1. PURPOSE

Truck Design and Construction is a critical component of a comprehensive fleet safety program.
This module addresses safety related features which should be included on delivery vehicles. This
safety related features are required for new vehicles purchased and existing vehicles where such
features are reasonable and commercially available in the country where the unit is purchased
and/or operated.

2. SCOPE

This Module provides the fleet safety management guideline and specifications of a PETRONAS
Chemicals Marketing (Labuan) Ltd. (“PCML”) vehicle which includes;

i. Prime Mover general mandatory requirements


ii. Trailer general mandatory requirements.
iii. ISOtank requirements.
iv. Safety equipments requirements.
v. Curtain Siders requirements.
vi. General Cargo / Open Truck Mandatory Requirement

The scope of this module also include the following;

i. Workshop requirements.
ii. Vehicle age.
iii. Documentation requirements.
iv. Maintenance and repair.

3. PERFORMANCE MEASUREMENTS

It is expected that vehicles to be used for PCML to meet all engineering, regulatory and safe
operating standards within this procedure with minimal risk to Pilot, Transporters, customers, public
health and the environment.

4. PROCEDURE

4.1 VEHICLE ACCEPTANCE REQUIREMENTS & PROCESS

All vehicles to be used for PCML operations are subjected for proper verification and registration
into PCML database (or any nominated external database). Below is vehicle acceptance
requirements and registration process for Term Contract (New Injection & Existing Vehicles) and
Spot Contract;

4.2 Vehicle Specifications

4.2.1 Introduction

This module specifies the details of the requirement of Prime mover, trailers and ISO Tanks for
Vehicles selection during term contract and spot contract. Equipment shall be rejected from list of
approved trucks should any violation / fail to comply based on the contract types and its vehicle
specification without any justification required.
4.2.1.1 Term Contract

The written agreement which duration of the service more than 3 months. The terms and condition
shall apply the latest PETRONAS terms and condition. The signing parties are obligated to adhere
to the terms and conditions within the contract until the expiration, or end date, of the contract.

4.2.1.2 Spot Contract

The written agreement which duration less than 3 months. The terms and condition shall apply
the latest PETRONAS terms and condition. The signing parties are obligated to adhere to the terms
and conditions within the contract until the expiration, or end date, of the contract. Spot contract
that has been extended with overall duration of 9 months; the vehicles shall subjected to full Term
Vehicle requirements (Term Contract Vehicle Specification) from 10th months onwards.

4.10 Vehicle Inspection Checklist

On top of requirements sets forth by applicable law, pre- and post-trip inspections are essential to
the safe and efficient operation of a fleet as motor vehicle incidents are responsible for more work
related deaths than any other loss source. One way to reduce associated risk is to ensure vehicle
is in proper operating condition by completing daily vehicle inspections, and by being aware of
dangerous conditions related to any parts failure before starting, or while on journey.

All Transporters are required to use PCML PDC form for vehicle’s pre-departure inspection. All
inspections shall be filled by Pilots and verified by Supervisor/ HSE Trainer. Random check must
also be conducted by the Transporter’s management to ensure that the PDC is conducted as per
procedure. Pilot shall also perform visual inspection in-transit at rest area and visual post inspection
after returning back to depot.

Any findings on the mandatory items, need to be addressed immediately before proceeding with
loading at plant. For any defects that must be repaired within one (1) day, the vehicle can be
allowed to load but the ratification of defects must be carried out within the next day. Plant (loading
point) and/or onsite personnel will conduct verification of the truck condition before proceed with
loading activities, and is subjected to rejection if found as non-conformance.

4.11 Workshop Requirements

This section describes all minimum requirements for workshop selections criteria to ensure process
is in place to approve dedicated workshop for heavy vehicle maintenances. Failing to provide the
vehicles with the right amount of maintenance, and being handled by non-standard of workshop
and un-trained / un-experiences mechanics, can eventually lead to unsafe driving conditions.
Transporters are required to conduct Maintenance and Repair (“M&R”) at Vehicle’s Manufacturer or
Trailer’s OEM or OEM approved workshop only. An approval from PCML Contract Owner is required
to evaluate any 3rd party workshop / internal workshop (after proper assessment and evaluation is
conducted. Please refer to workshop audit checklist on Appendix 2).

