भारत और झारखंड
झारखंड दे श के कम आय वाले राज्यों में से एक है। झारखंड का स्थिर (2011-12) मूल्यों पर जीएसडीपी वर्ष 2021-
22 में दे श के स्थिर मूल्यों पर सकल घरे लू उत्पाद का 1.61 प्रतिशत रहा है तथा राज्य की प्रति व्यक्ति आय की
तुलना में लगभग 40 प्रतिशत कम है। कुछ वर्षों को छोड़कर ज्यादातर, झारखंड की विकास दर दे श की विकास दर
से अधिक रही है। चालू वित्त वर्ष (2022-23) में, जहाँ दे श की विकास दर 7 प्रतिशत बढ़ने का अनुमान लगाया गया
है , वहीं झारखंड की 7.8 प्रतिशत है। वित्त वर्ष 2023-24 दे श के विकास दर में जहाँ 6 से 6.8 प्रतिशत की सीमा में
वृद्धि होगी वही झारखंड में 7.4 प्रतिशत की वृद्धि का अनुमान है। इस प्रकार, दे श के सकल घरेलू उत्पाद में राज्य
के जीएसडीपी का हिस्सा आने वाले वर्षों में बढ़ने का अनुमान है।

2022 में इस स्तर को पार कर गई। वर्ष 2022 में मुद्रास्फीति की दर जनवरी 2022 से अक्टू बर 2022 तक उच्च
रही। आरबीआई की निर्धारित ऊपरी सीमा जो 6 प्रतिशत से ऊपर बनी हुई है और इस वर्ष के पिछले दो महीनों में
6 प्रतिशत से थोड़ी कम रही है। झारखंड में पिछले डेढ़ साल यानी अगस्त 2021 से दिसंबर 2022 के दौरान अन्य
वस्तु समूहों की तुलना में ईंधन और प्रकाश और कपड़े और जूते की कीमतों में बहुत तेजी से वृद्धि हुई है। पिछले
दो महीनों में राज्य की मुद्रास्फीति दर में कमी आई है जिसका कारण वर्ष 2022 (नवंबर और दिसंबर 2022) में इन
वस्तुओ ं की कीमत में वृद्धि की दर में कमी है।
बजट का आकार
पिछले 22 वर्षों में, यानी वित्तीय वर्ष (FY) 2001-02 और 2021-22 के बीच, झारखंड के वास्तविक बजट का
आकार लगभग 13 गुना बढ़ गया है। वर्ष 2001-02 में राज्य के बजट का आकार सांकेतिक जीएसडीपी का लगभग
17 प्रतिशत था। यह वर्ष 2015-16 में जीएसडीपी का 26.3 प्रतिशत हो गया, जो कि 14वें एफसी का पहला वर्ष था
और तब से यह 20 प्रतिशत से ऊपर बना हुआ है।
राज्य की प्राप्तियाँ
वर्ष 2015-16 से 2021-22 के बीच राज्य की कुल प्राप्तियाँ 6.8 प्रतिशत की औसत वार्षिक दर से बढ़ी हैं। राज्य की
राजस्व प्राप्ति में जहां 9.4 प्रतिशत की औसत वार्षिक दर से वृद्धि हुई है , वहीं इस अवधि के दौरान पूँजीगत प्राप्ति

3.5 प्रतिशत की औसत वार्षिक दर से घटी है। जबकि राज्य की कुल राजस्व प्राप्ति सांकेतिक जीएसडीपी के 18
प्रतिशत से अधिक रही, यह इस अवधि के दौरान कुल कर राजस्व राज्य के नॉमिनल जीएसडीपी के 12 प्रतिशत
से अधिक और गैर-कर राजस्व से 5.6 प्रतिशत से अधिक रहा।
2015-16 से 2021-22 तक राज्य का गैर-कर राजस्व 7.8 प्रतिशत की सीएजीआर से बढ़ा। राज्य के अपने गैर-कर
राजस्व में 9.4 प्रतिशत की औसत वार्षिक दर (सीएजीआर) से वृद्धि हुई और इस अवधि के दौरान भारत सरकार
से अनुदान में 6.4 प्रतिशत की वृद्धि हुई। अनुदान सहायता झारखंड के कुल गैर-कर राजस्व का एक बड़ा हिस्सा
है। वर्ष 2015-16 और 2021-22 में राज्य के गैर-कर राजस्व में इसकी हिस्सेदारी 51.5 प्रतिशत से 63.4 प्रतिशत के
बीच थी। चालू वित्त वर्ष में इसके राज्य के कुल गैर-कर राजस्व का 55.8 प्रतिशत रहने का अनुमान है।
पूँजी प्राप्तियाँ
राज्य सरकार की पूंजीगत प्राप्तियों में ऋण की वसूली, अन्य गैर-ऋण पूँजीगत प्राप्तियाँ और उधार तथा सरकार
की अन्य देनदारियाँ शामिल हैं। उनमें से, उधार और अन्य देनदारियाँ, जिनमें आंतरिक ऋण के साथ-साथ भारत
सरकार से उधार लेना शामिल है , राज्य की पूँजीगत प्राप्तियों का मुख्य स्रोत है। यह राज्य की कुल पूँजी प्राप्तियों
का 99 प्रतिशत से अधिक है। हालाँकि, 2015-16 से 2020-21 की अवधि के दौरान यह लगभग स्थिर रही। इस
अवधि के दौरान, यह केवल 0.8 प्रतिशत की औसत वार्षिक दर (CAGR) से बढ़ी। पिछले वर्षों की तुलना में वित्तीय
वर्ष 2021-22 में इसमें 22.5 प्रतिशत की गिरावट आई है , लेकिन चालू वित्त वर्ष (2022-23 ब.अ.) में लगभग 59
प्रतिशत की वृद्धि का अनुमान है।
राज्य का व्यय
2015-16 से 2021-22 तक राज्य का कुल व्यय 6.1 प्रतिशत की औसत वार्षिक दर (सीएजीआर) से बढ़ा है।
वर्ष 2015-16 और 2021-22 के बीच योजनाओ ं पर व्यय 4.8 प्रतिशत की औसत वार्षिक दर से और स्थापना पर
7.8 प्रतिशत की औसत वार्षिक दर से बढ़ा। योजनाओ ं पर व्यय राज्य के कुल व्यय का 50 प्रतिशत से अधिक
और स्थापना पर 50 प्रतिशत से कम होता है। वर्ष 2017-18 से 2021-22 तक कुल व्यय का लगभग 53 प्रतिशत
योजनाओ ं पर तथा शेष 47 प्रतिशत स्थापना पर व्यय किया गया।

राजस्व व्यय राज्य के कुल व्यय का मुख्य घटक है। यह पिछले दो वर्षों (2020-21 और 2021-22) में राज्य के
कुल व्यय का चार-पाँचवाँ हिस्सा था। चालू वित्त वर्ष में भी यह राज्य के कुल व्यय का लगभग तीन-चौथाई होने का
अनुमान है। प्रतिबद्ध राजस्व व्यय, जिसमें वेतन, पेंशन और ब्याज का भुगतान शामिल है , ने पिछले दो वर्षों में कुल
व्यय का लगभग एक-तिहाई (कुल स्थापना व्यय का लगभग तीन-चौथाई) गठित किया है , जिससे विकास और
कल्याणकारी योजनाओ ं पर खर्च करने के लिए पर्याप्त धनराशि बची है।
राज्य के ऋण और देनदारियाँ
वर्ष 2020-21 को छोड़कर ऋण-जीएसडीपी-अनुपात 35 प्रतिशत से कम और ब्याज-राजस्व-प्राप्ति अनुपात 10
प्रतिशत से कम रहा है। पिछले दो वर्षों से, राज्य की शुद्ध उधारी भी राज्य के लिए निर्धारित उधार सीमा के भीतर
रही है।
संस्थागत वित्त
भारतीय अर्थव्यवस्था का विनीय क्षेत्र विविध है और लगातार विस्तार कर रहा है। इसमें आमतौर पर वाणिज्यिक बैंक,
बीमा कंपनिया, बैंकिंग वित्तीय कंपनियाँ, सहकारी समितियाँ, पेंशन फंड, म्यूचुअल फंड और अन्य छोटी इकाइयाँ
शामिल है। झारखंड प्रदे श में भी बैंक, विशेष रूप से वाणिज्यिक बैंक, वित्तीय क्षेत्र पर हावी हैं। 30 जून 2022 तक
ऐसे बैंक -शाखाओ ं की संख्या 79 प्रतिशत है . क्षेत्रीय ग्रामीण बैंक का स्थान इस क्रम में दूसरा है जो राज्य में कुल बैंक
शाखाओ ं का 13 प्रतिशत है। राज्य सरकार ने वित्तीय समावेशन पर आवश्यक बल दिया है जिसके परिणामस्वरूप
राज्य भर में लघु वित्त बैंक, सहकारी बैंक और आरआरबी (क्षेत्रीय ग्रामीण बैंक) खुल गए हैं। राज्य भर के सभी
'जिलों की तुलना करने पर पता चलता है कि बैंक मुख्य रूप से शहरी क्षेत्रों में केंद्रित है। 80 वी एसएलबीसी रिपोर्ट
के अनुसार राज्य की राजधानी यानी राँची में ही कुल बैंक शाखाओ ं का 15 प्रतिशत स्थित है।
वर्ष 2014-15 और 2021-22 के बीच झारखंड में एटीएम की कुल संख्या 3.81 प्रतिशत की औसत वार्षिक दर से
बढ़ी है। राज्य की बैंकिंग प्रणाली में बैंकों द्वारा स्वीकार की गई जमा राशि के साथ-साथ क्रेडिट भुगतान में भी भारी
वार्षिक वृद्धि देखी गई है। वर्ष 2014-15 और 2021- 22 के बीच राज्य की कुल जमा राशि की वार्षिक औसत वृद्धि-
दर 10.74 प्रतिशत रही। वर्ष 2020-21 में लगभग 15 प्रतिशत की भारी वार्षिक वृद्धि देखी गई। सितंबर 2022-23
तक झारखंड की कुल जमा राशि 29070942 करोड़ रुपये थी। वर्ष 2014-15 और 2021-22 के बीच झारखंड में
बैंकों द्वारा नियोजित अग्रिमों में औसत वार्षिक वृद्धि दर 5.74 प्रतिशत रही।

राज्य की विभिन्न बैंक श्रेणियों को देखते हुए, जमा अनुपात (सी.डी अनुपात) का क्रेडिट सभी श्रेणियों के तहत बहुत
सारे वर्षों से कम था। इसमें सिर्फ दो अपवाद की श्रेणियाँ है - निजी क्षेत्र के बैंक और लघु वित्त बैंक। जून 2022
तक राज्य के निजी क्षेत्र के बैंकों का जमा अनुपात 69.75 प्रतिशत था। इसका आम तौर पर मतलब कुल भंडार का
70 प्रतिशत है जहां निजी बैंकों को कर्ज दिया गया है। हालाँकि, वर्ष 2018-19 से लेकर 2021-22 तक लगातार हर
लघु स्माँल फाइनेंस बैंकों का क्रेडिट टू डिपॉजिट अनुपात 100 फीसदी से ज्यादा रहा है। जून, 2022 तक इन वित्त
बैंकों का सी-डी अनुपात 151.99 प्रतिशत था।
2014-15 और 2021-22 तक लगातार प्रत्येक वर्ष ऋण और अग्रिम की वसूली हमेशा 90 प्रतिशत से अधिक
रही है . सरकार ने ग्रामीण और शहरी क्षेत्रों में ऋण और अग्रिम के संवितरण के लिए विभिन्न योजनाएँ शुरू की है .
PMEGP, मुद्रा ऋण और एस.एच.जी कुछ महत्वपूर्ण योजनाएँ है। अधिकतम वित्तीय स्वतन्त्रता और राज्य के क्षेत्रीय
विकास को प्राप्त करने के लिए किसान क्रेडिट कार्ड का संवितरण, के सी सी को स्मार्ट के सी सी और रूपे कार्ड
में बदलना, पी एम् किसान योजना, PMJDY, APY, स्टैंड अप इंडिया लोन योजना, ACP और प्रधानमंत्री मुद्रा योजना
को क्रियान्वित किया जा रहा है .

और अन्य गाँव या क्लस्टर स्तर के संगठनों का एक व्यापक नेटवर्क बनाया है। अब तक, राज्य में लगभग 9,183
SHG, 572 ग्राम-स्तरीय संगठन और 16 क्लस्टर स्तर के संघ सक्रिय हैं।
राज्य के ग्रामीण क्षेत्रों में ढाँचागत सुविधाओ ं के विकास में भी इसी तरह की प्रगति हुई है। अब राज्य के ग्रामीण, क्षेत्र
में बारहमासी सड़कों से अच्छी तरह से जुड़ चुके हैं। पीएमजीएसवाई योजना ने लगभग 99 प्रतिशत पात्र बसावटों
को सफलतापूर्वक जोड़ दिया है। इसके लिए योजना के विभिन्न चरणों में प्रदे श में लगभग 27 हजार किलोमीटर
सड़क का निर्माण किया गया है , जो कुल स्वीकृत सड़क लंबाई (33,053) के 83 प्रतिशत से अधिक है। राज्य के
ग्रामीण परिवार अब पक्के घरों में रह रहे हैं जिनमें शौचालय, बिजली कनेक्शन और स्वच्छ पेयजल जैसी बुनियादी
सुविधाएँ हैं। ऐसा करने के लिए, अब तक, राज्य में लगभग 14 लाख घरों का निर्माण किया जा चुका है , जो कुल
लक्ष्य का लगभग 87 प्रतिशत है।
राज्य में लोगों की सामाजिक सुरक्षा आवश्यकताओ ं की देखभाल करने में भी महत्वपूर्ण प्रगति हुई है। राष्ट् रीय
सामाजिक सहायता कार्यक्रमों के अलावा, कुछ राज्य विशिष्ट सामाजिक सहायता योजनाएँ भी राज्य में संचालित
हैं जैसे कि स्वामी विवेकानंद निशक्त स्वालंबन प्रोत्साहन योजना, राज्य सामाजिक सुरक्षा वृद्धावस्था पेंशन योजना,
आदिम जन जाति पेंशन योजना और राज्य विधवा सम्मान पेंशन योजना। वर्तमान में, राज्य में विभिन्न सामाजिक
सहायता योजनाओ ं के तहत लगभग 33.47 लाख लाभार्थी हैं , जिनमें से लगभग 58.31 प्रतिशत महिला लाभार्थी हैं।
कुल में से लगभग 20.65 लाख लाभार्थी राज्य विशिष्ट योजनाओ ं के अंतर्गत हैं।
पंचायती राज संस्थाएँ भी लोगों की समकालीन आवश्यकताओ ं के अनुसार अपने संबंधित क्षेत्रों को विकसित करने
के लिए गाँव/क्षेत्र विशेष योजनाओ ं के विकास, निष्पादन और निगरानी में महत्वपूर्ण भूमिका निभा रही हैं। यह राज्य
में पंचायती राज संस्थाओ ं के सुविकसित नेटवर्क के कारण संभव हुआ है। वर्तमान में, राज्य में 4,345 ग्राम पंचायतें
और 55 शहरी स्थानीय निकाय हैं। वित्तीय वर्ष 2021-22 एवं 2022-23 के दौरान प्रदे श में लगभग 4,630 एवं
लगभग 4,624 पंचायत विकास योजनाएँ तैयार की गई। वित्तीय वर्ष 2021-22 में पंचायतों के विभिन्न स्तरों पर
करीब 1500 करोड़ रुपये खर्च किए गए। कुल उपलब्ध धनराशि जो कि 1999 करोड़ रूपये है , राज्य में 15वें वित्त
आयोग के अनुदान के तहत पंचायतों को आवंटित की गई।
शहरी विकास
विभिन्न शहरी विकास योजनाओ ं के माध्यम से तथा केंद्र और राज्य सरकारों के ठोस प्रयासों ने झारखंड के शहरी
विकास में महत्वपूर्ण भूमिका निभाई है। झारखंड राज्य ने अपनी लगातार बढ़ती शहरी आबादी के लिए आवास,
पानी, स्वच्छता, स्वास्थ्य, परिवहन आदि जैसी बुनियादी शहरी सुविधाओ ं तक पहुँच और आजीविका के अवसर
प्रदान करके अपने शहरी केंद्रों के विकास और प्रबंधन में महत्वपूर्ण प्रदर्शन किया है। झारखंड में शहरी परिवारों के
पर्याप्त अनुपात में बिजली (99 प्रतिशत), बेहतर पेयजल (95 प्रतिशत) और शौचालय सुविधा (91 प्रतिशत) जैसी
बुनियादी सुविधाएं मौजूद हैं। समग्र राज्य औसत की तुलना में शहरी परिवारों की बेहतर स्वच्छता सुविधाओ ं तथा
खाना पकाने के लिए स्वच्छ ईंधन जैसी बुनियादी सुविधाओ ं तक पहुँच उल्लेखनीय रूप से बेहतर है।

