1.0 SCOPE

1.1 Scope of Criteria

These criteria establish the requirements for fire protection for the Batu Hijau Project. The criteria covers the areas
to be protected, the codes and regulations to be followed and the design, materials, installation, testing, fire alarm
systems and fire extinguishers requirement.

Sprinkler system requirement for non-process buildings are based on Australian Building Code and
attachments 01 and 02 to this specification.

2.0 PRODUCTS

2.1 Materials

Piping materials shall be in accordance with specification SP-NNT-5-005. Pre-pipe or packaged items shall be in
accordance with respective package specifications.

2.2 All equipment installed as part of the Fire Protection System shall be FM approved or UL listed. Painting shall be in
accordance with SP-NNT-4-74.

2.3 All electrical conductors & conduits shall comply with NEC (NFPA 70).

2.4 Future additions and alterations to buildings will require to be assessed against the above reference. Detectors
types, Manual pull stations, alarm/strobe units and other devices require selection options such as addressable or
Nonaddressable, stand-alone or integrated. The requirements for sprinkler, Inergen or CO2 gas suppression foam
supponification, VESDA or other piped fire protection systems is to be assessed as part of the overall evaluation of
the facility. The need for, and type of, communication between facilities and interface into existing systems will
require to be evaluated.

2.5 Selection of detection and protection equipment in storage rooms, switch rooms, Telecommunications rooms and
other special purpose room is to be in accordance with these criteria.

3.0 EXECUTION

3.1 General

A. All Facilities shall be provided with a looped fire water system around periphery that complies with the
requirements of NFPA 24.

B. Hose cabinet where required shall each be equipped with a hose rack and 30.5m (100 ft) of 1.5" diameter,
lined hose with a combination nozzle. All areas shall be within 9.14m (30 ft) of the hose nozzle when
extended.

C. Fire protection piping shall be designed to provide 685 kPag (100 psig) pressure at most remote hydrant
when flowing at 114 m3/hr (500 gpm).

3.2 Mine and Mine Magazine

A. The mine area facilities consist of the mine maintenance shop and warehouse, administration offices, light
vehicle maintenance shop, tire repair building, fuel tanks and dispensing, core storage building, mine
dispatch tower and explosives storage. All facilities shall be constructed in accordance with the
requirements of the Republic of Indonesia Guidelines, Decrees, Codes, and Specifications if available, or
shall conform to the exiting requirements of NFPA 101.

B. The Warehouse portion of Mine Administration building shall be protected by an automatic sprinkler
system in accordance with the requirements of NFPA 13, as ordinary hazard group 2. The warehouse and
maintenance areas shall be separated from the administration area and themselves by two-hour fire rated
barriers.

C. The mine water storage tank shall be designed for dual use, fire water storage and freshwater storage. The
total storage capacity shall be 6840 m3 (1,807,100 gallons). It shall have 2 hours of supply 946 m3 (250,000
gallons) of water, (based on maximum usage at Primary Crusher) dedicated for fire protection. Tank shall
be designed and installed in accordance with NFPA 22. The mine water storage tank will supply the fire
water to mine, crusher and mine magazine area.

D. The mine site shall be provided with a looped firewater system that complies with the requirement of NFPA
24. The distribution piping shall provide the water to fire hydrant spaced at 100 meters apart. It shall be
sized for 295 m3 /hr (1300 gpm) and to provide 685 KPag (100 psig) at the most remote hydrant when
flowing at 114 m3/hr (500 gpm).

E. A Class III standard pipe with hose cabinets shall be installed in the following buildings in accordance with
requirement of NFPA 14:

Shops (electrical, rebuilt shop, etc.)

F. Fire extinguishers shall be installed in the following places in accordance with the requirement of NFPA 10.

G. The fuel tanks and dispensing areas shall conform to the requirements of NFPA 30 for construction, location
and isolation. Fire extinguishers shall be provided in accordance with the requirements of NFPA 10, rated
80B:C.

