2.0 Executive Summary:


a) This section presents a brief summary of the results of the Energy Audit carried out
during November 2021. The study covered initially the energy saving opportunities
at BPCL Northern Region Office Building, located at Noida, Uttar Pradesh with a
focus mainly on proposals and recommendations on Energy Conservation, which
require short, medium & long term investments.

b) A team of one specialist Certified & Accredited Energy Auditors, BEE were involved
in this energy audit. The energy audit was mainly targeted at identifying practical,
sustainable and economically viable energy saving opportunities in all sections of
the building, resulting from a detailed study and analyses of technical parameters.
The energy audit involved using a wide range of sophisticated, portable, diagnostic
and measuring instruments to generate the data and facilitate in analyses to give a
more reliable basis for evaluation of energy saving potential and economic viability.

c) Electricity, PNG and HSD are the main sources of energy in BPCL Northern Regional
Building. The electrical energy consumption for the last year 2020-21 from grid
works out to 1136256 kVAh (@₹13.04/kVAh), PNG consumption for the last year
2020-21 works out to 2534 kg and also HSD consumption for the last year 2020-21
works out to 6347 Liters. This could increase in future because of the increasing
trend in the cost of all energy sources.

d) The electrical energy saving & energy cost saving potential are identified as 10.82%
& 12.37% respectively over the existing conditions after considering uncertainty
margins for BPCL Northern Region Office Building Complex, and proposals
thereof appear to be quite attractive since most the cases payback period is less
than two year. Sonar Bharat Environment & Ecology (P) Ltd. will try to maximize
the energy savings which is very much possible if uncertainties are found favorable.
Details are given in table below.

e) Electrical Specific Energy Consumption (SECe) or Energy Performance Index (EPI)


for the year 2019–2020 was increased marginally from 84.63 kWh/m2/annum to
87.32 kWh/m2/annum. If all energy saving measures as indicated in this audit
report are taken in near future, EPI will come down certainly further and it will be
healthy for this building in respect to energy efficiency improvement.

f) For energy saving calculation electricity rate is considered as ₹13.04/kVAh as


evaluated from the electricity cost of last year.

4.0 Introduction:
Energy Audit is an effective means of establishment present efficiency levels and
identifying potential areas of improvement in energy consumption. Energy audit of utility
systems largely helps in reducing the energy consumption with resultant reduction in fuel
and electricity bills. Audit involves data collection, data verification and detailed analysis of
the data. The analysis leads to recommendations, which are short term (with minimum
investment), medium term (with moderate investment) and long term (with capital
expenditure). The cost benefit analysis of various energy conservation proposals enables
managements to take decisions regarding implementation schedules.

Energy conservation is a worldwide objective to save the human being from possible
disaster. Under the mandate of The Energy Conservation Act 2001, the Bureau of Energy
Efficiency and Government of India are implementing various programmers to provide
momentum of the energy conservation movement in the country. Energy Auditing is most
vital part of the conservation of energy. In order to improve the efficiency of the Energy
consuming system, energy auditing is the first necessary action to be taken by the
concerned firm. Through the energy auditing actual parameters can be detected at each
step, which can be compared with the standard achievable parameters. For proper Energy
auditing and energy accounting, parameters need to be monitored on regular basis and for
any deviation immediate action is needed to rectify and retain the efficiency at the
optimum level.

BPCL Northern Region Office Building, located at Noida engages Sonar Bharat
Environment & Ecology (P) Ltd. West Bengal to conduct detailed energy audit in their
Building” for the year of 2021.

5.0 Methodology & Approach:


The audit involved basis design data collection for various electrical utilities, kick of
meeting with concern departmental technicians, engineers & managers, carrying out
various field measurements, performance analysis and loss analysis covering all major
energy consuming sections of BPCL Building to realistically assess losses mainly in energy
consuming utility areas and potential for energy savings. The major areas of study are:

 Electrical Power & Distribution System and Transformer wise measurements


 Assessment of Transformer loading & efficiency
 Harmonic Load Survey and harmonic measurements
 LT motors for Chillers, pumps & fans of Air Handling Units and measurements of
different electrical parameters.
 Performance evaluation of Chillers & their present specific power consumption.
 Assessment of Load centre’s VAr management practices & line loss reduction.
 Study and analysis of Electricity Bills and further scope for monetary saving

 Study, analysis & assessment of performance for Air Handling Units


 Survey of illumination, lighting feeders and lighting system in different areas and
estimation of energy consumption.
 Assessment of other office equipment loads

During study several interactions was made to the office personnel and technicians to
share the actual operational features of equipments, building’s maintenance schedule and
equipment break down, down time of machineries, safety measures etc. At the same time
required data was collected from the building level and review the same with the
operational actual data.

The study focused on improving energy use efficiency and identifying energy saving
opportunities at various equipments. The analyses included simple payback period and life
cycle cost calculations where investments are required to be made to implement
recommendations, to establish their economic viability.

