I am directed to refer to your letter no. 6637/scheme/TC/2017 dated 17.02.2017 on the

subject cited above and to say that Ministry is in the process to release the fund.
2. It is stated that as per scheme guidelines a society should be formed comprising

representative of MoRTH, State Government and private partners. It is therefore requested you
to kindly confirm this Ministry whether society has been formed to enable this Ministry to
release the first installment.
2. The above said document is still awaited. It is therefore requested to kindly furnish above
document/information on priority basis.

I am directed to refer to this Ministry’s letter of even no. dated 13 th June, 2017 and
Transport Department, Government of Chhattisgarh’s letter no. 6637/scheme/TC/2017 dated
17.02.2017 requesting this Ministry to release first installment for setting up of IDTR at Naya
Raipur.
2. It is stated that Ministry sanctioned IDTR in August, 2015. The project was to be
completed within 24 months from the date of sanction. Transport Department, Government of
Chhattisgarh submitted MoU after a gap of one year. While examining the proposal to release of
first installment, Transport Department, Government of Chhattisgarh was requested to provide
the details of Society formation, which is still awaited.
3. It is therefore requested to kindly furnish the details of society formation. It is also
requested to furnish the detailed timeline to complete the construction of IDTR.

Sir,
I am directed to refer to the draft Memorandum of Association for signature of member on behalf
of this Ministry. In this regard it is stated that following discrepancies have been observed:
(I) The office of the society has been proposed at the office of Manuti Suzuki;
(ii) The proposed objectives of the society do not have any mention of the objectives prescribed
in the scheme guidelines;
(iii) The proposed society mentioned about some General Body, Governing Body/Executive
Council. However, composition of the same has not been mentioned in the draft Memorandum.
2. Therefore, It is requested to make necessary changes in terms of location of the society,

preferably at the address of the IDTR, revise the Objectives has per provisions under the scheme
guidelines and clearly define the composition of General Body, Governing Body, Executive Council
and General Body etc. and send the same with their approval to the Ministry at the earliest
