To start any development or construction, any personnel must seek for the local authority approval. Even
though this project is going to be done on a private land, the responsible party must submit a number of
forms and documents to the local authority. In Project Delivery Lifecycle, there are 5 main steps which
are initiation, planning, executing, monitoring and controlling and closing. With accordance to this 5
main steps, in Malaysia, there are few sub-steps that need to be done in order to complete the project
lifecycle. Contractor and client must adhere to the rules and regulations set by the government of
Malaysia by submitting the form required. For our project that take place in Seri Iskandar, Perak, it is
under the legislation of Perak Tengah District Council (MDPT)
The following is the statutory requirement that need to be done in accordance to the Project Delivery
Lifecycle. The statutory requirements are in order from the very start of the project until the closing
process of a project.
Application for Land Use Conversion
Prior to planning, the most important thing to have before doing any project is to have a land to build the
structure on. There are 3 categories of land use in Malaysia which are Agriculture, Building and Industry.
According to Valuation And Property Services Department of Malaysia (JPPH), all of the land owners are
required to use the land in accordance to the category. Thus, this application is to change the land
category to suit the purpose of the structure that are going to be used. The following flowchart shows the
steps to send the application for land use conversion.
In our particular project, the application is not going to be used as the land is already in the right category
as the structure that are going to be build is a block addition to the campus.
Plan Submission & Approval
Done with the application for land use conversion, the building plan need to be submitted to the local
authority for approval. The submission must include all of the design calculation, storm water
management and drainage layout with their respective calculation. The local authority will conduct their
internal meeting in order to approve the plans that had been submitted and if it is approved, all of the
plans will be signed by a Professional Engineer for Civil & Structural and Mechanical & Electrical which
must be registered with the Board of Engineers Malaysia (BEM).
The following documents must be presented along with the plans when submitting the plans to the local
authorities:
All of the plans and layout of the project must be reviewed and endorsed by the responsible department.
Basically there are a number of department that need to be referred when a projects starts and the
approval is needed to ensure the work can be done on time. Plus, late approval will affect the work
timeline and cause delay. The following documents must be reviewed by their particular authorities
before the endorsement.
1. Earthwork Plans
- One (1) copy of Registration Certification from relevant Board/ Professional Body
- Six (6) sets of the ‘Hydraulic Calculation for Quantity Control’ Report
- Six (6) sets of the ‘Hydraulic Calculation for Quality Control - ESC Report with Method of
statement & Schedule’
2. Building Plans
- Completed Form A
- Official application letter from certified consultant
- Copy of relevant Development Planning Approval Certificate
- One (1) copy of Registration Certification from Relevant Board/ Professional Body
- Ten (10) sets of Road and Drainage Proposal Plan
- Five (5) copies of entrance/exit of intersection roads at the scale of 1:500 must be provided for
clearance and approval review.
- Two (2) copies of summarized report including calculation of proposed entrance/exit road that
involve federal roads prepared by certified consultant for reference/review by PWD Perak.
- Two (2) sets of perspective plan that contains shady trees, shrubs and bushes.