6.0 Instrument used in Energy Audit:


We have a wide array of latest, sophisticated, portable, diagnostic and measuring
instruments to support our energy audit investigations and analyses. The audit study made
use of various portable instruments along with plant online instrumentations, for carrying
out various measurements and analyses. The specialized instruments that were used
during the energy audit include:

 Micro-processor based Power Quality Analyzer, HIOKI with software facility


 Digital power clamp meter & multi-meter KUSAM MECO, India
 Digital thermometer with K-type thermo-couple for temperature measurement.
 Digital thermometer with inbuilt K-type thermo-couple for temperature
measurement.
 Digital Hygrometer
 Non-contact Infrared Thermometers for temperature measurement
 Digital LUX / Foot Candle Meter
 Measuring tape for the measurement of dimension

8.0 Energy Conservation Initiatives & Measures:


BPCL Northern Region Office Building, located at Noida is a very energy intensive building,
where mainly electrical energy, HSD & PNG are used for building air-conditioning (covering

63.01% building area), lighting, pumps, lift, office equipments, diesel generating set,
cooking in officer canteen & staff canteen etc. With the hike of fuel & electricity cost,
management of BPCL took many progressive steps & measures for energy conservation in
electrical distribution system, control in air-conditioning system, lighting system etc. The
adopted energy efficient technologies & energy management strategies are given below.

a) Installation of Micro processer based most energy efficient centralized chiller based
air-conditioning system with water cool condenser & use of variable frequency
drive (VFD) with the motor of screw compressor operation.
b) Installation of variable frequency drive (VFD) with the motor of all secondary
chilled water pumps
c) Installation of variable frequency drive (VFD) with the motor of fan of all Air
Handling Units
d) Use of automatic sensor based glass door opening & closing at main entrance
e) All lift operation is micro-processor controlled.
f) Replacement of all conventional Compact Fluorescent Lamps (CFL) & Fluorescent
Tube Light with most energy efficient and long lasting LED Light fixture.
g) Installation of New LT capacitor banks with APFC panels at LT PCC of two
transformers for power factor correction.
h) Optimizing the cable size in distribution system and use parallel cables with all
major LT feeders for line loss reduction
i) Use of submerged bore well pumps for suction head reduction and power
consumption reduction
j) All CRT monitor in desktop computer is found to be replaced with energy efficient
LCD monitor or Laptop.
k) Maintaining overall good housekeeping & cleanliness.
l) Installation 11 kV/11 kV HT Automatic Voltage Regulation for supplying stable
voltage.

9.0 Barriers towards Energy Conservation:


a) Specific power (kW/TR) consumption of chiller at part load is found to be very high,
where the speed of compressor is controlled by VFD.
b) At present there is big gap in proper energy accounting. At present there are two
digital energy meters; one is connected to LT PCC of Transformer-1, which is in
working condition & another is connected to LT PCC of Transformer-2, which is not
in working condition. And at present no energy accounting is done for individual LT
feeders under Transformer-1 & Transformer-2.
c) Monthly electricity billing Power Factor is not maximized, resulting in increase of
kVAh unit consumption & kVA demand to greater extent.
d) As this building uses large number of non-linear loads like VFD with chiller motor,
secondary chilled water pumps, fans of Air Handling Units, UPS, Server, and Driver
of LED based lighting system, odd & evil harmonics are generated, resulting in
higher line losses, higher kVA demand, de-rating of Capacitors due to parallel

resonance, heating of cable, switches etc. At present no harmonic mitigation


measures are taken by building management.
e) Unbalancing of current is occurring in most of the LT feeders during load condition
and it leads to increase line loss.
f) Most of the time transformer-2 is found to be under loaded, which leads to fall in
transformer efficiency significantly and in nighttime load is fully cut off.
Transformers are not run in parallel mode as these two Transformers are same
capacity (1000 kVA each), same voltage ratio, same vector group, same %impedance
volt.
g) Building uses most inefficient 50 watt spot halogen lamps are using till date instead
of most energy efficient lens fitted LED spot lamps.
h) No LED based task lighting was found in the table of wing office areas. These energy
efficient tasks LED light can operate from Laptop/computer USB port and reduce
the lighting load consumption in wing areas substantially.
i) Lighting supply voltage is found to be high, leading to increase the line loss in
lighting circuits & reduce the life of lamps substantially.
j) Substantial amount of printers are using in different wing office places instead of
centralized printer system.

10.0 Profile of BPCL Northern Region Office Building:


It is one of the most modern 9 storied office building excluding basement, located at A 5&6,
sector-1, Noida, U.P. Total built-up area of this building is 12257 m2, having Office block in
A-wing & B-wing consists of Ground floor plus nine floors, where each floor having two
wings. Beside that there are covered car parking place at basement. Main office building
consists of reception, administrative office, dining hall, kitchen, lecture hall, syndicate
rooms, projection room, faculty rooms, library, etc.

11.1 Summary of Energy Consumption Profile:

At present BPCL building uses electricity for building electrical utility operation, HSD for
running of standby DG Sets & PNG for Canteen use. A summary and comparison of the
annual energy consumption, Energy Performance Index (EPI) is given in tables below:

Consumption” as “Energy Performance Index” (EPI) for 5- star rated building having
more than 50% Air-conditioned area is below 100 kWh/m2/yr. with 5-Star Level-
*****.

