3 Pre-commencement Requirements
3.1 Geology
The Piling Director will have satisfied himself prior to the commencement of the contract with regards to the
geology of the site and any effects it may have on the Works. The Principal Contractor has provided a Soil
Investigation Report, carried out by CGMS Consulting.

3.2 Existing Services

The Principal Contractor will carry out any inspections for existing services and probe for existing sub-
structures. These areas are to be removed or clearly marked prior to any Piling Works.

If piling is to take place near existing services they should be exposed to show the extent of the service and
then protected so we can be sure that the piling work will not affect the service in any way.

A 5m exclusion zone will be maintained around the Piling Rig in operation, and piles recently cast will be
covered with a metal grate.

3.3 Working Platform

3.3.1 The Principal Contractor will provide the Piling Crew with a firm and level hard standing Working
Platform as specified, based upon the BRE load cases provided by JMP for the Rig to be used.

Revision: Draft Document Number: POH0001/MST/00703 Page 6 of 35

Status: A1 Security classification: Public

Template Number: CFA Piling

GROUND ENGINEERING (PILING)

3.3.2 Attention needs to be given to the edges of Working Platforms: determine how near the edge of the
platform plant can be permitted while avoiding instability. A minimum distance of half the machine
width is usually required. Clear marking of the working area is essential.
3.3.3 Sites where there have been cut and fill operations, or where plant is required to operate near slopes
or batters, will need to be checked for slope stability with the additional loading of the plant in place.
Sloping sites present particular problems for stability, which should be addressed in the design –
some plant may not be stable at 1 in 10.
3.3.4 This Working Platform will be maintained throughout the duration of the Piling Works. If obstructions
are removed the mat must be properly reinstated in accordance with the original Piling Mat Design.
3.3.5 The Working Platform, including ramps and accesses, is to be used only by plant for which it has
been designed.
3.3.6 Any areas that do not form part of the Working Platform must be clearly indicated to the Piling
Supervisor.
3.3.7 The working platform certificate (WPC4d) must be signed before the commencement of any
works on site.
3.3.8 Any parts of the Piling Mat deemed unacceptable by the Piling Foreman or Site Manager must be
rectified straight away.
3.3.9 The Working Platform level must be provided before any Piling commences.

3.4 Access
Access routes onto and off site will be as agreed with the Principal Contractor. The CFA Piling Rig will be
transported to site on a low loader capable of carrying the Rig. The Rig will track itself off the low loader and
will not be lifted off by means of a crane. If necessary, a wide enough ramp will be constructed to provide a
safe access onto site for the Rig and timber boards/spreader plates placed to protect any existing surfaced
areas and kerbs, c/o the Principal Contractor.

3.5 Setting-Out of Piles

JMP will carry out the works using setting out information that will be extracted from the latest pile layout design
drawings provided by the client.

Hill Partnerships will provide a minimum of 3 co-ordinated stations on site (preferably retro stickers). Control
stations will be placed in safe secure locations around different areas of the site to enable angular accuracy
and good geometry for instrumentation resections. The quality of the control will be checked by the Setting-
Out Engineer prior to setting out of pile locations to ensure the control is within tolerances. Any issues with the
control will be reported to the Site Manager.

The qualified Setting-Out Engineer will stake/set-out the relevant pile positions using a Leica TS15 total station.
The total station will be set up in a safe location away from moving plant and machinery in order to view the
control stations on site.
Pile location coordinates will be uploaded via SD card/USB on to the total station and using the in-built program
‘Stakeout’, pile positions can be set out to within accuracy of 10mm. Using a lump hammer, a 300mm steel pin

will be driven into the ground so that it is flush with the ground to avoid any trip hazards. A mushroom cap will
be placed on top marked with the pile ID for reference. To ensure the pile positions are not damaged or
removed, the pile positions will be made visible to plant, machinery and pedestrians by use of spray paint.

