Chapter 1

THE PROBLEM AND ITS BACKGROUND

Background and Purpose of the Study

Extension programs are an essential component of quality education. It


imparts skills and technological training to many of those who have limited
access to formal education.
REPUBLIC ACT NO. 8292
Section 2. Declaration of policy. - It is the declared policy of the State to
establish, maintain, and support a complete, adequate and integrated system of
education relevant to the needs of the people. Towards this end, the
composition of the governing boards of chartered state universities and colleges
is hereby modified in order to:
(a) achieve a more coordinated and integrated system of higher
education;
(b) render them more effective in the formulation and implementation of policies
on higher education;
(c) provide for more relevant direction in their governance; and
(d) ensure the enjoyment of academic freedom as guaranteed by the
Constitution.

Extension program causes the educational institution to have linkages with


and serve the bigger community that makes the institution real and alive in the
hearts and minds of stakeholders in real life situations and scenarios.

Hence, in line with the Vision/ Mission of the school which is an upliftment
of the quality of life, distinct trademarks of the school’s culture of excellence,
employees and students possess its skills and competencies that enables the
institution to perform well within the school and the community.

As employees and students imbibe within themselves the core values of the
institution, extending services at their utmost ability in the community is one way of
manifesting the desire to become socially aware and be involved in community
development.

Following the mandate to provide extension services, URS relates to the


community by providing different types of extension programs that pertain to
community development, protection and preservation programs, gender and
development programs, health and wellness programs, literacy programs,
livelihood programs, and technology generation programs.

Henceforth, all activities, programs and projects to be conducted should


have its relevance to the development priorities taking into consideration
institutional competency in response to the needs of the community.

Extension, as one of the trifocal functions of Higher Education Institutions


(HEIs) is perceived as a catalyst of development in the midst of today’s complex
society. The need for extension services has been growing exponentially not
only in the Philippine HEIs but also in other countries because community
extension is where reaching out, touching lives, community empowerment and
collaboration exist. In its broadest sense, extension is an educational process
with communication being its core component. Van den Ban and Hawkins
(1996) define the term extension as the conscious use of communication of
information to help people form sound opinions and make good decisions. As a
system, extension facilitates the access of farmers, their organizations and
other market actors to knowledge, information and technologies; facilitates their
interaction with partners in research, education, agribusiness, and other
relevant institutions; and assists them to develop their own technical,
organizational and managerial skills and practices (Christoplos, 2010).

Relative to this, the Commission on Higher Education mandates


institutions of higher

learning like State Universities and Colleges (SUCs) to respond to the call
for societal transformation. With this, educational institutions initiated and
implemented an array of extension programs and services with the end in view
to effect change and improve community life.

The Cooperative Extension Service system got its start in 1862 when
Congress passed the Morrill Act, which provided for a university in each state to
provide education to citizens in agricultural and mechanical fields. These
colleges are known as "land-grant universities." The Ohio State University is
Ohio's 1862 land-grant university.

Congress soon realized that to be effective, the educational function of


land-grant universities needs to be supplemented with research capabilities.
The Hatch Act was passed in 1887 to establish research farms where
universities could conduct research into agricultural, mechanical and related
problems faced by rural citizens.

In 1890, a number of "Historically Black Colleges and Universities" were


added as land-grant universities. Central State University is Ohio's 1890 land-
grant university, as of a U.S. Congressional designation passed in 2014.

Congress passed the Smith-Lever Act in 1914 to establish the


Cooperative Extension Service,which is a state-by-state network of educators
who "extend" university knowledge to people throughout the country.
Cooperative Extension is an educatonal partnership between the U.S.
Department of Agriculture and the nation's land-grant universities.

HISTORY OF THE UNIVERSITY OF RIZAL SYSTEM

The University of Rizal System is a merger of two (2) state colleges and a
University extension campus- the Rizal Polytechnic College, Rizal State
College, and the Rizal Technological University extension campus. The
Republic Act 9157 lapsed into law on August 11, 2001, established a State
university in the province of Rizal to be known as the University of Rizal
System, by integrating the Rizal State College and its extension campuses in
Angono, Binangonan, Pililla and Rodriguez, the Rizal Polytechnic College and
its extension campus in Cainta and Rizal Technological University- Antipolo
Annex, all in the province of Rizal. On June 18, 2002, CHED Resolution No.
411-2002 was issued identifying Tanay Campus as the main campus of the
University/

The Rizal National Agricultural School (RNAS) was established by


Republic Act Number 1560 authored by Cong Serafin Salvador, which was
approved on June 16, 1956 RNAS was opened on May 27, 1959. It was
chartered as a state college on June 24, 1983 by Batas Pambansa Bilang 622
authored by Assemblyman Frisco F. San Joan making it the first state college in
the Province of Rizal known as Rizal College of Auriculture and Technology
(RCAT), RCAT was later renamed Rizal State College (RSC) by virtue of
Republic Act 7858 sponsored by Hon. Congressman Emigdia & Tanjuato, Jr.
and approved by His Excellency Fidel V. Ramos on January 21, 1995.

