1 Objectives
This document provide guide to safe site construction, so as to:
 Promote the worker’s awareness of safety in production;
 Avoid any safety accidents;
 Ensure personal and device safety during construction;
 Guarantee correct installation debugging of the devices.

2 Scope
This document applies to Huawei and subcontractor’s safety control of persons and
devices during site construction.

3 General Principles
 Appoint persons who are responsible for safety in production (project managers or
regional managers in usual) for each telecom engineering project. The head of each
department shall take the first responsibility for safety in production in the department.

 All telecom engineering workers must comply with site safety rules of the customer
and all requirements in this document. Additional safety management regulations can
be built for specific projects if necessary.

 The production safety owner in each division/representative office/project team and


the subcontractor shall transfer all requirements in this document to all subcontractors.
All subcontractors must follow requirements in this document and provide training on
operation security for all workers and management staff members. All personnel can go
on duty only after they pass the test on production safety.

 The workers for special operations (for example, work at heights (WAH) and welding)
must pass the test after the safety training and have the work certificates.

 The dangerous areas must be marked with signs and isolated by protective structure.
Emergency measures and personal security measurements must be developed for
dangerous operations. The workers in dangerous areas must be protected as per the
security requirements (for example, equipped with helmet, gloves, smock, protective
glasses, and work shoes) and be equipped with specific tools for operation security.

 Before construction, each subcontractor must send Huawei a construction plan that shall be
reviewed by the regional project manager of Huawei. The construction plan must include but
not being limited to organizational structure for construction, production security
responsibilities, safety management targets, construction technologies, schedule, quality and
safety assurance measures, and safety emergency measures, so as to ensure the construction
meets the security, schedule, and quality requirements.
 The construction must be carried out as per the design documents, product installation
regulations, and date setting criteria.
 All worker and other persons shall always carry a Site Construction Safety Checklist with them
for learning and self-checked at any time.

4 Detailed Requirements

4.1 Security Requirements in Tower Installation

4.1.1 WAH Definition


Any work activities where there is a need to control the risk of falling a distance of 2 meters or
higher are called work at heights (WAH). Towers for telecom are high and heavy steel buildings,
so the tower installation is kind of difficult WAH. Safety in this construction deserves more
attention.
The WAH is divided into the following classes:
1. Class 1 : The height is 2m to 5m;
2. Class 2: The height is 5m to 15m;
3. Class 3: The height is 15m to 30m;
4. Special class: The height is over 30m.

4.1.2 Inspection before Tower Installation

4.1.2.1 Check the safety measures in the tower installation plan of each subcontractor: Check whether
the safety management measures are taken properly. For self-supporting towers over 50m
high, guyed tower over 30mhigher, and mast towers over 15m high and rooftop towers, the
subcontractors shall build special installation plans attached with safety calculation sheets.

4.1.2.2 Check the materials, tools and use of electric power on the construction site:

1) Loading and transport tower materials: Any hoisting operation must be directed by a
specified person. Any swing of the boom is forbidden and nobody is allowed to stand under
the area where the boom moves. Handle the materials with care when loading them by
hand. Extra tall or long tower materials must be marked with red flags during transport.

2) Storage of tower materials: Keep all tower materials by type. Lay them flat with crossties.
Do not leave them standing alone or against other objects. Equip the warehouse with
waterproof and antitheft devices. For outdoor keeping, store the materials in specified
areas with no unauthorized access allowed. For extra long materials for towers installed on
top of the buildings, build a practical lifting plan before handling. Keep the tower materials
on the roof over 1.5m away from the eave, so as to ensure their safety. Keep bolts and
other fittings properly.
3) Check safety of tools: Check the safety belts, ropes, slings, gin, poles, safety, helmets,
toolkits, clamps, chain blocks, and wire grips, so as to ensure both the quality and the
numbers of such tools meet the construction requirements.
4) The electric winding machines and winched shall comply with the requirements: They are
fixed firmly and keep the safety distance.
5) Safety factors of the hoisting devices must meet the following requirements:
Hand winch ≥ 3
Electric winding machine ≥ 5
Gin pole and sling ≥ 3
Chain block ≥ 3
Wire rope ≥ 10
6) Check the site emergency measures: Communication is smooth, emergency vehicles are in
place with drivers present.
7) Check the use of electric power on site:
a. Safety distance for electric power (horizontal 1 meter and vertical 2.5 meters if the
voltage is lower than or equal to 1KV; the distance between the wire sag and the ground is
longer than or equal to 4 meters);
b. Power distribution unit and switch box:

