S1.07 (4) REINSTATEMENT OF LOCAL ROADS WHICH HAVE BEEN USED FOR CONSTRUCTION
Prior to the start of transporting materials, goods and equipment, and construction, the
Contractor shall carry out an inspection and adequately record the existing condition of
the roads intended to be used as the access routes to the Site, including bridges located
on those roads, During construction, the Contractor shall maintain, clean up and repair
any damage to the local roads and bridges caused by its operations, and respond to any
complaints by local residents regarding maintenance and damage to the roads and
bridges caused by its operations. Upon completion of the works the Contractor shall
reinstate the roads to their original condition including but not limited to reinstatement
of pavement, shoulders, sidewalks, signage and crossing drainage, bridges and culverts,
etc. Prior to handover of the Works, the Contractor shall carry out final cleaning of the
local roads used for access to remove dirt or debris arising from construction traffic. No
additional payment shall be made for this work and shall be borne by the contractor.
The Contractor shall save harmless and keep the Employer or the Engineer indemnified
against any liability or claims for damage or loss from other parties resulting from the use
of any local roads and bridges for construction and as his access route to the Site.

relevant details and design calculation. Roofing shall be fully weather proof and properly
tied down with steel ropes and anchors to prevent damage by strong wind and storms.
Ceiling will be made of 6mm Gypsum board on 50mm x 50mm steel purlin
supports/bracings and painted similar to walls. Floorings and interior walls of toilets or
pantries shall be of ceramic tiles of the make, size and style as approved by the Engineer.
Other floorings shall be finished with mosaic tiles or equivalent. All interior and exterior
surfaces (except the ceramic tiles) of the Employer’s and Engineer’s Site Offices shall be
painted with one coat of good quality primer and two finishing coats of good quality all
weather anti-fungi paint. The primer and finishing paints shall be submitted for the
Engineer’s approval prior to application.
All internal doors shall be provided with ironmongery, name plates and lockable from
both sides. Windows shall be of a horizontal sliding type with anodized aluminum frames,
glazed with tinted glass, provided with roller venetian blinds and shall be lockable from
the inside only. All window openings shall be burglar proof, installed with steel bars and
provided with insect screens. All windows shall be provided with extra installation for
removable storm protection boarding which can be put up against heavy storm or strong
wind when in need. External doors shall be made of hard wood or steel with heavy duty
latches and locks for security.
The offices shall be fully furnished and equipped with sufficient quantity of furniture and
facility for the use of the Employer’s and Engineer’s site staff and personnel such as
desks, chairs, tables, cabinets, closets, benches, drawing tables with lamp fixture, filing
drawers, storage racks, hangers, white boards, notice boards, dust bins, meeting table
with sufficient chairs, dining table and chairs, internet access at all areas with the highest
possible speed, etc. The exact quantities, types, makes, sizes, and color, etc. of the
required furniture and fixtures shall be determined and approved by the Engineer before
ordering and delivery and shall be subject to changes as directed on site.
The facilities shall be entirely air conditioned with sufficient BTU and cooling/heating
capacity, with the exception of the kitchens, corridors, toilet rooms, pantries and stores.
All rooms, common office areas, kitchens, corridors, toilets, pantries and stores shall be
equipped with electric ceiling fans with adjustable speed and heating devices.
The office facilities shall be provided with and connected to uninterrupted electric power
supply and sufficient lighting throughout and with telephone service to all desk locations
for the sole use of the Engineer. All lighting in the site office facilities shall be of recessed
surface mounted fluorescent or LED tube lights with detachable diffusers. Each office
area shall be equipped with adequate electrical outlets set in the walls at 600mm above
the floor and spaced at approximately 2m centers. Electric cable extension cords shall be
provided as required and directed. The office facility toilet rooms shall each be equipped
with a toilet (commode type), wash basin with hot/cold water supply, hot water heater,
paper rolls, shower facility, soap dispensers, exhaust fan, paper towel boxes and wall
mirror. The Contractor shall supply and keep replenished at all times, all necessary toilet
and sanitary supplies.
