Smart City Readiness Check: the biggest smart city benchmark study conducted in Europe!
Project Description
The study conducted by TÜV Rheinland consulting evaluated
the “Smart City Readiness Level” of the 500 biggest city
within the whole Germany.
Each city was analyzed with regards to 4 pre-determined
different dimensions (or Pillars). The final score was the
average of the various results obtained in each dimension.
The study has also taken into account the international smart
city landscape (e.g. best practices and new pieces of
technology) and has provided the various municipalities with
potential next steps to reach the Smart City status.
Project Objective
Generate a nation-wide picture of the current readiness level
(of the main municipalities) in terms of Smart City
Understand the propensity toward becoming a Smart City and
the current & planned initiatives in this regards
Provide an international benchmark against the “smartest
cities”
Outline a potential roadmap (with concrete actions) to become
a smart city as well as the regulatory & technical frameworks
Situation Analysis & CCAM Readiness: assessment and roadmap for Smart Mobility in Luxembourg!
Project Description
Luxembourg has launched a smart city program with ultimate aim of
transitioning the whole country toward the concept of smart nation
(agglomerate of smart cities)
This program is focused on 6 different pillars, namely: smart infrastructure,
smart people, smart governance, smart mobility, smart environment and smart
living
TÜV Rheinland Conulting was selected to realize a 2-phases project with the
ultimate goal of:
Ph. 1: assessing the current situation (readiness) in terms of “smartness” of
the existing mobility and road infrastructure as well as their potential to
transition towards the concepts of “smart mobility & smart infrastructures”
Ph. 2: defining the target picture as well as the roadmap to get there,
including data-driven use cases, current technologies, data transmission
standards, communication architecture and regulatory framework

Assessment of existing infrastructures & technologies (e.g. stock analysis of exemplary routs in Luxembourg – field research) and benchmarking again best
known infrastructures in the world
Inventory and analysis of current processes as well as existing framework conditions (rules, standards & regulations) around mobility, homologation and
testing of vehicles (CCAM); benchmarking against best known practices (interviews with industry experts)
Research of future users of mobility services & infrastructures and identification of their needs regarding content, functionalities & interfaces of mobility services
Development of future picture as well as relevant roadmap (strategy, prioritized use cases [e.g. mobility services], necessary technology, regulatory and
technical frameworks [e.g. homologation, testing and approval of infrastructures and vehicles], smartness stages [or models])
Solution
This district installed 225 smart cameras to cover a total amount of
~1,000 street lamps (~1 camera each 5 lamps)
The street lamps generate only the required light depending on the real
external luminosity and need (they can be dimmed up to 70%)
Costs–Benefits Analysis
Costs: the project had an initial fix cost of €2.1 mil (HW & Implementation). and a monthly recurring cost of €15,000 (AI module + Sim Cards Data)
Benefits: the district has obtained average monthly savings of €203,000 due to reduced energy consumption as well as reduced maintenance & repair
ROI: based on the initial and recurring costs, the expected ROI´s time for this project is ~1.3 years