11.5 Findings on Energy Consumption:

i. Electrical energy consumption (in kWh or in kVAh) & thermal energy consumption (in TOE) for the
year 2020-21 are found to be increasing in trend as compared to the year 2020-21. And it was mainly
due to COVID 19 Lockdown situation, wherein office activity was closed & it was carried out from
home as work at home through online internet facility for some of the months in the year 2020 &
onwards, resulting in lesser energy consumption.
ii. In the present scenario the Energy Performance Index (EPI) of BPCL Building, Noida is in increasing
in trend for the year 2020-21. Still, it is found to be less compared to the published ECBC of BEE.
Hence, energy efficiency is maintaining by BPCL Building, Noida. Still target should be fixed for
further reduction of loss of electrical energy by Power Factor Correction with Harmonic Mitigation,
accurate energy accounting, timely energy auditing by third party and adoption of new energy saving
technologies.

12.0 Electricity Bill Analysis:


a) Electrical energy consumption (kWh) for the 2020-21 is found to be increased by 3.18% compared to
the year 2019-20.
b) Electrical energy consumption (kVAh) for the 2020-21 is found to be increased by 3.65% compared
to the year 2019-20.
c) Monthly Building Maximum Demand for the 2020-21 is found to be increased by 16.78% compared
to the year 2019-20.
d) Monthly Demand charge for the 2020-21 is found to be decreased by 7.57% compared to the year
2019-20.
e) Monthly average power factor is found to be 0.942, which is maximized i.e. unity, resulting in higher
unit (kVAh) consumption & excess monetary cost involved in electricity consumption.
f) Net electricity bill amount for the 2020-21 is found to be increased by 5.79% compared to the year
2019-20.
g) Derived overall Unit Cost for the year 2020-21 is found to be ₹13.84/kWh or ₹13.04/kVAh.

13.0 Electrical Power Distribution System:


13.1 Introduction:

The main source of electrical energy in BPCL Building, Noida is the 11 kV grid power of
PVVNL. Beside grid power another source of electrical energy is own generation from 2 x
750 kVA & 1 x 500 kVA Diesel Generating (DG) sets. Normally DG sets are used as standby
source of electricity, when power cut occurs.

Normally, 6 kV power is fed to the main substation of BPCL Building, Noida through
underground network of PVVNL, where two transformers, like Transformer-1 &
Transformer-2 of capacity 1000 kVA, 11 kV/0.433 kV each are energized separately
through one 11 kV/11 kV Automatic Voltage Regulator (AVR). All transformers are
equipped with vacuum switchgear & over current & earth fault protection relays. Presently
such transformers run in without parallel mode operation and serve loads of this building.

After step down of transformers to LT voltage, presently power is fed to LT PCC of


transformers separately and LT feeders from such PCC feeds power to the different MCC
panels of this building.

All LT PCC of Transformer-1 & Transformer-2 are equipped with new variable LT
capacitors with APFC, having capacity 250 kVAr & 250 kVAr respectively for power factor
correction. There are no other capacitor banks at load centers. Details of transformer
specification, DG set specification & LT capacitor specification are given in table-13.1.1,
13.1.2 & 13.1.3.

13.3 Summary of Electrical Field Measurements and Findings:

Electrical power measurements & data logging were carried out in 10 second time interval
for one hour at secondary side of 1000 kVA Transformer-1 on 17.11.2021 using
sophisticated HIOKI Power Quality Analyzer. During measurements, all electrical
parameters, like voltage profile, current profile, power factor, all power profile, individual
harmonic level was critically studied & analyzed with maximum, minimum & average
values. During study, measurements for Transformer-2 did not carry out due to some oil
filtration problem and full load was given on Transformer-1 for measurements.

13.3.3 Findings on Measurements & Performance of Transformer:


a) Measured curves indicate that nature of load is found to be highly fluctuating in nature & cyclic in
nature and it is due to frequent loading & unloading of chiller compressor motor, lighting system,
office computers, UPS, Lift & VFD frequency of AHU fan motors.
b) Power Factor was found to be leading in nature without any chiller load & pumping load.
c) Average loading of Transformer-1 is found to be less as loading of chiller & air handling units is found
less due to winter season. Maximum loading of Transformer-1 was recorded as 33.6% with one
chiller running with other loads. When, another chiller load will be added with the system, any one
Transformer of 1000 kVA can cater entire load of building safely without any fall of running
efficiency and in that case core loss for any one Transformer will be saved. In that case one
Transformer should be switched on/off interchangeably for short duration for avoiding any moisture
ingress in core & winding.
d) Average winding temperature of Transformer-1 was found to be satisfactory (Avg.-52oC).

e) Presently average power factor for Transformer-1 is found to be less (0.939) & not maximized for
reduction of kVAh unit reduction as some of Capacitors in APFC Panel-1 is de-rated due to harmonic
resonance.
f) Average voltage unbalancing at LT PCC of transformers is found to be satisfactory (0.54%), which lies
within acceptable limit of 1%. Unbalancing of load current in between three phases was observed
and some cases excess current (Avg.-58.2A) flow through the neutral, leading to increase of line
losses & transformer eddy current loss. Hence, it has to be minimized or neutralized.
g) Derived efficiency of Transformer-1 is found to be satisfactory even with harmonic loading.
h) Total current harmonic distortion (%THDi) is found to be high due to existence of non-linear loads,
like VFD with chiller compressor, secondary chilled water pumps, condenser-cooling tower pumps,
fan-motor of Air Handling Units, LED lamp, UPS, Computers, Sever etc.