H. The mine magazine site shall be constructed in accordance with the requirements of the Republic of
Indonesia Guidelines, Decrees, Codes, Specifications if available, or shall conform to the requirements of
NFPA 495 for design, separation, and operation. Fire extinguishers shall be provided in accordance with the
requirements of NFPA 10, rated 10A-60B:C.

I. The mine magazine site shall be provided with a looped firewater system. The distribution pipe shall be
sized for 227 m3 /hr (1000 gpm) and to provide 685 KPag (100 psig) at the most remote hydrant when
flowing at 114 m3/hr (500 gpm).

J. Fire (smoke) detection/alarm systems shall be provided in warehouse, shop compartment and maintenance
shop compartment. Smoke detectors and pull stations shall be wired to local panel(s) and alarmed through
the plant wide communication system.

3.3 Primary Crusher and Overland Conveyor

A. The facilities consist of the primary crusher, electrical rooms, control room, and conveyor. All facilities shall
be constructed in accordance with the Republic of Indonesia Guidelines, Decrees, Codes and Specifications
if available, or shall conform to the exiting requirements of NFPA 101.

B. The Primary Crusher site shall be provided with a looped firewater system. The distribution pipe shall be
sized for 476 m3/hr (2100 gpm) and to provide 685KPag (100 psig) at the most remote hydrant when flowing
at 114m3/hr (500 gpm). The facilities shall be provided with fire extinguishers in accordance with the
requirements of NFPA 10, rated 10A-60B:C.

C. The primary crusher hydraulic system shall be protected by an automatic water spray system in accordance
with the requirements of NFPA 15 as ordinary hazard group 1. Actuation shall be by means of a pilot head
detection system. An automatic or remote manual switch to shut off the hydraulic pumps shall be provided
in the event of fire. Electrical equipment other than electric motors shall be separated from all hydraulic
systems, either by physical separation or fire rated barrier. Cable trays and cabling shall not pass
unprotected over hydraulic systems.

D. The underground portion of the overland conveyor shall be protected by an automatic sprinkler system in
accordance with the requirements of NFPA 13 as ordinary hazard group 2.

E. All electrical rooms shall be provided with fire extinguishers in accordance with NFPA10, rated 10A-60B:C.
Switchgear rooms shall be separated from the remainder of the facility by two-hour fire rated barriers. All
penetrations shall be protected by through penetration seals, all ventilation ducts shall meet the
requirements of NFPA 90A, and all doors shall have an equivalent fire rating of 1.5 hours. Rate compensated
heat detectors, rated
73.9C (165F) shall be provided in all electrical rooms. All alarms shall annunciate in the primary crusher
control room and the Concentrator control room.

F. The power transformers shall be separated by fire walls from the remainder of the facility in accordance
with the NFPA requirements. Adequate drainage and curbing shall be provided to contain any spills.

3.4 Concentrator

A. The concentrator facility includes grinding, rougher and cleaner flotation, regrinding, concentrate
thickening, tailing disposal, reagent storage and handling, laboratory, electrical & control rooms,
administration, maintenance facilities. All facilities shall be constructed in accordance with the
requirements of the Republic of Indonesia Guidelines, Decrees, Codes, and Specifications and shall conform
the exiting requirements of NFPA 101. All alarm signals shall be annunciated in the Concentrator Control
Room and Security Room.

B. The main administration/security building, concentrator maintenance shop, mill laboratory, SAG Mill 101
Building and SAG Mill 201 Building shall be provided with hose cabinets in accordance with the
requirements of NFPA 14.

D. The electrical switchgear rooms shall be separated from other areas by two hour rated fire barriers. All
penetrations of these rated fire barriers shall be protected by sealing with equivalent rated through
penetration seals. All ventilation ducts shall meet the requirements of NFPA 90A. All doors shall be of
equivalent fire rating of 1.5 hours. Electrical cables in trays shall not run over lube oil facilities and care shall
be taken in routing to minimize the exposure of cables to hazards. Rate Compensated heat detectors rated
73.9C (165F) shall be provided in all electrical switchgear rooms.