The kitchen or pantry shall be equipped with a gas cooker (4 rings plus convection oven),
gas, heaters, electric toaster (front open type), refrigerator (2 doors, 1.2 m3 minimum),
water purifier, hot and cold water supply, countertop with double sink, electric
appliances and cooking equipment, microwave oven, electric kettles, exhaust fan,
drinking water dispensers, crockery and cutlery, storage shelves and cabinets, etc. all of
the types and in the quantities approved by the Engineer.
The components, finishes and materials shall be approved by the Engineer before
ordering and installation. Any component or material which proves unsuitable in use
shall be promptly replaced by the Contractor.
Covered car parking for minimum twelve (12) vehicles shall be provided adjacent to the
Engineer’s Site Office. Other open parking spaces on pavement shall also be provided
adjacent to the office with a drivers’ room and car washing facilities.
The Contractor shall be responsible for any filling and preparation of the sites for the
Engineer’s Site Office Facilities, including access by means of all-weather paved roads and
for covered and open parking and office compound areas adjacent to the office facilities.
The location of the facility site shall be approved by the Engineer and the site itself shall
be graded and properly drained so that there are no depressed areas where water will
collect. The office compound will be provided with lighting and shall be fenced all around
with steel gates and sign board. The whole compound will be beautified with landscape,
flower beds and plantations and well maintained with regular watering and pruning.
All surface water will be discharged into storm water drainage and waste water shall be
disposed of and soaked away through underground outlets and septic tanks in
accordance with National regulations or as approved by the Engineer. The Contractor
shall perform percolation tests at the location of the leach field or pit, and the size of the
leach field or pit will be subject to the results of these tests and the approval of the
Engineer.
The septic tanks shall be of reinforced concrete, equipped with proper inlet and outlet
baffles and sealed access hatch. The size shall be sufficient to operate for at least one
year without the solids or fouls overflowing into the leach fields. The Contractor shall be
responsible for the required “pumping out” and regular cleaning of the septic tank and
disposal of the waste.
The leach fields or pits shall penetrate through the catch layer if there is one. The space
below the distribution pipes shall be backfilled with a pervious material and compacted
prior to installing the distribution pipes. The design of the leach fields and pits shall take
into consideration only the area of the side walls of the trench or pit below the level of
the inlet pipes. The area of the bottom of the trench or pit may not be used for
percolation calculations, as it will be continuously saturated. The Contractor shall submit
full details of the proposed system to the Engineer for his approval.
The Contractor shall provide, fit and fix a diesel powered stand-by generator of at least
30 kVA capacity at each site office with fully supplied fuel to provide full electrical and air
conditioning facilities in all office and public areas. The generator shall be installed to
automatic cut in immediately when mains power ceases to be available and to cut out
when mains power resumes. The generator shall be located as directed by the Engineer,
on a plinth and with accessible shelter and raised exhaust pipe outlet as approved by the
Engineer. Servicing and sufficient fuel shall be fully provided by the Contractor.
Sufficient quantity of fire extinguishers and firefighting equipment with automatic escape
route exit illumination shall be provided and installed at appropriate locations approved
by the Engineer. Such extinguishers and firefighting equipment shall be properly
maintained with certified services during the entire Contract period.
The Site Office Facilities shall be complete and fully functional within ninety (90) days
after the commencement date. Until such time as the facilities at each site is complete,
the Contractor shall provide temporary office accommodation for the Engineer in a
location at each site to be agreed with the Engineer. The size and standard of the
temporary office accommodation shall be subject to the approval of the Engineer and it
shall be available to the Engineer within seven (7) days from the date of request by the
Engineer for such interim provision of temporary office and accommodation. The

temporary office facility or facilities shall remain functional until such time as all of the
Employer’s and Engineer’s site office facilities have been provided by the Contractor and
accepted by the Engineer. The cost of providing such interim arrangement of temporary
site office is deemed to be included in the pay items of site office accommodation and no
extra payment will be made for these temporary office accommodations provided for use
on interim basis.
