Communication Strategy of The Central Statistic Agency in Padang City in The Population Census Policy To The Community
Abstract
This research was conducted to find out the communication strategy carried out by the Padang City BPS in
communicating the population census policy to the community. This research was based on the implementation of
the 2010 population census policy which was a major event held simultaneously in all regions of Indonesia including
the City of Padang. To achieve effective communication where all the people of Padang City are willing to participate
in the success of the 2010 population census policy without being missed or not recorded, a carefully planned
communication strategy is needed. The communication strategy that has been implemented by Padang City BPS
managerially has gone through the stages of communication strategies starting from the planning stage to the
evaluation. The form of communication conducted by BPS in Padang City in communicating census policies to the
public is media communication, namely by socializing the population census policy through existing communication
media. While the form of communication in communicating the population census policy to the community is face-to-
face communication with the people of Padang City through structured interviews using questionnaire instruments.

The communication strategy that has been implemented by the Padang City BPS
managerial has gone through the stages of communication strategy starting from the
stage planning to evaluation. Overall, based on the findings of researchers in the field it
is known that the implementation of deep communication strategies communicating
population census policies to the City community Padang has been carried out very well
and in accordance with procedures which has been determined by Central BPS.
All elements in the communication stage have been carried out properly as well
as possible, namely at the stage of audience analysis carried out by the City BPS
Padang is collecting data regarding potential villages/kelurahan and sub-districts in the
city of Padang from the Camat and Lurah concerned. At the stage of setting the target
of communication is done with household approach, namely by mapping the census
area into small regional units called Census Blocks (BS) then officers The Padang City
BPS census visited every house on the map of the area census block to list the people
who will be targeted BPS census communication for Padang City.
While in determining the design strategy BPS is designing strategic
communication, starting from the design of messages and media used in order to get
the effect of communication in accordance with the above want, namely the effect of
behavior change on society and willing cooperate with BPS officers in making the
census policy successful resident.
Then at the communication policy setting stage, all the policies set are sourced
from the Central BPS because of the population census is a major event held
throughout Indonesia simultaneously and based on the provisions of Law no. 16 years
1997 with the person in charge of carrying out the population census is the Head BPS
therefore all policies are sourced from Central BPS, however even so, each policy
determination is taken based on consultation from many parties including from the
Head of BPS Kota Padang. The policy set by BPS Kota Padang only concerns
recruitment and training of field officers from the population census. Next stage
implementation of communication strategies in communicating census policies residents
refer to the SP2010 implementation calendar set by Central BPS.
Finally, at the communication evaluation stage carried out by BPS is the
evaluation of the effect that is the change in the behavior of the people at the time
implementation of census policy communication, in order to find out to what extent
effectiveness of messages conveyed through communication media used, other
evaluations are regarding SP2010 data and discipline field officers in communicating
census policies through the Post
enumeration survey.

SENSUS PENDUDUK KEPADA MASYARAKAT
Abstrak
Penelitian ini dilakukan untuk mengetahui strategi komunikasi yang dilakukan oleh BPS Kota
Padang dalam mengkomunikasikan kebijakan sensus penduduk kepada masyarakat. Penelitian
ini didasarkan pada pelaksanaan populasi tahun 2010 kebijakan sensus yang merupakan acara
besar yang dilaksanakan serentak di seluruh wilayah Indonesia termasuk Kota Padang. Untuk
mencapai komunikasi yang efektif di mana semua orang masyarakat Kota Padang bersedia ikut
mensukseskan sensus penduduk tahun 2010 kebijakan tanpa terlewatkan atau tidak direkam,
komunikasi yang direncanakan dengan hati-hati diperlukan strategi. Strategi komunikasi yang
telah diterapkan Padang BPS Kota secara manajerial telah melalui tahapan strategi komunikasi
mulai dari tahap perencanaan sampai dengan evaluasi. Bentuk komunikasi yang dilakukan oleh
BPS Kota Padang dalam mengkomunikasikan kebijakan sensus kepada masyarakat adalah media
komunikasi, yaitu dengan mensosialisasikan kebijakan sensus penduduk melalui media
komunikasi yang ada. Sedangkan bentuk komunikasi dalam berkomunikasi kebijakan sensus
penduduk kepada masyarakat adalah komunikasi tatap muka dengan masyarakat Kota Padang
melalui wawancara terstruktur dengan menggunakan instrumen kuesioner.