5 Methodology
This method statement provides a detailed description on CFA piling.

5.1 Description of the Works

The main risks associated with the Piling operations are:

 Failure of Piling Rig

 Failure of Piling Platform
 Spoil removal during Piling operations
 Open Bores
 Personnel falling into freshly concreted bores
 Collision and crushing by Piling Equipment
 Lifting and placing reinforcement
 Working near railway viaduct not applicable to this project
To overcome these potential risks, the following safety features will be implemented to ensure a safe method
of working:

Revision: Draft Document Number: POH0001/MST/00703 Page 9 of 35

Status: A1 Security classification: Public

Template Number: CFA Piling

GROUND ENGINEERING (PILING)

5.1.1 General
Piles will be constructed with a diesel powered track mounted CFA Piling Rig.

5.1.2 Working Hours

Working hours will be as follows:
Monday to Friday: 08:00 – 17:00 hours

 Workmanship will be consistent throughout the duration of the Piling works.

 All JMP crew and subcontractors will be focused on their work throughout the working day
 It is important that all JMP staff take the breaks that they are entitled to throughout the day.
 The quality of Piles, including steel cages and test cubes, will be to a consistent high standard and this
standard will not drop at any time i.e. end of shift / week / last day before holiday period etc.
 All staff will be deemed competent to carry out the task in hand.

5.1.3 Access
Access to the Piling area will be as provided by Hill Partnerships. Access ramps between working areas to be
no greater than 1:10 gradient.

5.1.4 Lighting
Task lighting as fitted to plant will be provided and maintained by JMP. General/safety lighting for the access
and working area will be provided by Hill Partnerships if necessary.

5.1.5 Rig
5.1.5.1 Mobilisation
The rig will be mobilised on the signed off Pile mat area. The Pile equipment will be a diesel powered track
mounted CFA Piling Rig. Before erecting the mast, the tracks of the machine will be extended to full width to
provide full stability. The hydraulic Piling Rig is self-erecting and the mast, during mobilisation, is lifted from
the travelling horizontal position to the vertical working through a series of rams positioned on the mast and
rig body.

To install the augers onto the Piling rig, a MEWP will be used to access the drilling head of the Piling rig and
the auger flight connections. The banksman will be secured to the MEWP with a safety harness when rig
mobilisation is taking place. To position the augers onto the rig, the lead auger will be lifted using the auxiliary
winch line and placed into the guide clamps on the front of the machine. The banksman will close the clamps
securing the lead auger and remove the auxiliary line. The drilling head will be lowered and the drive hex
aligned and coupled up to the lead auger. The auger will then be drilled into the ground by approximately 1m
and the drill head then disconnected and raised off the lead auger.

With the drilling head raised clear, the first of the 6m augers will be lifted with the auxiliary winch line
approximately two-thirds along its length so that when lifted it hangs straight. The auxiliary line will have two
sets of chains secured to the auger when lifting into place. The first chain will be a single leg choke chain
double wrapped around the second flight on the auger. The second chain will be a 4m choke chain secured
to the third flight.

Revision: Draft Document Number: POH0001/MST/00703 Page 10 of 35

Status: A1 Security classification: Public

Template Number: CFA Piling

GROUND ENGINEERING (PILING)

This will then be guided by the banksman and lowered onto the lead auger locating the hex couplings. Prior
to connecting the couplings and installing the pins, the couplings will be ‘greased’ to ensure there is no issue
when connecting the augers. When the bottom coupling is in position, the rig will be guided locating the drive
hex into the top of the auger and the guide clamps closed.

The banksman will assess the auger connection using the MEWP. When in position, the auger pins will be
installed into the bottom coupling and the auxiliary line will be lowered off giving plenty of slack on the line and
chain. The auger will then be drilled into the ground with the banksman keeping a close watch on the auxiliary
line ensuring that it does not become tangled on the auger (it will wind around the auger) until it is low enough
that it can be disconnected from the lifting chain and then unwound. The banksman will also monitor both
chains to ensure they remain secured to the auger when lifted into place.

The auger will then continue to be drilled into the ground until the top coupling is approximately 1m above
ground level. The drilling head will then be raised once more and the process repeated until all three augers
are in position.

5.1.5.2 De-rigging
De-rigging will be carried out in a similar way. The De-rigging will take place in a designated area and the
permit to dig will be in place.

To remove the augers from the Piling rig a MEWP will be used to access the drilling head of the Piling rig and
the auger flight connections. The banksman will be secured to the MEWP with a safety harness when De-
rigging is taking place. The couplings are ‘greased’ to ensure there is no issue when disconnecting the augers.

