Direct benefit transfers total Rs 5.5 trillion so far in FY23
BANKING & FINANCE

• The amount of various subsidies transferred to

recipients through direct benefit transfer has reached
almost Rs 5.5 trillion so far in the current fiscal year,
FY23 almost on par with FY21 total

• While input costs and fertilizer prices almost doubled in

just a year, farmers have received fertiliser subsidies
totaling Rs 1.9 trillion so far this fiscal year

• Under the public distribution system (PDS), recipients

have received transfers of subsidies of Rs 1.5 trillion
via foodgrains so far in FY23.

Supreme Court on Menstrual leave and its global standing
• The Supreme Court of India declined to consider a PIL requesting menstruation leave for
workers and students nationwide

• It was emphasized that menstrual pain leave had various “dimensions” and that, despite
the fact that menstruation was a biological event, such leave could discourage
businesses from hiring female staff.

• On February 16, 2023, Spain became the first European country to pass a paid
menstrual leave law, which gives working women experiencing painful periods the
right to three days of paid menstrual leave, which may be extended up to five days.

• Japan was one of the first countries to introduce menstrual leave as an industrial
right in 1947. Similar policies are also in place in Taiwan, Indonesia, South Korea
and Zambia.

• In 1992, the Bihar government offered women in the workforce two days of
menstrual leave a month.

• On January 19, 2023, the Kerala government issued an order granting menstrual
leave for students in all state-run higher education institutions.

• In 2017, two Mumbai-based companies - Gozoop and Culture Machine - became

the first private companies to introduce period leave in India.

• Himanta Biswa Sarma, Chief Minister of Assam, laid the
foundation stone of compressed biogas(CBG) plant, North East
India’s first ever CBG plant, at Domora Pathar, Sonapur in Kamrup
district, Assam.

• The First of its kind CBG plant is being built by Redlemon

• The biogas unit is being set up under the Centre’s Sustainable

Alternative Towards Affordable Transportation (SATAT) scheme.

• The Sustainable Alternative Towards Affordable Transportation

(SATAT) scheme on CBG was launched on 1st October 2018.

• It envisages a target production of 15 million tonnes (MMT) of

CGB by 2023 from 5,000 plants.

• The Gujarat Forest Department, BCSG (Bird Conservation Society
of Gujarat) and the Adams Nature Retreat Resort together
organized the bird survey in Dharoi Gujarat.

• It is a wetland & is located in the trijunction of the Mehsana,

Banaskantha, and Sabarkantha districts.

• The first Bird Survey Dharoi was conducted in 2022.

• There are more than 616 bird species in the state of Gujarat. The
surveyors found only 193

GoI to set up 10 Clean Plant Centres
• The Government of India is planning to create ten clean plant
centres. These centres will focus on increasing fruit crop
production.

• During the Union Budget 2023-24, the finance minister Nirmala

Sitaraman announced the Atma Nirbhar Clean Plant Program.

• Under the programme, the Government of India will focus on

increasing fruit production in the country. The National Horticulture
Board is the implementing agency.

• The centres will be created based on the model centres in Israel,

the Netherlands, and the USA

• Centres will focus on fruit crops such as walnut, apple, almond,