 3-level power distribution and 2-level protection;


 Sensitive residual current operated protective devices of switch boxes;
 The distribution units and switch boxes are properly installed with no foreign matters
around;
 Matched switches and fuses;
 Proper signs exist in the power distribution units;
 Tidy outlets;
 The power distribution units and switch boxes have doors, locks and other preventive
measures;

c. Illumination:
 Special loop circuits are available.
 The medal covers of lamps are grounded.

 Indoor wires and lamps are 2.5 meters high or higher and outdoor lamps are 3 meters high or
higher.
 All temporary supports for power wires are protected by wooden cross arms or isolators;

d. Power distribution line: Check power cables for any aged sheath, uncovered wire, and
temporary connections.

8) Nobody except the workers is allowed to access the work zone (a circle with the tower
foundation as the center and tower height multiplying 1.1 as the radii). Nobody is allowed to access the
forbidden zone (a circle with the tower foundation as the center and 20% of the tower height as the
radii) in the event of work on tower, unless permitted by the site commander.

9) Division of work zone and living zone: No overlap is allowed between the temporary living zone
and the work zone.

10) For construction in areas where accidents often occur (urban areas, residential zones, and
roofs): Close the site temporarily with clear warnings and special guards.

11) Stopgap measures on site: Any stopgap measures to be taken on the construction site shall be
signed by the site safely personnel and the regional project manager of Huawei.

4.1.3 Security Control during Tower Installation

4.1.3.1 Tower foundation construction

1) Foundation of towers on ground: Define the slope cutting factor based on the survey
and the design documents. Be aware of any change of the soil quality, the peripheral
environment, and buildings, so as to avoid any accidents such as landslides. Check the work
certificated of the workers for mechanized construction.

2) Foundation bed: Ram down the bed with machines. Ensure safe use of electric power for
the machines.

3) Foundation of towers on roofs: Recheck wiring of the foundation before construction, so as


to avoid any damage to the building or violation of the load requirements of the base
station due to inaccurate positioning.

4) Reinforced steel: Ensure correct cold-drawing methods and specify a work area with power
protective measures. The welders for reinforcement cafe must have welding certificates, so
as to ensure the welding quality. Welding Machine: The primary cable shall not be longer
than 5 meters. There shall not be more than 3 cable joints on the electrode holder cable.
Ensure a waterproof shield is available.

5) Reinforcement planting of foundation: Follow the designed planting specifications or


technical requirements (After the planting surface is excavated, apply for check and
approval).

6) Supporting system: The supporting system shall be designed and calculated. Do not replace
the stow woods under columns with bricks. The formwork supporting system shall be able
to resist the pressure during concrete pouring, so as to avoid formwork shifting or moving.

7) Concrete mixing: Do no close observe the concrete mixing, or you may be sucked into the
machine.
8) Roof restore: Restore the waterproof layer. Restore the planting area to its original
structure and appearance.
9) Cure the concrete and remove the formwork: Do not touch the concrete before it becomes
solid, so as to ensure its high quality. Remove and transport the formwork with care.

4.1.3.2 Environment requirements for tower installation


No operation is allowed in any of the following environment:
 Rain
 Snow
 Fog
 Wind force > 5
 Temperature ≥ 38°C
 Temperature ≤-10°C
 Frost over poles and columns
 Thunder
In addition, do not install towers at night.

4.1.3.3 Security requirements for tower installation

1) Self-supporting tower: Check whether any flaw or defect exists in the foundation, so as to
make clear whether the foundation meets the handover and installation requirements.

2) Tower shoe: Install the tower shoe and match the flanges as designed, and then fasten the
bolts and lock the tower shoe.

3) Tower section: Lift the parts with winches or machines or by hand. Prevent swing by using
ropes, no matter which lifting method you choose.

