BATTALION CHIEF
SPECIAL OPERATIONS COMMAND
Battalion Chief John Paolillo entered the North Tower and proceeded to a floor
above the 40th floor. His goal was to join up with Rescue 1. Whether he achieved this
we will never know. His aide, FF Steve Modica ascended the stairs to the 30th plus
floor when he heard the collapse of the South Tower. Soon afterward, descending
Firefighters told him of the order to evacuate. He followed these members and
was one of the last to exit the building safely. He made it just north of the north
pedestrian walkway when the second tower collapsed. He was taken to Bellvue
Hospital and released. His injuries did not require Medical Leave.
The SOC Battalion car was destroyed and all the equipment lost,-including
FF Modica's turnout gear which was lost upon transport to the hospital.
The SOC Battalion provided 24/7 coverage during the recovery efforts for the
next 3 months.

Operations:
Day 1 Tuesday

The entire off duty company assembled at the quarters of Rescue 2. After assembling lire gear and
all available tools that we could carry, die company was divided into three teams. Each team consisted of
an officer and 6 or 7 firefighters. A XYC Transit bus was stopped outside of quarters and commandeered
tor transportation to the box. In route BF-4"s were made out lor each team.

Rescue 2 arrived approximately 10 to 15 minutes after Tower 1 collapsed. We reported in to DC


Haring at the base of City Hall Park. After handing in our BF-4"s we attempted a tiiree pronged attack not
knowing the expanse of the collapse zone. West Street. Liberty Street and Church.

No masks or handi-talkies were available so multiple operations were conducted simultaneously


this was mostly independent of any other unit.

Searches were make in the remaining lobby of the Marriott Hotel. Several crushed members were
discovered bul were heavily pined and not removable. Some tools were discovered from Ladder 113 at
this time and removed to the street. Members continued to search until ordered out of the building.

Simultaneously, members attempted lo respond to several the may-day transmissions. Cms b>
Ladder 6 another by two unknown members. There was great difficulty in determining in determining
exact locations with limited visibility and no remaining building as a reference point.

Searches were then begun on The remains of lower 1. FF. Kiesling had climbed a column atop the
debris and discovered a live male victim. He lowered him to members below using a search rope. A
human chain was formed and the male victim was removed down the pile and up the building remains TO
West Street. Members were then removed from the remains of lower 1 due to collapse fears.

\VTC Building 7 collapsed approximately at this lime.

Searches were then begun in the area between Tower 1 and the Marriott Hotel and on West Street
in the area in front of the Winter Garden. Several apparatus were found MSI7. Ladder 105. TSU 1. along
with several unidentified members. When the Command Post was discovered several members assisted in
die removal of Chief of Dept Ganci & Asst. Commissioner Fehan The searches between Tower 1 and the
Marriott Hotel were hampered by extreme heat and smoke and few voids could be entered.

Lt. Hosle's team then responded to a report of two PAPD members trapped on Liberty Street. He
Called for a line and assisted in their removal.

Member continued to search until 2300 hours \\hsn exhaustion had taken it's loll. Two learns \\ere
ordered to sleep while the third continued to search the Liberty Street side. No additional live victims
wore found.

912/01 Wednesday

At 0700 two learns began searching the top of the remains of Tower 1. The remains of stairway R
was found at this time along with several members of R-l. Emry was made into a stairway void and down
several landings until no stairway remained. The body of DC Prurty was found at this time but was not
removed. FF. Somin heard a voice calling and broke through a sheet rock wall to discover a live female
victim. She was due out and removed to the top of the stairway, packaged and removed down the pile and
up die building remains to West Street ropes and portable ladders were used to facilitate this.

Operations continued at the top of Tower 1. Batten' operated Hurst tools and sa walls were used to
cut away the stairs to get to the members entrapped in them. Multiple void entries were made hi the area
at the base of Tower 1 and area in front of the Winter Garden.

After 1800 and until 0200 the next day void entries were made on West Sheet in the area of the
parking garage ramps. Entry to the Bl level was accomplished but halted due to extensive flooding and
pancake collapse.

