SUBJECT : Security Plan re: Conduct of REMPO in Nueva Ecija

1. REFERENCES
a. PNP LOI 13/2011 (SANG-INGAT CHARLIE);
b. Enhanced Operational Concept of the Managing Police Operations; and
c. Memorandum from C, ROD dated April 26, 2023 with subject Proposed
Schedule on the Conduct of Regional Oversight Committee Meeting in
PPOs/CPOs.

2. PURPOSE

This security plan provides the guidelines and procedures to be undertaken by


all concerned NEPPO offices/units for the security coverage and other public safety
operations during the Conduct of Regional Oversight Committee Meeting in this
Provincial Police Office (PPO) to be held at The Podium event Center on May 9,
2023 at 8: 00 o’clock in the morning.

3. SITUATION

The Deputy Regional Director for Operations (DRDO) and other Regional Staff
will be arriving in province the said activity.

a. Enemy Forces: Current INTSUM


b. Friendly Forces:
1. 7th Infantry (Kaugnay) Division, Philippine Army;
2. All Law Enforcement Agencies within AOR; and
3. All LGUs and NGOs within AOR.

c. Assumption

 Lawless criminal elements will conduct terrorist activities against


Deputy Regional Director for Operations (DRDO) and other Regional
Staff, potential targets along the route of travel and place/s of
engagement.

 Traffic congestion is expected along major thoroughfares and vehicular


accidents will likely to occur

In order to prevent the occurrence of violent incidents that may disrupt the
conduct of the activity, there is a need for the NEPPO to intensify and sustain law
enforcement, security, and other public safety operations before, during and after the
activity.

4. MISSION

NEPPO, concurrent with its mission and functions in coordination with


concerned law enforcement agencies, local government units (LGUs), non-
government, and other volunteer organizations shall provide extensive security and
safety coverage, and augment other support units to safeguard the success of the
affair and safety of Deputy Regional Director for Operations (DRDO) and other
Regional Staff, other VIPs, and the public to ensure the peaceful and orderly
conduct of the activity.

5. EXECUTION

A. Concept of Operations

This security plan shall be implemented to deliver holistic strategy on


Enhance Managing Police Operations particularly security coverage in order
to ensure VIPs and Public Safety as well as guarantee the peaceful and
orderly conduct of the scheduled activity.

NEPPO shall conduct intensified intelligence monitoring against the


various threat groups based/operating within AOR, secure borders leading to
Nueva Ecija and institute appropriate measures to deter threat groups plan.

NEPPO shall deploy Route Security (RS) in all possible route as well as
major roads within AOR to maintain sound traffic flow and ensure accessible
passage of VIP’s convoy and security.

NEPPO, in coordination with concerned law enforcement agencies, force


multipliers, and local government units (LGUs), will conduct intelligence build-
up and target hardening measures and provide safety requirements of
potential targets, such as vital economic points, critical infrastructures, bus
terminals, and widespread public places to provide reliable and validated
information to promote public safety and security.

Likewise, contingency action shall be undertaken in any eventuality that may


arise.

To ensure the proper implementation of this plan, following Unit/Offices are


tasked to the following, but not limited to:

B. Tasks

1) DPDA
a. Act as the over-all supervisor on administrative matters; and
b. Perform other tasks as directed.

2) DPDO
a. Act as the over-all supervisor on operational matters; and
b. Perform other tasks as directed.

3) AC, PARMU
a. Detail and issue order of Protocol Officer to for Deputy Regional
Director for Operations (DRDO) and other Regional Staff; and
b. Perform other tasks as directed.

4) C, PIU
a. Conduct threat assessment on all risks pertinent to the event;
b. Provide close linkage with counterpart agencies for intel exchange
and fusion;
c. Provide intel coverage; and
d. Perform other tasks as directed.

5) C, POMU
a. Monitor the activities, and security deployment;
b. Submit After Security Coverage Report with action photos to ROD
(Attn: PSS) immediately upon termination of the activity; and
c. Perform other tasks as directed.

6) LOGISTICS AND SUPPLY OFFICER


a. Provide additional logistical support to tasked units as requested; and
b. Perform other tasks as directed.

7) FISCAL AND BUDGET OFFICER


a. Provide additional financial support to tasked units as requested; and

8) C, PTOC
a. Monitor the deployment of personnel;
b. Monitor the arrival and departure of Deputy Regional Director for
Operations (DRDO) and other Regional Staff and inform the
Command Group and Staff as obtained thru SMS platform;
c. Render hourly SITREP to RTOC, PRO3; and
d. Perform other tasks as directed.

9) NEPECU
a. Availability of EOD technician and EDD to panel/sweep the area of
engagement; and
b. Perform other tasks as directed.

10)Other P-Staff and C, NSUs


a. Provide administrative, operational, and technical support in the
implementation of this plan; and
b. Perform other tasks as directed.

11) All COPs


a. Shall attend the activity upon order;
b. Provide route security and traffic management to ensure smooth
traffic flow during the activity;
c. Provide covert and overt security at the venue;
d. Ensure ZERO incidents in your AOR during the activity; and
e. Perform other tasks as directed.

12)COP, Cabanatuan City PS


a. COP is designated focal person during the activity;
b. Provide Security and Deployment Plan in case that the activity will be
held at Podium or Luzviminda Restaurant;
c. Provide route security and traffic management to ensure smooth
traffic flow during the activity;
d. Provide covert and overt security at the venue;
e. Ensure ZERO incidents in your AOR during the activity;
f. Establish Advance Command Post (ACP) to be utilized as standby
point of LGU/Health Office ambulance with crew and Bureau of Fire
Protection (BFP) fire truck with crew during the activity;
g. Coordinate with LGU for availability of traffic marshal during the
activity;
h. Identify nearest medical facilities/hospitals;
i. Provide timely SITREP to PTOC;
j. Submit After Security Coverage Report with action photos to this
Office (Attn: PSS) at email address: neppopopb@yahoo.com
immediately upon termination of the activity; and
k. Perform other tasks as directed

15. COPs, Aliaga, Cabanatuan City

a. Provide route security from CLLEX Aliaga Exit enroute to venue;


b.
16. FC, 1st PMFC
a. Provide two (2) teams prepositioned CLLEX Aliaga Exit at 6:00
o’clock in the morning of May 9, 2023 to act as lead car and
tail/mobile security from CLLEX Aliaga Exit to venue and vice -
versa, likewise advise them to provide area security at the venue
during the activity.
b. Provide timely SITREP to PTOC;
c. Submit the names and contact number of personnel to be
deployed to this Office (Attn: PSS) NLT 5:00 PM, March 9, 2023
at neppopopb@yahoo.com;
d. Submit After Security Coverage Report with action photos to this
Office (Attn: PSS) at email address: neppopopb@yahoo.com
immediately upon termination of the activity; and
e. Perform other tasks as directed.

6) COORDINATING INSTRUCTIONS:

a. The Revised PNP Operational Procedures and respect for human rights
must be strictly observed;
b. Anti-criminality campaigns and other normal/routinary police operations in
respective AORs shall not be compromised during the conduct of security
and safety coverage in relation to the visit;
c. Unit Commanders shall be responsible for checking the physical
appearance, bearing of uniform and equipment of their personnel including
the proper haircut and completeness of uniform prior to deployment;
d. Uniform for Deployed Personnel:
 Police Station - GOA “C”
 PMFCs - Pixelized FSU
 PECU/SWAT - Unit prescribed uniform
 PIU and Intel Operatives- Civilian

e. Lateral coordination is authorized and highly encouraged;

7) For guidance and strict compliance.
