1. PURPOSE: -

To establish procedure to provide instructions for PPM of Electrical Panel (up to 415V)

2. SCOPE: -

This procedure provides systematic and correct method for PPM of electrical Panel (Excluding
Air Circuit Breakers and Protection Relays) in all buildings & facilities under DLF RENTCO.

3. DEFINITIONS AND ABBREVIATIONS:

JSA – Job Safety Analysis


PPE – Personal Protective Equipment
ESMS - Electrical Safety Management System PPM – Planned Preventive Maintenance

4. IMPLEMENTATION RESPONSIBILITY

Facility Management team shall be responsible to ensure implementation of this SOP.

5. RECORD

The various records shall be maintained at site as explained in this SOP.

6. SOP RENEWABLE PROCESS

The SOP shall be reviewed and revised by the rules & Procedure Sub-committee as necessary
and at a minimum, not later than 3 years from the date of the last revision based on the feedback
from various sources.

7. PROCEDURE & RESPONSIBILITIES

REQUIREMENTS –

SAFETY-
1. PPE's : Safety Helmet (IS 2925), Electrical hand gloves (1.1 kv), Arc flash suite (a/c to
NFPA 70 E), face shield, dust mask (IS 9474:2002), Cut resistant hand gloves (IS
4148).Safety Shoes (IS 5852:1996)
2. DLF Standards - PPE, PTW, LOTO, ESMS, Barricading.

QUALIFICATIONS

1. Knowledge and experience of PPM of Electrical Panels.

2. Electrician (ITI + 3 yrs. exp),
3. Jr. Electrician (ITI + 1 yrs. exp),
4. Supervisor (ITI / Diploma + 5 Years’ Experience)

SPECIAL HAND TOOLS/MATERIALS

1. Clamp Meter (AC/DC type. 440 V) make Fluke, Motwane, Microteach, Meco:1 nos.
2. PPE'S like Helmet (IS 2925), Electrical hand gloves (1.1 kv), Arc flash suite (a/c to NFPA 70
E), face shield, dust mask (IS 9474:2002), Cut resistant hand gloves (IS 4148), Safety
Shoes (IS 5852:1996)
3. Insulated Plier. Make taparia: 4 nos.
4. Insulated Screw Driver set: (4 set) make taparia
5. Spanner set Insulated: make taparia (Size: 8 -22 Nos.) - 4 sets
6. Air blower (volumetric flow rate 1.5 m3/min): Make Bosch, 3 nos.
7. Insulated Box Spanner Set: Make Taparia - 3 sets
8. Extension Board (with 20 meter flexible cable):
9. Line Tester: Make Taparia, 4 Nos.
10. Static Discharge rod: Make Honeywell, 1 no.
11. Walky Talky Sets: 4 No
12. Fire Extinguisher 9 Kg (Co2 Type)
13. Insulated Rescue Hook: Make Honeywell, 1 no.
14. Locks and Tags for LOTO: 4 nos.
15. Insulation Mat (IS 15652: 2006)
16. Multi Meter(AC/DC type. 440 V)make Fluke, Motwane, Microtech, Meco: 1 nos.
17. Portable Emergency Light: 2 Nos.
18. Crimping Tool (1.5 - 16 sq. mm and 25-300 Sq. mm)
19. L -N- Key - 6 sets
20. Megger (500V) make- Fluke/Motwane
21. Vacuum Cleaner (Diversy Make or equivalent) 15 Ltr.
22. Thermal Imaging Camara Make – Testo/Fluke.

PROCEDURE –

7.2.1. PREPARATION FOR EXECUTION OF THE TASK

3 tools are tested on prescribed
frequency and inspected by permit
issuer before use.

If not done the workmen may take short cuts


for completion of task by using
non-inspected tools & can lead to serious
injuries.

Ensure the readiness/ availability of


4 emergency measures at site as
mentioned in Task & sub-task
description.
If not done, necessary assistance during
emergency can’t be provided & can lead to
fatality.

Briefing to the working team on JSA


through Tool Box Talks (prior to
5 commencement of work) must be
done by the permit initiator.
This is critical to ensure that workmen are
aware of the hazards and risks as well as
controls to be observed at all times during
the work.

7.2.2 TASK STEPS/SUB-ACTIVITIES

1. Obtain general work Permit and
associated work permits
(Electrical Permit, LOTO).
Identify all the energies (refer
to Single Line Diagram /
Energy Flow Diagram -
Electrical.) and get the
energies isolated (locks &
tags) through the authorized
isolators.
If not done the workers may take short cuts for
completion of task & can lead to fatal incident.

Control Measures:
1. Ensure that LOTO has been applied by the authorized isolator (Step 1) and a valid permit
,JSA & other relevant documents are in place.
2. Using Insulated rubber mat (1.1KV) grade below the feeder panel.
3. Pre thermography carried out of the panel to identify the hotspot area
4. Double Earthing of Equipment is done.
5. Insulated tools are used.
6. Electrical rated hand gloves(1.1KV) are used
7. Trained, Experienced & Authorized person are deployed for the job.
8. Safety Shoes (electrically safe), Safety Helmet are used.
2. Ensure that there is no voltage in
feeder MCCB/ACB and bus bar by
line tester or Clamp/Multi Meter
(Test Before touch) and quantify the
tools.

