The City of Pittsburgh goes to The Cloud: A Case study of Cloud Solution Strategic Selection and
Deployment

1. It’s Important because CIS is a technical branch of the City of Pittsburgh, to understand the City
of Pittsburgh’s strategic position, it is critical to understand the nature of the City administration
and its technology department, is responsible for the planning, acquisition, installation, and
support of the City’s proprietary and open computing environments. So they must provide
technological resources for workers in the city, so that the entire city can work smoothly.
2. There are several kind stakeholders CIO knew that the importance of stakeholder buy-in has
been recognize as important in public administration. This project is a large project that includes
a variety of resources, of course there are many difficulties that will be faced and resistance by
unconvinced potential user, a project to create a wireless downtown in the City a few years
earlier. Also, involving stakeholders can provide another perspective that can benefit various
parties both for the interests of the city and for the stakeholders themselves.
3. Because each division in this project has their own perspectives and goals that they want to
achieve, just as the public and private sectors have their own goals, so to unite the vision of each
division takes a long time. It is equally important for private and public to have a meeting about
this, because the consideration of both in the decision-making process would affect the project
and other issues that may come in the future. Public innovation is a new idea that functions to
create public value in the IT field or not, while IT innovation does not necessarily have public
value. But public innovation and IT can work together to produce greater public value
4. Other services may be like an electronic identification that can make it easier for every division in
the city to recognize the community. Everyone can easily get service from the city government
just by entering the residence number where later the ID is stored on one cloud server.
5. The factors contributed to making this cloud migration project a success is :
a. Good analysis of IT to email system as a basis for good strategies and before making project
decision making that considers alternative cloud models
b. Ensuring all the committee member’s concern in making decision making process
