1. The Division Memorandum No. 59, s. 2022 announces the implementation
of 2022 Seal of Exemplary Leadership and School-Governance (ELSG) for public elementary
and secondary school. This is to assess the performance of school leaders to mirror quality
performance and redirecting governance to foster transformational leadership.
2. The Seal of ELSG aims to recognize the exemplary and outstanding

performance of the schools in terms of leadership and governance, partnerships and linkages, and
the implementation of special programs and projects of the division.
3. All schools shall undergo the 2022 Seal of ELSG Appraisal.
4. In this connection, this Office has formed Steering Committees along
different Assessment Criteria to ensure the effective and efficient implementation of the
aforementioned activity.
5. The assigned Chairman and Vice Chairman/Chairmen of each Assessment
Criteria are responsible in the effective and efficient preparation, collection, and filing of the
required Mode of Verifications (MOVs) with the help of its members. Furthermore, they are
expected to monitor the progress of the preparation to ensure a 100% compliance as much as
possible.