शहरी स्वच्छता के क्षेत्र में, स्वच्छ सर्वेक्षण-2022 में 100 शहरी स्थानीय निकायों (यूएलबी) वाले राज्यों में झारखंड
दे श में दूसरे स्थान पर रहा। शहरी स्वच्छता के क्षेत्र में उल्लेखनीय बेहतर प्रदर्शन के लिए राज्य को 2017 से 2022
के स्वच्छ सर्वेक्षण के दौरान कई बार सम्मानित किया गया है। स्वच्छ सर्वेक्षण - 2022 के तहत झारखंड के दो
यूएलबी को 'सर्वश्रेष्ठ नागरिक प्रतिक्रिया' से सम्मानित किया गया जबकि झारखंड में 15 यूएलबी को खुले में शौच
मुक्त (ओडीएफ) घोषित किया गया, 23 यूएलबी को ओडीएफ+ घोषित किया गया और 3 यूएलबी को ओडीएफ++
का दर्जा दिया गया। स्वच्छ भारत मिशन -अर्बन (SBM-U) ने शहरी झारखंड में उल्लेखनीय रूप से अच्छा प्रदर्शन
किया है , जहाँ 87 प्रतिशत वार्डों में शत-प्रतिशत घर-घर जाकर ठोस कचरा एकत्र करने की सुविधा है।
गरीबी का अनुपात बहुत कम है , हालाँकि समग्र राज्य औसत की तुलना में शहरी क्षेत्रों के लिए बेरोजगारी दर
अधिक है। जबकि एनयूएलएम कौशल प्रशिक्षण, रोजगार और स्वरोजगार के प्रावधान के साथ-साथ स्ट् रीट वेंडर्स
और शहरी बेघरों को सहायता प्रदान करने के माध्यम से शहरी आजीविका के अवसर प्रदान करने में सफल रहा है ,
मुख्यमंत्री श्रमिक योजना और पीएम स्वानिधि जैसी योजनाएँ कोविड-19 महामारी के दौरान शहरी अकुशल श्रमिकों
और स्ट् रीट वेंडर्स के लिए वरदान साबित हुई हैं।
पुरुष और महिला साक्षरता, दोनों की स्थिति, और एनएनएमआर, आईएमआर, यू5 एमआर, आदि जैसे स्वास्थ्य
संकेतकों का प्रदर्शन झारखंड के शहरी इलाकों में काफी बेहतर है। निर्धारित 100 में से कुल 99 अटल क्लीनिक
स्थापित करने के पश्चात यह लक्ष्य लगभग हासिल कर लिया गया है। जो अटल क्लिनिक पहले से स्थापित हैं उनमें
से कुल 98 क्लीनिक काम कर रहे हैं जो झारखंड के शहरी क्षेत्रों में स्वास्थ्य सेवा वितरण प्रणाली को बढ़ावा दे रहे
हैं।
झारखंड में शहरी आबादी की दशकीय वृद्धि दर 32.4 प्रतिशत थी। शहरी विकास के ऐसे उच्च स्तरों के विभिन्न
शहरी समस्याओ ं के रूप में जटिल प्रभाव होते हैं। झारखंड की कुल झुग्गी आबादी का लगभग 72.4 प्रतिशत अकेले
प्रथम श्रेणी के शहरों में निवास करता है , जबकि राजधानी राँची में ही झुग्गी आबादी का सबसे अधिक हिस्सा (19.9
प्रतिशत) है। लगातार बढ़ती शहरी आबादी के लिए आवास, पानी, स्वच्छता, स्वास्थ्य और परिवहन सुविधाएँ , आदि
जैसी बुनियादी शहरी सुविधाओ ं तक व्यापक पहुँच प्रदान करना सरकार और नागरिक अधिकारियों के लिए एक
बड़ी चुनौती बन जाती है। विशेषकर शहरी ग़रीबों के लिए आजीविका के अवसर उपलब्ध कराना भी किसी चुनौती
से कम नहीं है।
ऐसी परिस्थितियों में, झारखंड में शहरी विकास को प्राप्त करने के लिए विभिन्न कल्याणकारी योजनाओ ं के माध्यम
से सरकारों के ठोस प्रयासों का महत्व इसके प्रमुख शहरी केंद्रों के उत्कृष्ट प्रदर्शन से स्पष्ट होता है। जबकि राँची
स्मार्ट सिटी ने इंडिया स्मार्ट सिटीज अवार् ड्स प्रतियोगिता में 'स्मार्ट सिटीज लीडरशिप अवार्ड' जीता, जमशेदपुर को
3-स्टार रे टिगं मिली और इसे झारखंड का सबसे स्वच्छ शहर घोषित किया गया।

झारखंड में भूमि स्वामित्व के वितरण में एक बड़ा असंतुलन है। कुल 3091 हजार हेक्टेयर भूमि में से केवल 754
हजार हेक्टेयर भूमि सीमांत जोत के लगभग 70 प्रतिशत (24 प्रतिशत) के समीप है। यद्यपि संचालन जोत की कुल
संख्या 2010-2011 में 2,709,000 इकाइयों से बढ़कर 2015-2016 में 2,803,000 इकाई हो गई है , जनगणना
वर्षों के बीच सभी आकार श्रेणियों में समग्र संचालित क्षेत्र में 2.36 प्रतिशत की कमी आई है। राज्य जलवायु
परिवर्तन के प्रति भी संवेदनशील है। जलवायु परिवर्तन अनुकूलन के लिए रणनीतियों को लागू करना आवश्यक है।
कुओ ं के बाद टैंक, अन्य स्रोत तथा नहरें और अन्य स्रोत सिंचाई के अगले सबसे लोकप्रिय प्रकार हैं। राज्य ने सूक्ष्म
सिंचाई नामक एक टिकाऊ तकनीक को भी नियोजित किया है जहाँ शेष 69 प्रतिशत के लिए स्प्रे सिंचाई और शेष
59 प्रतिशत के लिए ड्रि प सिंचाई का उपयोग किया गया था। राज्य में सकल सिंचित क्षेत्र समय के साथ बढ़ता गया
हालाँकि यह 2019-20 में 269,000 हेक्टेयर से गिरकर 2020-21 में 258,000 हेक्टेयर हो गया। सबसे लोकप्रिय
उर्वरक अभी भी यूरिया है , जिसके बाद डीएपी, एनपीकेएस और एमओपी हैं।
राज्य में कृषि वित्त पोषण में काफी वृद्धि हुई है। राज्य में कुल 20.52 लाख छोटे और सीमांत किसानों को कृषि
वित्तपोषण प्राप्त हुआ है। यह कुल 1,81,730 केसीसी खातों के साथ वितरित किया गया है और वित्तीय वर्ष 2021-
22 में 13,18,126 खाते बकाया हैं। 2022 की इसी तिमाही में 25.66 मिलियन छोटे और सीमांत किसान थे जिनकी
कृषि ऋण तक पहुंच थी जो कि सितंबर 2021 में 20.52 मिलियन से अधिक थी। सकारात्मक प्रयासों के कारण
मार्च, 2015 में 2.24 एलएमटी से भंडारण क्षमता में वृद्धि हुई है। मार्च, 2019 में यह 5.51 एलएमटी तक बढ़ी।
इसी तरह, संबंधित कार्यों की प्रभावशीलता भी काफी सकारात्मक है। सब्जी उत्पादन 2017-18 में 3475.2 टन से
बढ़कर 2021-22 में 3818.21 हजार टन हो गया जो सब्जी उत्पादन में वृद्धि बतलाता है। राज्य में फलों का उत्पादन
2017-18 में 1081.7 हजार टन से बढ़कर 2020-21 में 1312.18 हजार टन हो गया। 2017-18 में 1,871,000
किलोग्राम से 2019-20 में 2,100,000 किलोग्राम तक अधिक ऊन का उत्पादन हुआ। दूध उत्पादन 2016-17 में
18.94 लाख मीट्रिक टन से बढ़कर 2021-22 में 26.29 एलएमटी हो गया है जो इसमें वृद्धि दिखलाता है। 2016-
17 में eEgg का उत्पादन 0.51 बिलियन से बढ़कर 2021-22 में 0.88 बिलियन हो गया। मांस का उत्पादन भी
लगातार बढ़ा है , जो 2016-2017 में 0.55 एलएमटी से बढ़कर 2021-22 में 0.79 एलएमटी हो गया है। 2017-18
और 2020-21 के बीच झारखंड में मछली की संख्या में काफी वृद्धि हुई है। 2017-18 में मछली की कटाई कुल
1.90 लाख टन तक पहुंच गई, जबकि 2020-21 में यह बढ़कर 2.38 लाख टन हो गई। 31 जनवरी 2022 तक
2021-2022 में 1.92 लाख टन मछली का उत्पादन हुआ।

कृषि और संबद्ध गतिविधियों के क्षेत्र में मुद्दों को हल करने के लिए सरकार ने कई महत्वपूर्ण क़दम उठाए हैं। बीज
वितरण कार्यक्रम, झारखंड कृषि ऋण माफी योजना, समेकित बिरसा ग्राम सह कृषक पाठशाला, कृषि क्लिनिक,
कृषि मेला, किसान कॉल सेंटर/कृषक हे ल्प लाइन, बुनियादी ढाँचा विकास आदि उनमें से कुछ हैं। झारखंड की
पहली सरकार बीज वितरण के लिए ब्लॉकचेन तकनीक का उपयोग करने वाली दे श की प्रथम राज्य सरकार थी।
झारखंड के कृषि विकास में कृषि के व्यापक विकास के लिए, नए, किफायती आदानों की समय पर उपलब्धता
सुनिश्चित करना उतना ही महत्वपूर्ण है जितना कि प्रौद्योगिकी हस्तक्षेप। इसके अलावा, ऊर्ध्वाधर और क्षैतिज विस्तार
के माध्यम से खेती का विस्तार करने, सिंचित क्षेत्र का विस्तार करने और फसल की उपज और उत्पादकता बढ़ाने के
लिए बीज, उर्वरक, कीटनाशकों के साथ-साथ कृषि गियर जैसे इनपुट के उपयोग को अधिकतम करने की गुंजाइश
है। सरकार ने बीज वितरण में तकनीक का भी मिश्रण किया है और इस उद्देश्य के लिए नई विकसित ब्लॉकचेन
तकनीक का उपयोग करने वाला भारत का यह पहला राज्य बन गया है। सरकार ने अधिक स्वास्थ्य लाभ, उत्पादों
के साथ जैविक को बढ़ावा देने के लिए भी पहल की है और अपना पहला जैविक हाट भी स्थापित किया है।
बागवानी विकास, निर्यात संभावनाओ ं का उपयोग करने के साथ-साथ फलों, सब्जियों, फूलों, औषधीय पौधों और
सुगंधित पौधों की स्थानीय आवश्यकता को पूरा करने के लिए बहुत अधिक संभावनाएँ प्रदान करता है। दूध, मांस
और अंडों के उत्पादन का विस्तार करने के लिए इसी तरह की सोच के क्रियान्वयन की आवश्यकता है। राज्य खाद्य
प्रसंस्करण सुविधाओ ं के निर्माण के लिए कई अवसर प्रदान करता है , जैसे कि फलों, सब्जियों, दूध, मांस और लघु
वन उत्पादों के संरक्षण हे तु। एक स्थापित और मजबूत कृषि विपणन संरचना जो किसानों के लाभदायक मूल्यों की
गारं टी दे सकती है इन सभी के साथ होनी चाहिए।

कुल (एनएफएसए+ग्रीन) कार्डधारकों में से लगभग 92 प्रतिशत की यूआईडी सीडिंग पूरी कर ली गई है और 47.8
लाख से अधिक कार्डों को संबंधित कार्डधारकों के सत्यापित मोबाइल नंबरों से भी जोड़ दिया गया है।
पीडीएस के माध्यम से खाद्यान्न और अन्य वस्तुओ ं का वितरण राज्य में एक नियमित प्रक्रिया है और जनवरी से दिसंबर
2022 के बीच लगभग 2,448.5 हजार टन चावल और गेहूँ (पीएमजीकेवाई के तहत वितरण सहित) वितरित किया
गया है। चावल के अलावा, गेहूँ, नमक तथा ‘सोना-सोबरन धोती/लुग ं ी-साड़ी योजना’ के तहत राज्य में चीनी और मिट्टी
का तेल, कपड़े (धोती, साड़ी और लुग ं ी) भी वितरित किए जाते हैं। योजनान्तर्गत िद्वतीय चरण के वितरण (सितम्बर
2021) में प्रदेश में हितग्राहियों में लगभग 34.5 लाख धोती, 54.8 लाख साड़ी एवं लगभग 20.2 लाख लुग ं ी का वितरण
किया गया। शिकायतें बहुत आम हैं‚ जब राज्य में पीडीएस का एक बड़ा नेटवर्क काम कर रहा हो जो विभिन्न प्रकार की
योजनाओ ं के तहत बड़ी संख्या में लाभार्थियों को संभालता है। लेकिन शिकायत निवारण तंत्र की सफलता दर लोगों की
ईमानदारी और प्रभावी ढंग से सेवा करने की सरकार की इच्छा और प्रयासों को दर्शाती है। झारखंड में लोक शिकायत
प्रबंधन प्रणाली (पीजीएमएस) की सफलता दर 99 प्रतिशत से अधिक है। कई खाद्य और पोषण सुरक्षा संबध ं ी योजनाओ ं
के लिए आवंटन के मुकाबले धन के उपयोग की बात आने पर राज्य ने काफी अच्छा प्रदर्शन बनाए रखा है। इस संबध ं में
वित्तीय वर्ष 2021-22 में कुल उपयोग लगभग 88.54 प्रतिशत रहा। एनएफएसए लाभार्थी (94.42 प्रतिशत) और झारखंड
राज्य आकस्मिक खाद्य कोष (93.12 प्रतिशत), आदि शीर्ष प्रदर्शन करने वालों में से थे।
राज्य में पोषण सुरक्षा बढ़ाने के क्षेत्र में पिछले कुछ वर्षों में आशातीत प्रगति हुई है। राज्य में समर, पोषण, एसएजी,
पीएम पोषण (एमडीएम) और आँगनबाड़ी सेवाएँ जैसी कई योजनाएँ लगातार प्रभावशाली परिणाम दे रही हैं। पोषण
-सुरक्षा के विभिन्न प्रकार के संकेतकों में सुधार के संदर्भ में इन योजनाओ ं के प्रभाव को आसानी से देखा जा सकता
है। 2005-06 से 2019-21 के बीच कम वजन वाले शिशुओ ं (2500 ग्राम से कम) का प्रतिशत 19 प्रतिशत से बढ़कर
16 प्रतिशत हो गया है। इसी प्रकार, अल्पविकस और दुर्वलता से पीड़ित बच्चों का प्रतिशत 2005-06 में 50 प्रतिशत
और 29 प्रतिशत था जो 2019-21 में क्रमशः 40 प्रतिशत और 22 प्रतिशत पर आ गया है। एनीमिक बच्चों की स्थिति
भी कम हो गई है। वित्तीय वर्ष 2005-06 से 2019-21 के बीच इनका प्रतिशत से बढ़कर 67 प्रतिशत हो गया।
राज्य में 15 से 49 वर्ष (प्रजनन आयु) की महिलाओ ं में एनीमिया और कम वजन की स्थिति में भी सुधार हुआ है।
2005-06 में, कम वजन वाली महिलाओ ं (18.5 से कम बीएमआई के साथ) का प्रतिशत 43 प्रतिशत था जो 2019-21
में 26 प्रतिशत हो गया है। इसी अवधि के दौरान, गैर-गर्भवती (69 प्रतिशत से 66 प्रतिशत) और गर्भवती महिलाओ ं
(69 प्रतिशत से 57 प्रतिशत) में एनीमिया के आँकड़ों में भी काफी सुधार हुआ है।
राज्य ने विभिन्न प्रकार की मृत्यु दर में भी सुधार दिखाया है। पाँचवें राष्ट् रीय परिवार स्वास्थ्य सर्वेक्षण (2019-21) के
अनुसार, झारखंड में बच्चों की मृत्यु दर (<5 वर्ष) 45.4 है जो राष्ट् रीय औसत 41.9 से थोड़ी अधिक है। हालाँकि, यह
2005-06 में 112.4 से काफी कम हो गयी है। इसी तरह, नव-प्रसव मृत्यु-दर (एनएनएमआर) और शिशु-मृत्यु-दर
(आईएमआर) 2005-06 में क्रमशः 53.5 और 76.6 से घटकर 2019-21 में क्रमशः 28.2 और 37.9 हो गई है। राज्य
ने एमएमआर में भी महत्वपूर्ण गिरावट देखी है। 2015-17 में यह 76 प्रति लाख जीवित जन्म था जो 2018-20 में
घटकर 56 प्रति लाख जीवित जन्म हो गया है। राष्ट् रीय औसत 97 प्रति लाख जीवित जन्म है और इस प्रकार झारखंड
ने एमएमआर को कम करने में काफी अच्छा प्रदर्शन किया है।