E. Lube oil equipment for the grinding facilities and pebble crushers shall not be located beneath cable racks.
The lube oil equipment and the cable racks should be separated by a distance of at least 6m (20 ft.),
otherwise a 2-hr. fire rated barrier shall be used in between them. Reservoirs which contain over 190 l (50
gal) of lube oil shall be protected by an automatic deluge water spray system in accordance with the
requirements of NFPA 15 and actuated by a pilot head system.

F. Transformers and switchyards shall conform to the spacing requirements of NFPA 850 or be separated by
two hour fire rated barriers. As with all identified hazards in the facility, physical separation is preferred to
active suppression systems.

G. The concentrator facility shall have a water storage tank designed for dual use, fire water storage and
freshwater storage. The total storage tank capacity shall be 1351 m3 ( 356,900 gallons). It shall have 2 hours
of supply 527 m3 (139,200 gallons) of water, dedicated for fire protection. Tank shall be designed and
installed in accordance with NFPA 22.

H. Two fire pumps, one with electric motor drive and one with diesel engine drive together with an electric
motor driven jockey pump shall be installed at the fire water storage tank. Each pump shall be complete
with all control. Each fire pump is rated at 250 m3/hr (1100 gpm) at 700kpa and Jockey pump is rated at
1.25 m3/hr (5,5 gpm) at 700 kpa.

I. The concentrator facility shall be protected by, or provided with, a closed loop fire water system. The
distribution piping shall provide the fire hydrants spaced at 100 meters apart. It shall be sized for shall be
sized for 250 m3/hr (100 psig) at the most remote hydrant when flowing at 114 m3/hr (500 GPM)

J. Fire (smoke) detection/alarm systems shall be provided in the administration building, laboratory and
maintenance shops. Smoke detectors shall be wired to local and centrally located control panel in the
Concentrator Control Room.

K. The coarse ore stockpile reclaim tunnel hydraulic storage units and conveyor shall be protected by an
automatic water sprinkler system in accordance with the requirements of NFPA 13.

3.5 Port

A. The Port site includes a concentrate dewatering plant, concentrate storage, concentrate berth, general
cargo berth, pioneering berth, government and security offices, ammonium nitrate storage, administration,
maintenance shop, warehouse, fuel storage tanks, oxygen and acetylene cylinder filling plants, container
storage/mine truck assembly area, power plant and temporary magazine container storage area. All
facilities shall be constructed in accordance with the Republic of Indonesia Guidelines, Decrees, Codes and
Specifications and shall conform to the exiting requirements of NFPA 101.

B. A two-hour fire rated separation shall be provided between the maintenance and warehouse areas.

The Diesel Fuel/Gasoline Off-Loading shall be provided with fire extinguishers in accordance with the
requirements of NFPA 10, rated 80B:C.

D. The acetylene plant and storage building shall meet the requirements of NFPA 51A for construction,
location, and protection. Electrical equipment shall be in accordance with Article 501 of NFPA 70 in areas
designated as exposed to acetylene. Explosion venting and ventilation shall be as required by the code.

E. The Oxygen plant and storage shall be designed to meet the requirements of NFPA 50 for construction,
location and protection. Electrical systems shall be in accordance with Article 501 of NFPA 70 in areas
designated as exposed to Oxygen.

F. The Port facility (including Power Plant) shall have dedicated fire water storage reservoir. The reservoir
designed in accordance with NFPA 22 shall have 1136 m 3 (300,000 gallons) of available fire water volume.
It shall have 2 hours of supply at 567 m3/hr (2500 gpm). The Port facility shall be protected by a closed loop
fire water system. Two independent full capacity lines from the storage reservoir shall feed the loop. The
distribution piping (fire loop) shall provide the fire water to fire hydrants spaced at 100 meters apart. It shall
be sized for 453.5 m3/hr (2000 gpm) for power plant and 249.4 m3/hr for other than power plant. It shall
provide 863 kPa (125 psig) at power plant and 685 KPag (100 psig) at the most remote hydrant when flowing
at 114 m3/hr (500 gpm).

G. The fuel off loading and storage facilities shall be in accordance with the requirements of NFPA 30. The
separation of the tanks, tank construction, venting, diking drainage, impounding, and protection shall be
based on the commodity stored. Fire hydrants outside the dike area shall be installed.