Prior to commencing the construction of any facility, the Contractor shall prepare and
submit to the Engineer for approval, working drawings of the facility. The drawings shall
include the site layout, front and side elevations, floor plans/ dimensions, and details of
construction and finishes.
The Contractor shall provide and maintain all necessary janitors, attendants, security
safeguards including perimeter fencing, signage, external lighting and watchmen for the
facilities at all times and such personnel and security guards shall be subject to the
approval of the Engineer. The aforesaid security shall also be provided to the designated
entrance for the exclusive use of the Engineer and Employer if required.
(b) Measurement and Payment for Employer’s and Engineers Site Office Facilities
The measurement and payment shall be made on a turn-key construction basis for all
works but not limited to all approvals required, construction works, fit out, electrical
installations, utilities, sanitary fittings, plumbing, drainage, landscaping, air conditioning,
furniture, furnishing, fixtures, commissioning and maintenance, etc. of the Employer’s
and Engineer’s Temporary Site Office Facilities, inclusive of all the completed works at
the rate per square meter priced for each of the civil works packages. The Contractor
shall maintain and service the Employer’s and Engineer’s Temporary Site Office and
facilities throughout the whole Contract period to such extent and quality acceptable to
the Engineer, including all supplies and consumables, payment of all utilities, charges and
security as directed by the Employer and the Engineer. Payment for the maintenance and
servicing works shall be made at the monthly rate priced in the BOQ. No other pay items
shall be used or referred to for this work.
All the site facilities for the Employer and the Engineer (site offices including furnishings
and equipment provided therein) shall remain the property of the Employer at all times
and will be disposed of at his discretion.
Flooring of the site accommodation areas, including bedrooms, dining room, common
areas and the entrance shall be paved in ceramic tiles on reinforced concrete slabs.
The accommodation shall be entirely air-conditioned with split-system reverse cycle
(inverter type) conditioners with adequate cooling/heating capacity to permit a
temperature of 18 oC to be reached and maintained in summer and 32°C in winter, with
the exception of corridors, toilet rooms, pantries, verandas and stores. However,
sufficient cooling fans and heating devices shall be provided in corridors, toilet rooms,
pantries, verandas and stores. The bedrooms, living areas, kitchen and common areas
shall also be provided with ceiling fans at appropriate locations.
The Contractor shall complete the required number of bedrooms or accommodations
with all furniture, fixtures and appliances ready and suitable for being occupied by the
Employer’s and the Engineer’s personnel within one hundred and eighty (180) days of the
Commencement Date or from the date of possession of the available sites notified by the
Engineer. The Contractor shall make interim arrangement to provide temporary
accommodations to the Engineer and/or the Employer at his own expenses during the
period when the construction of the temporary accommodation on site is not complete
or not yet ready for being occupied or used. Payment will not be made for such interim
accommodations but the arrangement is considered a subsidiary obligation of the
Contractor and the costs are deemed to be covered under the price of Pay Items for the
temporary accommodation in the Contract.
Each unit of the accommodations shall have a common living area that is properly air-
conditioned and ventilated with sufficient ceiling fans with one common toilet, stores,
washing machine, Drying racks, and verandas. Kitchens shall include appropriate
installations, appliances and fully fitted units to a specific standard approved by the
Engineer, similar in style and quality to those provided for the temporary office facilities.
Each room of accommodation mentioned above shall be provided with all the necessary
hard furnishings including freezers, televisions, internet access with the highest possible
speed, installation for hot and cold water, and sanitary fittings. It shall also be provided
with a toilet with shower facilities with bathtub attached to each bedroom
Similarly all loose and built-in furniture such as bedding, wardrobes, closets, reading
tables, desks, chairs, dining tables and curtains shall be provided to a specific approved
standard. The accommodations shall be supplied with sufficient sets of soft furnishings,
cutlery, crockery, etc., together with countertop and sink, microwave oven, gas stove,
convection oven, cooking appliances, toaster, kettle and utensils appropriate to the
specific unit and as directed by the Engineer. The Contractor shall provide all supplies and
consumables to service the accommodations and to create comfortable living place for
the Engineer’s and the Employer’s Personnel at all times.