4) Machine placement: Do not leave the winding machines too close to the tower, so as to
avoid small-angle lifting. Keep safe distance between all machines and the tower.

5) Hoisting devices: Gin poles must meet the design requirements. Chain blocks must be
equipped with anti-derail devices. Wheels and axles can run smoothly with no rust.

6) Manual pulling: Pull the rope with equal force to hoist the parts vertically. No jerk, sudden
stop or shake is allowed.

7) Lifting: Bind or hang firmly the parts to be lifted, and then lock the clasp and safety switch.
Use a rope to control the hoisted parts, so as to prevent them from swinging.

8) When installing a guyed tower, check the distance between the tower and the high voltage
power line. If the construction distance cannot meet the distance requirements of the guy
rope, contact with the design company for changing site address. No guy rope is allowed to
cross between two power wires or pass over or under any power wires. The distance
between the tower and the power line shall be longer than 1.2 times of the tower height. If
a guy rope has to pass under power line, add an insulating sheath under the guy rope or
divide the guy rope into sections and then add isolators.

9) When installing a guyed tower, use temporary guy ropes to the work surface on the tower
section where no formal guy rope is designed. Follow the design specifications to make
formal guys on the tower section where guys are designed, and then lock the U-shape
clasps.

10) When installing a guyed tower, use two theodolites to monitor from two directions (the
two directions from an angle of 90°) at the same time. Use drawtongs to tighten the guys.
No nonstandard methods are accepted. Tighten all guys at the same time with equal force
and observe changes of the tower body. Make all fixing clips on the tower again and again.

4.1.3.4 Tower Material Substitution

1.4.1.1 Material inspection is vital for quality and safety assurance of towers. Do not install any
unqualified materials. Substitute materials against design changes should be conducted by
the design company.

2.4.1.1 U-shape clasp: The mode of U-shape clasps must comply with the design requirements. Do
not use large U-shape clasps to lock small steel strands. The number of U-shape clasps on
upper and lower fixing clips must comply with the design requirements.

3.4.1.1 The model of steel strands must meet the design requirements. In special cases, you can
replace the small strands with larger ones (calculation is needed). However, do not replace
any large steel strands with smaller ones. No back buckle on steel strand is accepted. No
scratch on any strand is allowed.

4.2 Security Requirements in Antenna and Feeder Installation

 The qualifications of workers for antenna and feeder installation and debugging are the
same as that for tower installation. Each worker must wear a safety belt and work with a
handy toolkit that is tied with the wrist through a belt. Check the installation quality and
safety factor of the working zone after climbing up the tower. Check whether any bolt is
loose, lost or damaged. Check whether the antenna rack has been installed firmly as
required by the safety specifications.
 Take protective measures for antenna parts to be lifted. Install the fixtures firmly. Adjust
the antenna tilt, and then fasten the bolt with two nuts.
 Determine a fixing plan before lifting any large device to the tower. The safety personnel on
site must review such plans.
 Appoint a commander under the tower. All workers on site must obey the unified
command.
 Do not walk or do any operations under any WAH area.
 Lead the feeder down along the cable tray. Set the cable tray in the middle of the tower, so
as to avoid tower collapse due to deviation of the center of the guyed tower. Lay the feeder
straight without any crossover. Divide the feeder evenly into sections and then bind it with
the cable tray with traps. Use two straps at bends, so as to ensure the correct angle.
 Do not lead the power cable of pilot light with the feeder side by side.

4.3 Environmental Protection Requirements

 Do not destroy any vegetation, culture relics, or water sources during the construction.
 Use special ground anchors for guy ropes in densely populated places. For example, use a
concrete base to raise the anchor foundation, so as to keep the net height of guys as 4.5
meters.
 The subcontractors must restore the site after construction and bring all remaining
materials out of the site
 Comply with the local noise control criteria and working time rules during construction in
urban area.
 Set a dustman in any construction site in urban area.
 Cover all vehicles that are conveying building refuse as required, so as to avoid air pollution.

4.4 Operation and Construction Safety for Power Supply Devices

4.4.1 Construction Safety Requirements for Power Supply Devices

4.4.1.1 Only professional electricians are accepted. Working without work certificates is forbidden.

4.4.1.2 Comply with the design documents to build the power supplies for communication (submit a
Construction Plan to the engineering manager of the customer if necessary). Access the site for
construction only after being agreed by the customer. The customer or the engineering
supervisors shall supervise the construction.