H. A foam system shall be provided both in the unloading area and the dike area of Gasoline or any product
with a flash 36 C (100 F).

I. The Ammonium Nitrate storage facility shall conform to the requirements of NFPA 495.

J. Fire (smoke) detection /alarm systems shall be provided in Warehouse Building, Port Oxygen and Acetylene
Storage, Government Services/Administration Building. The detection system shall be wired to a panel
located in Administration Building.

3.6 Power Generation (Area 50)

A. The power generation facilities include coal-fired steam power generation supplemented with diesel power
at the port. Design and layout of the power plants shall be in accordance with the requirements of NFPA
850.

B. The water source for the power facilities fire protection system shall be the fresh-water storage reservoir
serving the port facility. The reservoir shall supply the largest fixed fire protection demand and its
accompanying hose stream demand for two hours duration. Water supply configuration shall be in
accordance with NFPA 850.

C. The water distribution system shall consist of a looped private fire main. The water distribution system
shall be designed in accordance with NFPA 24. The yard main shall be arranged as a loop with sectional
valves at strategic locations to maintain essential fire service when sections are isolated for maintenance
or repair. Two independents full-capacity lines from the storage reservoir shall feed the loop. Redundant
branch lines shall feed the coal and diesel powerhouses. Pipe size shall be selected based on hydraulic
calculations to assure delivery of the highest water demand with the hydraulically shortest flow path out of
service. Each powerhouse feed shall be equipped with an isolation valve. The feeds shall be
cross-connected inside the steam and diesel plants so that fixed fire protection systems can be supplied
with either feed out of service. Post indicator valves shall be provided for header sectional valves, main
building supply lines, and isolation of major branches. Where valves must be located in vehicle traffic areas,
roadway boxes and key operated valves shall be provided in lieu of post indicators. Roadway boxes with

key operated valves shall be provided for individual hydrant isolation. Vehicle barriers shall be provided for
hydrants and post indicators located near vehicle pathways. Exterior control valves shall be located at least
12 meters (40 feet) from the protected hazard. If it is necessary to locate a control valve less than 12 meters
(40 feet) from the protected hazard, the valve shall be located in a fire resistive enclosure. Interior control
valves shall be located outside the protected area.

D. Yard fire hydrants shall be located approximately 80-120 meters (250-350 feet) apart. Hydrants shall have
two 2½ inch hose outlets. Pumper connections shall be provided on the hydrants. The coal pile perimeter
shall be provided with monitor nozzles where the exposure poses a hazard to adjacent structures. Fire hose
houses shall be provided at alternate fire hydrants. Houses shall be equipped to meet the
recommendations of NFPA 24.

E. Each sprinkler and water spray system shall be hydraulically designed to provide specific densities of water
application based on the classification of each protected hazard. Identification of hazards and selection of
protection systems shall be based on the recommendations of NFPA 850. Design of sprinkler systems shall
be in accordance with the NPFA 13. Design of water spray systems shall be in accordance with NFPA 15.

F. Coal conveyors shall be equipped with pre-action sprinkler systems, hydraulically designed to provide a
density of 0.61 m3 /hr per square meter (0.25 gpm per square foot) over the most hydraulically remote
232.3 m2 (2,500 square feet) with 170 m3/hr (750 gpm) reserved for hose streams. Sprinkler heads or
nozzles shall be rated at 100C (212F). The systems shall be actuated by continuous line type heat
detection. The fire detection system shall be arranged to shut down affected conveyors upon actuation.

G. Boiler burner fronts shall be provided with an automatic water spray system in the ignitor areas,
hydraulically designed to provide a density of 0.61 m3/hr per square meter (0.25 gpm per square foot) over
the area within 3m (10 feet) of the ignitors. Detection shall be provided by fixed temperature detectors.
The system can be manually actuated from the control room.