The Contractor shall provide, fit and fix a diesel powered stand-by generator of minimum

The Contractor shall provide recreation ground and facilities in a common area adjacent
to the Employer’s and Engineer’s temporary site residential accommodation and shall
construct a tennis court (Omnicourt specification: the sand-filled court surface shall hold
firm under all weather conditions and offer rapid drainage, even after the hardest rain.) a

paved basketball court and two (2) golf driving ranges surrounded by a net with a cubic
frame. The recreational facilities will be provided with suitable equipment and lighting
and be maintained in good working condition by the Contractor.
The Contractor shall design and provide one freeboard swimming pool at the Employer’s
and Engineer’s temporary site residential accommodation premises having minimum 80
sq.m internal pool size with depths 1.0 m at shallow end and 2.10 m at deep end. The
pool shell structure and pool equipment room shall be monolithic and watertight
reinforced concrete construction and finished with ceramic tiles all around. All
mechanical installations, equipment and services such as pool pumps, pool filtration, salt
chlorinators, Dosing pumps, Automatic controls and all associated interconnecting pipe
works and valves shall be designed, installed and properly commissioned. The electrical
services shall comprise the design, supply, installation, testing and commissioning of the
complete Electrical Installation. The contractor shall supply appropriate number of buoys
and lifesaving equipment and shall be responsible for maintaining and servicing the
swimming pool in good condition throughout the Contract period.
The Contractor shall provide and maintain adequate all weather paved access roads and
shall construct paved and covered parking areas for at least twelve (12) vehicles and a
drivers room adjacent to the accommodation to the approval of the Engineer. The
accommodation compound will be provided with lighting and shall be fenced all around
with steel gates and sign board. The whole compound area will be beautified with
landscape, flower beds and plantations and well maintained with regular watering and
pruning.
The Contractor shall provide and maintain telephone lines, efficient supply of clean and
potable water, internet connections at all areas with the service of the highest speed
available and electricity supply, and piped sewage/waste water disposal and treatment
system to all rooms and living areas of the accommodations to the approval of the
Engineer.
The Contractor shall provide and maintain all necessary janitors, attendants, security
safeguards, including perimeter fencing, signage, external & compound lighting,
watchmen and sheds for the facility at all times and such personnel and security guards
shall be subject to the approval of the Engineer.
(b) Providing Safety and Security Measures at Engineers & Employer Office & Residential
compound
The contractor shall provide and maintain all necessary safety and security measures at
the Employer’s and Engineer’s office and residential accommodation. The Contractor
shall install the required facilities and equipment and deploy sufficient quantities of
security personnel with archway, walkie-talkie & metal detector etc., all in accordance
with the provisions in relevant sections of the Special Specification and Safety
Specification.
(c) The contractor shall supply and install a sufficient number of IR IP cameras and IR PTZ
cameras in the Employer’s and Engineer’s office and residential compound so that the
entire premises is under security surveillance. The security camera shall be installed with
4.0 Megapixel/IR waterproof IP/PTZ camera, 1080p HD NVR System with all power
adaptor, Network Switch, connector, 20 TB (terabytes) Hard Disk, Video cable, Power
cable, four (4) 32-inch monitor etc. The contractor shall also provide required number of
security personnel for watching and monitoring the video monitor for 24 hours. The
Contractor shall operate and maintain the security system till the completion of the
project. The Contractor shall develop and submit the Special Safety and Security Plan for
the Project which will include the measures to be taken and implemented for the
Employer’s and Engineer’s site offices and residential accommodations, all in accordance
with the details and provisions specified in the relevant sections of the Contract and the
Special Specification and Safety Specification.
