(MY FATE) SCHOLARSHIP PROGRAM FOR CY 2021

TERTIARY EDUCATION THROUGH MALAPATAN YOUTH
AND
FAMILY ACCESS TO TERTIARY EDUCATION (MY FATE)
SCHOLARSHIP PROGRAM

II. BRIEF DESCRIPTION:

Malapatan Youth and Family Access to Tertiary Education (MY FATE) is a scholarship grant
program to poor but deserving tertiary students of the municipality under the Serbisyong Segurado sa
Edukasyon of the administration. The scholarship program aims to produce professionals which will serve
soon in the municipality and their respective community.

III. RATIONALE:

The constitution mandates that the state shall establish, maintain a system of public education in the
elementary and high school levels (Art. XIV Sec. 2.2) and establish and maintain a system of scholarship grants,
student loan programs, subsidies, and other incentives which shall be available to deserving students in both
public and private schools, especially to the under-privileged (Art. XIV Sec. 2.3). Also, Section 1, Article XIV of the
Constitution, provides that “the state shall protect and promote the right of all citizens to quality education at
all levels and shall take appropriate steps to make such education accessible to all.” This is also anchored
with the Education for All of UNESCO.

Anchored with this, is the General Ordinance No. 2015-03, Iinstitutionalizing the Municipal Tertiary
Scholarship Program otherwise known as Malapatan Youth and Family Access to Tertiary Education
(MyFATE) Program of the Municipality of Malapatan, providing funds thereto and for other purposes.
Section 458, (a) (5) (xi) of Republic Act No. 7160, otherwise known as the Local Government Code
of 1991 that the Sangguniang Bayan, as the Legislative Body of the municipality, shall a scholarship fund for
the poor but deserving students in schools located within its jurisdiction or for students residing within the
municipality; the students referred to necessarily include college students; the constitutional and legal
mandate is equally addressed to local government units, such as the municipality of Malapatan.
Investing more in human resources is essential in order to free the municipality’s poor constituents
from the cycle of poverty. Ensuring the completion of a college education from one (1) family member in
each family in the municipality will not develop the poor’s social and economic status but will likewise boost
the development of the municipality

and maintaining a skilled and educated workplace being essential for economic development.
