I. BACKGROUND OF THE PROVINCE

Rise on the swamp of watered area above and a grace of land area below. A province full of potentials
that is covered and unseen for most of the tourist. Its feature is unknown but also best to know about. “Small but
Terrible”, is just one of the best phrases that can describe the land of Surigao Del Norte along with its many
famous catchphrases, dubs, or taglines. Surigao del Norte is located at the Northeastern part of Mindanao.  It is
bounded on the North and East by the Pacific Ocean, on the South by the Provinces of Agusan del Norte and
Surigao del Sur and on the West by the Surigao Strait.  The province is composed of the mainland, Siargao and
Bucas Grande islands with a total land area of 201,710 hectares (based on the updated DENR-GIS Generated
Land Area). Of this total, the mainland portion occupies 138,914 hectares and Siargao Island has 62,796 hectares. 
The biggest land area is Claver (31,534 hectares or 15.63%) and followed by Surigao City (26,117 hectares or
10.95%).  Burgos, on the other hand, has the smallest area equivalent to 0.97% of the total.

Surigao Del Norte was Awarded 1 st place for the Most Competitive Province of CARAGA Region and
Rank 13th Nationwide. Truly, this province is a darkhorse in terms of Economic Dynamism, Government
Efficiency, Infrastructure, and Resiliency. Meanwhile, Surigao del Norte is currently at rank 6 th for the wealthiest
province in the Philippines in terms of assets.

The creation of Caraga Region in 1995 strengthened the city’s position as the industrial, commercial, and
services center in the Mindanao Pacific Rim Area. The city achieved a first-class status in July 1997. Such

classification however was reverted back to 2nd class in the 2000’s owing to the restructuring of income
classification of local governments by the Department of Finance. There are twenty (20) municipalities, one (1)
city and its capital, 335 barangays and two (2) congressional districts.  Surigaonon, Cebuano, Boholano, Tagalog
and English are the major languages/dialects spoken in the province.

Surigao Del Norte started its beginning when the Jesuit missionaries first arrived in 1579 and evangelized
Agusan and Karaga with much difficulty and intermittent success. To preserve the eastern coast of Mindanao,
Spain created another province, the Distrito de Caraga in 1622 with the capital at Tandag. This was an
ecclesiastical–military subdivision where authorities exercised sacerdotal and government powers. They collected
tribute, organized local defense, regulated production systems, imposed social control. By 1631, mission stations
were established in Tago, Siargao, Bacuag and Gigaquit. In 1750, Distrito de Caraga was composed of 24
pueblos, including pueblos of Butuan, and those that now belong to Surigao del Sur, eight of these belong to the
current provincial territory, namely the Pueblos of Caolo (at Numancia), Cabantog, Sapao, Higaquet,
Panhutongan, Surigao, Dinagat and Mainit. Pueblo de Surigao became capital of Caraga in 1751 when the Fort of
Tandag collapsed. By 1855, the Distrito de Caraga was already reconstituted as Distrito de Surigao. In 1860, six
military districts were established in Mindanao. Surigao and Agusan including the territory lying between Butuan
and Caraga Bays, formed the third District called the East District which was later changed in 1859 to “Provincia
de Surigao”. Other districts created were Distritos of Zamboanga, Cagayan de Misamis, Davao, the Central
District, and Basilan. However, the East District was converted into the Province of Surigao, under Act No. 127
of the Philippine Commission dated May 15, 1901. In 1911, Agusan became a separate province. On June
19,1960 through Republic Act 2786, Surigao was divided into two provinces, Surigao del Norte and Surigao del
Sur. In 2006, Dinagat Island became a separate province. The present Province of Surigao del Norte has Only 20
municipalities and 1 component city.

Province
Surigao del Norte is located at the Northeastern
part of Mindanao between 125o 15’ to 126o 15’
east longitude and 9o 18’ to 10o 30’ north
latitude.  It is bounded on the North and East
by the Pacific Ocean, on the South by the
Provinces of Agusan del Norte and Surigao del
Sur and on the West by the Surigao Strait.  It is

Governor Francisco T. Matugas issued Executive Order No. 21-
043 , s. 2021 LIFTING the requirement of presentation of
negative result on RT-PCR Test for those who are FULLY
VACCINATED individuals of COVID-19 vaccine effective
today.
2. Minimum Wage Hike
Minimum wage earners in Caraga region will receive an increase
in their daily take-home pay. For workers in Surigao del Norte,
including Siargao Islands, a wage increase of P20 will be initially
implemented once the wage order takes effect. The remainder of
the pay hike shall take effect on Sept. 1.