13.4 Guide Line for Efficient Running of DG Set:


a) A poorly maintained injection pump increases fuel consumption by 4Gms/kWh.
b) A faulty nozzle increases fuel consumption by 2Gms/kWh.
c) Blocked filters increase fuel consumption by 2Gms/kWh.
d) Lube oil consumption tells about the health of engine. Appropriate specific lube oil
consumption for DG engine is 0.5litre/hr. If the oil consumption goes higher than
this value, engine needs attention.

14.0 Motor Survey & Measurements:


14.1 Introduction:
Noida Office Building of BPCL uses large number of large, medium & small size LT motors
mainly in Chillers, Chilled Water Pumps, Condenser Water Pumps, Air Handler Fans, Fire
Pumps, Domestic Water Pumps, AC Water Make-up Pumps, and Bore-well Pumps etc.
During study, special emphasis was given on LT motors in details to identify the further
scope of energy saving opportunities in motors. Load survey of such LT motors was taken-
up methodically to identify improvement options.

14.2 Objective of the Study:

a. Measurements of different electrical parameters, like voltage, current, load/unload


power factor & power consumption.

14.3 Measurements:

Observation on machine side parameters such as load, flow, pressure, temperature, etc., (as
relevant) was also taken with the electrical measurements. Availability of online
instruments for routine measurements, energy meters for monitoring was also looked into
for each case.

14.4 Analysis:

Analysis of observations on medium size LT motors and connected drives was carried out
towards following outputs:
a. Motor load on kW basis and estimated energy consumption
b. Scope for improving monitoring systems to enable sustenance of a regular in-house
Energy Audit function
c. Scope areas for energy conservation with related cost benefits and source
information
The observations were to indicate:
% Loading on kW, voltage, current, power factor, machine side condition like load / unload
condition, pressure, flow, temperature, damper/throttle operation, whether it was rewound
motor, idle operations, metering provisions etc. Details of motor load survey are given in
table below.

14.6 Findings on Motor Survey & Measurements:


a. Most cases loading of motors for Chiller Plant, like Compressors, Primary Chilled Water
Pumps, Secondary Chilled Water Pumps, Condenser Water Pumps & Cooling Tower Fans is
found to be more than 50%, indicating high operational efficiency near to design value.

b. Some cases loading of Air Handling Units (AHU) is found to be less than 50% as most of
motors run with low frequency or low speed with VFD, indicating low operational efficiency
as against design value.

c. Significant leading power factor was observed at input starter of CT Fan – 3 motor, CDW
Pump – 2 motor, SCW Pump – 3 motor, AHU - 13 (Wing-B) fan motor & AHU - 3 (Wing-A)
fan motor and it due to improper flux distribution in between stator & rotor, resulting in
further increase of line current & chances of increase voltages.

d. Most cases Total Current Harmonic Distortion (%THDi) is found to be significantly high for
VFD connected motors like for Compressor for Screw Chillers, Secondary Chilled Water
Pumps, Condenser-cooling Tower Pumps, Air Handling Units. This harmonic currents of
different order is flowing through the entire networks & infects other motors, which are
connected with DOL starter or Y/Δ starter and increases motor losses.

e. Some cases higher & some cases significant current unbalancing was observed for the motor
of CT Fan – 3, SCW Pump – 2, AHU - 2 (Wing-A), AHU - 13 (Wing-B), AHU - 3 (Wing-A), AHU -
23 (Wing-B), AHU - 10 (Wing-A), AHU - 8 (Wing-B), AHU - 5 (Wing-A) & AHU - 17 (Wing-B),
leading to increase of motor winding losses.

f. All cases voltage unbalancing at starter input is found to be satisfactory & lies within
acceptable limit of 1%.

15.0 Performance Evaluation of Chiller:


15.1 Introduction:

At present there are 3 nos. of Chillers of BLUE STAR make with Screw Compressors of 755.23 kW or
215 TR capacity each at BPCL Noida Building and they are exclusively catered Air-conditioning loads
of entire building and it contributes around 80% area of air-conditioning from ground floor to 9th
floor and only basement area & some of common area of each floor are not covered with air-
conditioning.

In existing process of air conditioning, chilled water supply is based on Primary – Secondary Chilled
Water Pumping system, where initially chilled water enters into chiller by any one or two or three
primary pumps and after heat exchanging few degrees inside chiller, chilled water then is delivered
to all Air Handling Units (AHU) by Secondary Chilled Water Pumps and then returns back to chiller
from AHUs.