उद्योग
झारखंड तेजी से औद्योगीकरण के मामले में भारत का अग्रणी राज्य बनता जा रहा है। झारखंड का प्रशासन सक्रिय
रूप से कौशल विकास का काम कर रहा है और राज्य के निर्यात की मात्रा बढ़ा रहा है। झारखंड सरकार ने अपने
मुख्य स्तंभों में से एक के रूप में खनन और खनिज, कृषि और प्रसंस्कृत खाद्य सहित श्रम-गहन व्यवसायों के विकास
के माध्यम से विकेंद्रीकृत नौकरी के विस्तारीकरण पर प्रकाश डाला है। झारखंड सरकार खनिज अन्वेषण, इस्पात,
प्लास्टिक, रसायन, बिजली, सीमेंट, धातु विज्ञान और वाहन घटकों, प्रकाश इंजीनियरिंग और वस्त्र सहित विभिन्न
प्रकार के उद्योगों में निवेश को प्रोत्साहित करती है।
रे शम उत्पादन, हथकरघा, हस्तकला, खादी और वस्त्र जैसे मौजूदा ग्रामीण उद्योगों को पुनर्जीवित करने हे तु और उन्हें
उन्हें विश्व स्तर पर प्रतिस्पर्धी बनाने के लिए आधुनिकीकरण/तकनीकी उन्नयन में सहायता करने और आवश्यक
सामान्य सुविधाएँ , बैकवर्ड और फॉरवर्ड लिंकेज तथा विपणन समर्थन प्रदान करने की योजना है। उद्योग समर्थक
रणनीति और निवेशक अनुकूल माहौल के कारण झारखंड के औद्योगिक क्षेत्र ने अपेक्षाकृत सफलतापूर्वक प्रदर्शन
किया है। राज्य ने अनिवार्य रूप से सभी उप-क्षेत्रों को उनकी संपूर्णता में शामिल कर लिया है।
झारखंड औद्योगिक एवं निवेश प्रोत्साहन नीति 2021-22, औद्योगीकरण को बढ़ावा देने और राज्य की अर्थव्यवस्था
को प्रोत्साहित करने के लिए उद्योग को एक आकर्षक और कस्टम-अनुरूप निवेश पैकेज प्रदान करता है। नवीन
गतिविधियों और क्षेत्र-विशिष्ट कार्यों को बढ़ावा देने के लिए, रणनीति क्षेत्रीय मूल्य श्रृंखला पर केंद्रित है।
झारखंड कॉरपोरे ट सोशल रिस्पॉन्सिबिलिटी काउं सिल (JCSRC) की स्थापना चैनल, सलाह, निगरानी और यह
सुनिश्चित करने के लिए की गई है कि फर्मों द्वारा राज्य को दी जाने वाली CSR सेवाओ ं का उद्देश्य भूख, गरीबी,
शिक्षा और महिला ससक्तीकरण के परिणामी मुद्दों को कम करना है।
एक मेगा फूड पार्क स्थापित किया जाएगा जिसमें संग्रह केंद्रों, प्राथमिक प्रसंस्करण केंद्रों, केंद्रीय प्रसंस्करण केंद्रों,
कोल्ड चेन और अन्य आपूर्ति श्रृंखला बुनियादी ढांचे के अलावा खाद्य प्रसंस्करण सुविधाएं स्थापित करने के लिए
उद्यमियों के वास्ते मोटे तौर पर 25-30 पूरी तरह से निर्मित, भूखंड उपलब्ध होंगे।
झारखंड में एक नई नीति मेक इन झारखंड (खरीद वरीयता) नीति भी बनाई जा रही है और तीन नई औद्योगिक
नीतियाँ जैसे (1) झारखंड इलेक्ट्रि क वाहन नीति-2022 (2) झारखंड इथेनॉल उत्पादन प्रोत्साहन नीति- 2022 और
(3) झारखंड औद्योगिक मेक -इन-झारखंड पहल को बढ़ावा देने के लिए पार्क एं ड लॉजिस्टिक्स पॉलिसी-2022 भी
लाँन्च की गई है।
हालाँकि एमएसएमई ऊपर की ओर रहा है , लेकिन इस मोर्चे पर अभी भी बहुत काम किया जाना बाकी है। इस वर्ष
सी-कैपिटल क्रिएशन में बड़ी वृद्धि हुई है , जो राज्य में औद्योगिक विकास के लिए एक सकारात्मक संकेत है। अन्य
सभी संकेतकों में, झारखंड का उद्योग अच्छा प्रदर्शन कर रहा है और यह उन संकेतकों में से एक है जिसने महत्वपूर्ण
वृद्धि दिखाई है। दे श के कुल महिला-स्वामित्व वाले संसथान में से, झारखंड में 3,10,388 हैं। इस संबंध में दे श में

महिला मालिकों के साथ सभी एमएसएमई में झारखंड का हिस्सा 2.51 प्रतिशत है।
राज्य के औद्योगिक उत्पादन में खनन का बड़ा हिस्सा है। झारखंड में सबसे अधिक उत्पादन वाला खनिज कोयला है ,
जो 126587174.9 मीट्रिक टन के करीब है। इसके बाद लौह अयस्क और बॉक्साइट का स्थान है। वर्ष 2022-23 के
लिए प्रमुख खनिजों का कुल उत्पादन 138156275.4 मीट्रिक टन है। खनिजों के उत्पादन से कुल राजस्व संग्रह वर्ष
2020-21 में 4413.78 करोड़ रु. रहा। यह 2022-23 में 4486.26 करोड़ रुपये घटने से पहले 2021-22 में बढ़कर
6909.34 करोड़ रुपये हो गया।
झारखंड में सी.एस.सी. के माध्यम से पंजीकृत असंगठित श्रमिको के लिए निर्धारित लक्ष्य का 83 प्रतिशत हासिल किया
है। राज्य ने 2022 तक PMGDISHA योजना के तहत छात्रों के प्रमाणीकरण के लिए निर्धारित लक्ष्य के मुकाबले
79.3 प्रतिशत हासिल किया है। सी.एस.सी सेवा प्रदान करने वालों की संख्या में कमी आई है। तुलनात्मक रूप से देखा
जाए तो चालू वर्ष में िडजी पे सेवा के लिए कम संख्या में VLE ने पंजीकरण कराया है। हालाँकि सी.एस.सी (CSC) के
जरिए होनेवाले लेनदेन में 8.54 लाख रूपए का ईजा़फा हुआ है। डिजिटल असमानता को दूर करने के लिए 2405
ग्राम पंचायतो में से 1602 में ब्रॉडबैंड सेवाए बहाल की और 2325 हाॅटस्पाॅट लगाया। इसके अतिरिक्त 1268 VLEs ने
CSC परियोजना के तहत इन्शुरेन्स योजना में, वर्ष 2022 में अपना निबंधन कराया। ग्रामीण नागरिको को डिजिटल रूप
से जोड़ने और शिक्षित करने के लिए झारखंड में कुल 844 िडजी ग़ाँव की पहचान की गयी। यह MEITY और HDFC
के प्रा्योजन से किया गया। राज्य सरकार ने वामपंथी उग्रवाद प्रभावित क्षेत्रों में वाई-फाई हाॅटस्पाॅट स्थापित कर 782
को हाई स्पीड इन्टरनेट हब के रूप में विकसित किया है। इस योजना के तहत 782 वाई फाई हाॅटस्पाॅट की स्थापना
की गयी, जिनमें से 111 पश्चिम सिंघ्भूम में स्थापित किए गए है। इसके बाद खूटँ ी (73) और राँची (70) का स्थान है .
डिजिटल कनेक्टिविटी के विकास और विस्तार के उद्देश्य से ऊर्जा एक प्रमुख तत्व है। ऊर्जा का क्षेत्र राज्य के विकास
के लिए महत्वपूर्ण क्षेत्रों में से एक माना जाता है। झारखंड ने SEEI (राज्य ऊर्जा दक्षता सूचकांक) 2020 में 100 में
से 17 अंक हासिल किए है , जो इस क्षेत्र में सुधार की गुज ं ाईश का संकेत देता है। अप्रैल, 2022 में नीति आयोग द्वारा
जारी SECI स्कोर के अनुसार, झारखंड में DISCOM का प्रदर्शन स्कोर 58.3 है। इसके आधार पर, JBVNL ने भारत

में 52 बिजली वितरण उपयोिगताओ ं में से 49 वी रैंक पर कब्जा कर लिया है। अपने प्रदर्शन को बेहतर करने के लिए
JBVNL ने विकासात्मक पहल की है। JBVNL ने सभी उपभोक्ताओ ं को 24x7 विश्वसनीय तरीके से उर्जा उपलब्ध
कराने के लिए तथा न्यूनतम ऊर्जा कटौती हासिल करने के लिए, वर्तमान में मौजूद वितरण संरचना को फीडर सुधार
कार्यक्रम के तहत उन्नत किया है। घरेलू कार्यों के निष्पादन और आर्थिक गतिविधियों हेतु ऊर्जा की बढ़ती खपत को
पूरा करने के लिए, JREDA और JBVNL सौर और अन्य RES के माध्यम से, समानांतर रूप से कार्य कर रहे है।
झारखंड के पास अक्षय ऊर्जा स्त्रोंतो का दोहन करने और बिजली पैदा करने कि अपार क्षमता है। केंद्र और राज्य
सरकार ने नवीनीकरण के माध्यम से बिजली उत्पादन क्षमता बढाने के लिए योजनाए शुरू की है। इन योजनाओ ं का
उद्देश्य स्थानीय आबादी द्वारा इसके अनुकूलन को बढाने के लिए इसे बढ़ावा देना है। विशाल ट्र ांसपोर्टेशन संरचना
के तहत झारखंड के दूरदराज इलाकों में एक प्रतिस्पर्धी बाजा़र बनाने और उर्जा सुरक्षा प्राप्त करने में महत्वपूर्ण
भूमिका निभाता है। वर्ष 2022 में राष्ट् रीय राजमार्गों की कुल लम्बाई का विस्तार हुआ है। वित्त वर्ष 2022-23 (अगस्त)
में सड़क घनत्व में 6.43 किमी/100 वर्ग किमी की वृद्धि हुई है।
सड़क की लम्बाई बढ़कर 508 किमी का दी गयी है। SHAJ योजना के तहत लगभग 451 किमी लम्बाई की सड़कों
का निर्माण किया गया है। सड़क परिवहन द्वारा राजस्व-संग्रहण की दक्षता पिछले वर्ष की तुलना में कम है। वित्त
वर्ष 2022-23 (अगस्त, 2022) में निर्धारित लक्ष्य का महज़ 37.89 प्रतिशत राजस्व ही जमा हुआ। कोडरमा तथा
बडकाकाना और रांची तथा संकी को जोड़ने वाले रेल संकाय को पूरा कर लिया गया है और रेल सेवाए शुरू कर
दी गयी है . यात्रियों को बेहतर और सतत सुविधाएँ प्रदान करने के लिए रेल संरचनाओ ं को मिशन मोड़ स्तर पर
क्रियान्वित किया जा रहा है। नागरिक उड्डयन के माध्यम से भी कनेक्टिविटी पर कुछ जोर दिया गया है। वर्ष 2022
में तीन नई ईविएशन कनेक्टिविटी स्थापित की गयी. अब रांची से लखनऊ और देवघर से कोलकता तक एयर
कनेक्टिविटी स्थापित हो गयी है . इसके अलावा राज्य से पुणे और अहमदाबाद के लिए भी हवाई मार्ग से कनेक्टिविटी
शरू हो गयी है। नागरिक उड्डयन कनेक्टिविटी के क्षेत्र में, वर्तमान और पिछले विकास के परिणामस्वरूप, वित्त वर्ष
2022-23 में झारखंड से निर्धारित उड़ानों की संख्या में पिछले वित्तीय वर्ष की तुलना में 15 प्रतिशत की वृद्धि हुई
है। ये तीनो संरचना और संचार क्षेत्र में एक दूसरे के पूरक है। इनका आर्थिक महत्त्व है इस प्रकार राज्य और केंद्र
सरकार द्वारा इसे मजबूत करने के उपाय किए गए है।
श्रम और रोजगार
झारखंड में श्रम-बल भागीदारी दर (LFPR) और श्रमिक जनसंख्या अनुपात (WPR), दोनों अखिल भारतीय औसत से
अधिक है , हालाॅकि 2017-18 से 2020-21 की अवधि के दौरान दोनों में बहुत उच्च दर से वृद्धि हुई है। डब्ल्यूपीआर
एलएफपीआर की तुलना में तेजी से बढ़ा है , जबकि एलएफपीआर 11.8 प्रतिशत की औसत वार्षिक दर से बढ़ा है . इस
अवधि में डब्ल्यूपीआर 13.6 प्रतिशत की दर से बढ़ा है।
राज्य में एलएफपीआर और डब्ल्यूपीआर शहरी क्षेत्रों की तुलना में ग्रामीण क्षेत्रों में अधिक रहा है। ग्रामीण क्षेत्रों में लोगों के

बीच उच्च एलएफपीआर और डब्ल्यूपीआर के कारणों को ग़रीबी की उच्च घटना तथा श्रम और कार्यबल के बाहर रहने के
अवसरों की कमी के लिए जिम्मेदार ठहराया जा सकता है।
महिलाओ ं का एनएफपीआर और यूपीआर पुरुषों की तुलना में कम है। ऐसा इसलिए है क्योंकि महिलाओ ं को आवाजाही
और काम में भागीदारी पर कई सामाजिक प्रतिबंधों का सामना करना पड़ता है। उन्हें घर के कामों और देखभाल सम्बन्धी
गतिविधियों के साथ गृहस्थी से जुड़े कार्यों का बोझ उठाना पड़ता है। इससे उन्हें आर्थिक गतिविधियों में भाग लेने के लिए
कम समय और ऊर्जा मिलती है। हालाँकि, पुरुषों की तुलना में महिलाओ ं का एलएफपीआर और डब्ल्यूपीआर तेजी से बढ़ा
है। इस प्रकार यह राज्य में श्रम और कार्यबल के बढ़ते स्त्रीकरण की ओर इंगित करता है।
राष्ट् रीय स्तर पर दे श की तरह ही राज्य में अधिकांश श्रमिक स्व-नियोजित है और बहुत कम नियमित वेतन पर कार्यरत
है। हालाँकि, दे श में राष्ट् रीय स्तर की तुलना में राज्य में स्व-नियोजित श्रमिकों का प्रतिशत अधिक है और उन श्रमिकों का
प्रतिशत जो नियमित वेतन / वेतन पर है , दे श की तुलना में राज्य में कम है। यह राज्य में उन नौकरियों की कमी की ओर
इंगित करता है जो नियमित वेतन प्रदान करती हैं।

दे श के बाकी हिस्सों की तरह, झारखंड में भी शिक्षितों में बेरोजगारी अधिक है और निरक्षरों तथा कम शैक्षिक योग्यता
वालों में कम। उच्च शिक्षित लोगों की उच्च शिक्षित बेरोजगारी का कारण, एक और शिक्षितों के लिए नौकरियों की कमी
तथा वर्तमान शिक्षा पैटर्न की सीमाएँ हैं जो अर्थव्यवस्था में कुशल और शिक्षित व्यक्तियों की उपलब्धता ओर कौशल की
आवश्यकता के बीच की खाई को पाटने में विफल रही हैं।
सामान्य मासिक प्रति व्यक्ति उपभोग व्यय ( यूएमपीसीई) के निम्न अधिवासी समूहों में राज्य में बेरोजगारी कम है और उच्च
अधिवासी समूहों में अधिक है। यह इंगित करता है कि बेरोजगारी दर उन लोगों में अधिक है जो आर्थिक रूप से समृद्ध
हैं और जो अपेक्षाकृत रूप से ग़रीब है। जैसा कि व्यापक रूप से देखा गया है कि ग़रीब बेरोजगार रहने का जोखिम नहीं
उठा सकते हैं , इसलिए वे किसी भी प्रकार का काम करते हैं और आय का स्रोत उनके सामने आता है जबकि जो अमीर
हैं वे एक अच्छे काम की प्रतीक्षा करते हैं और तब तक बेरोजगार रहना पसंद करते हैं जब तक कि उन्हें ऐसी नौकरी नहीं
मिल जाती।
राज्य में युवाओ ं के कौशल और रोजगार क्षमता को बढ़ने के लिए झारखंड का रोजगार प्रशिक्षण निदे शालय भी इसके
लिए काम कर रहा है। निदे शालय के पास झारखंड राज्य में 43 रोजगार कार्यालयों और चार प्रशासनिक कार्यालयों का
नेटवर्क है। रोजगार कार्यालय इस राज्य के श्रमिकों को रोजगार की सुविधा प्रदान करते हैं। इन रोजगार कार्यालयों में
लगभग 9 लाख 72 हजार लोग पंजीकृत है जिनमें से लगभग 7 लाख जीवित श्रमिक हैं। राज्य में 875 रोजगार मेला
नियोक्ता है और लगभग 50 हजार उम्मीदवारों को ऐसे मेलों/शिविरों के माध्यम से रोजगार दिया गया है।
निदे शालय अपने पोर्टल पर पंजीकृत उम्मीदवारों को करियर परामर्श और व्यावसायिक मार्गदर्शन प्रदान करता है। यह
नियोक्ताओ ं और नौकरी चाहने वालों को जोड़ने के लिए रोज़गार मेला (नौकरी मेला) आयोजित करता है। यह 'ज़रूरत'