3. Proclamation No. 902


On October 10, 1996 the terrestrial, wetland and marine areas of
Siargao and its surrounding islets in northeastern part of
Mindanao, province of Surigao del Norte are declared as
protected area under the category of protected landscape and
seascape, through the Proclamation No. 902, by the President of
the Philippines.

4. The Revenue Code of 2019


Provincial tax ordinance no. 02 series of 2021 An ordinance
enacting the 2nd amendment on provincial tax ordinance no. 01,
series of 2020, entitled, “the revenue code of 2019 of the
province of surigao del norte”, amending for the purpose to
incorporate the fees and charges of other local economic facilities
of the province of surigao del norte”

5. Road Clearing Operation


Provincial ordinance no. 02 series of 2021. An ordinance
mandating local government units for the strict implementation
of the conduct of road clearing operation in the entire province of
surigao del norte.

6. Foreign Tourist Registration


Provincial ordinance no. 03 series of 2020. An ordinance
providing for a mandatory registration of all foreign tourists
arriving anywhere within the territorial jurisdiction of the
province of surigao del norte.

1. Usage of Sustainable Slope Protection System


An innovative, cost-effective, and reliable slope protection
system to mitigate natural hazard. Eventually, the slope will start
to vegetate, leading to an aesthetically pleasing green facing that
will enhance Siargao’s beauty while ensuring the safety and
security of the infrastructure and the people.
2. Widened the Scope in Rehabilitation of Mined-Out Areas
As part of their restoration efforts, mining companies employ
different rehabilitation strategies as stipulated in their
Environmental Protection and Enhancement Program (EPEP).
Some of their environmental management approaches include
planting of Acacia mangium, agoho and mankonoat the mined-
out areas as these species are proven to be tolerant to low fertility
soils and planting of grasses such as carabao grass as these are
tolerant to lateritic conditions to aid in controlling soil erosion. In
addition, coco coir net is being utilized in disturbed steep slopes
to prevent run-off and erosion from heavy rains.

3. The Use of CBMS in Disaster Risk Reduction & Climate


Change Adaptation Planning
The province uses Community-Based Monitoring System in
disaster risk reduction and climate change adaptation planning
and management. CBMS was used in the identification and
prioritization of areas most vulnerable to disaster risk and climate
change.

4. Strengthening Program for Agriculture & aquaculture


Reviewing and revitalization Local Agri/Aquaculture Programs
while Improving Agri/Aquaculture Education, Push Agri-Aqua
budget/funding requirements. Conduct Benchmarking Study on
new trends in Agri-Aqua and set up pilot sites.

5. Mangrove Plantation
Surigao Del Norte conduct the identification and delineation of
the 143-hectare mangrove site and determine the mode of
plantation establishment, protection, and maintenance.

6. Gamma Kappa Phi Tree Planting


The GAMMA KAPPA PHI Surigao Chapter has renewed its call
to render community service in support of the greening program
of the Provincial Government of SDN. Around

7. Land Rich in Mineral Resources


The city’s deposits of both metallic and non-metallic minerals
totaled more or less 5.2 million. These consist of precious metals
like gold and silver, base metals like chromite, nickel, iron and
bauxite. Non-metallic minerals like clay, sand and gravel, rock
phosphate, guano and the cement compounds of silica and
limestone are also found in abundant and in commercial grade
quantities.

D. Tourism Area Life Cycle


The Province of Surigao Del Norte is a tourist destination that is internationally and domestically
acknowledged because of its undulating picturesque landscapes, culture and traditions, and the indigenous
people of the province.
To help identify the present state of tourism in the Province of Surigao Del Norte, Butler’s Tourism Area
Life Cycle is used. Butler’s Tourism Area Life Cycle explains how tourist attractions changes over time in a
specific destination and consists of different stages such as the Exploration Stage, Involvement Stage,
Development Stage, Consolidation Stage, and Stagnation Stage where it can either transpire to Decline or
Rejuvenation Stage. Moreover, based on Rahman (2021), each stage explains the characteristics of the
destination and its tourist attractions based on their social, economic, and environmental factors along with
the developments or changes that have been made in the tourist attractions.

Surigao Del Norte has developed its image in the tourism industry. Overtime, it became exceptionally
popular and gained numerous recognitions from foreign and domestic tourists. Now, the province is
continuously developing strategies to become a major tourist destination without affecting the preservation
and conservation of their natural and cultural heritage.
With the information’s from the Situational Analysis of the Province of Surigao del Norte, including the
Tourism Background, Tourism Statistics, and PESTLE analysis, suggests that Surigao del Norte is in the
development stage under the TALC Model. The province has already developed marketing efforts, involving
advertising platforms. In fact, because of Surigao del Norte opulent assets that attract the interests of many,
several entities in the tourism and hospitality industry sought potential investment opportunities that could
further enhance and develop the tourism industry of the province. The province already has existing
attractions and facilities that could cater to the needs and wants of the tourists when traveling.
Accommodation facilities, restaurants, souvenir shops and other establishments that are related to tourism are
already established in the province, and most are already accredited by the Department of Tourism while
some are in the process of accreditation.
Also, since Surigao del Norte is already widely known as a tourist destination specifically with their
“Siargao” as destination increased growth in the number of visitor arrivals have been recorded. Because of
this changes, the province experiences a shift in control when it comes to peak periods and trading. While the
tourism demand in Surigao del Norte continues to grow, the need for further improvement and development
that corroborate the balance between maintaining the environmental and cultural integrity, and maximizing
economic benefit derived from tourism is also rising in the provinc