H. Coal Powerhouse basement area shall be equipped with a wet sprinkler system protecting areas containing
plant auxiliaries as follows:

The system shall be hydraulically designed to provide a density of 0.30 gpm per square over equipment for
one generating unit, or up to 464.5 m2 (5,000 square feet), whichever is less, with 170m 3/hr (750 gpm)
reserved for hose streams. Sprinkler heads shall be rated at 141C (286F) (near hot parts, 177C (350F)
heads are acceptable).

I. Boiler burner fronts shall be provided with an automatic water spray system in the ignitor areas,
hydraulically designed to provide a density of 0.61 m3/hr per square meter (0.25 gpm per square foot) over
the area within 3m (10 feet) of the ignitors. Detection shall be provided by fixed temperature detectors.
The system can be manually actuated from the control room.

J. The turbine generator bearings shall be protected with a pre-action sprinkler system, hydraulically designed
to provide a density of 0.61 m3/hr per square meter (0.25 gpm per square foot) at turbine-generator
bearings. Sprinkler heads or nozzles shall be rated at 100C (212F).

K. Crusher building (including bag-type dust collection systems) and reclaim pit shall be protected by wet
sprinkler systems, hydraulically designed to provide a density of 0.61 m 3/hr per square meter (0.25 gpm
per square foot) over the most hydraulically demanding elevation, with 114 m 3 (500 gpm) reserved for hose
streams. Sprinkler heads shall be rated at 100C (212F). Sprinklers shall be installed inside dust collectors
serving the crusher house.

L. Tripper room shall be protected by a wet sprinkler system, hydraulically designed to provide a density of
0.61 m3/hr per square meter (0.25 gpm per square foot) over the most hydraulically remote 186 m2 (2,000
square feet), with 114 m3 (500 gpm) reserved for hose streams. Sprinkler heads shall be rated at 100C
(212F). Sprinklers shall be installed inside silo dust collectors serving the tripper conveyor.

M. Large oil filled transformers (i.e., main step-up and unit auxiliary transformers) shall be protected by an
automatic water spray system, hydraulically designed to provide a density of 0.61 m 3/hr per square meter
(0.25 gpm per square foot) over the exterior surface of the transformer cabinet (excluding the bottom
surface). Any non-permeable ground surfaces susceptible to oil accumulation shall be protected with a
density of 0.37 m3/hr/square meter (0.15 gpm per square foot). The design shall include 170 m3/hr (750
gpm) reserved for hose streams. The system shall be actuated by fixed temperature heat detectors.

N. Service building offices/shops and administration building shall be protected by a wet sprinkler system
designed to protect ordinary hazard Group II occupancies.

O. Diesel room shall be protected by a wet sprinkler system, including fuel and lubricating oil auxiliaries. The
system shall be hydraulically designed to provide a density of 0.74 m 3/hr/square meters (0.30 gpm per
square foot) over the area containing three generator sets or up to 464.5 m2 (5,000 square feet), whichever
is less, with 170 m3/hr (750 gpm) reserved for hose streams. Sprinkler heads shall be rated at 286F (near
hot parts, 177C (350F) heads are acceptable).

P. Warehouse (part of service building) shall be protected with a wet sprinkler system designed to protect
ordinary hazard Group III occupancies and rack storage of Class IV commodities to 4.88 m (16 ft) high.

Q. Powerhouses shall be equipped with Class III wet standpipe systems in accordance with NFPA 14. Hose
stations shall be located to provide coverage based on 100 feet lengths of fire hose, and consist of a cabinet,
2-1/2" hose valve, 1-1/2" hose, and nozzle. Fire hose stations shall be designed to operate at a minimum
flowing pressure of 65 psig and a maximum flowing pressure of 100 psi. Pressure reducing orifices shall be
provided where required to ensure that flowing pressure does not exceed 685 KPag (100 psi). Adjustable
spray nozzles listed for use on the expected fire hazard shall be provided. Specifically, nozzles to be used
on electrical fires shall be listed for that use.

R. Coal handling area, powerhouses, and water treatment building shall be equipped with listed multipurpose
dry chemical fire extinguishers. Extinguishers have a maximum charge of 9.9 Kg (20 pounds) of ammonium
phosphate, and a minimum rating of 20A: 80 B, C.