नामक ऐप का उपयोग करता है जो स्थानीय नियोक्ताओ ं को सेवा प्रदाताओ ं से जोड़ना है। इलेक्ट्रीशियन, प्लंबर, ड्राइवर
आदि जैसे मौजूदा कौशल वाले व्यक्ति खुद को "सेवा प्रदाता" के रूप में पंजीकृत कर सकते हैं और परिवार इस ऐप के
माध्यम से अपनी सेवाओ ं का लाभ उठा सकते हैं। कौशल और प्रशिक्षण प्रदान करने के लिए और इस माध्यम से राज्य के
लोगों की रोजगार क्षमता में सुधार करने के लिए, निदे शालय ने राज्य में 74 सरकारी आईटीआई स्थापित किए हैं। इनमें
से 62 सह-शैक्षिक है और 12 विशेष रूप से महिलाओ ं के लिए है। 16 आईटीआई एलडब्ल्यूई क्षेत्रों में स्थित है। सरकारी
आईटीआई के अलावा 6 पीपीपी आईटीआई 256 निजी और 4 सी एस आर आईटीआई है .
श्रम और रोजगार मंत्रालय ने प्रवासी श्रमिकों, निर्माण श्रमिकों, गिग और प्लेटफॉर्म श्रमिकों सहित असंगठित श्रमिको
(NDUW) का एक राष्ट् रीय डेटाबेस बनाने के लिए ई-श्रम पोर्टल विकसित किया है। इस पोर्टल पर छह अक्टू बर 2022
तक झारखंड के करीब 90 लाख असंगठित श्रमिकों का पंजीकरण हो चुका है।
मुख्यमंत्री श्रमिक (कामगार के लिए शहरी रोजगार मजदूरी) योजना प्रत्येक वित्तीय वर्ष में एक बेरोजगार को माँग करने पर
100 दिनों का गारंटीशुदा मजदूरी रोजगार प्रदान करने के उद्देश्य से मुख्यमंत्री श्रमिक को झारखंड में लॉन्च किया गया है।
इसके तहत मजदूरों को न्यूनतम मजदूरी दी जाती है। यह कार्यक्रम इन श्रमिकों के माध्यम से टिकाऊ संपत्ति (जैसे सड़के,
नहरे तालाब, कुएँ , भवन, पार्क , वृक्षारोपण आदि) निर्मित करने के लिए बनाया गया है।
रोजगार सृजन के अलावा, सामाजिक सुरक्षा लाभ, जैसे, मृत्यु या दुर्घटना पर सहायता, चिकित्सा उपचार के लिए सहायता,
अंतिम संस्कार के लिए सहायता, श्रमिकों के बच्चों को छात्रवृत्ति, असंगठित क्षेत्र के श्रमिकों को प्रदान की जाती है जिसमें
भवन और अन्य निर्माण श्रमिक शामिल हैं ।
शिक्षा
राज्य में प्रारं भिक और उच्च शिक्षा की स्थिति में सुधार हुआ है। सरकार के दृढ़ प्रयास, साक्षरता दर में सुधार, छात्रों
का बढ़ता नामांकन दर, नामांकन में लैंगिक समानता और छात्रों की पदोन्नतिदर में उल्लेखनीय गिरावट के साथ
उत्साहजनक परिणामों का आना, इसे और भी स्पष्ट करता हैं। स्कू ली शिक्षा के सभी स्तरों पर छात्रों की ड्रॉपआउट
दर में गिरावट आयी है। झारखंड में सात वर्ष और उससे अधिक आयु की आबादी का लगभग तीन-चौथाई हिस्सा
साक्षर है। झारखंड में पुरुष साक्षरता दर (82.3 प्रतिशत) अखिल भारतीय औसत 85.9 प्रतिशत से कुछ ही नीचे है।
2020-21 और 2021-22 के दौरान शिक्षा के माध्यमिक (8.7 प्रतिशत) और उच्चतर माध्यमिक (5.9 प्रतिशत) स्तरों
पर छात्रों के नामांकन में प्रभावशाली वृद्धि के साथ झारखंड में स्कू ली शिक्षा के सभी स्तरों पर छात्रों के नामांकन
में वृद्धि हुई है।
स्कू ली शिक्षा के लगभग सभी स्तरों पर नामांकन में लैंगिक समानता सूचकांक (जीपीआई) राष्ट् रीय स्तर की तुलना
में झारखंड में काफी बेहतर रहा है। उच्च माध्यमिक स्तर पर लड़कियों के नामांकन में लगातार वृद्धि हुई है। झारखंड
में 2019-20 से 2021-22 के दौरान लड़कों की तुलना में इसी अवधि के दौरान राष्ट् रीय स्तर पर उच्च माध्यमिक के
जीपीआई में धीरे -धीरे गिरावट आई है। छात्रों के नामांकन में भी लगातार वृद्धि हुई है। वर्ष 2021 के लिए स्कू ली

शिक्षा के लगभग सभी उच्च स्तरों, विशेषकर उच्चतर माध्यमिक स्तर (जीपीआई = 1.59) पर विशेष ज़रूरतों वाले
छात्रों के नामांकन में जीपीआई का झुकाव लड़कियों के पक्ष में है।
छात्रों की पदोन्नति दर में प्रभावशाली सुधार के साथ-साथ हाल के वर्षों के दौरान राज्य में स्कू ली शिक्षा के सभी
स्तरों में छात्रों की ड्रॉपआउट दर में काफी गिरावट आई है। ड्रॉपआउट दरों में सबसे महत्वपूर्ण गिरावट माध्यमिक
और उच्चतर माध्यमिक स्तरों पर देखी गई। कोविड-19 की पृष्ठभूमि में स्कू ल छोड़ने की दर में इस तरह की गिरावट
और उसके बाद फिजिकल मोड में स्कू लों को बंद करना उल्लेखनीय है।
डीओई-प्रबंधित स्कू लों में 2021-22 के दौरान झारखंड में सभी प्रकार के प्रबंधन के स्कू लों की तुलना में बुनियादी
सुविधाओ ं की बेहतर उपलब्धता थी, विशेष रूप से कार्यात्मक लड़कियों के शौचालयों, कार्यात्मक पेयजल सुविधाओ,ं
पुस्तकालय सुविधाओ,ं बिजली की उपलब्धता के संदर्भ में सुविधाएँ , आदि इसमें सम्मिलित है .
राज्य में एक झारखंड राज्य मुक्त विश्वविद्यालय (जेएसओयू), एक राज्य सार्वजनिक विश्वविद्यालय और दो राज्य
निजी विश्वविद्यालयों को जोड़ा गया है। उच्च शिक्षा में जीईआर व्यवस्थित रूप से इंगित करता है कि उच्च शिक्षा में
छात्रों के नामांकन में वर्षों से लगातार वृद्धि हुई है। उच्च शिक्षा में जीपीआई में भी पिछले पाँच वर्षों के दौरान काफी
सुधार हुआ है। स्नातक, स्नातकोत्तर और एम.फिल में अपने पुरुष समकक्षों की तुलना में उत्तीर्ण होने वाली महिला
छात्रों की हिस्सेदारी अधिक है।
छात्र-शिक्षक अनुपात (पीटीआर) यानी कॉलेजों और विश्वविद्यालयों सहित उच्च शिक्षण संस्थानों में प्रति शिक्षक
छात्रों की संख्या राष्ट् रीय औसत की तुलना में झारखंड में बहुत अधिक है। झारखंड में नियमित रूप से संचालित सभी
उच्च शिक्षण संस्थानों में पीटीआर 2019-20 के दौरान 54 पर रहा, जो राष्ट् रीय औसत (पीटीआर = 23) के दोगुने से
भी अधिक है। झारखंड में 2019-20 के दौरान नियमित और दूरस्थ मोड में संचालित विश्वविद्यालयों और कॉलेजों में
प्रति शिक्षक 85 छात्र और नियमित मोड में प्रति शिक्षक 77 छात्र हैं। झारखंड में पिछले कुछ वर्षों के दौरान पीटीआर
भी तेजी से बढ़ रहा है।
राज्य में किशोरियों की शिक्षा की सुविधा के लिए, आठवीं और नौवीं कक्षा में नामांकित छात्राओ ं को वित्तीय सहायता
प्रदान करने के लिए सावित्रीबाई फुले किशोरी समृद्धि योजना (SPKSY) वर्ष 2022 के अक्टू बर माह में शुरू की गई
थी। स्कू ली शिक्षा के सभी स्तरों पर लैंगिक अंतर को और कम करने के लिए, समग्र शिक्षा के तहत झारखंड राज्य
में 70377 लड़कियों की नामांकन क्षमता के साथ 203 कस्तूरबा गांधी बालिका विद्यालय (केजीबीवी) स्वीकृत किए
गए हैं। जनजातीय आबादी की शिक्षा को मिशन मोड में लिया गया है। आदिवासी छात्रों के सर्वांगीण विकास के लिए
गुणवत्तापूर्ण शिक्षा प्रदान करने के लिए दूरस्थ क्षेत्रों और ब्लॉक स्तर पर नए एकलव्य मॉडल आवासीय विद्यालय
(EMRS) खोले जाने का प्रस्ताव है। जनजातीय बच्चों को उच्च अध्ययन करने के लिए कई छात्रवृत्तियाँ उपलब्ध हैं
जैसे पोस्ट-मैट्रि क छात्रवृत्ति, उच्च शिक्षा के लिए छात्रवृत्ति, राष्ट् रीय फैलोशिप, विदे शी शिक्षा के लिए छात्रवृत्ति, आदि।
मारं ग गोमके जयपाल सिंह मुंडा विदे शी छात्रवृत्ति योजना का विस्तार अनुसूचित जाति के 25 छात्रों तक को शामिल
करने के लिए किया गया है जिसके तहत अल्पसंख्यकों और अन्य पिछड़ा वर्ग (ओबीसी) के साथ-साथ अनुसूचित
जनजातियों को यूनाइटेड किं गडम में उच्च शिक्षा प्राप्त करने में सरकार कि तरफ से मदद मिलेगी।

स्वास्थ्य और पोषण
झारखंड ने राष्ट् रीय औसत की तुलना में पिछले कुछ वर्षों में स्वास्थ्य परिणामों में महत्वपूर्ण प्रगति की है। हाल ही
में प्रकाशित नीति एसडीजी इंडिया इंडेक्स से स्पष्ट है कि मातृ मृत्यु दर अनुपात (एमएमआर) और पाँच वर्ष से
कम उम्र के बच्चों की मृत्यु-दर (यू5 एमआर) जैसे प्रमुख परिणामों में प्रभावशाली कमी देखी गई है। झारखंड में
एमएमआर 71 प्रति'00,000 जीवित जन्म था जो भारत की तुलना में बहुत कम है (113 प्रति' 00,000 जीवित
जन्म) और एसडीजी लक्ष्य (70 प्रति'00,000 जीवित जन्म) के काफी करीब है। इसी तरह, झारखंड में U5MR
(34 प्रति'000 जीवित जन्म) राष्ट् रीय औसत (36 प्रति'000 जीवित जन्म) से कम है , हालांकि अभी भी लक्ष्य स्तर
(25 प्रति'000 जीवित जन्म) से अधिक है। पिछले वर्ष की तुलना में बाल-मृत्यु-दर संकेतकों में भी सुधार हुआ है।
तीन महत्वपूर्ण संकेतकों, यानी एनएनएम, आईएमआर और यू5 एमआर में 2015-16 के बाद से महत्वपूर्ण कमी
देखी गई है। हालाँकि, पोषण संबंधी संकेतक राष्ट् रीय औसत से अधिक बने हुए हैं। यह देखा गया है कि झारखंड में
लगभग 39.6 प्रतिशत बच्चे नाटे हैं जो अखिल भारतीय औसत 35.5 प्रतिशत से अधिक है। लगभग 22.4 प्रतिशत
बच्चे वेस्टेड हैं जो अखिल भारतीय औसत 19.3 प्रतिशत से अधिक है और झारखंड में 39.4 प्रतिशत बच्चे कम
वजन के हैं जो अखिल भारतीय स्तर 32.1 प्रतिशत से बहुत अधिक है। इसके अलावा, झारखंड में एनीमिक बच्चों
(6-59 महीने की उम्र) का अनुपात 67.5 प्रतिशत था जो अखिल भारतीय स्तर 67.1 प्रतिशत के समान है। पिछले
वर्ष की तुलना में 2015-16 में अनुपात कम हो गया है। यह लगभग 70 प्रतिशत था जो 2019-21 में मामूली रूप से
गिरकर 67.5 प्रतिशत हो गया। राज्य ने 73.9 प्रतिशत टीकाकरण कवरे ज हासिल किया है जो अखिल भारतीय स्तर
76.4 प्रतिशत से कम है। कुल मिलाकर, पिछले वर्षों में टीकाकरण दर में मामूली वृद्धि हुई है , हालांकि, 2021-22
में, प्रतिरक्षित बच्चों का अनुपात पिछले वर्ष की तुलना में थोड़ा कम हुआ है। जिलों में तस्वीर दिलचस्प है , क्योंकि
बोकारो और लातेहार जिलों में पूर्ण टीकाकरण (9-11 महीने) में 100 प्रतिशत टीकाकरण दर हासिल कर ली गई

सबसे कम टीकाकरण का स्तर पलामू और साहिबगंज (30 प्रतिशत प्रत्येक) में है। झारखंड में स्तनपान प्रथा काफी
प्रभावशाली है , जैसा कि 6 महीने से कम उम्र के शिशुओ ं के उच्च अनुपात से स्पष्ट है , जिन्हें 'विशेष रूप से स्तनपान'
कराया गया था। राज्य में 76.1 प्रतिशत शिशु विशेष रूप से स्तनपान करते हैं जो राष्ट् रीय औसत 63.7 प्रतिशत से
अधिक है। राज्य द्वारा मातृ स्वास्थ्य को भी प्राथमिकता दी गई है और पर्याप्त प्रगति देखी गई है। यह देखा गया है
कि दे श में और झारखंड में भी एमएमआर कुल मिलाकर कम हो गया है। 2018-19 में, झारखंड में एमएमआर प्रति
100,000 जीवित जन्मों पर 56 था, जो अखिल भारतीय आँकड़े प्रति 100,00 जीवित जन्मों के से बहुत कम है ,
हालाँकि यह अभी भी उच्च है। प्रसव-संबंधी देखभाल मातृ मृत्यु दर में सुधार लाने में महत्वपूर्ण भूमिका निभाती है।
राज्य में प्रसव देखभाल संबंधी संकेतक, प्रसवपूर्व और प्रसवोत्तर, दोनों ही बहुत प्रभावशाली नहीं हैं। केवल 38.6
प्रतिशत माताओ ं को 4 बार प्रसव-पूर्व देखभाल प्राप्त हुईं जो 58.1 प्रतिशत सुधारों के अखिल भारतीय औसत से
बहुत कम है। प्रसवोत्तर देखभाल के मामले में 69.1 प्रतिशत माताओ ं को प्रसवोत्तर देखभाल प्राप्त हुई है जो अखिल

भारतीय स्तर 78 प्रतिशत से कम है। राज्य में वयस्क पुरुषों के स्वास्थ्य की स्थिति भी उतनी ही चिंताजनक है।
सामान्य से कम बीएमआई वाले पुरुषों का अनुपात लगभग राष्ट् रीय औसत के समान है। इसी तरह, राज्य में 23
प्रतिशत के राष्ट् रीय औसत की तुलना में पुरुषों का कम अनुपात यानी 15 प्रतिशत मोटापे से ग्रस्त हैं। कोविड महामारी
से सुचारू रूप से निपटने के लिए राज्य के प्रयासों की सराहना की जानी चाहिए। मार्च 2022 तक टीकाकरण पर
1,752.13 लाख रूपये खर्च किए गए। समर्पित स्वास्थ्य कर्मचारियों के प्रयासों के बिना यह असंभव होता। वित्त एक
और पहलू है जो राज्य में वांछित परिणाम प्राप्त करने में महत्वपूर्ण रहा है। मार्च, 2022 तक स्वास्थ्य के लिए कुल
बजट 1,69,442.45 लाख रूपये था। कुल स्वीकृत बजट में से 59 प्रतिशत धनराशि का उपयोग राज्य की स्वास्थ्य
गुणवत्ता में सुधार के लिए किया गया है। आधारभूत संरचना के लिए स्वीकृत बजट के विरूद्ध इस वित्तीय वर्ष में
99 प्रतिशत व्यय किया गया है। हालाँकि, सेवा वितरण को मजबूत करने के उद्देश्य से आईटी पहलों के लिए व्यय
12 प्रतिशत पर था। राज्य में स्वास्थ्य पर अत्यधिक जेब खर्च (ओओपीई) एक क्षेत्र है जिस पर तत्काल ध्यान देने की
आवश्यकता है। राष्ट् रीय स्वास्थ्य खाते के अनुसार, यह लगभग 64 प्रतिशत लोगों द्वारा वहन किया जाता है , जिससे
वे ग़रीबी में पड़ जाते हैं। प्रसव-संबंधी देखभाल के लिए ओओपीई के आंकड़े और भी चिंताजनक हैं। इस प्रकार,
प्राथमिक देखभाल की वर्तमान गुणवत्ता में सुधार, जिलों में निरंतर निगरानी और मूल्यांकन और सर्वोत्तम जिलों से
सीखना, कुछ ऐसे दृष्टिकोण हैं जिन्हें राज्य लोगों की स्वास्थ्य-स्थिति को बेहतर के लिए अपना सकता है।
South Asia Consortium for Interdisciplinary Water Resources Studies की नवीनतम रिपोर्ट के
अनुसार, यह पाया गया है कि प्रत्येक वर्ष 443 मिलियन से अधिक स्कू ल दिवस पानी से संबंधित बीमारियों से
होने वाली बीमारी के कारण व्यर्थ जाते हैं। यह सुनिश्चित करने के लिए कि स्कू ली बच्चों के लिए एक स्वस्थ और
ज्ञानप्रद वातावरण का निर्माण हो, उन्हें सुरक्षित पेयजल, हाथ धोने की सुविधाओ ं के साथ-साथ सुरक्षित, निजी और
उपयोगकर्ता के अनुकूल स्वच्छता सुविधाएँ उपलब्ध हो। स्वच्छ नल जल आपूर्ति प्रदान करने की सुविधा झारखंड

