PART I
GENERAL CLAUSES AND CONDITIONS

1. Respondent shall provide the information requested in the right-hand column, the filter and belt
identification form, and complete the Data Sheet of this specification document. Failure by the
respondent to complete and return this document with the bid package may disqualify the respondent
from further consideration.

2. The unit shall be completely assembled and adjusted, and all equipment including standard and
supplemental equipment shall be installed and the unit made ready for continuous operation upon
delivery.

PART II
SPECIFICATIONS
SCOPE: This specification describes a diesel-powered, hydrostatically driven, self-propelled,
in-place reclaimer/stabilizer machine. The machine shall break, pulverize, grade, blend and mix asphaltic
pavements and soils with dry or liquid additives. The Class I (minimum 75 inch wide cutting width) unit will be
used for short distance, routine maintenance jobs. The Class II (minimum 94 inch wide cutting width) unit will be
used in larger, multi-mile operations. The class of the reclaimer and options required will be specified on the
solicitation. A unit furnished to this specification shall meet or exceed the following requirements.

2.4. A keyed ignition or a password protected push button ignition system with Yes  No 

2.5. Diesel engine fuel filtration system shall include a screen at the fuel tank or Yes  No 
transfer pump and a minimum of two stages of filtration. Filter stages may
consist of a primary and a secondary filter, or a two stage filter in a common
housing. A minimum of one drain shall be provided in the system to prevent
water damage to the injection system. All items shall be factory approved and
factory installed.
2.6. Full-flow oil filtration system with replaceable filter and provision for
bypassing oil to the engine as the filter becomes clogged.
2.7. Dry type air cleaner system, including a primary element, a safety element, an Yes  No 

11. LIGHTING: The reclaimer shall be equipped with, but not limited to, the following
items:
11.1. The unit shall be equipped with a minimum of ten (10) halogen work lights Yes  No 

operations. These locations shall include the front of the unit, the rear of the
unit and on each side of the rotor drum.

12. SAFETY: The reclaimer shall be equipped with, but not limited to, the following

12.4. ROPS, shall be mounted in accordance with manufacturer’s instruction and Yes  No 
shall be certified by its manufacturer to meet the test procedures, performance
and labeling requirements of the Safety and Health Regulations for
Construction, Occupational Safety and Health Administration (OSHA).
ROPS shall be provided with an overhead protective weather shield.
13. RADIO FREQUENCY INTERFERENCE (RFI) SUPPRESSION: The vehicle and Yes  No 
all equipment and components mounted to the chassis shall incorporated RF
interference suppression so as to provide RF interference immunity to and from land
mobile radio transceivers operating in the following bands: High Frequency (2 to 30
MHZ), Low band (30 to 50 MHZ), high band (140 to 174 MHZ), UHF band (440 to
512 MHZ) and the 700/800/900 MHZ band (700 to 975 MHZ) and comply with the
following requirements:
13.1. Typical land mobile radio transceivers will utilize a 3dB gain antenna with up Yes  No 
to a 125 watt RF power output. Antennas will be mounted on the roof, front
fender, and/or rear fender of the unit.
13.2. VEHICLE COMPONENT RF SUPRESSION: All equipment electronic Yes  No 
circuits shall be designed to suppress, bypass or otherwise prevent
interference from affecting the radio transceiver. The RF immunity
requirement shall apply to all vendor supplied equipment and components
thereof including, but not limited to, ignition, AM/FM radio receivers,
computers, emission controls, fuel pumps, wiper motors, alternative fuel
electronic components, air bag systems, and ABS controllers, etc.
13.3. VEHICLE COMPONENT RFI IMMUNITY: The vehicle electronic Yes  No 
equipment including, but not limited to, ignition, AM/FM radio receivers,
computers, emission controls, fuel pumps, wiper motors, alternative fuel
electronic components, air bag systems, and ABS controller, shall not be
adversely affected in operation, safety, or control by radio frequency (RF)
energy generated and radiated by the transmitter portion of installed
transceivers (up to 125 watt output).
13.4. When available from the OEM, Dealer shall provide OEM's RFI ordering Yes  No 
code designation with their bid response.
13.5. Vendor will be assessed any and all charges associated with the testing and Yes  No 
remediation of vehicles which fail to meet RFI requirements at any time
during the warranty period.
14. VANDALISM PROTECTION: Vandalism protection shall be provided, to include as Yes  No 
a minimum:
14.1. A locking instrument panel cover and locking filler caps for the fuel tank, Yes  No 
hydraulic tank, oil supply and radiator. Filler caps located behind locking
panel(s) are acceptable in lieu of individual locking caps.
14.2. Lockable engine side panels are not required if locking filler caps for the fuel Yes  No 
tank, hydraulic tank, oil supply and radiator are supplied.
14.3. Instruments and controls can be located inside a lockable cab. Yes  No 