9,13/02 Thursday

Operations at the lop of Tower 1 in the B stainvell continued. Se\eral members from different
companies were removed.
Void entries were made on the Liberty Street side of Tower 2. This led to the parking garage under
the Marriott Hotel. Entry was made into the air handling control room on the B3 level and into several
stairways. Searches in these areas were negative except for one member from E-217. Due to the extensive
way that he was entrapped he was left in place.
Void entry in this same area was repeated later on the sane day with structural engineers from
FLA-1 task force. Ihese later entries reached the B5 level and continued under the Marriott Hotel
reaching the refrigeration area between both towers. Searches of al! cars found and stairways were
negative.

9/1401 Friday

For the first three days 9/11/01 to 9/13 01 all members worked at the site 24 hours a day sleeping
in shifts.
At 0700 on 9.14/01 Rescue 2 divided into three groups A. B. & C. Each group worked 12 hours
on at the WTC and 24 hours off. We continued this until 9-21/01 when the schedule was changed to 24
hours on and 48 hours off.

Operations at the top of Tower 1 in the B stairwell continued. More members \\ere removed
additionally, several members were recovered on West Street in the vicinity of the Winter Garden.

9-15:01 Saturday

Operations at the top of Tower 1 in the B stairwell continued. Several members \vere also
recovered on Liberty Street in the vicinity of the 90 West Street

Void entry was made into a stairway between both toxvers. Three levels down the remains of a
NYPD officer was found in a total pancake collapsed area but he could not be removed. Additional void
entries were made in the plaza area between both towers. Searches were negative except for several
unidentifiable victim parts.

9-16,01 Sunday

Opeiatious at the top of Tower 1 in the B stairwell continued. Several additional member* were
also recovered on West Street
Void entry was made into a stairway on the Church & Vesev Street corner which led to a passace
way behind the stores on the concourse level. This was followed tmo the parking area of the PAPD.
Addiiional searches in this area led to the remains of the old PATH tubes. This was followed until led to
the collapsed area of Tower 2. No further entry could be made. Searches in this area were negative.

9/17/01 Monday

Operations at the top of Tower 1 in the B stairwell continued. Several additional members were
also recovered on West Street

Void entry was made into the Subway area via the Yesey Sireet entrance. Searches in this area
were negative. Additional void entries were made into the stores on Church Street Through the concourse
level and down into the PATH train in the station. The train was searched but further exploration was
stopped due to secondary collapses. Search results were negative.

The remaining days were spent in continuous void search and body recovery. On 1 0 1 0 1 SOC
went to a rotating schedule with a Rescue Company and a Squad Company on the site at all times. That
continued until 10/31.01 when only one SOC unit was assigned per daily rotation. The A.B.C group
rotation was kept in place until 12/24.01.

During This time 5 of the 7 members lost on 9'11 v,ere recovered by this unit. Two remain
missing.

Operations: Squad 41 operated 24 hours a day from September 11, 2001 until October 1, 2001. Squad 41
operated 97 hours in October, 56 hours in November and 86 hours in December. Squad 41's
initial assignment and operations on 9/11 is not known. Continued operations after 9/11
included vioid searches and operations as assigned by SOC Battalion. Property lost at WTC
included hand tools, saws, meters and a number of members personal gear.. A list of additional
tools lost is attached.

Remarks:
1st 6 members above were the assigned day tour. 2nd 6 members were recalled and
responded with day tour with Sq-61 2nd piece. Lt Daniel Pfeifer assigned to BOT worked
with company after arrival at WTC. FF Grasso, FF Hollywood and FF Pettignano were
removed to area hospitals from site. They all returned to duty on their next assigned tour.

