    a. Appropriate- is suited or fitting to the problem
    under study.
    b. Effective- produces a result
    c. Efficient- the ratio of costs and efforts expanded on
    the project and it’s result is low(cost-effective).

    -neutral and as objective as possible

    -similar results everytime
    Validity
    -tools and techniques by which to measure results