4.4.1.3 Check the site before building any power supplies, so as to make clear that the environment and
conditions (ventilation, temperature, humidity, dust index, bearing capability of the floor,
shockproof capability, and grounding system) of the site can ensure safety in both power supply
construction and device operation.

4.4.1.4 Before building the power supply, confirm all power supply devices and connection devices are
powered off, warning sign saying “Switch-off for work. Do not switch it on” are set at the
switches, and all devices are isolated properly. Set a warning sign at all entries and doors of the
site. Appoint a person to monitor operation, so as to ensure safety in construction.

4.4.1.5 For power supply WAH, keep any tools or materials properly, so as to avoid personal injury and
device failure due to any fallen tools. Appoint a person to monitor the person and take
preventive measures on site. Any work without certificates or monitoring is forbidden.

4.4.1.6 Before powering on any device or connecting any device to a powered device, get consent from
both the power supply management department of the customer and the department that is
responsible for maintaining the device to be connected. Submit a power cutover plan to the
customer for approval and execute the power cutover in strict compliance with the design
documents and the customer’s power supply plan.

4.4.1.7 Work in strict compliance with the design documents. Do not change any design without
permission. If any problem exists in the design documents, contact the designers and then
work under guidance of the designers.

4.4.1.8 Measure Voltage and current of the power supply by using the relevant meters before
construction, so as to ensure all parameters of the power supply meet the requirements. Use
of any unknown or unmeasured power supply is forbidden.

4.4.1.9 Handle the heavy batteries with care, so as to avoid battery damage or personal injury due to any
fallen battery. Ensure correct polarity when connecting batteries in serial. Connect the cables
firmly to the studs of batteries. Avoid any short circuit between studs during the operation.
Wear protective glasses and gloves during the operation, because batteries are chemical
products. If any chemicals run out, clean the site immediately and air the site.

4.4.1.10 brings the tools and materials with you firmly or keeps them in a proper place. Do not put any
metal tools or other materials on the top of or inside a power supply device during the
construction, so as to avoid power supply accident caused by any faller material.

4.4.1.11 Identify the positive and negative polarities of the power supply busbar with clear marks.
Power cables of the same polarity must be in the same color, and power cables of different
polarities must be in different colors. The busbar identifiers and colors of power cables must
meet the customer’s requirements.

4.4.2 Operation Safety Requirements for Power Supply Devices

4.4.2.1 Operations of power supply devices, power distribution devices and powered devices shall
comply with the engineering interface specified in the contract. For Power supply devices to be
operated by users as required in the contract, do not carry out any operation instead of the
customer or its designee.

4.4.2.2 Submit an application before you use any power supply of the customer. Do not use any such
power supply before you get consent from the customer. A power supply engineer designated
by the customer will monitor power-on of any device. Follow the guidance and command of
that engineer.

4.4.2.3 Only electricians with work certificated can power on devices.

4.4.2.4 Connect the devices to be powered to the specified position of the power supply (distribution)
device as per the design document or the customer’s power supply plan, so that the power
supply (distribution) device can properly power the relevant device.

4.4.2.5 Before powering on a device, use a tester to check whether the power supply connection meet
the safety requirements as follows:

 No short circuit exists;


 The grounding is firmly and reliable;
 The switch-on, switch-off, and output voltage of the output switch of the supply device are
normal;
 The rated output current meets the requirements of the device to be powered;
 All power switches of the device to be powered are off and no short circuit exists inside it.

4.4.2.6 Operation procedures of power supply devices

1. Power-on procedure of communication devices


Step 1: Power on the power supply device:
Action: Turn on the output switch;
Confirm: The output voltage of the power supply device is normal.
Step 2: Power on the power distribution device

Action 1: Turn on the input switch;


Confirm: The input voltage of the power distribution is normal
Action 2: Turn on the output switch;
Confirm: The output voltage of the power distribution device is normal.
Step 3: Power on the device to be powered
Action 1: Turn on the input switch;
Confirm: The power distribution indicator on the powered device is in normal state and the fans
and alarms work normally.
Action 2: Turn on the power module in the service frame;
Action 3: Insert a board into the proper slot in the service frame (turn on the power switch of
the board);
Confirm: The board power indicator is in normal state.

