B. PROFILE OF THE PROGRAM

I. Title of the Program

Gender and Development: A Specialized Talk and Training on Fairness and

II. Rationale

The Gender and Development Program (GAD) is a development perspective and

process that is participatory and empowering, equitable, sustainable, free from

violence, respectful of human rights, supportive of self-determination and the

actualization of human potentials, according to the Magna Carta of Women (Republic

Act No. 9710). It advocates for gender equality as a fundamental goal that ought to be

reflected in development decisions and asserts that women are active contributors to

development rather than merely passive recipients of it.

For the world to realize the goal of a gender-responsive society where women and

men equally contribute to and benefit from development, gender mainstreaming, also

known as Gender and Development (GAD) mainstreaming, is the main international

strategy. It aims to take a more thorough look at how men and women interact in

terms of resource access and control, opportunities and rewards are equally accessible

to both gender, decision-making, and rewards and benefits within a certain system—

which may be an organization, a government, or an entire society. The process of

gender mainstreaming requires the modification of institutional structures, culture,

and practices so that gender issues and concerns are no longer seen as ancillary

matters.

Consequently, being part of the mainstream indicates that everyone has an equal

opportunity to shape social choices and determine what is valued. It also means

equally distributing the advantages of development. It presents the chance to have an

impact on who does what in a society, who owns (and can own) what, who has access

to jobs and money, who manages the institutions and resources of the society, who

decides what gets prioritized, etc.

III. Program Description

This program highlights the gender equality in all facets of the development process

to realize the goal of a gender-responsive society where women and men equally

participate to and benefit from development.
