1. EXECUTIVE SUMMARY Green burial refers to a place where human burial takes place in a biodegradable coffin or shroud, and a tree, shrub or wildflowers are planted as a memorial instead of a headstone. The concept of green burial has been successful particularly in the United States. Establishing green burial in Suva will be the first of its kind in the Pacific. The establishment of the green burial concept is expected to be funded by McMaster Foundation with a grant of FJD500, 000i. The Green Reaper will be the executing agency for the proposed Green Burial business to ease the sufferings of those who have just lost a family member or loved one by making burial more meaningful, sustainable and economically viable. Green Burial may sound like another trend of the eco-chic, but its actually the way most humanity has cared for its dead thousands of years, where time and human death are not denied but integrated with nature and life. A symbolic and hopeful place where life and death meet and make friends. It is innovative and as yet unfamiliar to our society. Green Reaper will provide a wide range of services and be a one stop shop offer biodegradable products, make arrangement to have a Priest according to the religious sector of the deceased and family members, provide a Hearse to transport the deceased. Assist in the preparation of FNPF funding if required, prepare the burial ground and e-correspondence to Registrar for immediate death certificate issuance to deceased relatives. The Green burial project would include three components: implementing green burial business, promoting and creating awareness of green burial and implementing green burial practises. Monitoring and evaluation of project will be responsibility of the Green Reaper in collaboration with the Ministry of Health and Department of Environment. The Green burial project is expected to commence in January 2011.

2. BACKGROUND As with many countries, traditional burial and cremation practices have significant negative impact on the environment. Death can be a difficult subject, keeping ethical beliefs and environmental convictions in mind while tending to end-of-life arrangements can create a meaningful send-off-not to mention a lower-impact one. Green Burial is the way to go in this 21st century. It is a sustainable and spiritual fulfilling solution for people seeking to leave a legacy of care and respect for our planet. Green burial, also referred to as natural burials or eco-burials is an environmentally sustainable alternative to existing funeral practices where the body, not embalmed is buried in a simple shroud or biodegradable casket to decompose naturally. In place of headstones, grave markers can be plants, shrubs or trees planted or flat rocks. Green burial concept of a modern practice burial option has been successfully in Europe and in the United States of America. Prior to this, many cemeteries established before the civil war were, in fact, green cemeteries as embalming were not widely used, hence these green cemeteries were free of toxic embalming fluids. Green burial will be a new burial option in the Pacific. Around the Pacific, there are sacred places used as burial sites by our forefathers; similar to the green cemeteries in the United States. Today, many of these green cemeteries are mothballed and have not been used for burial for many decades. They are maintained by family member buried there decades before. Launching green burial in Fiji will be the first of its kind within the Pacific region. In line with the theme1, green burial will support the conservation of the environment and the eco system through the following: No toxic chemical embalming fluids - body is returned to the earth to decompose and recycle naturally Use only biodegradable materials shrouds, no wooden casket or urns, burial vaults or plastic flowers Reduce of mercury emissions into eco system no cremations (gaining popularity due to its simplicity, affordability and compactness) Reduction in funeral cost - green burials can cost around 25% to 75% less than traditional burial

Statistics available from the two main hospitals in Suva recorded that an average of 120 deaths each month and deceased is either be buried or cremated at cemeteries. Green burial will be a better burial option to consider in the future. In addition, catering for the dead is an expensive exercise. For an I-Taukei culture, it is a norm that as final rites, to provide the best for the deceased in terms of best casket, burial sites, feasting of food during the period of mourning with the cost borne by the immediate family through loans from financial institutions. , The Green Reaper will develop the Green Burial concept and work hand in hand with the following stakeholders: McMaster Foundation, Ministry of i-Taukei, Ministry of Local Government, Urban Development, Housing and Environment, Ministry of Lands/ Native Land Trust Board to ensure that when the project gets underway. It will have a major impact in the reduction of pollution and degradation through our burial practices. The business will be strategically located in Suva.

4.0 DESIGN AND MONITORING FRAMEWORK: OUTCOMES, OUTPUTS, INDICATORS & MAIN ACTIVITIES

OUTCOME The objective of the project is to establish Green Burial in the Pacific as an environmentally friendly, lower cost alternative to traditional burial and cremations. The expected benefits of the project are reducing toxic chemicals embalming fluids and mercury emissions into the eco-system; promote the use of biodegradable materials and lower funeral costs/

1.1 Register business with the Registrar of Companies (ROC). 1.2 The business will apply for new Tax Identification Number (TIN) with the Inland Revenue Services. 1.3 The business will apply for permit with the environmental department / fire certificate with the Fiji National Authority in order to obtain a business license with the Town council. 1.4 Submission of application for land lease with the Lands Department. 1.5 Conduct Environmental Impact Assessment on the allocated land. 1.6 Conduct drainage works & landscaping on marked areas. 1.7 Construct of chapel & show room to display the bio-degradable products that will be available to the deceased families. 1.8 Construction of fence for security purposes. 1.9 Installation of solar power lights 1.10 Purchase Office Equipment, Furniture & Fittings" 1.11 Purchase of Database licenses to link the business system to other stakeholders 1.12 Purchase of company Hearse to transport the dead and Company vehicle for business use. 1.13 Purchase Biodegradable Products (weaved caskets) from our local villages. 1.14 Recruitment of business employees.

3.1 Collect information of deceased and requirements by relatives 3.2 Liaise with hospital in regards to the deceased documents 3.3 Liaise with Religious sector for last funeral rites performed to the deceased. 3.4 Assist deceased family on Death funeral benefit with FNPF. 3.5 Payment of service to be rendered to Green Reaper 3.6 Place casket in Hearse by the driver. 3.7 Transport Casket to the Morgue 3.8 Prepare body & place in biodegradable casket / shroud. 3.9 Transport deceased to chapel for burial service. 3.10 Perform Funeral Rites/ Burial Ground 3.11 Final burial of deceased 3.12 A plant or tree / shrubs are planted in memory of the deceased. 3.13 The priest / pundit will sign deceased documents 3.14 The Green Reaper will electronically transfer information to the Birth & Death Registration Department for record updates and preparation of death certificate. The death certificate will be collected by the family.

MONITORING AND EVALUATION

Monitoring and evaluation of the Green burial project will be the responsibility of Green Reaper. A mid-term review will be carried out after the first year of operations to evaluate the achievement of project development objectives and to take corrective actions to ensure successful implementation of the project. The following indicators will be considered: Outcome: By the end of 2016, green burial is expected to increase by 30% based on the number of green burials against the total death recorded. By the end of 2018, green burial is expected to increase by 30% based on the number of green burials against the total death recorded. Indicator: number of green burial recorded in the Green Reaper database and the total death statistics recorded by the Ministry of Health.