राज्य सरकार की सर्वोच्च प्राथमिकता रही है। बोकारो (44.4 प्रतिशत), पूर्वी सिंहभूम (46.6 प्रतिशत) और देवघर
(39.2 प्रतिशत) जैसे जि़लों ने स्कू लों में स्वच्छ नल जल आपूर्ति सुविधाओ ं के कवरे ज के मामले में काफी अच्छा
प्रदर्शन किया है।
झारखंड की जल गुणवत्ता निगरानी और निगरानी प्रणाली प्राकृतिक रूप से मजबूत है। 17 दिसंबर 2022 तक
झारखंड में 30 प्रयोगशालाए थी जिनमें से 10 एनएबीएल से मान्यता प्राप्त प्रयोगशालाएँ थीं। इसी अवधि के दौरान
इन प्रयोगशालाओ ं का उपयोग करके परीक्षण किए गए कुल नमूनों की संख्या लगभग 73 हजार थी। राज्य सरकार
पानी की गुणवत्ता की निगरानी में सक्रिय रूप से शामिल है जिसमे फील्ड टेस्ट किट का उपयोग भी किया जाता है।
स्वच्छ भारत मिशन-ग्रामीण – 1 के पहले चरण ने ग्रामीण क्षेत्रों के जीवन में गुणात्मक परिवर्तन लाया है जो स्वच्छता
को बढ़ावा देने और खुले में शौच को समाप्त करने से संभव हुआ है। 2019-20 (नवंबर) में झारखंड को खुले में शौच
मुक्त घोषित किया गया था। स्वच्छ भारत मिशन- ग्रामीण के प्रथम चरण को स्थिर करने के लिए और यह कहने के
लिए कि खुले में शौच मुक्त व्यवहार सतत बना रहे और इसलिए भी कि ठोस और तरल कचरा प्रबंधन की सुविधा
सहज रूप से सभी को उपलब्ध हो, भारत सरकार ने स्वच्छ भारत मिशन – ग्रामीण के दूसरे चरण की शुरुआत की।
एसबीएम-जी के दूसरे चरण में झारखंड का प्रदर्शन सराहनीय रहा। ओडीएफ आकाँक्षी गाँवों, ओडीएफ प्लस राइजिंग
विलेज और ओडीएफ प्लस मॉडल गांवों की प्रतिशत हिस्सेदारी में काफी वृद्धि हुई है। स्वच्छ भारत मिशन शहरी
चरण 2, खुले में शौच, मैला ढोने की प्रथा को खत्म करने, आधुनिक और वैज्ञानिक नगरपालिका ठोस अपशिष्ट
प्रबंधन, स्थानीय निकायों के लिए क्षमता-वृद्धि और स्वच्छता और सार्वजनिक स्वास्थ्य के साथ इसके जुड़ाव के बारे
में जागरूकता पैदा करने में सहायक राष्ट् रीय वार्षिक ग्रामीण स्वच्छता सर्वेक्षण (एनएआरएसएस) के तीन संस्करणों
में भी झारखंड के ग्रामीण क्षेत्रों में स्वच्छता की स्थिति दिखाने वाले प्रमुख संकेतकों में सुधार हुआ है। कुल मिलाकर
राज्य के पेयजल और स्वच्छता विभाग ने झारखंड राज्य के प्रत्येक जि़ले में पेयजल और स्वच्छता सुविधाओ ं में
सुधार के लिए काफी प्रयास किए हैं।

सामाजिक सुरक्षा, संस्थागत सहायता और विधायी सहायता प्रदान करने के लिए कई नीतियां बनाई गई हैं और लागू
की जा रही हैं। केंद्रीय योजनाएं जैसे 'वन स्टॉप सेंटर', महिला हे ल्पलाइन योजना, बेटी बचाओ बेटी पढाओ, विकलांग
व्यक्तियों के अधिकारों के कार्यान्वयन के लिए योजना और आंगनवाड़ी कार्यकर्ताओ ं के लिए 15वें वित्त आयोग से
अनुदान, केंद्र द्वारा वित्त पोषित और राज्य द्वारा कार्यान्वित किया जा रहा है . वित्तीय वर्ष 2022-23 के लिए केंद्रीय
योजनाओ ं के लिए बजटीय आवंटन 72.69 करोड़ रुपये किया गया है। इसके अतिरिक्त, मुख्यमंत्री कन्यादान योजना,
दहेज रहित शादियों को बढ़ावा देना, कुप्रथाओ ं के उन्मूलन की योजना और अच्छी प्रथाओ ं को प्रोत्साहन (सामाजिक
कुरीति निवारण योजना), आंगनवाड़ी कार्यकर्ताओ/ं सहायिकाओ ं को अतिरिक्त मानदेय, विश्व बैंक की सहायता प्राप्त
तेजस्विनी और मुख्यमंत्री सुकन्या योजना जैसी योजनाओ ं को राज्य द्वारा वित्त पोषित और कार्यान्वित किया जा रहा
है। वित्तीय वर्ष 2022-23 में महिलाओ ं के लिए राज्य प्रायोजित योजनाओ ं के लिए बजटीय आवंटन 26544.65
लाख रुपये किया गया है। इसके अलावा, महिला विकास की वर्तमान में चल रही अनेक योजनाएं केंद्र और राज्य
सरकारों द्वारा सह-प्रायोजित हैं। किशोर लड़कियों के लिए योजनाएं , गर्भवती और स्तनपान कराने वाली महिलाओ ं
और बच्चों के लिए पूरक पोषण, दवा किट का प्रावधान, प्रशिक्षण कार्यक्रम (स्ट् रैप), बाल संरक्षण सेवाएं , प्रधानमंत्री
मातृ वंदना योजना, स्वाधार गृह योजना, उज्जवला योजना, महिला शक्ति केंद्र, महिला छात्रावास का निर्माण, आदि
कुछ ऐसी योजनाएँ हैं जो महिला कल्याण के लिए निर्देशित हैं। समय की मांग है कि लैंगिक पक्षपात और लैंगिक
रूढ़िवादिता को हतोत्साहित किया जाए, ताकि यह सुनिश्चित किया जा सके कि महिलाएं अपने मानवाधिकारों को
महसूस करने में सक्षम हैं और अपनी वास्तविक और पूर्ण क्षमता का विकास कर सकती हैं।
बाल कल्याण
आज के बच्चे भविष्य के जनसांख्यिकीय लाभांश के सामान हैं। बच्चों के लिए एक स्वस्थ, पोषणयुक्त और सुरक्षात्मक
वातावरण सुनिश्चित करना दे श के भविष्य को सुरक्षित करने का एक अभिन्न अंग है। समाज कल्याण, महिला एवं
बाल विकास विभाग (DSWWCD), बच्चों की सुरक्षा, देखभाल और पालन-पोषण सुनिश्चित करने की दिशा में
लगातार काम कर रहा है। बाल कल्याण और विकास योजनाओ ं को बड़े पैमाने पर लागू किया जा रहा है ताकि उन्हें
अपनी वास्तविक क्षमता विकसित करने में सक्षम बनाया जा सके। बाल कल्याण के लिए राज्य द्वारा प्रायोजित कुछ
योजनाओ ं में राज्य पोषण मिशन, आंगनवाड़ी केन्द्रों का सुदृढ़ीकरण और किशोर न्याय कोष शामिल हैं। वित्तीय वर्ष
2022-23 में महिलाओ ं के लिए राज्य प्रायोजित योजनाओ ं में बजटीय आवंटन 655.94 लाख रुपये किया गया है।
बाल विकास की कई क्रियान्वित योजनाएं केंद्र और राज्य सरकारों द्वारा सह-प्रायोजित हैं। इनमें आंगनवाड़ी सेवाओ ं
की ई-स्थापना, प्री-स्कू ल किट, एडब्ल्यूडब्ल्यू/एडब्ल्यूएच को यूनिफॉर्म, बाल संरक्षण सेवाएं , एडब्ल्यूएस के तहत
आंगनवाड़ी केंद्रों का निर्माण, रखरखाव, अपग्रेडेशन और पोषण अभियान शामिल हैं।
सामाजिक सुरक्षा
2011 की जनगणना के अनुसार, भारत में विकलांग व्यक्तियों की जनसंख्या कुल जनसंख्या का 2.21 प्रतिशत थी।
2011 की जनगणना के अनुसार दे श के कुल विकलांग व्यक्तियों में झारखंड के विकलांगों का अनुपात 2.87 प्रतिशत
है। राज्य में विकलांग श्रमिकों का अनुपात कुल विकलांग जनसंख्या का 37.68 प्रतिशत है। लगभग 31 प्रतिशत

विकलांग बच्चे (5-19 वर्ष), राज्य के किसी भी शैक्षणिक संस्थान में नहीं जा रहे हैं। समाज कल्याण, महिला एवं
बाल विकास विभाग, झारखंड सरकार, समाज के अन्य कमजोर और सीमांत वर्गों की विकासात्मक जरूरतों पर भी
ध्यान केंद्रित करता है , जिसमें वृद्ध, विकलांग, विधवा और आदिवासी समूह शामिल हैं। यह उनके समग्र कल्याण
के लिए कई योजनाओ ं को लागू करता है , जिनमें से कुछ को या तो पूरी तरह से केंद्र या राज्य द्वारा वित्त पोषित
किया जाता है या संयुक्त रूप से साझा किया जाता है। सामाजिक सुरक्षा में सामाजिक बीमा कार्यक्रम, सामाजिक
सहायता कार्यक्रम, सार्वभौमिक कार्यक्रम, पारस्परिक लाभ योजनाएं , राष्ट् रीय भविष्य निधि और अन्य व्यवस्थाएं
शामिल हैं , जिसमें बाजारोन्मुख दृष्टिकोण सम्मिलित हैं , जो राष्ट् रीय कानून या अभ्यास के अनुसार दे श की सामाजिक
सुरक्षा प्रणाली का हिस्सा हैं। छात्रवृत्ति, विशेष उपकरण, कार्यशालाओ ं का आयोजन, क्षमता निर्माण और इस तरह के
हस्तक्षेप, इन योजनाओ ं के केंद्र में हैं। विकलांगों की आर्थिक आवश्यकता और सामाजिक स्थिति का आकलन करने
के लिए नियमित सर्वेक्षण किए जाते हैं। सामाजिक सुरक्षा की कुछ योजनाओ ं में (SIPDA) के तहत डिसेबल फ्रेंडली
भवनों का निर्माण और विकलांगों के लिए विशेष उपकरण, विकलांगों के कल्याण में शामिल हैं जिसमें विकलांगों के
लिए कार्यशालाओ ं का आयोजन तथा उनका आर्थिक और सामाजिक सर्वेक्षण आयोजित करना भी शामिल है। इसके
अलावा विकलांगों के लिए एक राज्य निधि जो केंद्र द्वारा डी जानी चाहिए, अलग-अलग सक्षम व्यक्तियों के कल्याण,
विकलांग छात्रों के लिए छात्रवृत्ति, जिला-विकलांगता-पुनर्वास केंद्र की स्थापना और रखरखाव के लिए आवश्यक
होने पर उपयोग की जाने वाली एक केंद्रीयकृत निधि (डीडीआरसी), बुनियादी स्तर पर विकलांग व्यक्तियों को व्यापक
सेवाएं प्रदान करने और पुनर्वास-पेशेवरों के जागरूकता तथा निर्माण, पुनर्वास और प्रशिक्षण के लिए जिला स्तर
पर बुनियादी ढांचे के निर्माण और क्षमता निर्माण की सुविधा प्रदान करने के लिए भी प्रावधान है। स्वामी विवेकानंद
निशक्त स्वावलंबन प्रोत्साहन योजना का उद्देश्य विकलांग लोगों को सामाजिक रूप से सुरक्षित महसूस करने और
सम्मान के साथ अपना जीवन जीने के लिए प्रोत्साहित करना है। राज्य सरकार की एक अन्य पेंशन योजना, मुख्यमंत्री
राज्य सामाजिक सुरक्षा वृद्धावस्था पेंशन योजना है जो विधवा, विकलांग व्यक्ति, बंधुआ मजदूर (18 वर्ष की आयु से
ऊपर) और 60 वर्ष और उससे अधिक के असहाय व्यक्ति और बीपीएल परिवारों से संबंधित हैं। साथ ही गैर-बीपीएल
परिवारों को मासिक पेंशन भी प्रदान की जाती है। आदिम तथा कमजोर जनजातीय समूहों के लिए मुख्यमंत्री राज्य
पेंशन योजना/मुख्यमंत्री राज्य आदिम जन जाति पेंशन योजना के तहत असुर, बिरहिया, बिरहोर, बिरजिया, कोरवा,
माल पहाड़िया, सौरिया पहाड़िया और सावर जैसे चिन्हित आठ आदिम आदिवासी परिवारों में से, प्रत्येक से एक व्यक्ति
को 1000 रुपये मासिक पेंशन मिलता है। इसके अलावा, मुख्यमंत्री राज्य महिला निराश्रित सम्मान पेंशन योजना /
राज्य विधवा सम्मान पेंशन योजना राज्य की उन विधवाओ ं को वित्तीय सहायता प्रदान करती है जिनकी आयु 18
वर्ष से अधिक है। राज्य सरकार, एचआईवी/एड् स प्रभावित व्यक्तियों के लिए मुख्यमंत्री राज्य पेंशन योजना को भी
वित्तपोषित और कार्यान्वित करती है। गरीबों (जो गरीबी रे खा से नीचे हैं ), भिखारियों, विकलांग व्यक्तियों और अन्य
असहाय लोगों के बीच कंबल/कपड़े वितरित किए जाते हैं। महिला, बाल विकास और सामाजिक सुरक्षा विभाग,
झारखण्ड सरकार, राज्य के तीन सबसे अधिक आबादी वाले शहरों में - रांची, जमशेदपुर और धनबाद, ‘हाफवे होम्स’
को संचालित करता है जो मानसिक स्वास्थ्य रोगियों को मनोरोग संस्थानों में इलाज कराने और अस्पताल परिसर
छोड़ने के लिए फिट होने के बाद मुख्यधारा के समाज के साथ समायोजित करने में मदद करता है। अन्य सामाजिक