The ancillary winch will be connected to the auger being removed. There will be two chains used to secure
the augers, one single leg choke chain will be double wrapped around the second flight and a secondary 4m
choke chain is put on the third flight should the single leg chain become loose. The banksman will remove the
auger pins when the ancillary winch is securely fastened to the auger and when the pins are removed the
auger is lifted onto the ground using the ancillary winch.

The process is repeated until all auger flights have been removed from the Piling rig. The MEWP will remain
on site for the duration of the works, in the event that there is a blockage in the concrete hose, it can be
released without delay.

5.1.5.3 Concrete Washout

Before commencement on each day, a ‘grout mix’ of concrete and ‘prime a pump’ will be pumped through the
concrete hoses and hollow stem auger of the Piling Rig. This will ensure that the concrete hoses and auger
stems are ready for concrete to pump through the hoses / augers without blockage.

At the end of each day the concrete hoses and augers are washed out after Piling. This is carried out using a
compressor to wash out any concrete remaining in the concrete lines. The compressor is connected to the
end of the concrete hose and a pressure (8 bar) is built up to wash and blow out any concrete. The excess
concrete is then discharged through the bottom of the hollow stem auger. This is in a controlled manner where
blowout bins are positioned at the bottom of the auger stem to contain the discharge. The operatives will be
notified when this sequence of events is occurring and no site personnel will be in this area.

GROUND ENGINEERING (PILING)

5.1.5.4 Equipment and Material Delivery

All construction traffic including the Piling Rig, delivery vehicles and concrete wagons will access the site works
using the designated Works Access’s only. On arrival to site all equipment and material deliveries will report
to the person in charge prior to off-loading. All deliveries will transit through the site with a Banksman present
at all times. No keys are to be left in unmanned machines.

5.1.5.5 Equipment and Material Storage

Equipment and materials will be stored adjacent to the Piling area. At the end of each shift the Rig shall be
left in a safe and secure manner.

5.1.6 Working Platform

5.1.6.1 Construction
The location of all services and monitoring installations in the area shall be confirmed and highlighted/identified
by Hill Partnerships.

Protective mats (ply sheets) necessary to minimise the risk of damage to existing surfaces or third party
property will be provided by Hill Partnerships. All hoardings, fences, noise and splash barriers, statutory
warnings, flagmen etc. as necessary to protect the works, plant, materials, personnel, third party property and
the general public will be provided by Hill Partnerships. This shall include protection from exhaust, oil, grease
etc.

Any services or monitoring installations that may be affected by our works that cannot be redirected, or
removed, will be protected as required by Hill Partnerships.

A permit to work/dig will be completed and signed by Hill Partnerships and the Piling Supervisor / Foreman
and Operatives, on a basis agreed prior to works.

A suitable clear dry level safe working area shall be prepared for JMP plant and equipment prior to Piling
operations commencing (refer to ‘Working Platforms for tracked plant: good practice guide to the design,
installation, maintenance and repair of ground-supported working platforms – BRE 2004).

The working platform will be REGULARLY INSPECTED, MAINTAINED, MODIFIED, REPAIRED, and
REINSTATED to the as-designed condition after any excavation or damage, throughout the period when the
Piling Rig and equipment is on the site by Hill Partnerships

A completed copy of the FPS Working Platform Certificate (FPS/WPC/4d) Appendix F signed by an authorised
person from the Principal Contractor shall be given to each user of the working platform prior to
commencement of any works on site and the Working Platform Regular Inspection Log is to be maintained by
the Principal Contractor in accordance FPS/WPC/4d Guidance on Working Platforms for Tracked Plant 3.1-
3.3. This is the responsibility of Hill Partnerships.

GROUND ENGINEERING (PILING)

5.1.7 Piling Sequence

The Piling sequence will be generally as per agreed with Hill Partnerships. The piles will be constructed in
such a manner that no damage will be caused to piles previously constructed i.e. cracking, clashing or
disturbing.

5.1.8 Party Wall

Hill Partnerships to have in place a procedure for Piling works adjacent to Party Walls.

5.1.9 Pile Boring

The position of each Pile will be set out by JMP and referenced with the Pile number prior to drilling.

