The Fourth Quarterly Monitoring and Evaluation of Barangay Literacy
Coordinating Councils and School Literacy Committees

III. OBJECTIVES
Develop mastery in using the analytic scoring rubrics adopted and developed by the Local
Literacy Coordinating Council of the City of Santiago
Administer formative assessments to determine the status of barangays and schools when it
comes to sustainable education and literacy
Use assessment results to design an action plan and its delivery
Determine the number of exemplary, accomplished, emerging, and beginning barangays and
schools in literacy development and sustainability
Conduct follow-through of the program, beneficiaries, and community workers
Strengthen the role of communities in documenting the best literacy practices in the city
Provide involvement roles of local community members and workers in literacy development and
sustainability
Create interest and understanding of issues and concerns related to literacy among various sectors
Develop and sustain a critical mass of social mobilizers, advocates, and supporters of literacy

evaluation, recognition, and incentives to encourage and challenge basic education institutions and
communities to scale up its performance and practices of collaboration.
The result of REBOLUSYON 1.3: The Third Quarterly Monitoring and Evaluation of Barangay
Literacy Coordinating Councils (BLCC) and School Literacy Committees (SLC) shows that:
As a follow-through, series of workshops and learning sessions before the submission of entries is
proposed to facilitate the continual improvement of every BLCC and SLC. Two separate tools that
will be continually calibrated and validated will be used to monitor and evaluate BLCCs and
SLCs. Each tool is composed of literacy standards and education standards. This fourth quarter, Top
20 BLCCs, Top 7 Public Secondary Schools and Top 16 Public Elementary Schools will be
recognized.
In achieving the vision of LLCC that is to be an internationally recognized literacy champion by
2028, the revolution for literacy must continue and it must involve all communities and sectors.
Starting from the grassroots level, everyone’s passion for literacy must always be ignited. This is the
guiding light of every advocate of the Santiago City Literacy Movement as it marches forward to
the global arena.
Standard 7: Administers Efficient and Regular Monitoring and Evaluation System of the
Foundational Framework for Exemplary Community-based Literacy Programs and Engagement
indicates that there should be periodic administration of formative assessments and assessment
results are used to design an action plan and its delivery. Through the Analytic Scoring Rubric, the
monitoring and evaluation of Barangay Literacy Coordinating Councils will be more data-driven
and the prospective literacy program/project designs will be based on needs-analysis or the actual
data gathered from the grassroots level.
V. LEGAL BASES
A. Section 7 of Republic Act No. 11292: An Act Establishing and Institutionalizing the Seal of
Good Local Governance for Local Government Units, and Allocating for This Purpose the Seal
of Good Local Governance Fund includes Programs for Sustainable Education. This refers to
the initiatives of an LGU to institute education reforms and programs, provide equal access to

