Sub:- INTERMEDIATE EDUCATION – Payment of remuneration of the Contract


Faculty Working in Government Junior Colleges for February 2023 [01
Month] – Authorization to the Principals of Government Junior Colleges in
the State for Drawal and Disbursement– Sanctioned – Orders – Issued

Read:- Budget Estimates 2022-23

In pursuance of the Government orders vide reference read above, the
sanction is hereby accorded to Principals of Government Junior Colleges for
drawal and disbursement of Rs.18,47,27,540/- [Rupees Eighteen Crore
Forty Seven Lakh Twenty Seven Thousand Five Hundred and Forty Only]
towards payment of remuneration to Contract Faculty for the month of February
2023 only, working in Government Junior Colleges in the State @ Rs. 54,220/-
per month as detailed in the Annexure appended to these proceedings.

The expenditure is debitable to the following head of account: -

“2202 – General Education, 03 – University and Higher Education, 103 –


Government Colleges and Institutions, 04 – Government Junior Colleges,
300/301 – Contract Appointments”.

The District Intermediate Education Officers/Nodal Officer are hereby


directed to authorize the Principals of Government Junior in their jurisdiction for
drawing and disbursing the remuneration of these Contract Faculty for the month
of February 2023 strictly based on the Biometric Attendance and other
instructions issued in this regard from time to time.

The Principals of Government Junior Colleges are hereby directed to follow


the necessary guidelines while drawing and disbursing the remuneration.

1) The remuneration should be paid to faculty who were engaged against


sanctioned vacant posts available in the college, in the relevant subject
duly checking the workload
2) To check the Biometric Attendance and period worked with
reference to workload
3) In no case remuneration for contract faculty should be diverted to other
faculty/ group and self-finance courses
4) The remuneration should be paid for all the days of a month except for
days, the faculty is absent as communicated by the Department
5) The Professional Tax and Income Tax should be deducted as per
the prescribed rates and remitted to the relevant head of account
promptly.
6) The remuneration to the Contract Faculty shall be deducted
proportionately for the period of absence beyond eligibility as per rules
and the Principals shall ensure accuracy while making payment of
remuneration. The remuneration shall be paid strict as per the Biometric
Attendance and it shall only be followed while arriving eligible period for
payment of remuneration as per the procedure.

7) The remuneration of Contract Faculty shall be paid @ Rs. 54,220/- per


month for each Contract Faculty as detailed in the Annexure appended to
these proceedings.
8) To obtain a Xerox copy of the Contract Bond from the college.

The District Intermediate Education Officers/Nodal Officers are directed to


authorize the Principals of Government Junior Colleges in their jurisdiction for
paying the remuneration of the Contract Faculty working in their jurisdiction for
the month of February 2023. They are also directed to send details of the
unspent balance released in respect of these Contract Faculty through email to
cie.peshi.tg@gmail.com

All the Principals of Government Junior Colleges shall ensure that Contract
Faculty bills are submitted in their Sub Treasury Office/ District Treasury Office
concerned in time and see that the remuneration to the Contract Faculty is paid
every month promptly and follow the instructions and other guidelines issued in
this regard from time to time strictly.

Any irregularities noticed in drawing and disbursing the honorarium of


Contract Faculty by the Principals, shall be personally held responsible for the
lapse and action will be initiated against them.

The receipt of these proceedings shall be acknowledged

METRIC ATTENDANCE
