1. OBJECT
The purpose of this document is to describe Dominion's minimum requirements for the provision of
Medium Voltage (MV) cabling.
These actions are part of the Photovoltaic Project called LUCILA located in the municipality of
Nizao, Peravia province (Dominican Republic).

2 LOCATION
The 10.3 MWac LUCILA Photovoltaic Solar Plant will be located in the municipality of Nizao,
Peravia province (Dominican Republic).
Most of the surface of the project will be occupied by the photovoltaic generator, providing access
roads to the investment and transformation centers distributed throughout the plant. There will be a
fence around the perimeter.
The activity carried out by the plant will be the generation of electrical energy using solar energy
incident on a surface of photovoltaic panels as a primary energy source, arranged in such a way as to
maximize the capture of solar energy and optimize the energy generated in the entirety of the plant.

4 UNITS AND LANGUAGE


The International System of Units (SI) should be used in all calculations, figures, diagrams and
documents. All documentation in Spanish will be requested.
If information exists in a different unit of measure, its SI equivalent should be included in parentheses.
In case of discrepancy between data, those that are in the SI will prevail.

5 CODES AND STANDARDS


The values, requirements and standards expressly indicated in this Technical Specification will apply when they
are more demanding than the applicable standards, maintaining the aforementioned standards for the rest.

The adoption of new standards, publications and recommendations of any issue subsequent to the
order date and additions or interpretations of the standards listed in the previous section, will be
subject to prior approval. For this purpose, the Supplier will notify the issuance of new editions of the
publications, indicating, when applicable, the repercussion of the same in the scope of supply. For all
aspects of construction, tests and trials not defined in the standards or in this Specification, the
Supplier will propose the application standards for approval.
5.1 IEC STANDARDS
All the component elements of the equipment included in this Technical Specification must be
designed, manufactured and tested in accordance with the applicable requirements of the most
recent edition existing on the order date of all national and international regulations.
The following standards are considered relevant for the purpose of this document:

6 SCOPE OF SUPPLY
6.1 GENERAL
The supply will include the Medium Voltage (MV) cabling.

6.2 SCOPE OF SUPPLY The scope of


supply will include:

• Material
• Manufacturing
• Loading and transportation to the enterprise
• Inspection and tests in the supplier's laboratory
• Documentation and certificates
• Packaging
• Guarantee

The Supplier must carry the necessary documents for approval, material certificates, tests,
essays, reports, factory certificates, legalizations, etc.
The Supplier will be obliged to duly protect the material to be supplied against mistreatment,
weather conditions, humidity, salinity, condensation, etc., trying to use the necessary
auxiliary products to protect the material during the period between the date of manufacture
and delivery.
The Supplier will be in charge of the fees and services necessary for the transport to the place where
the Photovoltaic Plant is located, of all the material included in the scope of supply.

6.3 EXCEPTIONS TO THE SPECIFICATION


The Supplier must indicate in its offer if the material totally or partially complies with this specification and
expressly mention, in a separate chapter, the exceptions to it. For omissions, it will be understood as
complying with this specification.
Any deviation from this specification, proposed by the Supplier, may be accepted if approved. Any
deviation from the technical documents, which is not approved by Dominion, will be the sole
responsibility of the Supplier, including the associated expenses.
6.4 DISCREPANCIES BETWEEN DOCUMENTS
In case of discrepancy between the different points included in this specification, the following order
of priority will prevail:

• Applicable legislation and regulations


• Technical specification
• Other project specifications and standards

If there are still doubts, the Supplier must identify any contradiction between the attached
documentation and this specification and request clarifications.

7 MV WIRING
7.1 GENERAL
MV cabling is made up of:

• MV cabling between inverter buildings.


• MV cabling between inverter buildings and Substation.
7.2 VOLTAGE OF THE DISTRIBUTION SYSTEM Main
distribution system in MV: 34.5 kV.
7.3 MAIN TECHNICAL CHARACTERISTICS (IEC) It will
comply, at least, with the following characteristics:

• Conductor: Aluminum, Class 2, according to IEC 60228.


• Insulation: cross-linked polyethylene, XLPE.
• Metallic screen: aluminum strapping or copper wires in helix with counter-spiral copper tape. Total
section according to the short circuit study of the Plant.
• Outer sheath: PVC type ST2 or XLPE.
• Simple rated voltage and between phases: 20/35 (42) kV.
• Maximum voltage between phases: 42 kV.
• Suitable for installation in the air and buried under a pipe or directly buried.
• With anti-rodent and anti-termite protection.
• Maximum allowable temperature in the conductor in permanent service: 90 ºC.
• Maximum admissible temperature in the conductor in short-circuit regime: 250 ºC.
• They will comply with the requirements corresponding to local and international standards, as well as
those imposed by the electric company.

• They will comply with all the specifications of the UNE-211435, IEC 60332-1, IEC 60949, IEC 60502-2, IEC
60754-2, UL 1685 standards.