quality education, promote lifelong learning opportunities for all, foster sports development, and
instill leadership and patriotism among the youth, as demonstrated by positive changes in the
behavior and performance of individual citizens and the community as a whole. Indicators shall
include positive results produced by Local School Board Policies and Programs, such as: (1)
increased participation rate of students; (2) decreased number of drop-outs as well as out-of-
school youths; (3) increase in cohort survival rates; (4) increase in achievement scores as
measured by the national tests or assessment tools; and (5) establishment of child development
centers, support to special education and the alternative learning system and parent effectiveness
service program.
B. The fourth item under Section 6 of Executive Order No. 2020-02-08 indicates that the council
must formulate measures on the monitoring and evaluation of the literacy situation in the city.
In 2020, all Barangays in the City of Santiago were able to create their respective Barangay
Literacy Coordinating Councils. Each council forges inter-agency and inter-stakeholder
partnership and collaboration as evidenced by its composition and structure. The structure involves
representatives from the barangay, school/s, Child Development Center/s, and other sectors.
On October 22, 2020, the Literacy Coordinating Council adopted the Foundational Framework for
Exemplary Community-based Literacy Programs and Engagement, and the Monitoring and
Evaluation Tool or Analytic Scoring Rubric. And, in the city level, the tool was presented during
the Fourth Quarter Meeting of the Local Literacy Coordinating Council on December 9, 2020. Said
tool was also approved for adoption by the body.
REBOLUSYON sa Barangay 1.1: The First Quarterly Monitoring and Evaluation of Barangay
Literacy Coordinating Councils was launched to facilitate the process of transforming the 37
barangays into exemplary implementors of literacy programs, projects, and activities. The theme
“REBOLUSYON para sa Literasiya sa Bagong Normal: Reinventing Best Practices for Resiliency,
Universality, and Functionality” was first used during the 2020 City Literacy Month. It became the
inspiration of the program name of the first quarterly monitoring and evaluation of BLCCs. It was
called REBOLUSYON sa Barangay 1.1.
The approved general guidelines for the 2021 Seal of Good Local Governance: Pagkilala sa
Katapatan at Kahusayan ng Pamahalaang Lokal was forwarded to the Local Literacy Coordinating
Council Office for appropriate action. The SGLG Guidelines were incorporated into the quarterly
monitoring and evaluation of BLCCs and the need to monitor and evaluate the schools has also
arisen. Thus, two (2) Analytic Scoring Rubrics (both for BLCCs and schools) for Exemplary
Community-based Programs for Sustainable Education and Literacy were developed. During the
second quarter, the program was simply called REBOLUSYON 1.2: The Second Quarterly
Monitoring and Evaluation of Barangay Literacy Coordinating Councils and Schools.
For REBOLUSYON 1.3, two (2) standards were added to the rubrics namely E18. Spearheads
Education Programs for Indigenous Peoples (IP) and other Marginalized Sectors and L11.
Attains a 100% Functionally Literate Citizenry as a result of the series of workshops conducted
during the second quarter M&E. The theme “Santiago: City of LITERACIES - Institutionalizing

Community-based Programs, Projects, and Activities for BESPREN's Sustainability” was introduced
to navigate the direction of the program. The 41 School Literacy Committees were created to support
the 37 BLCCs in the city.

When you teach, you also learn. As a result of the last M&E, the Top 15 BLCCs are assigned to
teach the non-winning BLCCs.
A Teacher Barangay will be credited additional points depending on the achievement of the Student
Barangay under it. For more than one (1) Student Barangay, the scores will be averaged and
interpreted to determine the level of achievement.

A barangay, through its BLCC, is said to be a Center for Learning (CFL) if it is dedicated to
support and inspire inclusive learning. A Center for Learning Barangay regularly engages with other
barangays, schools, other institutions, and individuals to support excellence, inquiry, and innovation.
A CFL Barangay is tasked to educate its fellow Barangays within its cluster. The CFL Barangay for
Sustainability is tasked to monitor the learning processes facilitated by the Cluster CFLs.
A Center for Learning Barangay will be credited additional points depending on the achievement of
all the Barangays under it. The average scores of the four (4) CFLs will be the basis for the
additional points to be credited to the CFL Barangay for Sustainability.

Aside from the LLCC Secretariat Staff, inquiries regarding standards may be answered by the
Subject Matter Experts (SME). Outstanding SMEs will be recognized during the awarding ceremony
of the last quarterly monitoring and evaluation of the year.

XIV. MECHANICS
1. All requirements in compliance with the Analytic Scoring Rubrics / Monitoring and Evaluation
Tools for Exemplary Community-based Programs for Sustainable Education and Literacy must
be submitted to Santiago City National High School on or before:
December 13 - Schools
December 16 - Barangays
All entries will only be received before 12:00 NN.
2. All pertinent documents supporting one standard must be in a portfolio. In total, there must be at
least 29 portfolios representing the 29 Education and Literacy Standards.
3. No (zero) point shall be credited for incomplete data from the public schools.
4. The documentation of best practice/s may be included in the last part of each portfolio (with
tabbing).

XV. PRIZES
The twenty (20) Barangay Literacy Coordinating Councils will be named and they will receive
Certificates of Recognition and Php5,000.00 each.
The fifteen (15) Public Elementary Schools will be named and they will receive Certificates of
Recognition and Php5,000.00 each.
The seven (7) Public Secondary Schools will be named and they will receive Certificates of
Recognition and Php5,000.00 each.