सुरक्षा योजनाओ ं में इंदिरा गांधी राष्ट् रीय वृद्धावस्था पेंशन योजना IGNOAPS (60-79 वर्ष की आयु के लाभार्थी),
इंदिरा गांधी राष्ट् रीय वृद्धावस्था पेंशन योजना IGNOAPS (80 वर्ष से अधिक आयु के लाभार्थी), इंदिरा गांधी राष्ट् रीय
विधवा पेंशन योजना, इंदिरा गांधी राष्ट् रीय विकलांगता पेंशन योजना और राष्ट् रीय पारिवारिक लाभ योजना शामिल हैं।
वित्त वर्ष 2022-23, महिला एवं बाल विकास और सामाजिक सुरक्षा विभाग के लिए कई मायनों में पूर्णता वाला
वर्ष रहा है। ज्यों-ज्यों राज्य और समाज Covid 19 महामारी द्वारा दी गई चुनौतियों पे काबू पा रहे हैं , यह विभाग
महिलाओ,ं बच्चों और समाज के अन्य कमजोर वर्गों के विकास और सशक्तिकरण के लिए अपनी प्रत्येक योजना को
बनाने और मजबूत करने के लिए लगातार काम कर रहा है। विभाग की महिला कल्याण योजनाओ ं के माध्यम से
महिलाओ ं के बेहतर स्वास्थ्य, शिक्षा, क्षमता निर्माण और रोजगार कौशल के लिए वित्तीय सहायता प्रदान करने का
प्रयास किया जा रहा है। जेंडर बजटिंग का उद्देश्य प्रत्येक जेंडर के साथ न्याय करना और भेदभाव को खत्म करना
तथा महिलाओ ं को उनकी वास्तविक क्षमता हासिल करने के लिए प्रोत्साहित करना भी है। महिला-साक्षरता में वृद्धि
और बालिकाओ ं के लिए कई वित्तीय प्रोत्साहनों ने लिंग-अनुकूल वातावरण को बढ़ावा दिया है। आईसीडीएस और
एसएनपी कार्यक्रम तेजी से क्रियान्वित हो रहे हैं और अधिक संख्या में बच्चे स्तनपान कर रहे हैं तथा टीकाकरण
और उचित पोषण भी प्राप्त कर रहे हैं। पिछली योजना अवधि के दौरान एक उल्लेखनीय उपलब्धि स्वास्थ्य और
परिवार कल्याण विभाग और समाज कल्याण विभाग के बीच विकसित तालमेल बैठाना था, जिसने अनुकरणीय
सफलता से प्रमाणित विभिन्न कार्यक्रमों के कार्यान्वयन और प्रभाव को एक महत्वपूर्ण प्रोत्साहन दिया है। इसमें
आंगनबाडी केन्द्रों पर बच्चों एवं माताओ ं के नियमित टीकाकरण जैसे प्रयास भी शामिल है।
विभाग को अपनी नीतियों के कार्यान्वयन में कई चुनौतियों का सामना भी करना पड़ रहा है। कार्यक्रमों की पहुंच
बढाने, विशेष रूप से कल्याण और सामाजिक सुरक्षा कार्यक्रमों को व्यापक बनाने की आवश्यकता है और इसमें
कम सेवा वाले क्षेत्रों को शामिल करने की आवश्यकता है। साथ ही लाभार्थियों के लिए सेवा-वितरण तंत्र को सरल,
अधिक कुशल और प्रभावी बनाने की ज़रुरत है।
आदिवासी कल्याण
झारखंड में जनसंख्या का एक महत्त्वपूर्ण अनुपात अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य वंचित समुदायों
का है। झारखंड की अनुसूचित जनजातियों में 32 आदिवासी समूह शामिल हैं , जिनमें से 8 विशेष रूप से कमजोर
जनजातीय समूह (पीवीटीजी) हैं। आमतौर पर, झारखंड के जिलों में अनूसूचित जनजाति (एसटी) की उच्च सघनता और
अनूसूचित जाति (एससी) वाली आबादी की कम सघनता है। अन्य समुदायों की तरह, झारखंड में अल्पसंख्यक समुदायों
की उपस्थिति के संबंध में अंतर-जिला भिन्नता है। सरकारी रोज़गार के संदर्भ में, अनुसूचित जनजातियों (3.49 प्रतिशत)
की तुलना में अनुसूचित जातियों का ज्यादा प्रतिशत (5.08 प्रतिशत) सरकार के पास कार्यरत हैं। झारखंड में केवल
8.2 प्रतिशत एससी परिवारों के पास वेतनभोगी नौकरी है जबकि एसटी परिवारों की संख्या 6.08 प्रतिशत है। कल्याण
विभाग ने आवासीय उच्च विद्यालयों में अधोसंरचनात्मक पुस्तकालय सुविधाओ ं के निर्माण के लिए एक योजना तैयार
की है। प्राथमिक, माध्यमिक और वरिष्ठ माध्यमिक ग्रेड में पढ़ने वाले और आर्थिक रूप से कमजोर अनुसूचित जाति,

अनुसूचित जनजाति और अन्य पिछड़ा वर्ग के परिवारों से संबंधित कक्षा 1 से कक्षा 10 तक के छात्रों को, उनकी शैक्षिक
लागत को आच्छादित करने के लिए, छात्रवृत्ति दी जाती है। शिक्षा की गुणवत्ता में सुधार के लिए, कल्याण विभाग ने
चुनिदं ा आवासीय विद्यालयों में आईसीटी प्रयोगशालाओ ं की स्थापना के माध्यम से आवासीय उच्च विद्यालयों में ई-लर्निंग
कार्यक्रम शुरू करने की योजना तैयार की है। मारं ग गोमके जयपाल सिंह मुंडा विदे शी छात्रवृत्ति योजना, अनुसूचित जाति,
अनुसूचित जनजाति, अल्पसंख्यक और अन्य पिछड़े समुदायों से संबंधित झारखंड निवासियों को ग्रेट ब्रिटेन और उत्तरी
आयरलैंड के यूनाइटेड किं गडम में भाग लेने वाले विश्वविद्यालयों में परास्नातक और एमफिल कार्यक्रमों को आगे बढ़ाने
का अवसर प्रदान करती है। संथाल परगना के आदिवासियों में स्वास्थ सम्बन्धी स्थिति अच्छी नहीं है। वे अक्सर मुख्यधारा
के समाज से बहिष्कृत रहते हैं और उन्हें चिकित्सा सुविधाओ ं तक पहुंच बनाने में कठिनाई होती है। इसे ध्यान में रखते
हुए, पीवीटीजी समुदाय को स्वास्थ्य सेवाएं प्रदान करने के लिए पहाड़िया समुदाय के वर्चस्व वाले क्षेत्रों में कल्याण
विभाग द्वारा एक पहाड़िया स्वास्थ्य उप-केंद्र की स्थापना की गई। संथाल परगना के चार जिलों में 18 पहाड़िया स्वास्थ्य
देखभाल उप-केंद्र हैं , जिनमें एक सहायक नर्स, एक दाई, एक एमएचडब्ल्यू और एक डॉक्टर सहित उचित संरचनात्मक
इकाइयां और स्वास्थ्य कर्मचारी हैं , जो आदिवासी समुदायों, विशेष रूप से पहाड़िया आदिवासियों को स्वास्थ्य सेवाएँ
प्रदान करने के लिए हर सप्ताह आते हैं। वंचितों, विशेष रूप से झारखंड राज्य में रहने वाली अनुसूचित जनजातियों को
मुफ्त प्राथमिक स्वास्थ्य सेवाएँ प्रदान करने कि मंशा से, झारखंड सरकार के कल्याण विभाग ने झारखंड में 14 कल्याण
अस्पताल (पहले ग्रामीण अस्पताल या मेसो अस्पताल के रूप में जाना जाता था) स्थापित किए हैं। प्रत्येक अस्पताल में
50 बिस्तरों की इनडोर क्षमता है। पर्याप्त आवास सुविधा सुनिश्चित करने के लिए, राज्य कई आवास योजनाओ ं जैसे
बिरसा आवास योजना, शहीद ग्राम विकास योजना आदि को प्रायोजित करता है। राज्य ने अब तक जो सफलता हासिल
की है , वह सशक्तिकरण के लक्ष्य को प्राप्त करने के लिए प्रेरणा का स्रोत है। स्थानीय समुदाय; आजीविका की सुरक्षा
और आदिवासियों और अन्य वंचित समुदायों के जीवन की गुणवत्ता में समग्र सुधार के लिए सतत सुधार को बढ़ावा देना
है। केंद्रीय जनजातीय मामलों के मंत्री अर्जुन मुंडा द्वारा शुरू किए गए जनजातीय मामलों के मंत्रालय, भारत सरकार और
टाटा इलेक्ट्रॉनिक्स लिमिटेड के विशेष भर्ती अभियान में भाग लेने वाली 2600 लड़कियों में से 1984 लड़कियों का चयन
किया गया। चयनित लॉट में 428 खूँटी, 152 सरायकेला खरसावां, 891 सिमडेगा और 513 चाईबासा जि़ले की है। इसके
अलावा सरकार राज्य कौशल विकास, कल्याण गुरुकुल, कौशल महाविद्यालय, झारखंड जनजातीय सशक्तिकरण और
आजीविका परियोजना (जेटीईएलपी), एकीकृत प्राकृतिक संसाधन प्रबंधन, ग़रीबी उन्मूलन, हार्डकोर ग़रीब परियोजना को
लक्षित करने आदि जैसे आय और आजीविका कार्यक्रमों को प्रायोजित करता है और उसे चला रहा है। राज्य ने अतिरिक्त
रूप से खेल के क्षेत्र में भी की पहल है और अल्पसंख्यक समुदायों के कल्याण के लिए कई उपाय कर रहा हैं।

में भी वर्ष 2021 में लगभग 7.9 प्रतिशत की वृद्धि हुई है। इस प्रकार, राज्य ने न केवल अपने वन संसाधनों का
संरक्षण किया है बल्कि उन्हें बढ़ाया भी है। सरकार की सतत वानिकी की नीति इसमें अत्यधिक कारगर सिद्ध हुई
है। इस संबंध में, राज्य सरकार की प्रमुख योजनाओ,ं जैसे मुख्यमंत्री जन वन योजना, वृहत्वृक्षारोपण अभियान और
CAMPA के माध्यम से क्षतिपूरक वनीकरण को उनके उद्देश्यों की प्राप्ति के लिए सराहा जाना चाहिए।
राज्य में कोयला, लौह अयस्क, मैंगनीज, क्रोमाइट, बॉक्साइट, यूरेनियम और चूना पत्थर जैसे कई अहम् खनिजों का
महत्वपूर्ण भंडार है। राज्य में कोयले का अधिकतम भंडार है और यह दे श में कोयले के प्रमुख उत्पादकों में से एक है।
इसी तरह, राज्य की जादूगोड़ा यूरेनियम खदान शायद दुनिया की सबसे बड़ी और सबसे पुरानी यूरेनियम खदानों में से
एक है। यह खदान यूरेनियम कॉर्पोरे शन ऑफ इंडिया लिमिटेड (UCIL) द्वारा संचालित है और इसमें लगभग 45 हजार
टन यूरेनियम का अनुमानित भंडार है। राज्य का यह खनन और उत्खनन क्षेत्र बहुत उत्पादक है। वित्तीय वर्ष 2020-21
में, खनन और उत्खनन क्षेत्र ने राज्य के सकल राज्य मूल्य वर्धित (GSVA) में लगभग 8.9 प्रतिशत का योगदान दिया है।
राज्य में बारहमासी नदियों का अभाव है लेकिन बड़े बांध बनाकर और वर्षा जल संचयन और डोभा योजनाओ ं जैसी
योजनाओ ं को क्रियान्वित करके सरकार ने कृषि, उद्योग और घरेलू उपयोग के लिए पर्याप्त पानी की उपलब्धता बनाए
रखने में बहुत सराहयनीय काम किया है। वर्ष 2022 में राज्य का कुल वार्षिक भूजल पुनर्भरण 6.20 बिलियन क्यूबिक
मीटर (बीसीएम) आँका गया है जो वर्ष 2020 की तुलना में लगभग 0.05 बीसीएम अधिक है। वार्षिक निकालने योग्य
भूजल संसाधन 5.69 बीसीएम हैं और राज्य में वर्तमान वार्षिक भूजल निष्कर्षण 1.78 बीसीएम है। हालांकि वर्ष 2020
के आकलन की तुलना में वार्षिक भूजल निकासी का स्तर 29.13 प्रतिशत से बढ़कर 31.35 प्रतिशत हो गया है।
वर्तमान में, राज्य में वार्षिक भूजल का अधिकतम प्रतिशत सिंचाई उद्देश्यों (लगभग 52 प्रतिशत) के बाद घरेलू उपयोग
(लगभग 36.20 प्रतिशत) और औद्योगिक उद्देश्यों (लगभग 11.78 प्रतिशत) के लिए निकाला जाता है।
तापीय ऊर्जा राज्य में बिजली का प्रमुख स्रोत बनी हुई है। हालाँकि, राज्य में ऊर्जा के नवीकरणीय स्रोतों के माध्यम
से बिजली का अनुपात लगातार बढ़ रहा है। थर्मल, हाइडल और नवीकरणीय ऊर्जा के अन्य स्रोतों का वर्तमान
अनुपात क्रमश: 92 प्रतिशत, पांच प्रतिशत और तीन प्रतिशत है। राज्य में वर्ष 2020 से 2021 के बीच non-hydel

Inflation in Jharkhand
In Jharkhand, the inflation rate remained within the rate stipulated in the ‘New Monetary Policy
Framework’ throughout the year 2021 but surpassed this level in the year 2022. The rate of inflation
remained high throughout the year 2022 i.e. from January 2022 to October 2022 it remained above
6 per cent, the RBI’s stipulated upper limit, and has remained marginally below 6 per cent in last two
months of this year. In Jharkhand, the prices of fuel, light, clothing and footwear have increased very
sharply in comparison to other commodity groups during last one and half years i.e. from August,

2021 to December, 2022. The inflation rate of the state has decreased in the last two months of the
year 2022 (November and December 2022) because of moderation in the rate of increase in price of
these items.
Poverty in Jharkhand
The head count ratio of poverty in Jharkhand decreased by about 13 per cent (5.6 percentage points)
between the years 2015-16 and 2019-21. In the year 2015-16 (NFHS-IV), 42.16 per cent of the people
in the state were found to be ‘multidimensional poor’. About 50.93 per cent people in the rural areas
and 15.26 per cent people in the urban areas were estimated to be ‘multidimensional poor’ in the
state. The improvement in the indicators of health and education and in the standard of living of the
people caused a fall in the incidence of poverty in Jharkhand. In the year 2019-21, the percentage of
multidimensional poor decreased to 36.6 per cent i.e. to 42.2 per cent in the rural areas and 11.1 per
cent in the urban areas.

The non-tax revenue of the state grew at a CAGR of 7.8 per cent from 2015-16 to 2021-22. The state’s
own non-tax revenue grew at the average annual rate (CAGR) of 9.4 per cent and grants-in-aid from
the Government of India grew by 6.4 per cent during this period. The Grants-in-aid constitutes a major
part of the total non-tax revenue of Jharkhand. In the years 2015-16 and 2021-22, its share in the non-
tax revenue of the state varied between 51.5 per cent and 63.4 per cent. In the current financial year, it
is estimated to be 55.8 per cent of the total non-tax revenue of the state.
Capital Receipts
The capital receipts of the state government include the recoveries of loan, other non-debt capital
receipts and borrowing and other liabilities of the government. Out of them, borrowing and other
liabilities, which include internal debt as well as borrowing from the Government of India, is the main
source of capital receipts of the state. It constitutes more than 99 per cent of the total capital receipts
of the state. It, however, remained almost stagnant during the period of 2015-16 to 2020-21. During this
period, it grew at an average annual rate (CAGR) of 0.8 per cent only. In comparison to the previous
years, in the financial year 2021-22, it declined by 22.5 per cent but is estimated to increase by about
59 per cent in the current financial year (2022-23 BE).

Institutional Finance
The financial sector of the Indian economy is diverse and is constantly expanding. It typically
comprises of commercial banks, insurance companies, banking financial companies, cooperatives,
pension funds, mutual funds and other small entities. In the state of Jharkhand as well, banks,
especially the commercial banks, dominate the financial sector. Such banks constituted for about
79 per cent of the total bank branches in the state as on June 30, 2022. This was followed by the
Regional Rural banks (RRBs) which constituted 13 per cent of the total bank branches in the state.
The state government has given necessary impetus on financial inclusion which has resulted in the
opening of small finance banks, cooperative banks and RRBs (Regional Rural Banks) across the
state. A comparison of all districts across the state reveals that banks are mainly concentrated in
the urban centers. As per the 80th SLBC Report, the capital of state i.e, Ranchi has 15 per cent of
total bank branches within its domain. The total number of ATMs had grown in Jharkhand at an
average annual rate of 3.81 per cent between the years 2014-15 and 2021-22.The banking system
of state witnessed a massive annualized growth in deposits accepted by the banks as well as the
credit disbursed by them. The annual average growth rate of total deposits of the state stood at
10.74 per cent between the years 2014-15 and 2021-22. The year 2020-21 witnessed a massive annual
growth in deposits of around 15 per cent. As on September 2022, the total deposits of Jharkhand
stood at 290709.42 crore rupees. The average annual growth rate in advances deployed by banks in
Jharkhand stood at 5.74 per cent between the years 2014-15 and 2021-22.
Looking across the various bank categories of the state, the credit to deposit ratio (C-D Ratio) had
been low for quite few years under all categories. The only two exceptional categories are private
sector banks and the small finance bank. As on June, 2022, the credit to deposit ratio of private sector
banks of the state stood at 69.75 per cent. It typically means 70 per cent of the total reserves where the
private banks have been loaned out. However, the credit to deposit ratio of small finance banks have
been more than 100 per cent for each consecutive year starting from 2018-19 to 2021-22. As on June,
2022, the C-D ratio of these finance banks stood at 151.99 percent.
The recovery of loans and advances has always been more than 90 per cent for each consecutive year
starting from 2014-15 to 2021-22. The Government has initiated various schemes for disbursement of
loans and advances to the rural as well as the urban areas. The PMEGP, Mudra Loans and SHG form
few of the important schemes.
The disbursement of Kisan Credit Cards, Conversion of KCC into smart KCC and Rupay debit cards,
PM Kisan Scheme, PMJDY, APY, PMSBY, Stand up India Loan Programme, ACP and Pradhan Mantri
Mudra Yojana are being implemented for the purpose of achieving greater financial independence
and also for the sectoral development of the state.

