ORDER:

The Managing Director, Tamil Nadu Horticulture Development Agency has


sent a proposal for creation of an Engineering Wing at Tamil Nadu Horticulture
Development Agency for executing civil works, taking up improvement activities
in the Gardens / Parks functioning in the State Horticulture Farms.

2. The Managing Director, Tamil Nadu Horticulture Development Agency


has stated among other things that the operational control of the 55 State
Horticulture Farms including 7 Parks and Gardens has been vested with Tamil
Nadu Horticulture Development Agency (TANHODA) vide G.O. Ms. No. 537,
Agriculture (AA8) Department, Dated:24.12.2007. The Government has
proposed to establish 3 new Botanical Gardens/ Eco Parks in the State
Horticulture Farms at Madhavaram, Courtallam and Yercaud Substantial
improvement works and productivity improvement works are to be
undertaken in other Gardens and State Horticulture Farms. Landscape
architects were empanelled and invited to submit necessary proposals

for establishment of new Gardens and development of existing gardens. A total


of 11 proposals have been received and are being processed for implementation.
In the first phase the following works are proposed to be taken up in the year
2010-11 for implementation.

1. Establishment of Ornamental and Demo Garden at State Horticulture


Farm. – Madhavaram at a cost of Rs. 563.46 lakhs.
2. Establishment of Eco Park at State Horticulture Farm – Courtallum at a
cost of Rs. 592.00 lakhs.
3. Establishment of Yercaud Botanical Garden at a cost of Rs. 1100.80
lakhs.
4. Development of Bryant’s Park and Anna Park at Kodaikanal at a cost
of Rs. 159.37 lakhs.
5. Development work in Government Botanical Garden, Rose Garden,
Ooty and Sim’s Park, Coonoor at a cost of Rs. 150.00 lakhs.
6. Establishment of Protected Cultivation Training Centre at Thally at a
cost of Rs. 40.00 lakhs.
7. Hill Area Development Programme works at a cost of Rs. 75.00 lakhs.
8. Works related to scrutinizing project related works including field visits
for post harvest component of the National Horticulture Mission.

The total cost of works is approximately Rs. 2700.000 lakhs (Rs. 26.80 Crores).
The nature of works is specific and time bound. They require to be attended by
dedicated staff deployed for the purpose, so as to ensure the quality of work. It is
therefore, proposed to form an Engineering Wing in Tamil Nadu Horticulture
Development Agency (TANHODA).

The total cost budgeted for this wing is Rs. 26.60 lakhs which works out to be
about 1 % of the total cost of works. He has therefore proposed to meet out the
expenditure from Tamil Nadu Horticulture Development Agency (TANHODA)
funds and sufficient funds are available under this head for this purpose.

3. Hence, the Managing Director, Tamil Nadu Horticulture Development


Agency (TANHODA) has requested the Government to issue orders for the
formation of an Engineering Wing in the office of the Tamil Nadu Horticulture
Development Agency (TANHODA).

4. The Government after careful consideration accord sanction for the


formation of an Engineering Wing subject to the following terms and conditions:-
“In view of the importance of the Garden works, to give dedicated
attention, it has been agreed to create a separate cell with 4 (four) Assistant
Engineers and 1 (one) Executive Engineer. The four Assistant Engineers to take
care and Horticultural work in the parks at Madhavaram, Courtallam, Yercaud,
Ooty and one Executive Engineer is to be placed at State level with Directorate
of Horticulture and Plantation Crops as Headquarters. All these 5 (five) staff
shall be filled by redeployment from the Agricultural Engineering Department.
The Chief Engineer (Agricultural Engineering) has identified the posts to be
disbanded and redeployed to directorate of Horticulture and Plantation Crops as
follows:-

Their salary is payable from out of the Mission Management funds of National
Horticulture Mission. The cell will continue to be under the technical control
of Chief Engineer, (Agricultural Engineering). The Executive Engineer will be

positioned in the office of Director of Horticulture and Plantation Crops till the
project is completed and will be under his administrative control.

5. The pay and other allowances of the above 5 (five) Engineering staff
should be debited to the following head of account:-
“2401 – 00 – Crop Husbandry – 119. Horticulture and Vegetable
Crops - I Non Plan – BC. Assistance to TANHODA under National
Horticulture Mission – 09. Grants–in–Aid-01. Grants for Current
Expenditure.
(DPC–2401– 00 – 119 – BC– 0916.)”

6. Necessary funds will be provided in Revised Estimates/Finally Modified


Appropriation 2010-2011, by way of re-appropriation from the funds
provided in Budget Estimates 2010 - 2011 under the head of account,
“2401–00–119-BC-11-01. Individual Based Subsidy”. Pending provision of funds,
the Managing Director, Tamil Nadu Horticulture Development Agency is
authorized to incur the expenditure. He is requested to send necessary proposals
to include the expenditure in Revised Estimates/Finally Modified Appropriation
and to surrender the re-appropriated amount to Finance (Agriculture) Department
at appropriated time.

7. This order issues with the concurrence of Finance Department vide its
U.O. No. 44973/CMPC/2010,Dated 09.08.2010 and Additional Sanction Ledger
No. 588 (Five hundred and eighty eight).