(d) Measurement and Payment of the Employer’s and Engineer’s Temporary Site Residential
Accommodation Facilities
The measurement and payment on a turn-key construction basis for all works but not
limited to all approvals required, construction works, fit out, electrical installations,
utilities, sanitary fittings, plumbing, drainage, landscaping, air conditioning, furniture,
furnishing, appliances, fixtures, commissioning and maintenance of the Employer’s and
Engineer’s Temporary Site Accommodation Facilities will be made inclusive of all the
completed works at the rate per square meter priced for each of the bridge sites. The
Contractor shall maintain and service the Employer’s and Engineer’s Temporary Site
Residential Accommodation Facilities throughout the whole Contract period to such
extent and quality including payment of all utilities, charges and security as directed by
the Employer and the Engineer. Payment for the maintenance and servicing works shall
be made at the monthly rate priced in the BQ. No other pay items shall be used or
referred to for this work.
All the site residential accommodation facilities for the Employer and the Engineer (rest
house and facilities including furnishings and equipment provided therein) shall remain
the property of the Employer at all time and will be disposed of at his discretion.
S1.09 (3) TEMPORARY POLICE AND ANSAR BARRACKS AT COMPOUNDS OF EMPLOYER’S AND
ENGINEER’S OFFICES AND RESIDENTIAL ACCOMMODATIONS
The Contractor shall provide, erect, equip and maintain until the issuance of the Taking-
Over Certificate for completion of the Works, or at any other time as directed by the
Engineer, furnished accommodations of about 300 sq.m for the use of Police & Ansar
personnel near to the Employer’s & Engineer’s site office. The exact size and location of
the site for such facilities shall be made available by the Employer after verification and
notification to the Engineer.
The type and quality of the accommodation to be provided are of semi-permanent type
and the construction details shall generally conform to the same structural and
architectural requirements specified for the Employer’s and Engineer’s Temporary Site
Office Facilities.
The entire accommodation shall be ventilated with ceiling fans except for one leisure
room which will be air conditioned with split-system reverse cycle (inverter type)
conditioner with adequate capacity to permit a temperature of 18 oC to be reached and
maintained all year round.
The Contractor shall complete the required number of accommodations (bunker type)
with all furniture, fixtures and appliances ready and suitable for use by Police & Ansar
personnel within ninety (90) days of the Commencement Date or from the date of
possession of the available sites notified by the Engineer.
The types of accommodation mentioned above shall be provided with all the necessary
hard furnishings including freezers, televisions, sanitary fittings. Kitchens shall include
appropriate installations and fully fitted units to a specific standard approved by the
Engineer. One particular room will be reserved for safe storage of shotguns, bullets,
ammunitions, etc. and will be provided with metal cabinets with locks and other security
installations in accordance with standard recommended by Police/Ansar.
Similarly all loose and built-in furniture such as bedding, wardrobes, closets, reading
tables, desks, chairs, dining tables and curtains shall be provided to a specific approved
standard. The accommodations shall be supplied with sets of soft furnishings, cutlery,
crockery gas stove, cooking appliances and utensil appropriate to the specific unit.

Sufficient quantity of fire extinguishers and firefighting equipment and automatic escape
exit illuminations shall be provided and installed at appropriate locations approved by
the Engineer. Such extinguishers and firefighting equipment shall be properly maintained
with certified service during the entire Contract period.
For the purposes of the Employer’s or the Engineer’s movement or site inspection, the
Contractor shall provide two (2) pick-up type van or vehicle with all accessories for the
use of the Police/Ansar, for the entire Contract period. The Contractor shall make
arrangement so that maximum six (6) Police/Ansar personnel can be accommodated in
each vehicle. The Contractor shall provide competent drivers, on shifts if necessary to
cope with any works progress, and full maintenance and regular servicing of the vehicles
including all fuel, oil, lubricants, repairs and parts, toll fees, loyalty, parking charges, valid
licenses, permits, insurances, daily cleaning, replacement of faulty vehicles and delivers,
other consumables and necessary facilities, etc., all to the satisfaction of the Engineer,
and shall maintain a log book of all travels and records of all maintenance servicing
works. The vehicles shall be brand new when provided at the commencement of the
Works and will be returned to the Contractor on completion of the Works and remedying
of any defects. The cost for furnishing and maintaining the vehicles for the Police/Ansar
will be deemed to be included in the prices and rates for Maintenance Operation and
Service of Police/Ansar accommodation as provided under the applicable Pay items in the
Bill of Quantities.