2. Power-off procedure of communication device


Power-off of any device must be approved by the customer and be carried out under monitor of
the supervisor appointed by the customer. Only the customer or its designee can power off any
power supply device at the customer side. The power-off procedure of devices is opposite to
the power-on one.
Step 1: Power off the device to be powered
Action 1: Turn off the board power;
Confirm: The board power indicator is off.
Action 2: Turn off the power module of the service frame;
Confirm: The power indicator of the power module is off.
Action 3: Turn off the input switch off the powered device;
Confirm: The power distribution indicator on the powered device is off and the fans and alarms
stop working.
Step 2: Power off the power distribution device
Action 1: Turn off the output switch of the power distribution device;
Confirm: The output voltage of the power distribution device is zero.
Action 2: Turn off the input switch of the power distribution device;
Confirm: The input voltage of the power distribution device is zero.
Step 2: Power off the power supply device
Action: Turn off the output switch;
Confirm: The power supply device outputs no voltage.

4.4.2.7 When installing an expansion device, connect its power cable to the power supply (distribution)
device only after you finish all other installations. Before connecting the power cable, check
that no short circuit exists in the expansion device, and all power parameters of the power
supply (distribution) device meet the requirements of the expansion device.

4.4.2.8 If any accident occurs during power operations, report it to the relevant managers immediately
as per the major accident handling processes if both the customer and Huawei.

4.4.2.9 Never put your hand, foot, head or other electric conductors inside the device during power
operation, which may cause power accident or personal injury. If you have to put your hand
into a device for certain operations, take the proper insulating measures. For any metal tool
that may touch or keep close the power supply, cover all exposed metal areas with insulating
tapes except for the contact point.

4.4.2.10 After all power operations finish, check whether the devices and power indicators work
normally and whether all power parameters are normal. The power alarms must be valid.

4.4.2.11 After all power operations finish, close all windows and doors of the devices, so as to avoid
failure due to invasion of any animals. Isolate power supply devices, power switches, and
dangerous voltage and current and mark them with warnings. Close the door of any power
supply device except the maintenance period.

4.4.2.12 Any operation on the power supply must comply with the ESD safety requirements. When
operating any communication device, use the proper ESD-preventive equipment as required by
the relevant device manufacturer.

4.4.2.13 For more information about power-on and power-off operations of powered devices, refer to
the relevant operation manuals supplied by the manufacturers.

4.5 Safety Requirements in Main Device Construction and Debugging

4.5.1 Personal Safety Requirements in Main Device Construction

4.5.1.1 All workers shall be familiar with the site environment before construction, so as to avoid
accident when working together with other companies.

4.5.1.2 Handle the devices with sufficient labors and reliable conveyors. Tighten the rigging firmly to
protect workers from being crushed.

4.5.1.3 Wear gloves and use proper tools to open cases. Remove all sharp packaging materials that may
cause injury from site as soon as possible.

4.5.1.4 If electric saws, drills, or cutters are used for the device installation, follow instructions of such
tools.

4.5.1.5 Ask others to hold the cabinets when fixing the devices, so as to prevent the cabinets from
falling down.

4.5.1.6 Make sure the ladders or other similar tools are reliable during indoor work at heights. Keep the
tools and materials properly to prevent them from falling down. During work at heights, all
ground workers in the area must wear safety helmets or leave the area. The WAH workers must
wear safety ropes, tight clothes, and anti-statistic shoes. Keep all tools in a tool bag. Climb up
before sending the tool bag up and climb down after the tool bag is sent down.

4.5.1.7 For outdoor work at heights, see section 4.1.3.2.

4.5.1.8 The holes in floors for cabling and the wellheads are very dangerous. Take the proper protective
measures when getting close to such areas. Restore the anti-static floors on walks after the
devices are installed, so as to avoid misstep and fall. Take proper protective measures (e.g.
wearing a safety rope) during WAH on an outer wall.

4.5.1.9 Ventilate the site to remove any harmful dust or air produced during the construction. Remove
any waste materials and pollutant from the site in time.

