Mahaba Integrated School is situated at Barangay Mahaba, Cabadbaran

City, Agusan del Norte. One of the last mile schools, Mahaba IS is the home of 309
students that include Manobo and Mamanwa learners.
Geographically, the school is about 12 kilometers above sea level. Its
location provided access to learners who are economically marginalized thereby
exemplifying the commitment of the Department of Education to provide access to
learners from the far-flung areas. At present, Mahaba IS has offered full Elementary
and Junior High School.

I. OBJECTIVES

The contingency plan aims to provide immediate and concrete actions that will
cater to gaps and incidents that potentially put at risk the life of the personnel,
learners, and other stakeholders that will participate in the provision of access to
education through limited face-to-face and modular modality.
This Contingency Plan aims to:

1. Align with the National Contingency Plan of the National Disaster Risk
Reduction and Management Council (NDRRMC) for the COVID-19 and other
similar pandemics;
2. Establish the coordination and communication mechanisms between the

Schools Division Office of the City of Cabadbaran and Mahaba Integrated
School;
3. Establish the coordination and communication mechanisms between Mahaba

Integrated School and the Local Government Unit of Barangay Mahaba;
4. Set the response, early recovery, and/or rehabilitation roles and functions of
the Schools Division Office of the City of Cabadbaran, school personnel,
Barangay Local Government Unit, and other National Government Agency/ies;
5. Provide guidance for the continuing capacity building for school personnel;
6. Determine the preparedness and prevention and mitigation measures to reduce

the impacts of the COVID-19 and other similar pandemics;
7. Support the identification of needed equipment and supplies to reduce the

impacts of the COVID-19 and other similar pandemics.

III. ACTIVATION, DEACTIVATION, AND NON-ACTIVATION OF CONTINGENCY

PLAN
The contingency measures in this document are aligned with the 2019
NDRRMC Harmonized National Contingency Plan (HNCP) for COVID-19 and other
similar pandemics. The activation, deactivation, and non-activation of the
contingency plan is dependent on the indicators stipulated in this plan.
A. Activation
The activation of the Contingency Plan for the limited face-to-face classes
relative to the COVID-19 and other similar pandemics of Mahaba Integrated
School is dependent on the following:
1. Opening of classes on the scheduled limited face-to-face with heightened

level of Public Health Emergency.
2. One (1) personnel contracted the virus while performing on-site delivery of
services at the school.
3. Increased number of COVID-19 confirmed and probable cases near the
school and with local transmission.
4. Barangay Local Government Unit’s request for usage of classroom/s within
the school year is approved by the Approving Authority.
B. Deactivation
1. Nationwide vaccination of WHO-approved vaccine against COVID-19.

2. Upon declaration/certification of Local IATF that the school community is
already cleared for resumption of services.

3. All classrooms used as isolation facilities are cleared out, disinfected, and
repaired if applicable.
C. Non-activation
1. Declaration of the IATF-EID that the situation is no longer threatening.
IV. COORDINATION, COMMAND, AND CONTROL
A. Coordination
All actions to be taken by Mahaba Integrated School will be in

coordination with the Local Government Unit of Barangay Mahaba and the
Schools Division Office of Cabadbaran City. Decisions to be made are guided by
the flowchart below:

B. Command and Control
Procedural Details:
a) Prior to the opening of classes
1. School head assures the compliance to the minimum health
standards set by the Department of Health, to wit:
i. Sufficient provision of handwashing facility with hand soap
in all entrances of the school
ii. Provision of footbath in all the entrances of the school
iii. Screening mechanisms for those who will be entering the
school premises, such as but not limited to:
● Thermal scanner
● Tracking system (log, card, etc.)
● Screening area
iv. Provision of surgical masks for those who will be screened
with high body temperature, cough, runny nose, etc.
v. Ensuring the observance of physical distancing
b) Opening of Classes with heightened level of Public Health

Emergency
1. School head, with the help of the school DRRM coordinator
and/or clinic teacher, closely monitors the updates of the
pandemic in the community prior to the opening of classes.
2. School head activates the contingency plan when the level of
Public Health Emergency is elevated.

d. Transportation Team – responsible for any transport operations.
e. Rescue Team – takes appropriate response and measure
regarding the operations.
f. Medical Team – address concerns of patients regarding their
health status.