basis . During the financial year 2021-22, about 37 lakhs persons demanded work under MGNREGA
out of which all were offered employment. Similarly, during the financial year 2022-23 (as on January
22, 2023), about 26.6 lakhs people demanded work and they all have been offered the same. In this
process, about 5.4 crores person days of employment have already been generated in the current
financial year and about 32.6 thousand families have already completed 100 days of employment. The
average wage rate of the workers in this scheme has also increased significantly. This has increased
by about 36 per cent between the financial years 2019-20 to 2022-23. The new schemes such as the
Birsa Harit Gram Yojana (BHGY), Neelamber Pitambar Jal Sammridhi Yojana (NPJSY) and Veer Sahid
Poto Ho Khel Vikas Yojana (VSPHKVY) have also gained momentum and significant progress has been
made under these schemes in the last two financial years. As of now, the BHGY has benefitted about
48 thousand families and about 47 lakhs fruit bearing trees have been planted under the scheme.
Similarly, about 49 per cent of the total started works under NPJSY and about 1,279 sports ground
under VSPHKVY have already been completed. Similar progresses in providing employment/self-
employment and a variety of livelihood opportunities in the rural areas, have also been made under the
Aajeevika Mission under the aegis of the JSLPS. The society has successfully created a wide network
of Self-Help Groups and other village or cluster level organizations. As of now, there are about 9,183
SHGs, 572 village-level organizations and 16 cluster level federations active in the state.
Similar progresses have also been made in developing infrastructural facilities in the rural areas of
the state. Now the rural villagers of the state are well connected with all-weather roads. The PMGSY
scheme has successfully connected about 99 per cent of the eligible habitations. For this about 27
thousand kilometers of road length which is more than 83 per cent of the total sanctioned road length
(33,053) have been constructed in the state under the different phases of the scheme. The rural
households in the state are now living in pucca houses which have basic amenities such as toilets,
electricity connections and clean drinking water. To make it happen, as of now, about 14 lakhs houses
which is about 87 per cent of the total target have already been constructed under the PMAY-G scheme
in the state.
The significant progress has also been made in taking care of the social security needs of the people in
the state. Apart from National Social Assistance Programmes, some state specific social assistance
schemes are also operational in the state such as Swami Vivekananda Nishakt Swalamban Protsahan
Yojana, State Social Security Old Age Pension Scheme, Adim Jan Jati Pension Yojana, and the Rajya
Vidhwa Samman Pension Yojana. At present, there are about 33.47 lakh beneficiaries under the various
Social Assistance Schemes in the state of which about 58.31 per cent of them are females. Of the
total, about 20.65 lakh beneficiaries are under the state specific schemes.
The Panchayati Raj Institutions are also playing a crucial role in developing, executing and monitoring
village/region specific plans to equip their respective regions as per the contemporary requirements
of the people. This has been possible due to the well-developed network of the PRIs in the state. At
present, there are 4,345 GPs and 55 ULBs in the state. During the financial year 2021-22 and 2022-
23, about 4,630 and about 4,624 panchayat development plans were prepared in the state. During
the financial year 2021-22, about 1500 crore rupees were spent at the different levels of panchayats.
The total available funds of about 1999 crore rupees were allotted to them as per the 15th Finance
Commission Grants in the state.

Urban Development
Executive Summary
Rigorous efforts of the central as well as the state governments through various urban development
schemes have performed a crucial role in the urban development of Jharkhand. The state of
Jharkhand has performed significantly well in developing and managing its urban centres by providing
livelihood opportunities and access to basic urban amenities such as housing, water, sanitation and
hygiene, health facilities, transport facilities, etc, for its ever-growing urban population. Substantial
proportions of urban households in Jharkhand have access to basic amenities like electricity (99 per
cent), improved drinking water (95 per cent), and toilet facility (91 per cent). Urban households’ access
to basic amenities like improved sanitation facilities and clean fuel for cooking is significantly better as
compared to the overall state averages.
In the arena of urban cleanliness, Jharkhand ranked second in the country in Swachh Survekshan -
2022 among the states with 100 urban local bodies (ULBs). The state has been awarded multiple times
during the Swachh Survekshan surveys of 2017 to 2022 for its remarkably better performance in the
field of urban cleanliness. Two ULBs of Jharkhand were awarded the ‘Best Citizen Feedback’ under the
Swachh Survekshan – 2022. While 15 ULBs were declared open defecation free (ODF) in Jharkhand, 23
ULBs were declared ODF+ and 3 ULBs were rated as ODF++.The Swachh Bharat Mission-Urban (SBM-U)
has performed significantly well in urban Jharkhand with 87 per cent of the wards having cent per cent
facilities of door to door collection of solid waste.
The poverty headcount ratio is much lower, although the unemployment rate is higher for urban areas
as compared to the overall state average. While NULM has succeeded in providing urban livelihood
opportunities through skill training, provision of employment and self-employment, along with
providing support to the street vendors and urban homeless, the Mukhyamantri Shramik Yojna and
PM SVANidhi have proved to be a boon during the COVID-19 pandemic for the urban unskilled labour
and street vendors.
The status of both, male and female literacy and performance of health indicators such as NNMR, IMR, U5MR,
etc, are way better in the urban areas of Jharkhand. The target of establishing 100 Atal clinics has almost been
achieved as a total of 99 Atal Clinics are already established. Out of these, a total of 98 clinics are functional
providing a boost to the healthcare delivery system in the urban areas of Jharkhand.
The decadal growth rate of the urban population in Jharkhand was as high as 32.4 per cent. Such high
levels of urban growth have complex ramifications in the form of various urban problems. About 72.4
per cent of the total slum population of Jharkhand resided in the class-I cities alone while the capital
city of Ranchi itself has the highest share of the slum population (19.9 per cent). Providing wider access
to basic urban amenities such as housing, water, sanitation and hygiene, health facilities, transport
facilities, etc for the ever-growing urban population becomes a huge challenge for the government
and civic authorities. The provision of livelihood opportunities, especially for the urban poor, is no less
a challenge.
In such circumstances,the significance of the concerted efforts of the governments through various
welfare schemes to achieve urban development in the state is evident through the outstanding
performance of its leading urban centres. While Ranchi Smart City won the ‘Smart Cities Leadership
Award’ in the India Smart Cities Awards Contest, Jamshedpur received a 3-star rating and has been
declared as the cleanest city in Jharkhand.

and has become the first state in India to use newly developed blockchain technology for the purpose.
The government has also taken initiatives for promoting organic products and has set up its first-ever
organic haat.
Horticultural development offers enormous potential for both, utilizing export prospects as the well
as satisfying the local need for fruits, vegetables, flowers, medicinal plants, and aromatic plants.
Expanding the production of milk, meat, and eggs require similar considerations. The state offers
numerous opportunities for the construction of food processing facilities, such as those for the
preservation of fruits, vegetables, milk, meat, and minor forest products. An established and robust
agricultural marketing structure that can guarantee farmers' profitable prices must go along with all
of them.

The progress in the field of enhancing nutrition security in the state has looked quite promising in the
last few years. Several schemes, such as SAMAR, POSHAN, SAG, PM POSHAN (MDM) and Anganbadi
Services have been giving impactful results continuously in the state. The impact of these schemes
can be easily observed in terms of improvement in the various types of indicators of nutrition security.
The percentage of low-birth-weight babies (less than 2500 gms) has improved from 19 percent to 16
percent between 2005-06 to 2019-21. Similarly, the percentage of children suffering from stunting
and wasting were 50 percent and 29 percent in 2005-06 which has come down to 40 percent and
22 percent in 2019-21 respectively. The conditions of anemic children have also gone down from 70
percent to 67 percent between the financial years 2005-06 to 2019-21.
The condition of anemia and underweight among women in the age group 15 to 49 years (reproductive
age) have also improved in the state. In 2005-06, the percentage of underweight women (with a BMI of
less than 18.5) was 43 percent which has improved to 26 percent in 2019-21. During the same period,
the figures of anemia among non-pregnant (69 percent to 66 percent) and pregnant women (69
percent to 57 percent) have also improved significantly.
The state has also shown improvements in the mortality rates of various kinds. As per the fifth
National Family Health Survey (2019-21), the mortality rate of children (< 5 years) is 45.4 in Jharkhand
which is slightly higher than the national average of 41.9. However, it has reduced significantly from
112.4 in 2005-06. Similarly, the Neo-Natal Mortality Rate (NNMR) and the Infant Mortality Rate (IMR)
has reduced from 53.5 and 76.6 in 2005-06 to 28.2 and 37.9 respectively in 2019-21. The state has also
witnessed a significant dip in the MMR. In 2015-17, it was 76 per lakh live birth which has reduced to
56 per lakh live birth in 2018-20. The national average is 97 per lakh live birth and thus Jharkhand has
performed quite well in reducing the MMR.
Industry
Jharkhand is fast becoming a leading state in India in terms of industrialization. The administration
of Jharkhand is actively pursuing skill development and increasing the state's export volume. The
government of Jharkhand has highlighted decentralized job expansion through the development of
labor-intensive businesses including mining and minerals, agriculture, and processed food as one
of its core pillars. The government of Jharkhand encourages investments in a variety of industries,
including mineral exploration, steel, plastics, chemicals, electricity, cement, metallurgy and vehicle
components, light engineering, and textiles.
To revitalize the existing rural industries, such as sericulture, handloom, handicraft, khadi, and textile,
it is planned to assist them in modernization/technological up-gradation and provide the necessary
common facilities, backward and forward linkages and marketing support to make them globally
competitive.
Due to a pro-industry strategy and an investor-friendly environment, Jharkhand's industrial sector has
performed rather successfully. The state has essentially covered all sub-sectors in their entirety.
The Jharkhand Industrial and Investment Promotion Policy 2021-22 offers an attractive and
custom-tailored investment package to the industry in order to encourage industrialisation and
stimulate the state's economy. To foster innovative activities and sector-specific actions, the strategy
focuses on the regional value chain.

The Jharkhand Corporate Social Responsibility Council (JCSRC) has been established to channel,
advise, monitor and ensure that the CSR services offered by firms to the state are aimed towards
reducing the resulting issues of hunger, poverty, education and women's empowerment.
A mega food park will be set up which will have roughly 25-30 fully constructed plots for entrepreneurs
to set up food processing facilities, in addition to collection centres, primary processing centres,
central processing centres, cold chain, and other supply chain infrastructure.
A new Policy Make in Jharkhand (Purchase Preference) Policy is also being formulated and three
new Industrial Policies namely- (1) Jharkhand Electric Vehicle Policy-2022 (2) Jharkhand Ethanol
Production Promotion Policy- 2022 & (3) Jharkhand Industrial Park & Logistics Policy-2022 have also
been launched to promote MAKE-IN-JHARKHAND initiative.
Although the MSME has been on an upward trajectory, there is still much to be done on this front. The
capital creation has showed a big growth this year, which is a positive sign for the industrial growth in
the state. Among all of the other indicators, Jharkhand's industry has been doing well, and this is one
of the indicators that has shown a significant growth. Out of the total women-owned proprietaries in
the country, Jharkhand has 3,10,388 female entrepreneurs. The share of Jharkhand in this respect
stands at 2.51 per cent among all the MSMEs of the country.
Mining accounts for a major share of the state’s industrial production. The mineral with the highest
output in Jharkhand is coal, which accounts for close to 126587174.9 MT, followed by iron ore and
bauxite. The overall output of key minerals for the year 2022-23 is 138156275.4 MT. The total revenue
collection from the production of minerals stood at4413.78 crore rupees in the year 2020-21. This
further increased to 6909.34 crore rupees in 2021-22 before declining to 4486.26 crore rupees in
2022-23.

to digitally connect and educate the rural citizen. The state government has developed 782 sites in
the LWE affected areas as high speed internet hubs by installation of wifi hotspots. Out of 782 wifi
hotspot installation, 111 have been installed in West Singhbhum under this scheme followed by Khunti
(73) and Ranchi (70). For the purpose of development and expanding digital connectivity energy is
a key element. Energy is viewed as one of the important sectors responsible for the growth of the
state. Jharkhand has scored 17 out of 100 in SEEI (State Energy Efficiency Index) 2020 which indicates
much scope for of improvement in this sector. As per the SECI score released by the NITI Aayog in
April 2022, DISCOM performance score for Jharkhand is 58.3. Based on this JBVNL occupied 49th
rank out of 52 power distribution utilities in India. To improve its performance, JBVNL has taken up
developmental initiatives. JBVNL has up graded the existing distribution infrastructure with feeder
improvement program coupled with infrastructure investments to ensure 24X7 reliable power to all
the consumers and to achieve minimal power outages. In order to meet the increasing demand for
electricity to perform daily chores and economic activities in the state, JREDA is working parallel to
JBVNL to generate electricity through solar and other RES. Jharkhand possesses immense potential to
harness renewable energy sources and generate electricity. The central and the state government has
initiated schemes to increase the electricity generation capacity through renewables. These schemes
also aims to promote the same to raise its adaptation by the local population. The huge transportation
infrastructure includes and connects the population living in the remote areas of Jharkhand to inter
and intra state districts, hence it plays acrucial role to create a competitive market for RES and in
order to attain energy security. The total length of national highways has expanded in 2022. In the FY
2022-23 (till August), road density has increased by 6.43 km/100 sq. km. The length of road has been
expanded by 508km. Around 451 km length of roads have been constructed under the scheme of
SHAJ. The efficiency of revenue collection by road transportation is lower than the previous year. Only
37.89 percent of the set target revenue is collected in FY 2022-23 (upto August, 2022). The connectivity
through railways has also improved in 2022. The rail sections connecting Koderma to Barkakana and
Ranchi to Sanki have been completed and the train service has started. The railways infrastructure is
implemented on a mission mode in order to provide better and sustainable facilities to the passengers.
To minimize the commuting period less than roadways and railways, some emphasis has been given
to connectivity through the civil aviation too. Three new aviation connectivity has been established in
2022. Now, air connectivity from Ranchi to Lucknow and Deoghar to Kolkata have been established.
Apart from this, the state’s connectivity to Pune and Ahemedabad has also begun through the
airways. Current and previous development in civil aviation connectivity has resulted in 15 percent
increase in number of flights scheduled from Jharkhand in the FY 2022-23 compared to the previous
financial year. These three infrastructure and communication sectors are complementary to each
other. They carry economic significance and thus measures have been taken up by the state and the
central government to strengthen it.

The LFPR and the WPR in the state has been higher in the rural areas than in the urban areas. The
reasons for high LFPR and WPR amongst the people in the rural areas can be attributed to their
poverty and lack of opportunities to remain outside the labour and work force.
The LFPR and WPR of females are less than those of the males. This is because the females face
several social restrictions on movement and work participation. They have to shoulder the burden of
the work related with household chores and care activities. This leaves them with less time and energy
to participate in economic activities. However, the LFPR and WPR of females have grown faster than
those of the males. It thus indicates growing feminization of labour and work force in the state.
As at the national level , most of the workers in the state are self-employed and very few are employed
on regular wage/ salary. However, the percentage of the self-employed workers is higher in the state
than at the national level and also the percentage of those who are on regular wage/salary is lower in
the state than in the country. This indicates the paucity of jobs in the state which offer regular wage/
salary.

The unemployment in the state is low among the lower decile groups and high among the higher
decile groups of the Usual Monthly Per-capita Consumption Expenditure (UMPCE). It indicates that
the unemployment rate is high among those who are economically well off and low among those who
are relatively poor. As has been widely observed that the poor cannot afford to remain unemployed
hence they take up whatever type of work and source of income comes before them, while those
who are well off wait for a decent work and choose to remain unemployed till they get such job.