The College is about 67 kilometers away from Metro Manila and


accessible to all towns of Rizal through the Manila East Road or through
Marikina-Infanta highway and is set atop an elevation of about 1,800 feet above
sea level in the Sierra Madre Mountain range and is overlooking the scenic
Laguna Lake and the surrounding lake

Rizal Polytechnic College was first established as Morong High School on


August 16, 1944. It was converted into Morong National High School on August
20,1976 and to Morong National Comprehensive School on March 30, 1977,
With the integration of Tomas Claudio Memorial Elementary School, it was
converted into Morong National Comprehensive School, later renamed Rizal
Technological and Polytechnic Institute on August 10, 1983 through Batas
Pambansa Bilang 469. RTPI became a state college, the Rizal Polytechnic
College on March 1, 1995 through Republic Act 7933. Through Board of
Trustees Resolution No.06-13-98 dated February 12, 1998, RPC Cardona
Research Extension was established

At present the University operates with 10 campuses in the Province of


Rizal. Namely: US Angono. Antipolo, Binangonan, Cainta, Cardona, Morong,
Pililla, Rodriguez. Tanay and Taytay. It offers complete education from
Kindergarten to Graduate School The University implements a number of
academic programs in the doctorate, masters, baccalaureate, non-degree and
short-term courses. Provides research, extension and production services as
well as establishment of It also centers. The existence of the University caters
to the needs of the stakeholders within and nearby province.

Statement of the Problem


1. What is the demographic profile of the respondents in terms of:
1.1 age;
1.2 sex;
1.3 year level and;
1.4 monthly family income;
2. What are the thrusts and priorities that the Bachelor of Elementary
Education students being involved in terms of:

3. What is the level of involvement of Bachelor of Elementary Education
students?
4. Based on the findings of the study, what programs or interventions
may be proposed to improve the level of involvement in extension
services?
INVOLVEMENT IN EXTENSION

The faculty and staff of the university are encouraged to do extension


activities. Their active involvement in extension activities is in support to
Program Accreditation, State Universities and Colleges (SUC) Leveling.
Performance-Based Bonus (PBB) and as compliance to institutional mandate.
The staff members may engage in community works provided that their official
functions will not be adversely affected by the schedules.

The faculty extensionist shall be entitled to one (1) project as a leader and
a maximum of two (2) two projects as member in a year.

Extension activities are non-formal educational interventions implemented


by duly designated institutions to bring about improvement in the quality of life
of its clients through improvement in their knowledge, skills and attitudes rooted
on indigenous as well as scientifically generated knowledge and technology.
Outreach programs such as gift-giving medical-dental mission, bloodletting, tree

planting, professional services, and other related activities are considered
community services, not extension

Extension programs and activities are designed in consonance with the


curricular programs and research undertakings of the university that are
normally supported and participated by alumni, and National Service Training
Program (NSTP) students particularly those who are in the Literacy Training
Service (ITS) and Civic Welfare Training Service (CWTS) components. Their
activities can be linked to extension undertakings of the university provided that
the requirements to engage in activities outside the campus premises are
complied with and there is proper coordination and approval from the concerned
offices

Theoretical Framework

The present study was anchored on Community Development Theory.


This theory is the most practical framework for social workers seeking lasting
change for individuals and the communities and societies in which they live. It
focuses on the centrality of oppressed people in the process of overcoming
externally imposed social problems (Allison Tan, 2009). This theory is
community development work because by the meer fact of the definition it
speaks for itself. The theory could adapt to other disciplines like Neighborhood
Development.
Community development is a process where community members are
supported by agencies to identify and take collective action on issues which are
important to them. Community development empowers community members
and creates stronger and more connected communities.
Extension is a public service work by an academic unit, faculty, staff and
students, individually or as a group. This function of an institution is a
contribution to achieving excellence in social, and public service, specially the
under-served sectors. Extension generates, validates, and applies knowledge
that can enrich instruction and research. Therefore, to come up with a good
program plan and become effective in the implementation and be guided in the
operation of the extension program, standards must be significantly observed
where extensionists must tail.
The Extension Institute of Community Development provides educational
programming to assist leaders, communities, and organizations realize their
fullest potential. We work with communities to build the vitality that enhances
their quality of life and enriches the lives of their residents. We educate in
leadership development, organizational development, food systems, community
economic development, local government education and much more. In short,
the Community Development Institute plants and cultivates the seeds for
thriving communities and organizations.