4.5.1.10 Power all devices off before you install any hardware of them. If you have to operate a
powered device, wear insulating gloves and carry no exposed metal except the tools. Cover all
metal areas of the tools with insulating tapes except the work surface.

4.5.1.11 When operating an antenna in a running base station device, wear radiation proof clothes and
evade the direct radiation from the front face of the antenna.

4.5.1.12 Usually, at least two persons work together for fieldwork in case of robbery or attack by wild
animals. Prepare defensive apparatus if necessary and do not stay too late at night. Wear skid
proof shoes and tight clothes that are suitable for fieldwork. Prepare enough foods if
necessary.

4.5.1.12 Do not look at the strong light source of any device because the light may injure you eyes.

5.5.1.12 Pile the goods in order with sufficient path kept. Keep them from falling down, so as to avoid
personal injury.

4.5.2 Storage and Handling Requirements of Main Devices


4.5.2.1 Unpack and inspect the device upon arrival. Sign with the customer for confirmation if no
defect is found. If the contract specifies that the ownership of the goods is transferred to the
customer upon unpacking, then the storage responsibility of the goods is transferred to the
customer too. If the contract does not specify that the ownership of the goods be transferred to
the customer, the engineering manager shall take the storage responsibility and negotiate with
the customer on the necessary storage measures prior to handover of the goods. Both parties
shall build and execute goods storage regulations under negotiation if necessary. For any goods
problem attribute to shipment and transport of Huawei, the engineer manager shall cooperate
with the relevant departments in settling the problem. For any goods problem not attribute to
Huawei, the engineer manager also shall provide assistance for customer.

4.5.2.2 According to such signs as “This Side Up”, “Fragile”, “Keep Dry”, and “Max. Stack Quantity” on
the outer packages, the proper protective measures should be taken during transport and
storage.

4.5.2.3 Pile the goods in order with handling path kept. Keep them secure against usual impact. The
piled goods shall not exceed the bearing capacity of the site.

4.5.2.4 Do not affect normal running of any existing devices of customer during construction. Never hit,
trample on, or squeeze any device or cable of the customer.

4.5.2.5 Bring any board or device to be brought to other sites or returned to Huawei for replacement
out of the storage site of the customer only after you get the consent from the customer.
Return such materials to the customer within the specified period agreed by both parties.

4.5.2.6 Never touch any devices of the customer that are not related to the current construction. Lay
the signal cables of all devices to the cable tray as per the construction interface. Any
operations on other devices of customer needed for debugging must be carried out by the
customer in principle.

4.5.2.7 Properly keep all tools, instruments, and materials borrowed from the customer and return
them in time. Do not use any property of the customer unless permitted by the customer.

4.5.2.8 Register all Huawei-owned tools, instruments, and materials and accept the customer’s check
when sending them into or out of the site.
4.5.2.9 Do not lend any key of any equipment room of the customer to any third party. Check the
equipment room and close the doors and windows when you finish the work of the day as per
the equipment room management rules of the customer.

4.5.3 Safety Requirements in Hardware Installation of Main Devices

4.5.3.1 Hold cabinets through the designed point of strength. Wear clean gloves when touching any
nickel or zinc electroplated metal parts.

4.5.3.2 Unpack and inspect the devices upon arrival at site. Ensure no damage, deformation, or
waterlogging on the outer package. Check the shockwatch label and the tiltwatch label to
ensure that shock and tilt of devices do not exceed the permitted range. If any problem is found,
feed back it as per the unpacking and inspection process.

4.5.3.3 Use correctly the tools that are in good condition, so as to prevent any tools from damaging
parts or devices.
4.5.3.4 When working over any device, properly keep all tools, materials, and parts, so as to avoid short
circuit or part damages due to any fallen tool.

4.5.3.5 Submit an application for high power electricity to the power management department of the
customer. Do not connect any power without permission.

4.5.3.6 Before connecting the power, check the power supply for construction specified by the
customer or the rated power supply capability (air break switch or fuse works to cut off the
current) of the power access point of the device, so as to ensure the power to be connected is
higher than the power supply for construction or the maximum start current of the device.