The Piling Rig shall be erected at each Pile position and an expendable plug shall be inserted to seal the
hollow stem of the auger. Check that the auger set up is within the plan and verticality tolerance.

The Pile is bored using a continuous flight auger. Following initial penetration, drilling is paused whilst the
auger gates are released. Drilling shall proceed until the design depth is reached or practical refusal of the
auger is met, whichever occurs first.

5.1.10 Concreting
Concrete of specified mix 35N DC3 s4 10mm shall be pumped through the hollow stem and whilst slowly
rotating the auger it shall be gradually withdrawn, ensuring adequate auger embedment into the concrete at
all times. During the concreting phase, the auger shall be rotated in the direction of boring.

Concreting will stop on completion of auger withdrawal. The Rig shall be moved off the Pile position to allow
the attendant excavator to remove all the spoil from the top of the Pile and the Banksman to shall locate and
clean the concrete at the top of the Pile until clean concrete is visible.

5.1.11 Reinforcement
The reinforcement will be delivered in straight lengths of reinforcement bar and helical links and placed in a
designated area as agreed with Hill Partnerships site management team. All reinforcement will be kept off the
ground.

This steel fixing station will have ‘tressels’ where the reinforcement will be placed as the cages are fixed by
the competent steel fixers. The steel fixers will be working under the supervision of JMP and will have the
relevant training cards, and will be briefed on this JMP document with sign-off of same.

The Banksman will ensure that the reinforcement is placed on the ‘stands’ or ‘tressels’ in a safe manner so the
steel fixer can commence cage fabrication. The steel fixer will fix the cages as per the design schedule. The
Piling foreman will inspect the cages after fabrication.

If cages are larger than usual a pre-fabricated option may be preferred. In which case the attendant excavator
will be required to remove the pre fab cages from the delivery lorry and place in a designated lay down area.

Revision: Draft Document Number: POH0001/MST/00703 Page 13 of 35

Status: A1 Security classification: Public

Template Number: CFA Piling

GROUND ENGINEERING (PILING)

The cages will be lifted via the attendant excavator and lifting apparatus to a storage area agreed with Hill
Partnerships with a slinger / banksman present. All lifting equipment including chains, slings etc. will be fully
certified. The lifting procedure will be in accordance with the Lifting Plan.

The reinforcement cage shall be inserted centrally into the wet concrete using self-weight or mechanical
assistance where necessary. The cage shall be pushed flush with the finished concrete, or to the Pile toe,
whichever is the shorter. The cage should always be visible at the head of the pile.

Debonding foam will be placed on the reinforcement cage projection bars if requested and allowed for. JMP
cannot be held responsible for debonding foam that slides off the projection bars during the concreting
operation. Debonding foam is placed to ease the breaking down of concrete; concrete will still need to be
broken down by hand for at least the final 300mm above cut off level without debonding foam (The use of
mechanical crunchers may snap off reinforcement projection bars and fracture the Pile shaft). Mushroom caps
will be provided and fitted to the top of all reinforcement projection bars.

When Piling operations have been completed the process shall be repeated at the next Pile position. No Piles
will be left open hole, and an exclusion zone must be maintained around recently cast Piles for safety reasons.

Once the Piles have been trimmed to cut-off level, integrity testing may be undertaken.

Throughout the Pile construction process, the appropriate construction and inspection records and activities
will be maintained in accordance with the Safety Management System, Works Procedures and the
Specification.

Working Platform Certificate (FPS/WPC/4d)

