the golden rule of save everyone in need, and in our cases,
fertile embryos in a mother’s womb are one of our main concerns.

Activity 03: Video Analysis


Instructions: Watch carefully the video, (Philippines may start COVID-19 vaccination by
May 2021 - Galvez | ANC and answer the different questions. This will be recorded as
one of your Written Works.
1. What does the video want to convey to the viewers?
As the global pandemic continues to infer problems to people all around the world,
there has been a declaration of a tentative date on which the Philippines may receive aid
with available vaccines in order to cope up with the rising number of positive patients. It
is said that the government is planning to do widespread vaccinations in areas that are
prone to getting the virus. With this, we must always keep in mind that there is an end to
this crisis and that we shouldn’t be anxious about citizen safety.
With the help of vaccine experts, DOH, and DOST, they shall determine those who
can take the vaccination safely. Moreover, they shall get the moderate number of
professionals from the medical field to help assess those who are in danger with the
disease. This interview employs public awareness so that the people who are watching
are informed with the upcoming plans of the government. And even though we are in a
difficult situation, we shall always seek to find the best for all people.
2. Who among them in the LGU are involved in the implementation of the
vaccination program?
The Philippines have recently got in contact with a supply of vaccines against the
COVID-19 pandemic and it has been rest-assured that it would be held in a provincial

scale. What the government is going to do is to properly distribute vaccines in places in


dire need of help whilst prioritizing the elderly and those who have lung problems. With
regards to who takes responsibility, the governor is tasked to vaccinate certain cities in
their province that is at high risk of getting the corona virus disease. Recently, Governor
Ryan Singson has made a statement that there be tests that would be held in Vigan in
order to stop the widespread. Along with other high-traffic cities, these are prioritized.
Now, with the given premises, each mayor shall be given the task to distribute
these vaccines. It would be their job to monitor those who need it the most. And with this,
we can reassess that this be a successful transition into the new normal.
3. Describe the process of implementation of the said program.
In recent news, President Rodrigo Duterte has received vaccines from different
countries that would be extremely beneficial to the implementation of the said program.
With this, we can now see how the planned initiative can be applied to a targeted
demographic alongside vaccine experts – limiting it to only 24 million people of the whole
population. And as a government mandatory programmed, this was designed to properly
and orderly give out same opportunities all throughout the country, most especially those
who are prone to have positive cases. The interview went on and has declared that the
tentative date for the process is within the month of May. This came from an agreement
from different countries trying to cleanse the world.
Overall, these ways in which we can try to implement certain programs that
concern our society should always be monitored by the different public officials, for these
are important in trying to revive the community we once lost.
4. What roles and functions of the LGU will be necessary in the implementation
of the vaccination program?
As mentioned in different news articles regarding the covid-19 vaccination
program, we are to expect the full cooperation of the different LGU’s – most of which will
be held on a provincial and national scale. Each of these officials shall help in
implementing the government initiative, and it’s to fully guide those who are vulnerable to
the disease. With these LGU’s are professionals in the medical field such as doctors,
nurses, and vaccine experts. They shall do their part into trying to help and save those
who are clinically ill, as well as prevent those who can have the disease. Most of often,
the government officials are there to instill order in which they can prohibit certain acts to
stop the spread of the disease. Moreover, they’re responsible for the number of vaccines
to be distributed per municipality. In conclusion, each among our leaders have their own
way with contributing to the pandemic today. From the smallest of tasks to the biggest of
bets, they are what sets apart those who want to save the world and those who don’t.

Activity 04: Write and Draw


Instructions: Analyze the nature of elections and political parties in the Philippines by
answering some questions. Then establish your own political party by preparing a
campaign poster design which reflects your agenda and platform. You may use a
separate long bond paper if the space below is not enough. This will be recorded as one
of your Performance Tasks.
1. How do you find our Philippine elections and political parties? Do they really
serve their purposes? Support your answer.
Different political parties are there to give the people of the Philippines a decision
on which a government goal should be. As oppose to a single party election, we can
properly say that the decision making is solely based on a single option, and in order for
us to optimize proper goals to set, we have to consider different parties.
In terms of serving their purposes, most of which who have run for a position have
been honest to their own words. But as oppose to different politicians who are just in it for
corruption and self-improvement, we can truly see the sickness of a bad person in power.
Fortunately, our government has not fallen down to the depths of which they rise just to
make amends for their personal life. Often, we’d see that a lot of our public officials are
doing their job with great intent. And although some see opportunity in being a leader in
our nation, there are still those who want nothing but money and exploitation.
2. Which among the political parties really help uplift the quality of life of the
Filipino people? Explain your answer.
With the different political parties present today, I’ve come to refer to different news
articles with regards to their own contributions with the welfare of our society. And
according to my research, the Duterte administration amongst other parties have solved
several issues in consideration of the Filipino people. I’m not dictating that he has been
the best at his own job but he has plenty of notable achievements.
First, he has changed the rate of poverty from 23.5% to 16.7%, with an astonishing
6.8 differential. Because of this, tens and thousands of Filipinos have been saved from
starvation and natural disasters. Second, the most notable act that he has done is his war
against drugs. According to a research, 1.8 million Filipinos have used illegal drugs in
2015, and when Duterte fought the said act, he has almost eradicated more than 70% of
drug users in the Philippines. His impact has directly changed the course of citizen health
and their outlook on the Philippine government. Lastly, he has sanctioned abusive utilities
such as telco that has secured a contract since 1997. Serving 16 million customers in
nearby provinces, they have decided to give up P11 billion pesos as a refund from an
unapproved rate of commission. Because of this, water has been more accessible and
we have gained more money for the Philippines to spend.

All of these are of which the benefits of having a great leader and although
Duterte’s party might not be the best, he has truly claimed some victories that we can
always look up to.

3. Make a campaign poster design of what political party would you like to
organize. Explain it substantially by indicating your agenda and platform.

Among different political ideologies, freedom is the essence of a democratic


country that is in pursuit of societal change and development. With the political party
‘Kalayaan’, this shall promote the constitutional rights of every individual in our nation –
starting with our morals going up to political liberty. As oppose to many radical
governments, our party shall serve as a conservative unit of leaders that encourage
treating citizens with the highest amount of respect with regards to the law. I believe that
the government should live outside the needs of people unless needed. We should see
that the function of an institution should be based off of mass control – and not by
interrupting the lives of an individual.
This party shall run to serve the nation with regards to every person out there.
There shall be no person left behind. Fight for ‘Kalayaan’!