7.4 MAIN TECHNICAL CHARACTERISTICS (NEC) It will


comply, at least, with the following characteristics:

• Conductor: Aluminum, according to ASTM B 231.


• Insulation: Cross-linked polyethylene, XLPE, according to ANSI/ICES S-94-649, 133%
insulation level.
• Metallic screen: aluminum strapping or copper wires in helix with counter-spiral copper tape. Total
section according to the short circuit study of the Plant.
• Outer sheath: PVC type ST2 or XLPE.
• Rated voltage: 35 kV.
• Insulation level: 133%
• Suitable for installation in the air and buried under a pipe or directly buried.
• With anti-rodent and anti-termite protection.
• Maximum allowable temperature in the conductor in permanent service: 90 ºC.
• Maximum admissible temperature in the conductor in short-circuit regime: 250 ºC.
• They will comply with the requirements corresponding to local and international standards, as well as
those imposed by the electric company.

7.5 TYPICAL SECTION


A typical section of the cable is shown below:

The marking of all cables will be at intervals no greater than one meter and will include at least the
following information:

• Cable manufacturer and model name


• Nominal voltage
• insulation type
• Conductor nominal section and material

8 ESSAYS
All wiring must be tested in accordance with all applicable national and IEC regulations, codes and
standards, including, at least:

• All applicable routine tests.


• Insulation resistance measurement.
• Visual inspection and dimensional measurement, including inspection of the core and measurement of
insulation thickness and outer diameter.

The manufacturer shall obtain all certificates, inspections, and approvals required to provide
authorized cabling.
The following checks shall be carried out on all cables:

• Good condition of the wiring, without cuts, splices or repairs with insulating tape or any
other inappropriate material.
• Absence of sharp edges that could damage the cable.
• Verification that the applied voltage is appropriate and that no insulation fault occurs.

• Labeling verification.

9 PACKAGING, LABELING AND TRANSPORTATION


The manufacturer shall submit its packaging, labeling and transportation procedures to the
Property for approval.
All equipment must be transported to the plant site in containers suitable to withstand
outdoor storage during assembly. The Property must designate the unloading location of the
equipment.
The cables will be supplied in coils of the appropriate size and material of construction for the weight,
diameter and minimum radius of gyration of the cable. The various handling operations must be
carried out carefully, in particular to avoid any impact or friction.
Each reel must include a label with the following information:

• Maker
• Cable type and section
• Cable length (2% maximum tolerance)

All ends of the cable must be protected against water and other environmental elements. Coils should be
stored on smooth surfaces and, whenever possible, without slope. If this is not possible, they will be placed
in such a way that their movement is prevented by themselves or by accident or malicious acts. Even when
they do not contain a cable, they must be immobilized by using wedges, and cannot be replaced by nails or
stakes.
The treatment of the coils during delivery must follow the recommendations illustrated in the
following table:

10 DOCUMENTATION TO BE SUBMITTED IN THE OFFER FOR


TECHNICAL EVALUATION
All documents explicitly indicated in this document will be part of the scope of supply. The scope
is not limited to this documentation, any document necessary for the design, manufacture,
supply or commissioning must be delivered to Dominion.
The documentation will be presented in Spanish and in native and editable format and PDF for review. The plans
will be delivered in AutoCAD and the reports/reports/other documentation in Word and Excel.

The design responsibility is the sole and exclusive responsibility of the supplier. However, all
documentation must be delivered to Dominion at least 15 days in advance for review. This review
will not relieve the supplier of any of its responsibilities, leaving Dominion exempt from any
liability derived from a design or manufacturing defect.
The documentation to be submitted must follow the Dominion coding procedure that will be delivered once
the contract has been awarded.
A detailed and complete TECHNICAL OFFER must be submitted in accordance with this specification, which
must also include:

• Exact definition of the scope (including possible exceptions to this specification).


Indicating among other data: quantities, types...
• List of documents to be generated during the project.
• List of all technical deviations from the EETT.
• List of final documentation that will be delivered in case of winning the tender.
• Complete technical data sheets.
• Homologation.
• Quality certificates of its manufacture.
• List of companies with which you will work if there is going to be some type of subcontracting.
• Warranty terms.
• Complete measurements in technical offer.
• References to previous experiences of the company.
• Quality plan.
• Estimated delivery times.
• Preliminary schedule.
• Wire diameter.
• Cable weight in kg/km.
• Technical specification and complete description of the proposed cables.
• Recommended splicing and termination methods.
• Recommended turning radius.
• Maximum standard coil cable length.
• Net price of cable for 1000 m.
• Additional price of coils, refundable upon return to manufacturer.

The documentation to be delivered once the contract has been awarded during design and supply (this list does
not exclude other documentation requested by Dominion once the project has been awarded) will be the
following:

• Warranty terms.
• Quality certificates (materials, tests, tests and manufacturing).

11 CALENDAR
The supplier must deliver a detailed schedule in the offer, where the different manufacturing and
supply phases appear, as well as the assembly phases.
As a guide, it must be adapted to the project requirements established by Dominion.
