2-Purpose
The purpose of this procedure is to define the safety actions that are required to control civil works involving
excavation activities during the Project which be prepared in advance for a building or insulation pipe and To
protect the employees, people who may work, live in or adjacent to an excavation or trench from any risk.

2. RESPONSIBILITIES
The Construction Manager (CM) and the HSE Manager are responsible for implementing the
Excavation Safety procedure.
The CM will report any issues pertaining to the difficulty of implementing this procedure directly to the
PM.
HSE Manager or his HSE staff shall prepare the Mom for HSE issues discussed at site and it shall be
approved by the HSE Manager and sent to the CM and PM for review and further actions to complete
the Work safely at site.
HSE Manager shall ensure that the HSE Staff is implementing all requirements to keep the site and
employee safe per Minimum Safety Standard on Excavation in Construction standard.
HSE Manager and his staff shall be responsible for training all employees working in the excavation
activities as per Company approved HSE training procedure Minimum Safety Standard on Excavation in
Construction standard. The training shall include the basic requirements of the Excavations per Safety
standard
HSEQ Manager shall be responsible for displaying IGC Quality Policy (also requirements of ISO system)
displayed in the IGC President’s Policy Statement at clear locations at the site offices for the site staff to
read and abide by.
HSE staff shall ensure that all drivers working in excavation shall be with valid driving licenses.
2.3 Subcontractors
The Sub Contractor shall ensure the respect of this procedure as described above. Each Work Permit shall be
accompanied by a dedicated JSA.
Shall ensure that excavation permit is secured before start of the excavation.
Ensure that safe excavation practices are followed during the execution of the Works.
Ensure that the Minimum Safety Standard on Excavation in Construction standard is implemented at
site and follow the instructions of HSE and CM instructions to implement it.
Ensure that the Minimum Safety Standard on Confined Space Entry standard is implemented at site
and follow the instructions of HSE and CM instructions to implement it.
The Competent Person shall classify the soil type in accordance with the definitions section and on the basis of
at least one visual and one manual analysis, or as per prior company classification of soil type. These tests are
designed to determine stability based on a number of criteria: cohesiveness, whether or not it is fissured, the
presence and amount of water, the unconfined compressive strength, the presence of layering, prior
excavation and vibration.
An examination of the job site will determine sources of vibration or evidence of prior excavation, such as existing
underground utilities. Observation of the excavation will determine the presence and amount of moisture as well
as layering, faulting and fracturing.

The unconfined compressive strength will type a sample. There are several methods of testing for it. The thumb
penetration test is useful and easy to perform. If the sample can be dented, but penetrated only with great effort, it
is type A. If it can be penetrated several inches and molded by light pressure, it is Type C. Type B can be penetrated
with little effort and molded.
Note: Field tests are to be performed on “freshly excavated” samples
The Competent Person shall perform multiple checks at each 4 foot (1.2m) level of the excavation to generate
consistent, corroborating data along its depth and length. The soil type is likely to change many times along a right
of way and the moisture content will vary with the weather and job conditions. All these factors must be taken into
consideration during the course of the work. It is the responsibility of the competent person to be sure of the soil
type at all times and that the protective measures are also sufficient at all times
As applied by Company, the following definitions shall apply to ground condition identification and suitable
control measures shall be adopted to ensure the safety of an excavation and, the personnel who enter:
Stable Rock
Type A
Type B
Type C
Note: Stability is greatest in stable rock and decreases through Type A and B or Type C, which is the least
stable. Contractor shall implement the ground condition procedure as shall be applicable to its scope of work.
To this effect, where Company classification exists for Contractor location, Contractor shall request for such
classification and apply them.
3. PROCEDURE
6.1 Permits
Excavation permit shall be secured as per procedure outlined in the Minimum Safety Standard on
Excavation in Construction standard.
Night time permit shall be taken ahead of time for any excavation that will take place after sunset.
If there is any night activity should or must have PTW prior started to work.
6.2 Safety
A stairway, ladder, ramp or other safe means of access or egress shall be provided in all trenches that
are 4 feet (1.2.m) or more in depth and shall be positioned at adequate intervals of lateral travel for
employees, and as constructed by contractor. In addition, two access and egress points should be
established if possible.
Standard guardrails shall be provided on all walkways, ramps or bridges where employees are required
or permitted to cross over excavation or trenches.
Employees shall not work in Trench Excavations in which water is accumulating, unless adequate
precautions have been taken to protect employees against the hazards posed by water accumulation.
If water is controlled or prevented from accumulating by the use of water de-pumping equipment, the
water removal equipment and operations shall be monitored by an attendant and competent person
to ensure proper operation.
