I. Activity Description
I. RATIONALE
The Magna Carta of Women (Republic Act No. 9710) defines Gender and
Development Program (GAD) as the development perspective and process that
is participatory and empowering, equitable, sustainable, free from violence,
respectful of human rights, supportive of self-determination and actualization
of human potentials. It seeks to achieve gender equality as a fundamental
value that should be reflected in development choices and contends that
women are active agents of development, not just passive recipients of
development.
Moreover, GAD seeks to achieve gender equality as a fundamental value
that should be reflected in development choices; seeks to transform society’s
social, economic, and political structures and questions the validity of the
gender roles they ascribed to women and men. Both men and women have
disparities. They have different strengths and developmental needs.
In line with Dep Ed Order No. 32. S 2017 titled Gender Responsive Basic
Education Policy which promotes the integration of principles of gender
equality, sensitivity, non-discrimination and human rights in the provision of
Basic Education, Panggulayan Elementary School formulates a Gender and
Development (GAD) Plan and Budget designed to promote the abovementioned
policies.
In addition to, this project seek to promote understanding and open-
mindedness among the teaching and non-teaching personnel and for them to
examine their personal attitudes, beliefs, and behavior, and to instill empathy
into the views about themselves and the other sex. This also aims to achieve
the equality of both women and men and their right to enjoy equal conditions
