1. It is a pattern of harmful behavior one


person against another within the family setting. This
issue can take a number of forms, including physical,
verbal, emotional and mental abuse.

education but were not enrolled in school. This can
be attributed to inequality and marginalization as well
as poverty.

good housing.

causes fear and insecurity, violence, and death.
Across the globe, terrorist attack innocent people,
often without warning.

What is a VIEWPOINT?
= A positio, stand or perspective from which
something is considered.
= Is a way of looking at something.
= Someone’s viewpoint is the way what they think
about things in general, or the way they think about a
particular thing.

Here are some Examples of Viewpoint:


1. If you think that Jollibee products are better than
other food chain shops, then this is your viewpoint or
opinion on food chain companies.
2. If you believe that the ABS-CBN company
presents more reliable news than other brodcasting
networks, then that is your viewpoint on broadcasting
companies.

is to be able to get viewpoints on various local and
global issues.

Now, let us define first what is a local and global


Issue?

GLOBAL ISSUE
= is any issue (problem, risk) that adversely affects
the global community and environment, possibly in a
catastrophic way, including environmental issues,
political crisis, socal issues and economic crisis.
Solutions to global issues generally require
cooperation among nations. Example of a global
issue is the Corona Virus that we are experiencing
globally.

Today in Asia and the Pacific, spending on health is


growing faster than economies. On average, nearly
8% of GDP is devoted to health. With governments
around the world making ambitious commitments to
universal health coverage, how can they get the most
from this investment?

In the Philippines, around 55% of health spending is


out-of-pocket, creating situations where families are
pushed into poverty by paying for life-saving and
health-preserving services. Not only is this a heart-
breaking situation, it is bad for development. If
people are forced to choose between paying for
health and paying for education and basic necessities,
their chances of becoming productive members of
society are severely compromised.

It is commendable that through the UHC Act, the


Philippines has chosen to invest in improving access
to health for those in need, so out-of-pocket spending
will become lower. Still, work has to be done to
ensure everyone across the country has access to the
health services they need, where and when they need
them. Why? Because we are not yet investing in the
most efficient ways of providing care.

Primary health care is the best buy:


We need to think outside of the traditional hospital
box and reorient the health care model. Investing in
primary health care means multiple sectors working
together to bring health care closer to where it matters
to people, with the involvement of the community.
The evidence shows that the most effective and
efficient way to provide health for all is to invest in
primary health care.

By placing primary care and essential public health


functions at the core, primary health care offers an
integrated, comprehensive, coordinated, and
continuous range of services to people at the heart of
the community. It enjoins multisectoral policy and
action and the engagement of empowered
communities to look at people’s health and well-
being.

Primary health care ensures that people have a


partner in their health needs from birth and all
throughout life – through health promotion, disease
prevention, treatment, rehabilitation and palliative
care. This is an efficient, acceptable, and affordable
way of providing health care. It is the first step on the
road towards universal health coverage—a vision
where all people get quality health services without
financial hardship.

Why invest now?


We are seeing rapid changes here in the Philippines.
The economy is growing, but improvements to health
and well-being have been uneven, with women and
children missing out most. Climate change is causing
more extreme weather events, compromising food
and water security and increasing the risk of disease
outbreaks.

Filipinos’ expectations about what health services can


offer are also changing, due to greater availability of
information and advances in technology.

At the same time, the country is struggling to deal


with shifting patterns of disease as a result of
population ageing and unhealthy environments and
lifestyles. Today, around 6 out of every 10 Filipinos
are dying because of noncommunicable diseases such
as diabetes, cancer, chronic respiratory disease, and
cardiovascular disease, while more than 3 million
Filipinos are living with mental health conditions.
The country is still also addressing infectious killers,
malnutrition and other maternal and child health
problems.

This is an opportunity for the government and the


private sector, including health care providers of all
kinds, to take action and help redesign the way we
live our lives, and access services we need to thrive
and prosper. The UHC Act is replete with provisions
that can be implemented to strengthen primary health
care as the Philippines’ foundation for UHC.

Why now? Because with these challenges ahead, we


cannot afford to wait.

Let’s get smart:


This World Health Day, the 7th of April, let’s get
smart about health spending. We know that investing
in UHC is a best buy for the Philippines as it will
result to people becoming healthier and more
productive citizens. Health for all must be by all –
national leaders, local governments, private sector,
civil society, health workers. We must all commit to
strengthening primary health care as a foundation for
UHC.

Metro Manila (CNN Philippines, September 2)


– Presidential Spokesperson Harry Roque questioned
a local court’s decision to reduce United States
Marine Lance Corporal Joseph Scott Pemberton’s
prison time through good conduct time allowance
(GCTA) credits even if the Bureau of Corrections
(BuCor) did not recommend it.

Roque, who had been the private legal counsel of


victim Jennifer Laude’s family, told CNN Philippines
on Wednesday that the move by the Olongapo City
Regional Trial Court raises legal questions. “Our
laws provide that the allowance for good conduct
must be recommended by the BuCor and even jail
warden,” he said. “The BuCor did not recommend
any allowance for good conduct, so why did [the
court] consider it when the rules are very clear?”

The GCTA law slashes jail time for convicted


prisoners if they exhibit good behavior while in
detention. Roque further questioned the applicability
of the GCTA, considering that Pemberton was
detained at Camp Aguinaldo – pursuant to provisions
of the Visiting Forces Agreement, and “guarded by
U.S. guards.” “Why should they be entitled to a
privilege bestowed by anyone by the state, when the
state really has limited role in seeing to it that you
have reformed your ways while in detention?” he
said. He also denied the claim of Pemberton’s lawyer,
Atty. Rowena Flores that he was present in a 2017
meeting at the House of Representatives, wherein
Laude’s mother, Julita Cabillan, had agreed to release
Pemberton on parole. “If we agreed, why is it that
Pemberton is only being released now – three years
after allegedly we greed?” Roques said, calling
Flores’s claim “a blatant lie.” He added that he
considers filing a disciplinary action against the
lawyer.

In 2015, the Court of Appeals initially sentenced


Pemberton to up to 12 years of imprisonment for
killing Laude in October 2014, upon learning that she
is a transgender. Laude was found dead in an
Olongapo City motel room after a night out with
Pemberton – her neck blackened with strangulation
marks, her head rammed into a toilet.

The U.S. Marine’s sentence was later reduced to a


maximum of 10 years. According to the Olongapo
court, Pemberton is now entitled to be released as he
already served over five years and ten months in
prison, while his GCTA credits amount to over four
years and two months, yielding an accumulated jail
time of 10 years.

Several lawmakers and human rights groups have


denounced the decision, with a number of groups also
pointing out that the GCTA remains suspended,
raising questions why it has been applied in the first
place. The temporary suspension has been ordered by
the Justice Department in August 2019, after the
controversial possible release of convicted rapist and
murderer Antonio Snachez hounded the law.

problem.

important way to show the spread of the virus and

and many more.
5. The entry of pollution/contamination
like plastics and related persistent pollutants into the
marine food web is acceptable and may be beneficial
to global importance and human health.