Normally, in summer season, any two or three Chillers are run continuously, which are connected
with “Variable Voltage & Frequency Drive” (VVFD). In winter season, any one chiller is run
continuously due to less cooling demand. During audit Chiller-2 & Chiller-3 were run alternately for
trial & testing.

At present there are 3 nos. of Primary Chilled Water Pumps & 3 nos. of Secondary Chilled Water
Pumps. Normally, at present any one or two Primary Chilled Water Pumps are run continuously and
any one or two Secondary Chilled Water Pumps are directly connected to chillers & AHUs are run
continuously depending on cooling load demand.

On the other hand, Cold Water is supplied to Condenser Unit from Cooling Towers & after exchanging
heat, hot water is return back to Cooling Towers for cooling. At present there are 4 nos. of Condenser
Water Pumps and normally two or three pumps are run continuously depending on running of
number of chillers.

An exhaustive study was carried out to check the operating psychometric performance of most of
individual air-conditioners at site ambient condition & existing cooling load.

15.2 Objective of the Study:

a) Evaluation of performance of air-conditioners, which will include the actual loading on air-
conditioners, power measurements, psychometric measurements, air flow measurement and
comparison with design capacity.
b) Evaluation of specific power consumption (kW/TON), Energy Efficiency Ratio (EER) &
Coefficient of Performance (COP) of air-conditioners, which are the indicator of efficiency
assessment of air-conditioners.
c) Checking of filter condition.
d) Checking of cooling coil condition of evaporator & condenser coil condition

15.6 Findings on Chiller Study:


a) Actual operating Specific Power Consumption (kW/TR) as an efficiency indicator for Chiller-
2 at part load is found to be high as against design value & same for more than 100% cooling
load of Chiller-3 is found to be less as compared to design condition, which is satisfactory. As
study was conducted in winter time, performance at hot & humid summer season could not
establish.
b) Power consumed by compressor of Chiller-3 is found to be significantly high compared to
rated input power of compressor motor.
c) Actual chilled water flow/TR for Chiller-2 is found to be significantly high & same for Chiller-
3 is found to be satisfactory as compared to design value.
d) Actual condenser water flow/TR for Chiller-2 is found to be significantly high & same for
condenser water flow/TR for Chiller-3 is found to be satisfactory.
e) Overall Coefficient of Performance (COP) in winter is found to be satisfactory.
f) Suction & delivery valves of all chilled water pumps & condenser water pumps are fully
opened by 100%.

16.0 Performance Evaluation of Pump:


16.1 Introduction:

Cooling Water & Chilled Water demand plays vital role in BPCL Building, Noida for supplying Chilled
Water to Chillers & cooling water to Condenser-Cooling Tower & share a significant amount of
electrical energy.

At present there are 4 nos. of Primary Chilled Water Pumps for Chiller Inlet, 4 nos. of Secondary
Chilled Water Pumps for Chiller Outlet & 4 nos. of Condenser Water Pumps for Cooling Tower supply.
Normally, any one Primary Chilled Water Pump, any one Secondary Chilled Water Pump at Chiller
Outlet & any two Condenser Water Pumps run continuously during Winter Season, when any one
Chiller runs. In Summer Season, normally any two Primary Chilled Water Pumps, any two or three
Secondary Chilled Water Pumps at Chiller Outlet & three or four Condenser Water Pumps run
continuously, when any two or three chillers run.

During field audit, diagnostic field trial was carried to measure chilled water flow & condenser water
flow by digital Ultrasonic Flow Meter, pressure at Suction & Discharge points of chillers & condensers
& power at motor input and these captured data were then analyzed to evaluate the actual efficiency
of these above mentioned pumps.

16.4 Findings on Pump Performance:


A. Primary Chilled Water Pump (PCWP):

1. Measured average flow with 100% discharge valve opening for primary chilled water pump-
1, 2, 3 & 4 is found to be less (110.1 CMH) as against average design flow of 150 CMH.

2. Operating average total developed head (Delivery head – Suction head) of primary chilled
water pump-1, 2, 3 & 4 is found to be less (15 meters) as against average design head of 18
meters.

3. Average power consumed by primary chilled water pump-1, 2, 3 & 4 is found to be high (6.4
kW) as their motors are not connected with VVFD.

4. Average operating pump efficiency is found to be highly satisfactory (80.6%) as against


design efficiency of 78.0% and it is due to mainly less power consumed by pump motors.

5. No on line water flow meter is connected to the individual pump or in common header and
other parameters like temperature, pressure, ampere of motor etc. are monitored daily
manually in a log book .

B. Secondary Chilled Water Pump (SCWP) at Chiller Outlet:

1. Measured average flow with 100% discharge valve opening for secondary chilled water
pump-1 & 3 is found to be very less (128.8 CMH) as against average design flow of 150 CMH.

2. Operating average total developed head (Delivery head – Suction head) of secondary chilled
water pump-1 & 3 is found to be less (17.0 meters) as against average design head of 22
meters.

