Pursuant to Republic Act No.9710, Section 36 of Chapter VI
provides that all departments including different agencies, offices
and other government instrumentalities shall adopt gender
mainstreaming as a strategy to promote women’s human rights
and eliminate gender discrimination in the systems, policies,
thrusts and programs.
Rationale
In line with this mandate, the General Appropriations Act of
2013, Republic Act No. 10352 requires all agencies including the
Department of Education to formulate a Gender and
Development (GAD) Plan and Budget designed to address gender
issues and implement applicable provisions under Republic Act.
No. 9701 that GAD Plan and Budget shall be integrated in the
regular activities utilizing the five percent (5%)budget of agency.
The training of the teachers specifically aims to:
1.Discuss the importance of Gender and Development.
2.Differentiate sex and gender.
3.Identify gender roles in the family, household and society.

Course Objectives 5.Discuss the role of the government in responding to gender
needs and the salient features of RA 7192/RA 9262
6. Create awareness on the significance of intercultural learning,
global citizenship, volunteerism, and leadership in building a
progressive community.
