The undersigned, Irma Concepcion M. Aguiling, Municipal Administrator, located in Centro, Amulung,
Cagayan, with telephone number (078) – 825 – 1060, email address oma.amulung@gmail.com
representative of the municipality of Amulung, located in the Cagayan Valley Region (Region 2), in the
country of Philippines
Corollary, the Local Government Unit of Amulung commits, subject to availability of municipal funds, to
contribute the following:
Appointment of a focal person, to take the role of Chief Youth Safety Officer;
Participation of the focal person and other relevant municipal staff in training and capacity-
building;
Use of a municipality’s physical space, such as the Municipal Gymnasium, Sub-Office Gymnasium,
and LGU Conference Halls, free of charge as the ‘Youth Hub’ for programme activities during the
whole duration of the programme;
Cooperation in creation of urban safety analysis; and/or
Possibility of assigning some municipal contribution for the implementation of young people’s
innovations for safety improvement
In 2022, the Local Government Unit of Amulung has appropriated the following in its Annual Budget:
In the 2022-2027 Comprehensive Development Plan of LGU Amulung, the following Program/s, Project/s,
and Activity/ies are designed to enhance youth participation and development in the locality:
Unfortunately, the municipality of Amulung is being halved by the Cagayan River— the Philippines’ longest
and widest— exposing the young people and other vulnerable sectors to the hazards posed by massive
flooding. The municipality is also susceptible to landslide, and is usually visited by typhoons year in and
year out. Among the efforts advanced by the local government is increasing the adaptive capacity of people,
especially the youth, by building disaster-resilient infrastructures and the continuous improvement of the
delivery of basic social services.
The LGU Amulung vows to attain the indicators enshrined and delineated in the municipal vision:
and with the partnership to be forged between the LGU Amulung and the ICLEI – Local Governments for
Sustainability Southeast Asia, the dreams we have for the young people, and for all the constituents in
general, will not be far from achieving.