S. Electrical equipment areas shall be equipped with listed 9.9 Kg (20 pound) carbon dioxide extinguishers.

T. Offices, shops, laboratory areas, and main plant control room shall be equipped with listed 5 Kg (10 pound)
carbon dioxide extinguishers.

U. Fire detection using ionization smoke detectors shall be provided in the following areas:

 Control room
 Electronics room
 Switchgear and electrical equipment rooms
 Elevator machine room

V. The following alarms shall be provided:

 Water flow alarms for fixed fire suppression systems


 Fire detection system activation
 Loss of air pressure for pre-action sprinkler systems
 Low water storage reservoir level
 All alarms shall be annuciated in the main control room.

W. Electrical equipment in the following areas shall be qualified for use in Class II, Division I areas:

 Coal preparation system/dust collection and baghouses


 Coal preparation system/crusher and feed systems
 Dust collection storage bins
 Coal transfer and within conveyor enclosures (tunnels and conveyor hoods)
 Coal unloading structure (dumping shed and pit)
 Tripper room

X. Electrical equipment in the following area shall be qualified for use in Class II, Division II areas:

 Pulverizer area

Y. Two-hour fire rated barriers and penetrations shall be provided as follows:

 Stair tower enclosures


 Elevator shaft
 Electronics room
 Between transformer yard and turbine electrical equipment rooms
 Tripper room
 Electrical switchgear and equipment rooms
 Doors in fire barriers shall be listed for one- and one-half hour fire resistance rating.

Z. Miscellaneous requirements shall be included as follows:

 Oil reservoirs have diking to contain the capacity of the reservoir. Drainage shall be provided for
each diked area.
 Main control room shall be constructed of non-combustible material and shall be automatically
pressurized to prevent smoke infiltration upon activation of the control room area fire detection
system.
 Oil collection pits shall be provided for the large transformers with drainage to an oil separator pit.
Drainage shall be arranged to include a water seal in the drainage piping.
 Interior finish materials in the power production areas shall be qualified as Class A
materials. _1
 Interior finish materials in non-power production areas shall be qualified as Class B materials.
 All fire protection equipment shall be UL Listed and/or FM Approved for use in fire protection
service.
 Fuel oil storage tanks shall be located at least 7.6 meters (25 feet) from other plant buildings and
have dikes to contain the contents of the tank. Fire hydrant coverage shall be provided.
 No oil cooled transformers shall be located in the powerhouses.

3.7 Water Supply

A. The water supply consists of the water supplies, sewage treatment, water recovery, reservoirs, treatment
plants and pipelines. All buildings shall be constructed in accordance with the requirements of the Republic
of Indonesia Guidelines, Decrees, Codes and Specifications if available, or shall conform to the exiting
requirements of NFPA 101.

B. The water treatment plant and the sewage treatment plant shall be provided with fire extinguishers in
accordance with the requirements of NFPA 10, rated 10A-60B:C.

3.8 Township and Construction Camp

A. The Township and Construction Camp shall be constructed in accordance with the requirements of the
Republic of Indonesia Guidelines, Decrees, Codes and Specifications if available, or shall conform to the
exiting requirements of NFPA 101.

B. The Township area shall be provided with a water storage tank designed for dual use, fire water storage
and for domestic (potable) water storage. The total water storage capacity shall be 3925.6 m 3 (1,037,100
gallons). The tank designed in accordance with NFPA 22 will have 2385 m 3 (630,000 gallons) of available
fire water storage volume before domestic (potable) water use.

C. The Township area shall be provided with a common water header from the storage tank that supplies the
fire water and the domestic (potable) water that complies with the requirement of NFPA 24. The Township
area shall be provided with a closed loop fire water distribution piping system which will provide the water
to fire hydrants spaced at 100 meters apart and to fire sprinkler system. The water main shall be capable of
supplying fire water at 249.4 m3/hr (1100 gpm) and to provide 685 kPa (100 psig) to most remote hydrant
when flowing at 114 m3/hr (500 gpm).

D. The medical Clinic Building shall be protected by an automatic sprinkler system designed in accordance with
the requirements of NFPA 13, ordinary hazard group 1.