3. Average power consumed by secondary chilled water pump-1 & 3 is found to be high (9.5
kW) as their motors are connected with VVFD.

4. Average operating pump efficiency is found to be less (72.1%) as against design efficiency of
78.0% and it is due to less total head developed by pumps & higher power consumed by
pump motors.

5. No on line water flow meter is connected to the individual pump or in common header and
other parameters like temperature, pressure, ampere of motor etc. are monitored daily
manually in a log book .

C. Condenser Water Pump (CDWP):

1. Measured average flow with 100% discharge valve opening for Condenser water pump-2 &
3 is found to be marginally less (194.4 CMH) as against average design flow of 200 CMH.

2. Operating average total developed head (Delivery head – Suction head) of condenser water
pump-2 & 3 for cooling tower supply is found to be less (18.0 meters) as against average
design head of 25 meters.

3. Average power consumed by condenser water pump-2 & 3 for cooling tower supply is found
to be very high (20.2 kW) as their motors are not connected with VVFD.

4. Average operating pump efficiency for CDWP-2 & CDWP-3 is found to be very poor (52.2%)
as against design efficiency of 82.0% and it is due to only less total head developed & high
power consumed by pump motors without VVFD.

17.0 Lighting & Illumination System:


17.1 Introduction:
Lighting energy contributes to more than 16.23% of power in BPCL Building, Noida and this building
mainly uses of massive population of different wattage of most energy efficient & long lasting LED
based Lighting System & conventional compact fluorescent lamps (CFL & energy inefficient 50W spot
halogen lamps in different floor areas, substation areas, security room area & other outdoor of this
building.

Presently, power is fed to floor-wise dedicated lighting feeders through raising mains to floor-wise
lighting sub-panel from PCC panel room..

The field study was included the LUX measurements & comparison with IS standard, condition of
lamp/ luminaries survey, lighting supply voltage etc.

A detail of LUX measurements for main building was carried out at some of wings of different floors
randomly by digital LUX meter.

Details of different types of lighting population & energy consumption are furnished below.

17.2 Salient Observations:

 At present 97.24% cases BPCL building covers & uses most energy efficient & long lasting
LED based lighting system like low watt high efficacy LED Tube light & Round down low
wattage LED fixtures and only 2.76% conventional & high wattage lighting system i.e. CFL &
spot halogen still exists.
 Inefficient 50W spot halogen lamps contribute to around 0.79% of total lighting population,
which is less & satisfactory. Building may be replaced this inefficient halogen spot light in
phase manner by low wattage LED based yellow colour.
 18W LED TL (Tube Light) contributes to highest population & energy consumption (60% &
78.88% respectively).
 Most cases measured LUX for wing work space areas was found to be marginally less as
compared to recommended value of IS 3646 (Part-1)-1992.
 Lighting system of most of the office toilets in wing areas of different floor is equipped with
occupancy sensor and substantial amount of energy saving is realized due to automatic
switching off the lighting circuits during non-occupancy time.
 There is no scope for harnessing Natural Day light at office areas of the wing areas of
different floor. Hence lighting requirement is found to be high.
 Measured lighting voltage is found to be high (242.3 volt) & it is not optimized in main
lighting feeders. Hence electrical energy is lost & reduced the life of the connected lamps
also.

 There is some unbalancing of current in main lighting feeders on raising mains. If it is


balanced up to 50%, considerable amount electrical line loss will be reduced.
 Presently no task light at working desk is using for reduction of wing lighting consumption.

 No energy meter is connected to the lighting feeder at present. Hence, no energy accounting
is done for lighting feeder.

18.0 Energy Conservation Proposal:


Proposal-18.1 (On Power Factor Correction & Harmonic Mitigation)

1) Installation of 380 kVAr rated Hybrid Harmonic Filter (3-phase + Neutral-100%)


at LT PCC of Transformer-1 for Power Factor Correction up to 0.995 & harmonic
mitigation with Combination with 80 kVAr Active Harmonic Filter & 8 x 25 kVAr +
2 x 20 kVAr + 4 x 15 kVAr = 300 kVAr, 525 Volt Rated Super Heavy Duty LT Step
Capacitor Banks with 7% Detuned Series Reactor & also Neutral Current

2) Installation of 240 kVAr rated Hybrid Harmonic Filter (3-phase + Neutral-100%)

18.1.1 Background and Present Status:

Monthly average billing power factor for FY 2020-21 is found to be 0.942, which is not maximized i.e.
near to unity, resulting in increase of higher kVAh unit consumption imposing on monthly electricity
bill & increase of monthly kVA demand, leading to increase demand charges @ ₹673.14/kVA/month
(monthly average) and also to increase of winding eddy current losses & load loss of Transformer to
a greater extent.

