Terms of Reference: Resource Speakers/Facilitators

for the 2023 Division Schools Press Conference

I. BACKGROUND

RA 7079, otherwise known as the Campus Journalism Act of the Philippines,


states that freedom of the press must be upheld and protected even at the campus level
to promote the development and growth of campus journalism as means of
strengthening ethical values, encouraging critical and creative thinking and developing
moral character and personal discipline of the Filipino youth.
However, campus journalism across the nation has taken the back seat in the
last two years due to the pandemic. This has put aspiring journalists at a disadvantage.
Thus, in the context of the new normal, campus journalism must be strengthened by
providing an opportunity for meaningful content and reestablishing connections as this
in effect empowers the community to rise above the pandemic.
After two years of closing the schools, which also shut the doors of opportunity
for these journalists, this schools division finds it imperative to undertake campus-
journalism related activities that enable young journalists and advisers to get a better
understanding of the latest trends of campus journalism and give them an opportunity
to practice freedom of the press even at the campus level. An avenue to strengthen their
ethical values and critical and creative thinking and uphold their values of fairness,
balance and truthfulness must be provided, thus, the conduct of the 2023 Division
Schools Press Conference is hereby proposed.

II. OBJECTIVES:

a. demonstrate an understanding of the importance journalism by expressing it


through different journalistic endeavors and approaches;
b. update School Paper Advisers and campus journalists on the latest trends,
approaches, and principles of journalistic writing and broadcasting in view of the
new normal in education;
c. develop the SPAs and campus journalists’ competencies in print, online and
broadcast media;
d. promote the right to access information, knowledge, and data necessary to
strengthen journalistic values through campus journalism;
e. enhance the journalistic competence of aspiring journalists and School Paper
Advisers to be responsible writers in the exercise of press freedom through
healthy and friendly competitions.
III. SCOPE OF ASSIGNMENT

Under guidance/coordination of the Curriculum Implementation Division of this


SDO, specifically the Journalism Focal Person, the selected Resource Speakers/
Facilitators will prepare presentations, act as Resource Speakers, facilitate lecture and
simulation activities, act as judge for the individual and group categories, and provide
session guides and materials for the following categories:

IV. TIME FRAME AND DELIVERABLES

The selected Resource Persons/ Facilitators will provide services during the
duration of the three-day 2023 Division Schools Press Conference in accordance with
the following time allotment.

V. MINIMUM QUALIFICATIONS AND CAPABILITIES REQUIRED:

Resource Speakers/ Facilitators should possess the following minimum


Qualifications and capabilities:
• excellent oral and written communication skills
• experience as Media Practitioner or School Paper Adviser
• proven expertise in campus journalism
• familiar with the latest trends, approaches, and principles of journalistic
writing and broadcasting in view of the new normal in education
• competence in print, online and broadcast media