Education
The resolute efforts of the government aimed towards improving the status of elementary and higher
education in the state is evident through encouraging results in terms of improvement in literacy
rates, enrolment of students, gender parity in enrolment and promotion rates of students along with
a remarkable decline in the dropout rates of students at all levels of school education. Nearly three-
fourths of the population of age seven years and above in Jharkhand is literate. The male literacy rate
in Jharkhand (82.3 per cent) stands just a few notches below the all-India average of 85.9 per cent.
There has been a consistent increase in the enrolment of students at all levels of school education in
Jharkhand with an impressive increase in enrolment of students at the Secondary (8.7 per cent) and
Higher Secondary (5.9 per cent) levels of education during 2020-21 and 2021-22.
The Gender Parity Index (GPI) in enrolment at almost all levels of school education has been
considerably better in Jharkhand as compared to the national level. At the Higher Secondary level,
there has been a constant increase in the enrolment of girls vis-à-vis that of the boys during 2019-20
to 2021-22 in Jharkhand in a striking contrast to a gradual decline in the GPI for Higher Secondary
at the national level during the same period. There has also been a steady increase in the enrolment
of students with special needs, in recent years in Jharkhand. The GPI in enrolment of students with
special needs is heavily tilted in favour of girls at almost all higher levels of school education, especially
at the Higher Secondary level (GPI = 1.59) for the year 2021-22.
The dropout rates of students declined significantly for all levels of school education in the state during
the recent years along with an impressive improvement in the promotion rates of students. The most
significant decline in dropout rates was noted at the Secondary and the Higher Secondary levels. Such
a decline in the dropout rates within the COVID-19 backdrop and the subsequent closure of schools in
physical mode is noteworthy.
The DoE-managed schools had better availability of basic amenities when compared to schools
across all types of management in Jharkhand during 2021-22, especially in terms of the extent of
availability of functional girls’ toilets, functional drinking water facilities, library facilities, electricity
facilities, etc.
There has been an addition of one Jharkhand State Open University (JSOU), one State Public University
and two State Private Universities in the state. The GER in higher education systematically indicates
that the enrolment of students in higher education has increased persistently over the years. The GPI
in higher education has also improved considerably during the last five years. The share of female

students passing out is higher when compared to their male counterparts at the undergraduate, post-
graduate and M.Phil. levels.
The Pupil-Teacher Ratio (PTR) i.e., the number of students per teacher in higher educational institutes,
including colleges and universities, is extremely high in Jharkhand when compared to the national
average. The PTR at all higher educational institutions operating in regular mode in Jharkhand stood
at 54 during 2019-20, which is more than double that of the national average (PTR = 23). At the
universities and colleges operating in regular and distance mode, there are as many as 85 students
per teacher and that in regular mode there are 77 students per teacher in Jharkhand during 2019-20.
The PTR has also been rapidly increasing during the last few years in Jharkhand.
To facilitate the education of adolescent girls in the state, the Savitribai Phule Kishori Samriddhi Yojana
(SPKSY) was launched in October 2022 to provide financial assistance to the girl students enrolled
in Classes VIII and IX. To further reduce gender gaps at all levels of school education, 203 Kasturba
Gandhi Balika Vidyalayas (KGBVs) have been sanctioned in the State of Jharkhand under Samagra
Shikshawith the enrolment capacity of 70377 girls. Education of tribal population has been taken
up in mission mode. New Eklavya Model Residential Schools (EMRS) are proposed to be opened in
remote areas and at the block level to provide quality education for the all-round development of the
tribal students. Many scholarships are available to tribal children for taking up higher studies like post-
matric scholarships, scholarships for higher education, national fellowship, scholarship for overseas
education. The Marang Gomke Jaipal Singh Munda Overseas Scholarship Scheme has been expanded
to include up to 25 students from Scheduled Castes, minorities, and Other Backward Classes (OBCs)
along with Scheduled Tribes to help them pursue higher education in the United Kingdom.

year. The picture across the districts is interesting, as full Immunization (9-11 Months) in the districts of
Bokaro and Latehar have achieved 100 per cent immunization rate, while Jamtara has the lowest level
of immunization rate (77 per cent). In the case of immunization at 5 Years of age, Khunti district has
the highest immunization rate of 69 per cent, followed by Dumka and Latehar (64 per cent), while the
lowest level of immunization is in Palamu and Sahibganj (30 per cent each). Breastfeeding practices
in Jharkhand is quite impressive as evident from the high proportion of infants under 6 months who
were ‘exclusively breastfed. The state has 76.1 per cent of the infants exclusively breastfed which is
higher than the national average of 63.7 per cent. Maternal health has also been prioritised by the state
and adequate progress has been observed. It is observed that the MMR has reduced overall in the
country and also in Jharkhand. In 2018-19, the MMR in Jharkhand was 56 per 100,000 live births which
is much lesser than the all-India figure of 97 per 100,00 live births, however it is still high. Delivery related
care play a significant role in improving maternal mortality. In the state, both delivery care related
indicators, antenatal and postnatal are not very impressive. Only 38.6 per cent of the mothers received
4 antenatal care visits which is much less than the all-India average of 58.1 per cent improvements. In
the case of postnatal care 69.1 per cent of the mothers have received postnatal care which is lower
than the all-India level of 78 per cent. The health status of adult males in the state is equally bothering.
The proportion of men having a BMI below normal is almost similar to the national average. Similarly,
a lower proportion of men i.e., 15 per cent are obese in the state as compared to the national average
of 23 per cent. The state’s efforts should be applauded for tackling the COVID pandemic smoothly. It
spent ₹1,752.13 lakhs in the vaccinations as on March 2022. It would have been impossible without the
efforts of the dedicated health staff. Finances is another aspect which has been important in achieving
the desired results in the state. The total budget for health was ₹1,69,442.45 lakhs upto March, 2022. Of
the total approved budget 59 per cent of the funds have been used to improve the health quality of the
state. Against the approved budget for infrastructure, 99 per cent has expended during this financial
year. However, for IT Initiatives for the purpose of strengthening service delivery, the expenditure was
on 12 per cent. One area which requires immediate attention is the high Out of Pocket Expenditure
(OOPE) on health in the state. As per the National Health Account, around 64 per cent of THE is borne
by the individuals, making them fall into impoverishment. The OOPE figures for delivery related care
is further worrisome. Thus, improving the current quality of primary care, continuous monitoring and
evaluation across districts and learning form the best districts are a few approaches the state can
adopt to enhance the health status of the people.

connection. In Giridih district of Jharkhand, a total of 144 villages reported 100 per cent tap connection
in the financial year 2022-23 (December).This was followed by Dhanbad and Sareikela & Kharsawan
district with 116 and 66 villages respectively, reporting 100 per cent coverage of tap connection.
As per the latest report of South Asia Consortium for Interdisciplinary Water Resources Studies, it is
found that over 443 million school days are lost each year due to illness from water related diseases.
To ensure that schools provide a healthy and conductive learning environment for children, they must
be equipped with safe drinking water, hand washing facilities as well as safe, private and user-friendly
sanitation facilities .The facility of providing clean tap water supply has been the top priority of the state
government. Districts such as Bokaro (44.4 per cent), Purbi Singhbhum (46.6 per cent) and Deoghar
(39.2 per cent) have done significantly well in terms of coverage of clean tap water supply facilities
across schools.
The water quality monitoring and surveillance system of Jharkhand is robust in nature. As on December
17, 2022 there were around 30 testing laboratories in Jharkhand out of which 10 of them were NABL
accredited laboratories. The total samples tested using these laboratories were around 73 thousand
during the same time period. The state government is actively involved in monitoring the water quality.
It also does it through the use of Field Test Kits.
The rolling out of the Swachh Bharat Mission-Gramin, phase I, had brought about a qualitative change
of life in rural areas by promoting cleanliness, hygiene and eliminating open defecation. Jharkhand
was declared Open Defecation Free in 2019-20 (November). In order to stabilize phase I of the Swachh
Bharat Mission - Gramin and to ensure that open defecation free behaviour is sustained and also that
solid and liquid waste management facilities are accessible to all, the GOI initiated the Swachh Bharat
Mission – Gramin phase II. The performance of Jharkhand in Phase II of SBM-G was commendable.
The percentage share of ODF Aspiring Villages, ODF Plus Rising Villages and ODF Plus model villages
have increased significantly. The Swachh Bharat Mission- Urban phase II was helpful in eliminating
open defecation, eradication of manual scavenging, modern and scientific municipal solid waste
management, capacity augmentation for local bodies and generating awareness about sanitation
and its linkage with public health.
There has been an improvement in the key indicators showing the status of sanitation in rural areas of
Jharkhand in three editions of the National Annual Rural Sanitation Survey (NARSS) as well. Overall, the
Department of Drinking Water and Sanitation of the state has made considerable efforts to improve
drinking water and sanitation facilities in each district of Jharkhand .

empowerment of women and the development, care, and protection of children. Several policies
have been formulated and are being implemented for providing education, nutrition, health, hygiene,
employment, social protection, institutional assistance and legislative support to women and children
in the state. Central schemes like the ‘One Stop Centre’, Women’s Helpline scheme, Beti Bachao Beti
Padhao, scheme for the implementation of the Rights of Persons with Disabilities and grant from the 15th
FC for Anganwadi workers are being funded by the centre and implemented by the state. Additionally,
schemes like the Mukhyamantri Kanyadan Yojana/promotion of dowry less community marriages,
scheme for eradication of bad practices and encouragement to good practices (Samajik Kuriti
Niwaran Yojana), additional honorarium to Anganwadi workers/ helpers, World Bank assisted Tejaswini
and Mukhyamantri Sukanya Yojana are being funded and implemented by the state. Further, several
ongoing schemes of women development are co-sponsored by the central and the state governments.
Schemes for adolescent girls, supplementary nutrition for pregnant & lactating women and children,
provision of medicine kits, training programmes (Strap), child protection services, Pradhan Mantri
Matru Vandana Yojana, Swadhar Greh scheme, Ujjawala scheme, Mahila Sakti Kendras, construction of
working womens’ hostels, mahila police volunteers, etc are some of the schemes directed at women’s
welfare. The need of the hour is to discourage gender biases and gender stereotypes so as to ensure
that women are able to realize their human rights and can develop their true potential.
Child Welfare
Children of today are the demographic dividend of tomorrow. Securing a healthy, nurturing and
protective environment for children is an integral component of securing the nation’s future. A
plethora of child welfare and development schemes are being implemented in order to enable them to
develop their true potential. Some of the state sponsored schemes for child welfare include the State
Nutrition Mission, strengthening of the AWCs and the Juvenile Justice Fund. Several ongoing schemes
of child development are co-sponsored by the central and the state governments. These include
the establishment of Anganwadi services, Pre-School Kits, Uniforms to AWW/AWH, Child Protection
Services, construction/maintenance/upgradation of AWCs under the AWS and the Poshan Abhiyan.
Social Security
The proportaion of the disabled in Jharkhand to the total disabled persons in the country is 2.87 as per
Census 2011. The proportion of disabled workers in the state to the total disabled population is 37.68
per cent. About 31 per cent of the disabled children (5-19 years) are not attending any educational
institution in the state. The department of Social Welfare, Women and Child Development, Government
of Jharkhand also focuses on the developmental needs of these other weaker and marginalized
sections of the society, comprising of the aged, the disabled, differently- abled, the widows and the
tribal groups. It implements a multitude of schemes for their overall welfare, some of which are funded
either entirely by the centre or the state or are shared jointly. Social security includes social insurance
programmes, social assistance programmes, universal programmes, mutual benefit schemes, national
provident funds and other arrangements including market-oriented approaches that, in accordance
with the national law or practice, form part of a country’s social security system. Scholarships, special
equipment, organizing workshops, capacity building and such interventions are at the heart of these
schemes. Regular surveys are conducted to assess the economic need and social situation of the
disabled. Some of the schemes of social security include the construction of disable friendly buildings
under Scheme for Implementation of the Rights of Persons with Disabilities Act, 2016 (SIPDA), special
equipment for the disabled, welfare of the disabled which includes organizing workshops for them,

conducting economic and social surveys of the disabled, a State Fund for the Disabled which should
be a centralized fund to be used as and when required for the welfare of differently abled persons,
scholarship to the handicapped students, establishment and maintenance of a District-Disability-
Rehabilitation-Centre (DDRC) to provide comprehensive services to persons with disabilities at the
grass root level and for facilitating creation of infrastructure and capacity building at the district level
for awareness-generation, rehabilitation and training of rehabilitation- professionals. The Swami
Vivekananda Nisshakta Svavalamban Protsahan Yojana scheme is intended to encourage people with
disabilities to feel socially secure and live their lives with dignity. Another pension scheme of the state
government is the Mukhyamantri State Social Security Old Age Pension Scheme, under which widows,
disabled persons, released bonded labourers (above the age of 18 years) and helpless persons of 60
years and above, belonging to the BPL families as well as the non-BPL families are provided a monthly
pension. Under the Mukhyamantri State Pension Scheme for Primitive Vulnerable Tribal Groups/
Mukhya Mantri Rajya Aadim Jan Jati Pension Yojana, one person from each of the eight identified
primitive tribal families namely Asur, Birjia , Birhor, Birjia, Korwa, Mal Paharia, Sauria Paharia and Savar,
receives a monthly pension of 1000 rupees. Further, the Mukhyamantri Rajya Mahila Nirasrit Samman
Pension Yojna/ Rajya Vidhwa Samman Pension Yojana provides financial support to the widows of the
state who are above 18 years of age. The state government also funds and implements the Mukhyamantri
Rajya Pension scheme for HIV/AIDS affected persons. Blankets/clothes are distributed among the poor
(those who are below the poverty line), beggars, disabled persons and other helpless people who are in
need. The department of Women, Child Development and Social Security, Government of Jharkhand
also operates halfway homes in three of the most populated cities of the state i.e. Ranchi, Jamshedpur
and Dhanbad in a bid to help mental health patients adjust with mainstream society after they undergo
treatment at psychiatry institutes and are fit to leave the hospital premises. Other social security
schemes include the Indira Gandhi National Old Age Pension Scheme IGNOAPS (beneficiaries of 60-
79 years of age), Indira Gandhi National Old Age Pension Scheme IGNOAPS (beneficiaries of above
80 years of age), Indira Gandhi National Widow Pension Scheme, Indira Gandhi National Disability
Pension Scheme and the National Family Benefit Scheme.
The FY 2022-23 has been a fulfilling year in many ways for the department of Women and Child
Development and Social Security. As the state and society are overcoming the challenges pressed by
the Covid 19 pandemic, the department is working relentlessly to build upon and strengthen each of its
schemes for the growth and empowerment of women, children and the other weaker sections of the
society. Women welfare schemes of the department are attempting to provide financial aid for better
health, education, capacity building and job skilling of women. The intent of gender-budgeting has
been to do justice to each of the genders and eliminate discrimination and also to encourage women
to achieve their true potential. Increase in women-literacy and a multitude of financial incentives for
the girl child have fostered a gender-friendly environment. The ICDS and SNP programmes have been
growing by leaps and bounds and more number of children are breastfed, receive immunization and
proper nutrition. One notable achievement during the last planning period was the synergy developed
between the departments of Health and Family Welfare and that of the Social Welfare which in turn has
given a significant impetus to the implementation and impact of the various programmes evidenced
by the exemplary success of routine immunization in the Anganwadi centers to children and mothers.
The department continues to face several challenges in the implementation of its policies. The outreach
of the programmes, especially the welfare and social security programmes needs to be widened
and the unserved and the underserved areas must be included. At the same time service- delivery
mechanisms for the beneficiaries need to be simplified and made more efficient and effective.

Tribal Welfare
A reasonable proportion of the population in the state of Jharkhand constitutes of the Scheduled
Castes, Scheduled Tribes and other underprivileged communities. The Scheduled Tribes of Jharkhand
consist of 32 tribal groups out of which 8 are Particularly Vulnerable Tribal Groups (PVTGs). Usually, the
districts in Jharkhand have a high concentration of STs and a low concentration of the SC population.
As in other communities, there is an inter-district variation regarding the presence of minority
communities in Jharkhand. In terms of government employment, greater percentage (5.08 per cent)
of the SCs are employed with the government as compared to the STs (3.49 per cent). Only 8.2 per
cent of the SC households in Jharkhand have a salaried job while that of the ST households is 6.08
per cent. The department of Welfare has formulated a scheme to build infrastructural library facilities
in the residential high schools. Students of class 1 to class 10 studying in the primary, secondary and
senior secondary grades and belonging to the economically weaker SC, ST and OBC families are given
scholarships to cover their educational costs. To improve the quality of education, the department of
welfare has formulated a scheme to start e-learning programs in the residential high schools through
the setting up of the ICT laboratories in the select residential schools. The Marang Gomke Jaipal Singh
Munda Overseas Scholarship Scheme provides an opportunity to Jharkhand residents belonging to
the SC, ST, Minority and Other Backward Communities to pursue Masters’ and MPhil programmes
at participating universities in the United Kingdom of Great Britain and Northern Ireland. The health
condition among the tribals of Santhal Parganas is poor. They often remain excluded from mainstream
society and find it difficult to access medical facilities. Keeping this in mind, a Pahariya health sub-
centre was established by the department of welfare in the areas dominated by the Pahariya
community to provide health services to the PVTG community. There are 18 Pahariya healthcare sub-
centres in four districts of Santhal Parganas with proper structural units and health staff including one
auxillary nurse, one midwife, one MHW and one doctor visiting every week to provide health services
to the tribal communities, particulary the Pahariya tribals. Intending to provide free primary healthcare
services to the underprivileged, especially to the Scheduled Tribes residing in the state of Jharkhand,
the welfare department of the government of Jharkhand has set up 14 Kalyan Hospitals (formerly
known as Rural Hospitals or Meso Hospitals) in Jharkhand with an indoor capacity of 50 beds each. To
ensure adequate housing facilities, the state sponsors several housing schemes like the Birsa Awaas
Yojana, Shaheed Gram Vikas Yojana, etc. The success that the state has achieved so far is a source of
constant motivation to keep moving forward to achieve the goal of empowering the local community;
promoting sustainable improvement for the security of livelihood and an overall improvement in the
quality of life of the tribals and other underprivileged communities. From the special recruitment drive
of the Ministry of Tribal Affairs, government of India and Tata Electronics Limited, initiated by the Union
Tribal Affairs Minister Arjun Munda, 1984 girls were selected from the 2600 who participated in the
drive. Amongst the selected lot, 428 belonged to Khunti, 152 to Sariekela Kharsawan, 891 to Simdega
and 513 to Chaibasa districts. Further, the state sponsors and undertakes a plethora of income and
livelihood programs such as skill development, Kalyan Gurukul, Kaushal colleges, Jharkhand Tribal
Empowerment and Livelihood Project (JTELP), Integrated Natural Resource Management, Poverty
Reduction, Targeting the Hardcore Poor Project, etc. The state additionally undertakes several
initiatives in the domain of sports and a number of measures are taken for the welfare of the minority
communities.