S1.09 (5) MAINTAIN AND SERVICE THE ENGINEER’S PROJECT LIAISON OFFICE OFF-SITE
The Contractor shall maintain and service the Employer’s and Engineer’s project liaison
office (off-site) at Dhaka. This shall include but not limited to the provision of local
supporting staff such as watchmen, cooks, peons, gardeners, labors and janitorial
personnel, security guard as well as routine services such as daily cleaning, wet floor
S1.09 (6) GENERAL MAINTENANCE, ATTENDANCE AND SERVICING OF ALL OF THE EMPLOYER’S
AND ENGINEER’S TEMPORARY SITE FACILITIES AND PROJECT OFFICES
The Contractor shall be responsible for the routine maintenance and servicing of all the
Employer’s and Engineer’s site facilities for office accommodation and residential
accommodation. This shall include but not limited to the provision of local supporting
staff such as watchmen, cooks, peons, gardeners, labors and janitorial personnel, as well
as routine services such as daily cleaning, wet floor mopping, necessary maintenance and
minor repair to mechanical, air-conditioning, heating, electrical and plumbing systems,
providing potable drinking water (to WHO standard) and all toilet supplies and
consumables, disposal of all garbage and waste, maintenance of interior and exterior of
buildings, carparks, grounds and paved areas including any repairs thereto.
Maintenance shall also include providing and paying all the utilities charges for water,
gas, electricity, sewerage/waste disposal, and local telephone and internet services, and
attendance to any other maintenance or service as specified herein or as further directed
by the Engineer. Local staff or personnel engaged in providing the services shall be
promptly replaced by the Contractor if the Engineer finds the service or behavior of any
such staff unacceptable or unsuitable in the opinion of the Employer or the Engineer.
If reticulated water to WHO standards is not readily available and cannot be provided,
commercially produced drinking water to WHO standards shall be supplied by the
Contractor as required for the use of the Employer and the Engineer.
Furthermore, the Contractor shall be responsible for and shall pay promptly all charges,
fees or other expenses for providing and maintaining the Employer’s and Engineer’s site
facilities, including all electrical, gas, fuel for generators, water, telephone services, high
speed internet and other utilities during the execution and construction period of the
Works and beyond until such time as advised by the Engineer.
Maintenance work and services provided by the Contractor shall be generally scheduled
to suit the operations of the works including periods outside the normal working hours of
the Engineer or at any other times as directed by the Engineer.
The costs of providing these general maintenance and servicing works as above
mentioned shall not be evaluated and separately paid for to the Contractor but are
deemed to have been included in the prices and unit rates for the respective Pay Items
for the specific facilities already provided in the Bill of Quantities.
S1.09 (8) INSURANCE OF THE EMPLOYER’S AND ENGINEER’S OFFICES AND FACILITIES; FURNITURE
AND EQUIPMENT, ETC.
The Contractor shall ensure that the entire values of all the Employer’s and Engineer’s
offices, accommodations and facilities provided and installed for the project, such as the
project liaison office facilities off the Site, temporary site offices, residential
accommodations, laboratories, including all furnishings, furniture, fixtures, installations,
appliances, provisions, laboratory apparatuses, survey equipment, office equipment,
computers, copiers and printers, etc. are fully included and comprehensively covered
under the relevant insurance policies for the Works, equipment or third party injury
against any liability for loss, damage or claims resulting from whatsoever causes including
but not limited to those caused by weather, accident, fire or theft for the whole duration
of the Contract.
The costs of any premium for coverage of such works in the insurance policies shall not
be separately paid for but are deemed to be included in the prices and rates for the
respective pay items in the BQ.