At present existing 2 x 250 kVAr 10 steps Capacitor APFC Panels are totally connected to LT PCC
Incomer Panel-1 & LT PCC Incomer Panel-2 and some of step capacitors were de-rated due to mainly
occurrence of dangerous harmonic resonance, where recorded maximum total current harmonic
distortion was found to be 16.8% and mainly 3rd, 5th, 7th,, 9th, 11th, 13th, 15th, 17th order of odd & evil
harmonics were present in the electrical system, which were generated from non-linear “Variable
Frequency Drive”, connected to motor of Chiller Compressors & Secondary Chilled Water Pumps,
UPSs, Driver of LED Lights, Server etc. Moreover, significant high current unbalancing in between
three phases was observed with high neutral current & presence of triple-n (3rd, 6th, 9th, 15th, 21st etc.)
order and 5th & 7th order of odd & evil harmonics, which increased the line losses, Transformer losses
& Motor losses to a greater extent & de-rating the current carrying capacity of existing feeder cables
of different floor of this building & transformers. As a result excess heating effect will be developed &
overall energy consumption was increased to a greater extent. Hence, if Hybrid harmonic filters
(combination of Active & Passive) are installed at LT PCC of these two Transformers, power factor
will be corrected automatically at a maximum level (Above 0.995), leading to reduction of kVAh unit
consumption as well as kVA demand substantially.

18.1.2 Features of Harmonic Filter:

An ever increasing deployment of electronic non-linear load application causes the grid power
quality to deteriorate. The displacement power factor and the current distortion are two key
indicators of the quality of the grid power. An active harmonic filter (AHF) alone is capable of
addressing both, the low power factor issue as well as the high current distortion issues of power
quality. However the higher cost and higher losses associated with the AHF makes the AHF an
expensive proposal for addressing multiple power quality problems. In view of this, audit offers an
economical hybrid solution which combines the features of the AHF with those of automatic power

Proposal: 18.2 (Optimization of Voltage for Lighting Feeder)

Installation of 50 kVA Rated ‘Energy Saver Lamp Controller’ (ESLC or ES-25) with
Raising main Incomer-1 for lighting & other loads & installation of 30 kVA Rated
‘Energy Saver Lamp Controller’ (ESLC or ES-25) with Raising main Incomer-2 for
lighting & other loads and Save Electrical Energy by optimizing the phase voltage at
225 volt without sacrificing illumination in different indoor building areas

18.2.1 Background:
During lighting load analysis for two Raising Mains feeders, comprising of lighting loads & other
mixed loads, it was observed that phase voltages of these raising mains feeders are significantly high
than required. Most cases these raising main feeders are operated with an average phase voltage of
241.0 volts, which exceeds the lamp rating voltage also. Higher voltage gives higher illumination, but

life of lamps and luminaries deteriorate very fast as well as significant electrical energy is lost due to
higher voltage operation. This higher voltage reduces the life of the lamps.

At present Bharat Bhavan building uses dedicated lighting feeders for stable. Nominal Voltage of
operation of all lamps is invariably 215 Volts. But in this building line voltage obtained is related to
the tapping set at 3, which is more than 415.7 volts (Avg. of all phases). Applying this voltage leads to
higher energy consumption and also reduced lamp life.

ENERGY SAVER LAMP CONTROLLERS (ESLC) helps in reducing energy consumption by reducing the
applied r.m.s voltage, without a proportionate reduction in the illumination level. These are suitable
for fluorescent and other types of lamps including LED, Halogen, CFL, incandescent, Mercury Vapor,
Metal Halide, Quartz etc. The device enables the user to adjust level of savings. The first 10% saving
can be realized without any perceptible drop in illumination level. The ESLC controls entire circuits
of lighting from the lighting distribution board and is a superior alternative to switching off lamps, on
a selective basis to save energy.

ESLC is designed on the basis of technology that even though the manufacturers to start specify the
rated voltage, the resulting ark can be started and stabilized at lower voltage also. This voltage
reduction is achieved by introducing virtually loss-less impedance in the path to reduce power
consumption at optimum level without affecting other parameters.

Proposal: 18.3 (Balancing of Load Current)

Balancing the load current in between phases for all LT Feeders by Shifting Single
Phase Load from higher to lower mutually, checking of tightness for two feeder cable
terminals at MCCB, SFU, Starter, LT Motor, MCB, Bus-bar Chamber etc. and reduction
of Substantial Line Losses

18.3.1 Background:
Three-phase unbalance is a familiar issue for power system engineering. This can introduce
additional power losses in distribution network in steady states due to both negative and zero
sequence components. It could also limit the loading capability of distribution transformers, well
below their nominal ratings.

From the measurements at two LT Feeders from CESC supply, it is seen that large amount of current
unbalancing exists in between three phases & considerable amount of unbalance current flows
through neutral, which leads to increase line losses (I2R). It is also noticed that considerable amount
of unbalance current flow through neutral conductor, which also heats up neutral conductor &
increase losses.

Any large single phase load or a number of small loads connected to only one phase cause more
current to flow from that particular phase causing voltage drop on line. Switching of three phase
heavy loads results in current and voltage surges which cause unbalance in the system.

18.3.2 Causes of Unbalance:


Practical imperfections which can result in unbalances are:-

1. A three phase equipment such as induction motor with unbalance in its windings. If the
reactance of three phases is not same, it will result in varying current flowing in three phases
and give out system unbalance.