14.6. All lockable panels and compartments shall be equipped with an integrated Yes  No 
locking system, keyed alike, or padlocks. If padlocks are furnished, two brass
keys per lock shall be provided. All padlocks shall be keyed alike. The
padlocks furnished shall be of quality construction greater than or equal to a
Master Lock #3.
15. SAFETY PLAQUES OR DECALS
15.1. Product safety plaques or decals shall be furnished and affixed at the Yes  No 
operator's station and at any hazardous area. The safety plaques or decals
shall describe the nature of the hazard, level of hazard seriousness, how to
avoid the hazard, and the consequence of human interaction with the hazard.
Permanent plaques are preferred to decals. Type, size and location of product
safety plaques or decals shall be in accordance with current ANSI Z535.4
standard.
15.2. A permanent lubrication plaque shall be furnished and visible from the Yes  No 
outside of the unit. The plaque shall note all lubrication points and
recommended periodic oil changes and lubrication intervals.
16. PAINTING: The unit shall be painted with lead free manufacturer’s standard paint Yes  No 
except for glass, rubber and those accessories or fixtures constructed of rust-resistant
or plated material not normally painted. ROPS or FOPS structures may be painted
manufacturers standard black color.
17. TRANSPORT RIGGING
17.1. WEIGHT CENTERLINE: The weight centerline, in the transport position, Yes  No 
computed with full fuel tank, without operator, shall be clearly marked on each
side of the unit with a green vertical line a minimum 3 inches wide and 5
inches high. This is for safe loading onto trailers.
17.2. TIE-DOWN POINTS: A minimum six tie down points shall be furnished or Yes  No 
identified for safely securing the unit during trailer transport. Four tie down
points shall be located as close as practicable to each of the unit’s lower four
corners. The tie down points shall have a minimum aggregate rated strength of
one and one half times the unit’s gross weight. If lashing (D) rings are
provided, the rings shall accommodate a 1/2 inch, grade 80, grab hook.
17.3. An illustration or diagram depicting the recommended tie down points Yes  No 
required for the unit to comply with the Texas Motor Carrier Safety
Regulations, Section 393.102 shall be furnished. The illustration shall depict
the equipment in the transport position and may include all possible equipment
structures (frame, axles ,etc) suitable for tie down, but shall identify the six tie
down points described in Part II, Para. 17.2. This illustration may be a part of
the equipment manuals or furnished separately.
17.4. The transport height and overall transport weight of the unit, as delivered, Yes  No 

location.

18. MANUAL(S): Original manual(s) in paper format shall be delivered with the unit. It Yes  No 

19. REPLACEMENT FILTERS: A complete set of replacement filters shall be provided Yes  No 
for each unit furnished to this specification. This set of filters shall include air, fuel,
oil, and hydraulic filters used on the equipment. Each filter shall be labeled with the
equipment manufacturer's part number as shown in the manufacturer's parts book
furnished at the time of delivery. The Filter and Belt Identification Forms should be
completed and submitted in duplicate for informational purposes only. The part
numbers provided on the form shall correspond with the part numbers found in the
parts manual for the equipment.
20. SERVICE POINT ACCESSIBILITY: All lubrication and frequent service items shall Yes  No 
be readily and easily accessible to the operator or technician.
21. INSTRUCTION ON SAFETY, OPERATION, AND MAINTENANCE: The vendor Yes  No 
shall provide the services of a competent factory-trained technician, thoroughly
trained in the use and operation of the unit to the Customer for a minimum of 16
hours of instruction on safety, operation and preventive maintenance of the unit, after
the machine has been delivered and is ready for operation but prior to payment. The
instruction shall include a full demonstration of all unit functions on the unit(s)
delivered. The electrical safety instruction shall include, but not be limited to, proper
grounding procedures for the vehicle. Instruction shall identify potentially hazardous
situations that can occur when working in the vicinity of high voltage lines, and how
these situations can be prevented or reduced.

