विषय Sub:Administrative approval for purchase of35 Nos. Metal cots for providing
in the Hostel of MDTc for providing in the Hostel rooms of MDTC/VSKP.

The Multi-Disciplinary Training Centre at Visakhapatnam in East Coast Railway has commenced its
functioning from 20.8.2013 and has also started imparting training in induction course to the Asst.Loco
Pilots recruited through different RRBs and as well as refresher courses to the LPs& ALPs, CLI and JE,
Driver Promotion Courses from ALP to LP, Conversion courses from Diesel to Electrical for LPs & ALPs,
Refresher Courses for Station Masters & Guards and Saksham course for Operating Department Staffs.

Originally, the Training Centre was constructed with a Hostel capacity of 64. Due to increase in the
strength of trainees a separate 08 Blocks of Rly. Qtrs consisting 56 units (TypeI-32, Type-III-24) were
taken to accommodate 182 additional trainees with a total accommodationcapacity of 256. But only 176
No.s cots are available in Hostel Building and Quarters. 80 Nos of cots are required to accommodate
additional Nos of Trainees as Trainees are not willing to occupy the Hostel without cot provision.

In view of the aboveit is proposed to procure additional 35 Nos. Metal cots on urgent basis with
the cost of Rs. 1,99,467/- in the powers ofDRM/ADRM. Budgetary Offer obtained fromGeMPortal placed
at F/1 for cost reference.

Interms of MSOP item No.20(c)(i) placed at F/2in other than Establishment matters the proposed
expenditure is within the sanctioning powers of ADRM/WAT with the concurrence of AssociatedFinance.
In view of the above, Sr.DEE(OP)/WAT is requested to accord Administrative approval and
forward to Sr.DFM/WAT for obtaining finance concurrence to the proposalfor further sanction from
ADRM/WAT

Sr.DFM/WAT is requested to accord Finance Concurrence for procurement of 35 Nos. Metal Cots
at a total value of Rs. 1,99,467/- approximately for providing in the Railway Quarters apportioned to the
Hostel of MDTC/VSKP. The procurement will be made through Stores Department duly placing Non- Stock
Requisition.

with hostel capacity of315 trainees. For running additional Nos. of Traineesnecessary infrastructure is
required. At present 140 cots are available which were provided in the hostel rooms.

The average occupation of Hostel in last 03 months is 301 per day and at present only 140 cots are
available at MDTC hostel & Rly. Qtrs apportioned to MDTC/VSKP. Keeping this in view it is proposed to
procure additional 35 Nos. Metal cots on urgent basis with the cost of Rs. 1,98,240/-as detailed in the
enclosed Budgetary Offer collected from M/s Unicorn Marketing, Visakhapatnam for providing in the
Hostel rooms.

Interms of MSOP item No.20(c)(i) placed at F/2 in other than Establishment matters the proposed
expenditure is within the sanctioning powers of DRM/WAT with the concurrence of AssociatedFinance.
In view of the above Principal/MDTC/WAT is requested to forward the proposal to
Sr.DEE(OP)/WAT for obtaining Administrative Approval for the said proposal.
Sr.DEE(OP)/WAT is requested to accord Administrative approval and forward to Sr.DFM/WAT
for obtaining finance concurrence to the proposal.
Sr.DFM/WAT is requested to accord Finance Concurrence for procurement of 35 Nos. Metal Cots

average about 350 No. of Trainees are being imparted training in various training programme on any date
since last 06 months. As per the tentative forecast of the Training programme to Induction training to
ALPs, Refresher course to LPs, SMs & Guards, it would be continued that the average no. of Trainees would
be about 350 for 18 months more.

Originally, the Training Centre was constructed with a total Class Rooms capacity of 160. The
existing student chairs of 223 No. provided in the Class rooms have been ailed due to frequent movement
from class room to Seminar hall for conducting examinations and seminars. It is also to mention that they
are in poor condition as they have already been passed their life of about 07 years and also because of
increase in the strength of trainees. Keeping this in view, it was proposed to procure 40 Nos. Dual Desk
Student Table Two Seater on urgent basis for providing in the class rooms.

In terms of MSOP item No.20(c) (i) placed at F/4 in Miscellaneous matters, the proposed
expenditure is within the sanctioning powers of DRM/WAT with the concurrence of Associated Finance.
Finance Concurrence has been obtained for the subject proposal vide Sr.DFM/WAT’s letter cited in
Reference (F/11).

Sr.DEE (OP)/WAT is requested to forward the subject proposal to DRM/WAT for according
Sanction to incur an approximate expenditure of Rs. 85,560/- (inclusive of GST @18%) for procurement 40
Nos. Dual Desk Student Table Two Seater for providing in the class rooms of MDTC/VSKP please.
DRM/WAT is requested to accord Sanction to incur an approximate expenditure of Rs. 85,560/-
(inclusive of GST @18%) for procurement 40 Nos. Dual Desk Student Table Two Seater for providing in
the class rooms of MDTC/VSKP please.

The procurement will be made by Stores Department through GeM duly placing Non- Stock
Requisition.

1.1 With the administrative approval of Sr.DEE(OP)/WAT (NS-1), Proposal for Procurement
of 35 No.s Metal cots for providing in the Hostel Rooms of MDTC/WAT at an approximate
total cost of Rs1,13,981/-was sent to Associate Finance vide this office letter dated
15.03.2022 for obtaining Finance Concurrence .

1.2 The subject proposal has been accorded Finance Concurrence vide letter No.
WAT/ACCT/F- VII/1/Misc/4459Dtd. 28.03.2022(F/ ) with the
