7.4.1 UNDER BUILDING BY-LAWS 1984 (UBBL1984)


Malaysia’s building regulations are based on the Street, Drainage and Building Act 1974
(Act 133) and its subsidiary, the Uniform Building By-Laws 1984 (UBBL 1984). Building
required by law as a guide lines to make sure that the rules and laws of the construction
of building or structures followed and complied with. Legal action can be taken by local
authorities in the event of non-compliance with the requirement based on Building By-
Law. These legal instruments stipulate the procedures for building plans approval and
other means of development and construction control. Other lead agencies prescribe
their requirements through legislations under their control, take for example, the Fire
Services Department prescribes requirements for fire-fighting services through Part VII
and Part VIII of the UBBL 1984 and Fire Services Act 1988.

ENFORCEMENT PROCEDURES

The 1984 Uniform Building By-Laws were introduced and implemented by local
authorities. Laws are drawn up by the Federal Government and sent to the State
Government to be released. These laws will be submitted for adoption and compliance
to the local authorities. Development control is one of the core roles of a local authority
in conjunction with its legislative role as a planning authority. The related rules, by-laws