CONCLUSION:

Upon the collection of Surigao del Nortes’ tourism rapid assessment (TRA) of each municipalities there
are municipalities which has the potential to be a tourist destination. Classifications and assessments are based on
each municipality natural and man-made attractions and number of accommodation present in the municipality.
These municipalities are Claver and Mainit.
Municipality of Claver is known to be the mining hub of the whole province. In fact, mining industry is
their main economic drivers and it became a key for the municipality's fast development. But Claver is not just a
mining hub, Claver is also blessed with beautiful islands, coral reefs, springs, river ecosystems, and mangroves
serving as concrete proofs of its tourism potential. Claver boasts of its natural and cultural heritage, which can be
their primary capital for tourism. But a tourism success doesn't only rely on the natural and cultural attractions,
the municipality of Claver still needs to develop the following:
Transportation: Connecting the tourism attractions on the main roads will significantly increase the
success of tourism in the municipality thus it is recommended to build and connect more roads. In terms of ports,
upgrading and renovation may be done as claver has the one of the most important ports in the whole province
which is the Hayanggabon Port that serves as the port of call going to Bucas Grande Island and Siargao Island.
Accommodation: There are only limited hotels and accommodation establishments in the municipality.
They can invite investors or teach the locals the concept of Airbnb.
Tourist Information Center: Creation of tourism information center is a must as it will significantly
contribute in the success and sustainability of Claver's tourism.
Tourism Promotion: It's undeniable that the focus of the province's tourism promotion is Siargao Island.
Because Claver isn't part of the Siargao Island, they must create an effective tourism promotion and ensure that it
will reach wider audience. Utilization of Social Media Platforms and Partnerships with Travel Vloggers is
recommended for their tourism promotion.
Tourism Policy: Most of the natural attractions that can be offered in Claver are part of protected areas.
There are already existing policies regarding tourists. What they need is ensure the strict implementation of these
policies to continuously protect their natural and cultural attractions.

The Municipality of Mainit is an underrated location in Surgao del Norte that consists various hidden
gems in the province that has a lot of potential to be known locally and internationally if promoted and developed
properly. The municipality have the 4th largest lake in the Philippines that is also the deepest lake in the country
with maximum depth reaching 223 meters which is the Lake Mainit. Other than Lake Mainit, the municipality can
also offer other attractions such as cave, waterfall, hot spring and another lake. Most of the possible tourist
attractions in the municipality are yet to be found once the province prioritized the development of their tourism
sector. Mainit is a landlocked municipality that requires development such as improvements for the accessibility
of the area, their accommodation sectors, and the tourism sectors itself as this is to attract more tourist arrivals
Transportation: to access the municipality, unless people are capable of driving their own car or rent a
tricycle for the day, the only public transportation to access the municipality is by riding a bus or a taxi. It is
recommended for the municipality to improve their transportation sector and add more transportation options for
the tourist by having a deal with other transportation companies in other areas such as Surigao city.
Accommodation: the municipality also lacks option in terms of accommodation establishments they offer,
leaving tourist to have limited options to none in booking an accommodation for their stay in the area. They can
reach for companies who can invest in building more accommodation establishments.
Tourism Sector: it is important for the area to improve and develop the municipality’s tourism sector that
includes building tourism information centers to prioritize queries and concerns of the tourists, and tourism
departments that can organize and establish a foundation that can help the area to publish policies in accordance to

case of a mining firm(GoSun Corporation) in the town of San Francisco that was able to operate
without securing necessary permit. The town of San Francisco was declared as a no-mining zone in
2014, following protests the large-scale mining operations of another company, Surimin Mining
Corporation.

IMPLICATIONS

It was reported that GoSun Corporation was building a wharf and a road along a river leading to a
mining site. Although it was confirmed that the firm stopped the operations, townsfolk began
complaining about the river’s murky waters and massive siltation as a result of mining operations
of GoSun Corporation.

regarding this matter is about the effect of Typhoon Odette to Surigao Del Norte last December
2021, where it first landed. Thousands of families were affected, and the impact seemed to be severe