OPERATIONS:
Our 1st assignment was to search the subway station (#1) on Church St across from the
WTC. Results negative. We were then ordered to search Building #5 stairway B looking
for Ladder Co. 6 who was still missing. Members were split and all stairways were
searched. Results negative. After stairway search members made search of accessable
areas of Building #5.1 injured off-duty police officer was found on the 3rd floor and
removed to an ambulance. Results of this search reported to DC Fox D-6. DC Fox ordered
officer and 2 members to attempt to gain access to the roof of Building #5 due to reports
of people on the roof. Members reentered the building and made it to approximately
the 7th floor before heat and smoke condition combined with instability of the
upper floors prevented any further advance. Results reported to DC Fox.

Company then ordered to assist in searching office building on Liberty St. between
Washington St. and West St. (the building with the big gouge in the middle). Assisted with
search of the debris field on Liberty St. Then worked under SOC on West St. and Liberty
St. assisting in void searches in the area of the Vista Hotel.

OPERATIONS:
Squad-252 reporterd into the command post of the North tower.
Report from trapped civilains indicate members of Sq-252 removed them from elevator on
approx 20th floor of the north tower and brought them down to the lobby. The members
then began to climb to the upper floors again to answer a mayday call from Rescue-1.
All 6 members of Sq-252 were lost when the North tower collapsed, may they rest in
peace.
All other assigned members of Sq-252 were on the scene by 11:00 hours after answering
the recall.

Operation I Kevin Smith standing in front of quarters witnessed the first plane crash into the World
Trade Center at approximately 0847 hours, he called it to the attention of the
housewatch. Housewatch confirmed and called Queens with the verbal and then turned
out Haz Mat Co. 1. Haz Mat notified the Queens Midtown Tunnel requesting an open
lane, we were advised to enter from Borden Ave where one westbound lane from the

south tube was cleared and waiting. Haz Mat turned east on 34th Street to the FDR
Drive South to South Street, right on Beekman, right on Water, left on Dover, right at
Park Row, left on Chambers, left on West Street left on Vesey Street and a quick right
down the Northbound lanes of West Street. This route was choosen becaue the wind
was coming from the west and we needed to position ourselves up wind.
ALL TEAMS DONNED PROTECTIVE EQUIPMENT AND GATHERED
NECESSARY TOOLS AND EQUIPMENT. Then all teams headed south from Vesey
St. and West St. toward the Command Post.
Resource repositioned both Haz Mat Rigs just North of Vesey Street on West St. and
then assisted other members, on recall, from Squad 18 with tools, equipment, and
SCBAs. As the roar of an screaming jet engine pasted, with in... the South Tower '
collasped as the plume came North on West Street, I jumped into MH8901 and sealed
off the Resource area. Then I handed out Racals PPE to PAPD personel that jumped
into Haz Mats 1st piece for protection and cover.
After the South Tower collasped Resource was unable to contact any member of Haz
Mat Co. 1.
Approximately 15 minutes later the North Tower collasped and again I find myself
heading for shelter on Haz Mats 1st piece. After the dust settled a little, I emerged and
found spot fires all around including under Hat Mat's 1st piece. I grabbed a fire
extinguish and put out the fire under Hat Mat 1 and also extinguished other gound fires
in the area, then assited civilians with oxygen and dust mask.
After that I drove a few blocks North up the West Side Highway met up with a few
recalled FireFighters from Haz Mat Co.l (FF. B. Hunter, FF. A. Koroghlian, FF. P.
McArdle, these members were in the collaspe zone and survived) and we drove back
down to the site, and picked up other recalled members, who couldn't run fast enough
to get there, to help with search and rescue. There at Vesey Street and West St. we
met up with FF. Borkowski, FF. R. Gimbl and Lt. S. Rybak, made a plan and proceed
South on foot to the site.
Haz Mat Co.l later staged at Vesey St. and North End Ave until ISOOhrs on 9/12/01
&s HM Co. 1 was taking up we got called back because of a gas leak. Entry team
donned protective equipment, reported to the Command Post and proceeded to seal off
a 4" gas leak located at Vesey St and WTC building #7. (Entry Team and Back Up
Team: FF. Regan, FF. Crowe, FF Tralli, FF Hack mitigated the gas leak)