Excavations that exceed 1.2m or 4 ft. in depth and require personnel to enter or perform works must
implement the confined space entry procedure.
HSE Manager and the CM shall prepare a Job Safety Analysis for the excavation activity for each type of
excavation before the start of the excavation in order to ensure that the safety measures are taken for
workers.
Minimum Safety Standard on Excavation in Construction safety measure for the types of hazard
mentioned in the standard shall be evaluated if these types of hazards exist.
For example, Benching shall be used as a Protective Method against cave in.
Underground Cables & Buried Services, existing or newly installed, are a major concern during
excavation work. CM shall ensure that As Built Drawings are checked to ensure proper coordination
between different types of excavations.
Where walkways or bridges are provided across excavated areas, they shall have the safety
requirements to complete the Works.
Access to, from and over excavation area should be adequately considered and provided for the
following types of vehicles:
Excavated soil removal vehicle.
Material transportation vehicle (Mobile Cranes, Lorries and Forklift).
Normal passenger vehicle.
Employee shall be protected by Protective Systems, from excavated or other materials, or equipment
that could fall or roll into the excavation by placing and storing such material or equipment a minimum
distance of 4 feet (1.2m) from the edge of the excavation. Employees shall be trained regularly with
the EER Plans in order to ensure correct behavior shall be followed in case of emergency.
Each employee in an excavation shall be protected from cave-ins by an adequate Protective System.
6.8 Inspections
Prior to the start of work, the competent person shall make daily inspections of excavations, trenches,
adjacent areas, and protective systems and as required throughout the shift. Inspections shall be made
after every rainstorm, or unusual work activities e.g. excess heavy equipment travel or vibration.
Employees will not be permitted to work in excavations or trenches if the Competent Person finds
evidence of a situation that could result in a possible cave-in, failure of a protective system, hazardous
atmosphere or other hazardous condition.
Inspections will be properly documented. This record should be maintained on file in the HSE
supervisor until the excavation is back-filled and shall be available for review upon request.
The following points from the Project’s General Specification for Excavation shall be followed:
The use of explosives is forbidden.
Drainage of water from excavations, if required, must be carried out using suitable equipment such as,
for example, motor driven suction pumps, submersible pumps, or well-point systems.
The drainage operations shall continue until the Works are completed, unless otherwise agreed upon.
Dumped materials resulting from excavations shall not be prejudicial to the works, to the free drainage
of surface water, or to existing structures.
Roots, shrubs, debris, plants, etc. from topsoil removal must always be transported to dump areas.
Smoking inside the excavating area is forbidden.
Before temporary removal of individual support members begins, additional precautions shall be taken
to ensure the safety of employees, such as installing other structural members to carry the loads
imposed on the support system.
Removal shall begin at, and progress from, the bottom of the excavation. Support members shall be
released slowly so as to note any indication of possible failure of the remaining members of the
structure or possible cave-in of the sides of the excavation.
Back-filling shall progress together with the removal of support systems from excavations.
9. Backfill
Backfill operations shall be carried out in accordance with the following guidelines:
Backstops will be provided for vehicles dumping material to prevent them over running the edge.
Consideration will be given to the specification for compaction qualities, need for tile markers and tiles and
other protection measures necessary for the protection of equipment.
Redundant spoil not backfilled will be removed to an area identified in advance.
A safe system of work will be identified and implemented for the removal of timber supports, steel sheeting
and piles. Consideration will include provision of lifting appliances suitable to take the load of embedded
sheet piles without damage.
10. Records
The Contractor Superintendent will ensure that new facilities are clearly reflected in the as-built drawings.
Every subcontractor will record all the information included in the Excavations Record in Attachment
Weekly the record will be checked and reviewed by the competent Contractor Superintendent and the
Contractor Field HSE Manager/HSE Coordinator.
The Excavations Record will include the results of the daily pre-work check and of all the check following
particular events that could compromise the stability and the health of the workers.
All the machinery that leave the site work should be inform the site Eng. and the site safety supervisor and to
be mention in the recorded time with the driver name and machine number.
11. Training
All employees who are to be engaged in excavation works which consists of excavations that are to be greater
than 1.2 meters deep shall be instructed by a competent person from the Subcontractor on safe methods of
working.
Instruction will cover as a minimum the following subjects:
Requirements for excavation permit. Shoring, benching sloping.
Removal of spoil.
Exclusion zones for machines & equipment alongside excavations. Unstable soil.
Leaching of water through excavation walls.
Access and egress.
Placement of material into excavation by cranes or other machinery.
To prevent cave-ins:
Employers should also ensure there is a safe way to enter and exit the trench. Keep materials away from the
edge of the trench. Look for standing water or atmospheric hazards. Never enter a trench unless it has been
properly inspected.