 With continuous operation, motor’s physical environment cause degradation of rotor


and stator windings. This degradation is usually different in different phases, affecting
both, the magnitude and phase angle of current waveform.
 A current leakage from any phase through bearings or motor body provides floating
earth at times, causing fluctuating current.

2. Any large single phase load like fan load, lighting load, stitching machine load, Iron machine
load, computers, UPS etc. or a number of small loads connected to only one phase cause
more current to flow from that particular phase causing voltage drop on line.

3. Switching of three phase heavy loads results in current and voltage surges which cause
unbalance in the system.

4. Flow of triple-n order of harmonics through neutral conductor.

5. Besides, an unbalance can also be quantified by comparing the intensity of negative


sequence currents in comparison to the positive sequence currents. The permissible limit in
terms of percentage of negative phase sequence current over positive sequence current is
1.3% ideally but acceptable up to 1%.

Proposal: 18.4 (Installation of Internet of Things (IoT) based energy


monitoring system)

18.4.1 Background:

Presently, the plant has only installed digital energy meters at LT PCC OF Transformer-1 &
Transformer-2 at electrical substation & maintenance department is noted only unit consumption
reading manually in a daily log book in 2 hours gap. At present energy meter of LT PCC-2 for
Transformer-2 is not working properly. Also, at present LT feeders from PCC panels are not equipped
with energy meters. A manual energy monitoring process is followed by the plant. The captured date
is then analysed. It is a difficult task due to errors involved and monitoring of limited parameters.

As the investment in energy meters is already made, it is recommended to implement internet of


things (IoT) based (i.e. cloud based) energy monitoring system which will enable to record the

energy consumption of different areas. The energy parameters such as active power (kW), voltage
(V), current (A), demand (kVA) and energy (kWh) will be measured and recorded directly on to the
internet database from where it will accessible through internet connection anytime and anywhere.
These parameters can provide can be further analysed by including output information to arrive at
energy performance indicators such as SEC of this building, Specific Power Consumption of the other
loads, like chillers & pumps. This will provide clarity on the specific actions to be taken for energy

With advance metering better control can be achieved, system can be operated more efficiently, and
losses can be reduced. These systems are able to generate the saving in range of 1-3% for small units.
For the evaluation of the financials we had considered average value of 1.5%. The estimated annual

Proposal: 18.5 (Efficacy Improvement of Lighting System )

Replacement of all Conventional 9 Watt Compact Fluorescent Lamps (CFL) with new
energy efficient 3W down LED round lamp and also replacement of all 50 Watt
Halogen as spot light with new 10 Watt LED Spot Light of Yellow Colour and save
electrical energy without sacrificing the colour rendering.

Presently lighting system of BPCL Building, Noida consists of some amount of conventional compact

light. It is well proven that CFL is energy efficient & Halogen lamp is most inefficient. Still LED lamp
fixture is much more energy efficient with long lasting than any other lighting system.

It is seen that 40 – 50 % electrical energy saving can be realized from indoor lighting system by the
adoption of latest energy efficient LED lighting system without sacrificing the illumination .

Proposal: 18.6 (Solar PV Generation)


Installation of 5 kWp Solar PV plant on roof-top and harnessing of green energy for
building common area use with grid net metering connection for import & export
facility and saving of grid electrical energy & reduction of GHG emission

18.6.1 Background and Present Status:


At present, BPCL Building, Noida is fully dependent on grid power with DG set back-up. Rooftops in
BPCL building is made of reinforced concrete. Total roof top area of this building is found to be
approximately 122.57 m2, wherein available effective shadow free & unoccupied areas are found to
be 50 m2 only at roof top or terrace. Hence, there is ample scope for grid connected Solar PV
generation with net metering system (with export & import facility) at vacant roof-top area. In that
case BPCL building can become partly self-sufficient in daytime for its power requirement through
Solar PV system & encourage using of green & clean energy in their premises.

Further, the solar PV panels installed will also act as a shading element on the roof of the building
structure by preventing direct solar radiation to fall on the roof and hence it will protect solar heat
transmission through roof and maintain cool environment inside sheds.

The DNI of Noida is found to be around 3.8 kWh per m2 per day. By using this value and for the
available total effective shadow free & unoccupied roof-top area of BPCL building will be around 50
m2 all together & the total possible solar PV generation by installation of solar PV plant is
approximately 5 kWp @ 10 m2/kWp, which can cater lighting loads of lift lobby & corridor easily for
entire floors (A-Wing & B-Wing both).

Before setting up the roof-top PV plant in BPCL building, site survey analysis has to be carried out
and following details have to be collected.

 Available shadow free area (best to have no shade anywhere on array from 9 a.m. to 4 p.m.)
 Annual electrical consumption of Unit
 Minimum Shadow area
 Sanctioned load
 Load bearing capacity of the roof
 Mounting area

It is recommended to harness Solar Energy by installation of 5 kWp rated “Solar Photovoltaic


System” (SPV) of ‘mono-crystalline’ type at roof-top with net metering system facility and saving of
grid electrical energy & reduction of GHG emission.