Guidance on working platforms for tracked plant

1. Design
1.1. The HSWA 1974 and CDM Regulations 2015 require the Principal Contractor to appoint competent Designers in respect of Working
Platform design. This legislation explains how competence can be assessed by reference to professional qualifications or professional
memberships and by reference to practical experience of the design of working platforms. Principal Contractors must be satisfied that
a competent Designer has been appointed by them in accordance with the relevant legislation before they complete and sign the
WPC.
1.2. The stability of tracked plant is fundamentally dependent upon the provision of a suitable and sufficient working platform. It must be
properly designed and installed to a recognised standard. Whilst the same type of rig may be operated by different companies, the
design bearing pressures may differ due to the specific operating configuration of the rig and/or any modifications. Details of the plant
to be used and bearing pressures will be provided by the specialist contractor in advance of work commencing.
1.3. Working platform design is extremely sensitive to the bearing pressure and type of fill used in the platform. (For example, changing the
angle of friction of the fill from 35 degrees to 45 degrees can halve the platform thickness.) It is therefore advised that the Designer
may have to adopt conservative/cautious estimates of platform shear strength unless higher values can be demonstrated by testing
or with reference to appropriate published data.
1.4. The working platform must be safe for pedestrian access and free draining to prevent the build-up of water and slurry. It must be free
from harmful materials and contaminants. In the case of fine-grained sub-grades, a separation/filter membrane should be installed
beneath the platform material to inhibit ‘pumping’ and infiltration of the fine-grained soils up into the platform material during wet
weather (which can impair platform performance and increase maintenance costs).
1.5. Proof testing of the platform can be carried out with a suitably sized circular plate subjected to the maximum design loading. Such
testing, as part of an appropriately designed testing regime, should highlight any gross inconsistencies in platform performance.
Potentially, significant savings in platform thickness and cost may be realised by adopting a more detailed testing strategy.
1.6. The working platform must have a design life which starts before delivery of the piling equipment and ends on completion of all piling
works. This includes load testing, integrity testing, investigation of non-conformances and any remedial works.
1.7. The specialist contractor is to advise the Principal Contractor at the earliest practicable opportunity should the specialist contractor
become aware of any circumstances relating to the working platform that renders it unsafe.
2. Installation
2.1. The FPS Working Platform Certificate is mandatory for all sites where a rig or attendant plant operates. It must be signed by an authorised
representative of the Principal Contractor. This signature confirms that the legal duties required under CDM have been carried out.
2.2. If the working platform is to be constructed or removed in phases while piling works are ongoing, then the extent of the platform must be
clearly defined on the certificate and, in accordance with good practice, physically on site. This is particularly important where the
platform material is removed from an area previously made available to the specialist contractor.
2.3. The working platform must provide safe access for all plant deliveries, sub-contractors and personnel associated with the specialist
operations. Properly designed and installed, the working platform could also provide suitable and safe access for following trades for
the whole project.
2.4. Poor definition of the edge of the working platform is a major cause of tracked plant instability. It is good practice that the working platform
should extend at least 2m beyond the pile position/edge of the building to ensure sufficient safe working area for the specialists
personnel and attendant plant. Where having to work within this 2m zone is unavoidable the Designer is to be informed of the
requirement to design the platform for working up to its edge.
2.5. Where access ramps are used to move between working levels these must be of sufficient gradient and width to allow the plant to move
safely with the stability constraints of the machine. Ramps must be in a straight line between working areas. Rigs and cranes cannot
change direction on ramps. Where a change in direction is required, this must be on a flat level platform.
3. Maintenance, modification, repair and reinstatement
3.1. The working platform must be kept free draining. Water and slurry which is allowed to build up on the working platform can hide such
hazards as recently constructed piles, trip hazards, uneven or unstable ground, services and excavations. Slurry can be transferred
to work equipment which increases the risk of slips on steps as well as difficult handling of work tools.
3.2. Obstructions encountered during installation of the piling works will generally require excavation to remove them. This can create a ‘soft
spot’ which can result in the rig overturning. It is essential, therefore, that any excavations made in the working platform are reinstated
to the designed standard, including any reinforcement and separation filter/membrane.
3.3. The working platform shall be subject to regular inspection by a competent individual appointed by the Principal Contractor (e.g. the
Temporary Works Co-ordinator) throughout its design life and after any reinstatement or any works which might have modified it. Any
damaged or inadequate areas identified must be reinstated to the designed standard. Following the regular inspection, the Working
Platform Regular Inspection Log shall be signed by an authorised representative of the Principal Contractor and issued to the
specialist contractor with a layout drawing of the working platform amended as appropriate.
4. Working Platform Layout
4.1 Items that must be included and properly located on the working platform layout drawing and be notified by the Principal Contractor
to the specialist contractor would include: detail of platform edges and 2m delineation, trial pits, services or voids, areas of
backfilling, known underground basements; areas that are covered by the certificate or permit, test locations (if specified by the
Designer of the platform) and any other feature that may affect the safety of operations.