If not done fatal injury may occur due to


electrocution.

Control Measures:
1. Ensure that LOTO has been applied (Step 1) and a valid permit is in place.
2. Using Insulated rubber mat (1.1KV) grade below the feeder panel.
3. Double Earthing of Equipment is done.
4. Insulated tools are used.
5. Electrical rated hand gloves(1.1KV) are used
6. Trained, Experienced & Authorized person are deployed for the job.
7. Safety Shoes (electrically safe), Safety Helmet are used.
3. Open the door of panel,
remove acrylic sheet from
panel that is placed in front of
bus bars & discharge the bus
bar by static discharge rod &
keep it connected till the end of
activity.

If not done fatal injury may occur due to electrocution by


coming contact with residual current

Control Measures:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Using Insulated rubber mat (1.1KV) grade below the feeder panel.
4. Double Earthing of Equipment is done.
5. Insulated tools are used.
6. Electrical rated hand gloves(1.1KV) are used
7. Trained, Experienced & Authorized person are deployed for the job.
8. Safety Shoes, Safety Helmet are used.
9. Cut resistance hand gloves are provided & used.

4. Tightening of all terminals,
connectors, contact blades
and bus bar joints.

If not done loose connections may cause flash overs and


explosions.
Cut injury may occur due to exposure with sharp edges.
Control Measure:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.
4. Safety Glasses are provided and used.
5. Dust mask is provided and used.
5. Ensure locks and hinges
operate properly.
Lubricate if necessary.

Cut injury may occur due to exposure to sharp edges.

Control Measure:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.
4. Safety Glasses are provided and used.
5. Dust mask is provided and used.

6. Check the meters, switches,
indicating lamps, timers,
thermostats, heaters, panel door
limit switches and push buttons
installed on the panel and verify the
operation of all switches.

Cut injury may occur due to contact with sharp edges.

Control Measures-
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.
7. Check for physical signs of
overheating or deterioration of
insulation.

8. Change the damage
connectors and thimbles

If not done damage connector may cause bad connectivity,


flash over and fire.
Cut injury may occur due to exposure to sharp edges.
Control measures:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.
9. Examine cable entries,
cable conduits, cable pits,
ducts and access covers free
from water/moisture. If cable
entries are not sealed any
insect may enter inside and
may cause short circuit. If
found cable entries to be
sealed adequately.

If not done damage wires may cause bad


connectivity, flash over and fire.

10. Examine for any exposed
cables, cable joints. If found any of
such defect rectify them and
remove cable joints.

If not done damage wires may cause


electrocution, flash over and fire.
Cut injury may occur due to exposure to sharp
edges.

Control Measures:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.
11. Examine the Earthing
connectivity to the panel. If it is not
intact, do connection properly.

Cut injury may occur due to exposure to sharp edges.

Control Measures:
1. Ensure that there are no visible sharp edges
2. Do not put hand / fingers at pinch points.
3. Cut resistance hand gloves are provided & used.

12. Clean the feeder (front & back side)
with the help of Air blower and cotton
cloth.

Exposure to dust may cause difficulty in


breathing, eye injury.
Cut injury may occur due to exposure to sharp
edges.
Control Measures:
1. Safety Glasses are provided and used.
2. Dust mask is provided and used.
3. Vacuum cleaner is used.
13. Check & ensure that all unused
cable entries / openings are sealed to
avoid the entry of any foreign
particles.

14. Remove all material,
discharge rod & ensure as per
Annexure 1. that no tool & any
other material is left in panel
quantify the tools again & ensure
meggering.

If not done forgotten tools may cause short circuiting


and explosions by coming contact with charged
conductors.
Control Measures:
Inspect all electrical panel for tools and equipments left inside and remove before
closing the panel, if any.
15. Re-fix acrylic sheet and Close
all doors of panel and & locks.

3. Cut resistance hand gloves are provided & used.

16. Restore isolations as
done in Step No. 1 and
check the voltage on the
panel.

1. Fatal accident may occur if the person is not


trained and ESMS standard is not followed.
2. Cut injury may occur if the sharp edge of valve is not made
blunt.
Control Measures:
1. Using Insulated rubber mat (1.1KV) grade below the feeder panel.
2. Double Earthing of Equipment is done.
3. Post thermography carried out of the panel to identify the hotspot area
4. Insulated tools are used.
5. Electrical rated hand gloves(1.1KV) are used
6. Trained, Experienced & Authorized person are deployed for the job.
7. Safety Shoes, Safety Helmet are used.
. 17. Closure of associated
permit and general work
permit.

If permit is not monitored and closed, then the agency may


take advantage of un-authorized operation again.
Control Measures:
After completion of panel will be locked and key handover to Engineering control room and
immediately close the permit.