PART III
OPTIONAL EQUIPMENT
1. OPTION NO. 1: MANUFACTURER’S ENCLOSED CAB: Shall include, but is not limited to: tinted
glass, air conditioning, heater and defroster, windshield wiper(s) front and rear, sound insulating, 12-volt
power receptacle. Operator’s seat shall be: cushioned, adjustable type, with padded backrest, and a seat
belt meeting the current SAE J386 standard. The seat shall also rotate a minimum of 90 degrees.

NOTE: The certified ROPS required in Part II, Para. 12.4. may be incorporated into the manufacturer’s
cab.
2. OPTION NO. 2: EMULSION ADDITIVE SYSTEM: Shall include, but is not limited to: Heavy-duty
pump with minimum 210 gpm capacity, spray bar with spray nozzles, shutoff valve(s), system flow meter,
and a totalizer reading in gpm, hose boom and a push bar, all controlled from cab. Emulsion additive
system shall operate as an automatic system. This system shall mix additives at the desired rate, set by the
operator, and maintain a plus or minus 1% mixing rate regardless of travel speed.
3. OPTION NO. 3: WATER SPRAY SYSTEM: Shall include, but is not limited to: heavy-duty pump with
minimum 300 gpm capacity, spray bar with spray nozzles, shutoff valve(s), flow meter and totalizer
reading in gpm, hose boom and a push bar, all controlled from the cab. This system shall include a 3 inch
by minimum 10 foot suction hose with quick-connect couplings.
4. OPTION NO. 4: FOUR-WHEEL ASSIST OR DRIVE: The unit shall be equipped with the manufacturer's
standard four-wheel drive system with all necessary components for the unit to be complete and ready for
operation.
5. OPTION NO. 5: EXTRA SET OF MANUALS: In addition to the manuals required in Part II, Paragraph
18, one extra set of operator’s, service, and parts manuals shall be provided at time of delivery.
6. OPTION NO. 6: CUTTING TOOL DRIVER/EXTRACTOR: Unit shall have a Pneumatic or hydraulic
circuit for the operation of a cutting tool driver and extractor.
7. OPTION NO. 7: HIGH PRESSURE WASHDOWN SYSTEM: The unit shall be equipped with a
minimum 1,800 psi high pressure wash down system as normally offered by the manufacturer. A spray
wand and minimum 50 feet of hose shall be provided for cleaning the unit after operation.
8. OPTION NO. 8: AUTOMATIC ROTOR DEPTH CONTROL (For Class II only): Automatically control
rotor depth to a preset cutting depth.
9. OPTION NO. 9: STABILIZER DRUM ASSEMBLY (For Class I only): Unit shall have a minimum of 58
stabilizer paddles. This assembly shall replace the standard reclaimer drum assembly and meet all other
requirements shown in Part II, Para. 7.1.
10. OPTION NO. 10: AUTOMATIC LUBRICATION SYSTEM (ALS): With feedback device – the unit
shall be equipped with an automatic grease lubrication system to lubricate all applicable bushing and
bearing points while the unit is in operation. The system shall consist of an electrically operated pump (12
or 24 VDC) with low level and system malfunction feedback device with cab mounted light, grease
reservoir, return to reservoir grease relief valve, and series progressive divider valves containing no
elastomer (rubber) seals.

The feedback device shall incorporate a cab-mounted light to signal line blockage or system malfunction
and low reservoir level. Use a non-contacting proximity switch, mounted on a divider valve. All valves
shall have a manual lubrication override provision.

The system shall be designed to pump NLGI # 2 grade shop grease. The reservoir shall be sized to provide
grease for a minimum of 2 weeks in severe-service applications before requiring refilling. Reservoir level