4.5.3.7 Carry out power-on operations as per the engineering interface specified in the contract. If the
engineering interface specifies that the power supply (distribution) devices at user side be
operated by the customer, do not carry out any power-on operation of such power supply
(distribution) devices.

4.5.3.8 Any device installation, cable layout, and spare parts stacking in the equipment room must meet
the fire control requirements. Do not block the fire control passageway or affect ventilation and
heat dissipation of the equipment room.

4.5.3.9 Keep power cables away from the signal cables because the former produce heat during work.
The core size of power cables must ensure safe power in the event of the maximum working
current of the powered device. Cut the surplus part of any power cable instead of coiling it up.
Do not press the sheath of any power cable by other materials, especially the sharp ones. Use

cables with no joint as power and grounding cables. All non-contacting parts of any cable must
be well insulated.

4.5.3.10 Prior to any high temperature operations (welding, soldering, and material heating), remove all
combustibles out of the working area and take isolation and emergency measures.

4.5.3.11 Carry out cable constructions in the specified temperature range, because the cable sheath
splits easily under low temperature. Do not drop, twist, or knock the sheath of any cable.

4.5.3.12 Do not affect the use of fire-fighting and anti-theft equipment when installing devices. If the
engineering requires layout changes of the relevant fire-fighting and anti-theft devices, explain
the situation to the customer and submit an application to the fire-fighting and anti-theft
management department of the customer. Do not change the layout without permission.

4.5.3.13 Every day when you end the work, check out the materials and tools and keep them by type.
Cut off the power supplies (water and gas supplies if any), and clean the site.

4.5.3.14 When operating boards, disks and other parts that contain electronic parts, wear anti-static
wrist strap and use other necessary anti-static equipment. All protective tools, packaging
materials, and the working environment must meet the requirements in Management
Regulations on ESD Prevention in Technical Supporting Equipment Rooms.

4.5.3.15 Clean air filters of all devices and surfaces of all cabinets at the end of the construction if there
is a collection of dust in the equipment room.

4.5.4 Safety Requirements in Software Debugging of Main Devices

4.5.4.1 Apply for all software through legal channels and use the software formally released by Huawei.

4.5.4.2 Apply for approval from the relevant management of the customer before you carry out any
operation on a running device. Such operations shall be supervised by the customer’s designee.

4.5.4.3 Service cutover, data setting, and hot swap, loading, and reset of critical boards beyond the
default period (00:00 to 6:00 in usual; for special products, follow their requirements) in the
industry forbidden.

4.5.4.4 Build a specific technical solution and a safe rollback solution before any cutover, major data
modification or upgrade (technical solutions for major upgrading/cutover must be reviewed by
the specified department). Test and check as per the solution and the data setting criteria.
Charging and safe rollback are the key points. After cutover or upgrading, make a call for test
and check all office direction charging data and bills. Observe for a period as specified after
cutover.

4.5.4.5 For any major operation, follow the management rules of both Huawei and the customer. If any
rules of the customer conflict with that of Huawei, report to the relevant department of Huawei
and achieve an agreement with the customer under negotiation.

4.5.4.6 Fill out Test Record and Maintenance Journal carefully. Back up the original data before any
data operation. Back up the former version before any version upgrading.

4.5.4.7 If the debugging device (e.g. laptop) needs to be connected to the network where the main
device is located, submit a site service application in advance. Apply for an IP address debugging
device, and then connect it to the network upon the consent of the customer.

4.5.4.8 Cut out viruses periodically from the floppy disk used by the system. Check that the hard disk
does not contain any program or data that is not related to running of the system. Check the
running state and data of devices and remove dormant troubles if any.

4.5.4.9 During troubleshooting of outsourced devices, the outsourced device engineers must submit a
service application and a solution to both the end customer and the relevant department of
Huawei. Then they carry out the operations upon approval.

4.5.4.10 Any scripts built by the customer must be submitted by the relevant branch to Huawei R&D
and can be run only after being approved by Huawei.

4.5.4.11 Never disclose any product secret without permission of Huawei. Never disclose any
commercial or technical secrets of customers.

4.5.4.12 Never accept any task beyond the delivery range specified in the contract without permission.
Finish all voluntary services authorized by the company in a meticulous manner.
