(Correcting Misconception / Misinterpretation)
Introduction
• LTA conducted ‘IFD Advance for SHE Strategies’ in Dec 2020 to identify challenges
faced in industry and explore ways to manage projects in a safer, greener and
productive manner.
• LTA has adopted an out-come based approach in easing SHE manning requirement,
subjected to detailed RA and adequate control measures introduced by Contractors.
• This presentation highlights streamlined SHE related work processes that have been
included into GS Appendix A/PS Appendix B SHE, October 2021 Edition onwards, and
to correct on common misconceptions/misinterpretations of LTA SHE requirements.
Some misconception/misinterpretation of LTA SHE Requirements
They are allowed to be redeployed, but they can only perform one role at
any given time especially where it involves safety assurance.
Example:
• A rigger/signalman can be redeployed for task they are trained to
perform such as rebar tying when there are no lifting operations
scheduled;
• A banksman can be redeployed to assist in housekeeping works when his
assigned task of guiding machinery is completed.
Some misconception/misinterpretation of LTA SHE Requirements
Contractor has to provide one signalman and one rigger for all lifting operations and one LS for every crane.
Rigger can double up as signalman and one LS can oversee two cranes that are within close proximity
Contractor may combine the role of rigger and signalman, and appoint one LS to oversee two cranes that are within close
proximity during Routine Lifting operations, subjected to conduct of a detailed RA and provision of adequate control
measures before allowing this work arrangement.
Some misconception/misinterpretation of LTA SHE Requirements
Contractor has to provide one banksman to a machinery/vehicle and at every 50m interval
Banksman is not necessary if work area Use of AI enabled Automated Traffic Marshal System to improve traffic
is fully barricaded management at worksite access to replace traffic controller/banksman
✓ LTA does not mandate 1 banksman to a machinery/vehicle or at fixed intervals. Contractor has to implement a robust traffic
management plan separating workmen from machinery/vehicular hazards.
✓ With adoption of AI technology / proximity sensing system for traffic management, contractor may do away with requirement for
banksman, subjected to detailed RA and provision of adequate control measures before adopting the work arrangement.
Some misconception/misinterpretation of LTA SHE Requirements
Contractor has to provide one banksman to a machinery/vehicle and at every 50m interval
It is not necessary to place traffic controller at tapering zones during lane closure.
Lane closure shall comply with CP for Traffic Control at Work Zones. It is incorrect and dangerous for worker to
be at tapered zones as it is a clear zone for run-way vehicles. Workers risks being struck by passing vehicles.
Some misconception/misinterpretation of LTA SHE Requirements
Contractor has to provide one fire watchman for all hot-works
Fire watchman is not necessary if there is no combustible materials within 10m of hot work areas
✓ Fire watchman is not necessary for hot-work performed in a safe location with no combustible materials within 10m.
✓ Contractor has to comply with SS510 (CP for Safety in welding, cutting and other operation involving the use of heat)
and to assess the risks and determine the necessity to assign fire watchman during hot work.

when used on unlevelled ground to prevent toppling guard rail is not allowed
✓ Platform ladder should be used only for short duration works below 2m in height and when used on firm and levelled
ground it is not necessary for another worker to hold it down.
✓ For works above 3m, Contractor has to demonstrate the stability of these step platforms to prevent toppling.