Scope and Limitation

In general, the focus of this study is finding out the involvement of the
students in University of Rizal System Tanay main campus in extension
programs provided by the school. About seven extension programs are now
being implemented starting from 2017-2022 schools faculty and students are
currently participating in this said extension programs. The study is largely
dependent on the records and the documents that will prove the involvement of
the students in extension programs of the school

In this proposed system, records and files are documented and stored in
the office of the extension program head for accessibility and portability.
However, the proponents limit the accessibility feature of the documents to
Faculty and staff only.

Significance of the Study

The study focused on identifying the involvement of University of Rizal


System Tanay students on extension activities from 2017-2022 Moreover, the
results of the study will be beneficial to the following:

Learning data, in conjunction with other dimensions of quality such as


context, teaching and learning environment, and learner characteristics can
reveal the factors that most affect learning outcomes. By revealing gaps in
student achievement and service provision, data can be used to identify those
groups that are being underserved and are underperforming. Once identified,
such inequities can be addressed. Data can be used to hold the system
accountable for the use of resources by showing whether increased public
investment in education has resulted in measurable gains in student
achievement. Although direct accountability for results rests mainly with the
school, the enabling policy and practice environment is the responsibility of
decision-makers at all administrative levels.

Students. The students will have an awareness of the involvement of


their selected course to extension activities and it will encourage them to
actively participate in the extension activities of the University.

Teachers/Mentors. The result of the study will help the teachers/mentors


provide encouragement to think of ideas that will give involvement to the
extension activities of students/mentees. This may also increase their
competency.

Guidance Staff. The result of the study may provide an assessment of


the extension program whether it is effective or not. This may also encourage
the guidance staff to think of other activities that will make the students/mentees
involved and enjoy the program.

Parents. The result of the study will help the parents of the students feel
secured because there are programs in the institution like the extension
activities that will help their children cope and adjust with the adversities of
college life.

Future Researchers. The findings of the study will serve as a reference


material and a guide for future researchers who wish to conduct the same
documentary analysis or any study related to involvement of URS Tanay
students on extension activities.

Definition of Terms

The following terminologies were defined operationally for ease in reading


and enlightenment about the content of the study.

Community development. Is a process where community members are


supported by agencies to identify and take collective action on issues that are
important to them.
Data. data is a collection of discrete values that convey information,
describing quantity, quality, fact, statistics, other basic units of meaning, or
simply sequences of symbols that may be further interpreted.
Declarations. The front page (or pages) of a policy specifies the named
insured, address, policy period, location of premises, policy limits, and other key
information that varies from insured to insured. The declarations page is also
known as the information page.
Extension. Is a public service work by an academic unit, faculty, staff,
and students, individually or as a group. This function of an institution is a
contribution to achieving excellence in social, and public service, specially the
under-served sectors.
Involvement. an act or instance of being included, or of including
someone or something, in an action, process, group, etc.

Chapter 2
REVIEW OF RELATED LITERATURE AND
STUDIES

This chapter presents the relevant literature and studies that the
researchers considered in strengthening the importance of the present study. It
also presents the synthesis to fully understand the research for better
comprehension of the study.

The community extension program, the entire academic community is not only
provided opportunities to be aware of, and understand the needs and problems
that are relevant on both local and national levels, but also opportunities to
involve itself in activities designed to develop the community and the less
privileged. The program therefore serves as an instrument by which the
institution instills in the mind of its own community specially its beneficiaries, the
concept of social responsibility. Moreover, the program serves as a springboard
for a closer linkage between the school and the community.

Gonzales and Maghamil noted that the extension service in the Philippines had
been implemented during the Spanish era, though it was organized into a
national system in 1952. Israel, Harder and Brodeur defined community
extension programs as “a comprehensive set of activities that are intended to
bring about a sequence of outcomes among targeted clients”. They clarify that a
program is more than a single workshop or activity. Among other things,
Extension programs are characterized by: a focus on the needs of the target
audience, the intent to affect participant learning and behavior outcomes,
multiple activities that are comprehensive in nature, and presence of a formal
evaluation.Social psychological factors, and social networks has been captured
by what has been termed “social integration theory,” or “role theory,” which
holds that an individual‟s social connections, typically measured by the number
of social roles that an individual has, can provide meaning and purpose to his or
her life, while protecting him or her from isolation in difficult perio
