III. CONTEXT AND RATIONALE
One of the most important subjects taught in primary and secondary schools is
mathematics. gives children the basic knowledge and abilities they need to manage
their life Sadly, the COVID-19 pandemic has made the existing educational issue
worse. It expanded the kids' disparity in mathematics learning, Since pupils may
require more remediation, the circumstance has caused a reduction in math
learning.to move on to new subjects, which causes learning gaps.
Philippine President Ferdinand Marcos Jr, who is battling a crisis in
education, acknowledged in a vlog that the Philippines is lagging behind in science
and math compared to other Southeast Asian countries. He promised in his first
State of the Nation Address in July 2022 to other nations. There are several factors
to take into account in order for learners to achieve complete mastery. direction of
the topic. Teachers, who serve as learning facilitators, must follow a step-by-step
procedure in order so students can study while having fun rather than experiencing
uncertainty.
In response to the aforementioned issue with kids' performance in Mathematics,
Researchers created an intervention, which is the deployment of a tutoring
program.be carried out face-to-face within the school. The primary purpose of this
program is to strengthen the San Jose National High School Grade 9 pupils'
numeracy and comprehension skills. School and minimize or eliminate low-
performing students through tutoring sessions. Methods include as systematic and
explicit instruction, peer-assisted instruction, and continuing instruction Formative
evaluation.
IV. ACTION RESEARCH QUESTIONS

1. Is there a significant difference on the level of performance of the

poor performing students in Grade 9 as compared to after the tutoring
program implementation in Mathematics subject?

2. How effective is the implementation of the tutoring program in the

performance of the poor performing Grade 9 students in Mathematics
subject?

3. What is the level of performance of the poor performing students in

Grade 9 in terms of:
a. numeracy skills; and
b. comprehension skills?
V. PROPOSED INNOVATIONS, INTERVENTION, AND STRATEGY
This project will construct a tutoring program in the area of mathematics to
strengthen the numeracy skills and performance of the Grade 9 pupils in
Mathematics. The issues and The school's problems are the result of a two-year
learning gap caused by the pandemic. Students' performance in some main
disciplines, primarily mathematics. Concerns about Finding solutions for low-
performing kids appears to be more difficult to solve due to the circumstances .
The tutorial session offers are categorized according to the extent of the needed
assistance by every learner such as;

Category for Tutorial Strategies Utilize

1. Numeracy Skills  Systematic and explicit instruction

 Peer-assisted instruction
 Ongoing, formative assessment

2. Comprehension Skills (Problem Solving  Improving Problem Solving by Improving

related activities) Reading Skills

The following step-by-step methods are being investigated to assure the project's
continuous and flawless flow:
1. The researchers will hold a series of physical meetings with the advisers and
parents.
2. After a week of responding to the activities provided, the counselors will
determine the identified respondents. Constant communication with them, as well
as with their parents, was undertaken.
3. Every adviser will make home visits to target children in order to adequately
explain the study to the parents for the vital role they must play in the overall
implementation of the tutoring program. Parents and School Agreements were also
provided and signed as proof that they understand the entire process and are
prepared to assist for the benefit of their children.
4. Conduct of the in-person tutorial or community learning center.

group are support is needed for them to learn the lessons they are unable to follow
on their own and recognize that based on teachers' evaluations of students'
performances during the first quarter, students. The study made use of purposive
sampling because Participants are chosen by the researcher non-randomly and are
identified based on the degree of attitude.
b. Data gathering methods
The descriptive comparative design will be used in this investigation. Design that
is descriptive used to get data without altering the environment concerning
variables. because the study contrasted performance metrics from earlier activities
with those from the current ones. without changing the independent variable, the

are conducted. using the chosen data analysis technique to ascertain the study's
findings
c. Data analysis plan
The respondents' level of performance, as it relates to children who perform poorly.
It is possible to determine one's level of numeracy and comprehension by
computing the use of rank, frequency, and percentage distributions. However, in
order to calculate the substantial discrepancy between the performance levels of
the underperforming kids in Using test results, compare Grade 9 before and after
the introduction of the tutoring program. Using the results of the custom tests used
for the pre- and post-tests, the statistical test that the A one-sample t-test is used in
the study because the data are only from one group. Identify the before and after
outcomes.
Frequency: As a statistical tool, a frequency distribution provides a visual
representation of the distribution of observations within a particular test. Analysts
often use a frequency distribution to visualize or illustrate the data collected in a
sample.

Percentage: A percentage frequency distribution, in general, is a display of data

that indicates the percentage of observations for each data point or grouping of data
points. It is a commonly used method for expressing the relative frequency of
survey responses and other data. The percentage frequency distributions are often
displayed as bar graphs, pie charts, or tables.