Transporters shall conduct preventive and corrective maintenance as stipulated as follows:

were completed

iv. Complete an end-of-the-day inspection and prepare a written report that documents any
discovered defect or deficiency.

v. Periodically assess, and evaluate workshop to ensure compliances and sustainability of


safe practices standard for workshop operations.

Transporters are prohibited from operating a truck in any condition that is likely to cause an accident
or result in the truck breaking down. These vehicles must be marked with an “out of service” sticker
and cannot be operated until all repairs are made and the sticker is removed.

4.12 Workshop Minimum Qualification & Requirements

Any 3rd party workshop or internal workshop, shall meets the following:

i. Workshop area, premises and building is certified & approved for workshop and its
related activities as per local authorities’ requirements (licence to operate).

ii. Workshop premises is secured with security for each entrance and exit.

iii. Workshop Location- not within residential area, not near river and is accessible via
main road.

iv. Workshop area must be covered and proper designated location for equipment
parking and appropriate lighting for night repair jobs.

v. Genuine or OEM spare parts are used for critical vehicle parts (all engine parts &
system, brake, suspensions, axles and its accessories, turn tables system and items
specified as critical safety devices in the vehicle specification list).

vi. Has valid technical manual and maintenance procedures.

vii. Has proper records on all maintenance activities, and truck details.

viii. Lead mechanics have experience in M&R activities of the related vehicle’s models.

ix. Mechanics has valid experiences of minimum three (3) years.

x. Diagnostic tools device used for maintenances (by normal trouble shooting /
electronic devices) is supplied by OEM for proper identification on the repairs
required.
xi. Has valid technical manual of the prime mover.

xii. Staff & mechanics profiles, for proper tracking on the experiences, tasks, expertise,
training, and performances records.
xiii. Mechanics trained on equipment familiarization (repairs tolls, including any electronic
diagnostic tools, and powered-tools / devices for maintenance jobs).

4.13 Preventive Maintenance

Preventive maintenance is an operation unit responsibility assigned to the Transporter, who have
overall responsibility for equipment maintenance.:
i. All vehicles shall not exceed 3000km of scheduled preventive maintenance program. A
year duration record keeping is required for reference.
ii. Any scheduled preventive maintenance must be in accordance to Vehicles Manufacturers
and/or OEM recommendation, with records and next scheduled date updated into e-VSP
or any other PCML approved vehicle database system.
iii. Transporters shall also identify a list of panel workshop and recovery equipment for
breakdown events along the route.

Transporter is responsible to conduct Inspection, Testing and Preventive Maintenance (“ITPM”)


procedure for Critical Safety Equipment (“CSE”). The list of CSE as per Appendix 6.2.

i. CSE are to be inspected, tested and maintained in accordance with established


procedures / checklists. The Transporter is responsible to develop maintenance program,
and update the maintenance procedures / checklists when the need arises.
ii. Documented procedures / checklists and equipment operating parameters must be
available for all CSE. Such procedures / checklists should cover operation, ITPM aspects
to ensure the device integrity and reliability.
iii. Procedures / checklists, the current listing of the CSE and the system procedures are to
be kept in a file entitled ITPM records.

6. DEFINITIONS

Terms Definitions

ISOTANK ISO or intermodal containers are used for the intermodal


transport of freight. They are manufactured according to
specifications from the International Organization for
Standardization (ISO) and are suitable for multiple transportation
methods such as truck, rail, or ship.

Flatbed Flatbed truck is a type of truck which can be either articulated or


rigid. As the name suggests, its bodywork is just an entirely flat,
level 'bed' with no sides or roof. This allows for quick and easy
loading of goods, and consequently they are used to transport
heavy loads that are not delicate or vulnerable to rain, and also
for abnormal loads that require more space than is available on a
closed body.

EXPLANATORY NOTE F – Operational Conditions for Curtain Siders and General Cargoes:
Operational 1. The equipment should be in a roadworthy condition, fit for purpose, compliant

2. The floor should be flat, level and free of objects (e.g. protruding nails) and
holes or other damage that might either cause risk to loading/unloading staff
or damage to the cargo.
