“Performance Review and Evaluation of RPMS-PPST for Teachers 2023”

In-Service Training for Teachers (INSET) starts on February 6-10, 2023. The first two
days of the mid-year break will be used to assess the school's progress in carrying out the
educational projects, programs, and activities, as well as to review the performance of the
teachers and the school staff to address concerns through teamwork. The remaining three days
will be used to conduct the school-based INSET. The final three days will be used to undertake
INSET activities at the school for the teachers' ongoing professional growth and to create their
instructional materials.

On this year's first day of INSET, Ma'am Lallie R. Amoroso was the opening speaker.
She made clear that the PPST-based RPMS for teachers, which is focused on competency-based
performance management, professional development, and career advancement, will make use of
all 37 PPST indicators and be spread throughout three school years (SYS): SY 2022–2023, SY
2023–2024, and SY 2024–2025. The enclosed procedures and all other relevant information
regarding the adoption and implementation of performance management and appraisal of
teachers are detailed in this DepEd Memorandum titled Multi-Year Guidelines on the Results-
Based Performance Management System- Philippine Professional Standards for Teachers
(RPMS-PPST). To ensure that the measures of teacher performance over the next three SYs are
appropriate, adaptive, and relevant to capture teachers' actual performance and are applicable to
all contexts and scenarios faced by the schools, the tools, forms, and protocols outlined herein
are developed and modified.

Ma’am Lallie R. Amoroso mentioned that the RPMS Tools use five performance levels
to indicate quality and quantity: 5 Excellent, 4 Very Satisfactory, 3 Satisfactory, 2
Unsatisfactory, and 1 Poor. A tool for evaluating teacher performance in the classroom is the
COT rubric. The purpose of the criteria for each classroom observable indicator is to assess
teachers' effectiveness in the classroom across all subject areas and grade levels. She also
discussed the “Multi-year Recommendations for the RPMS-PPST 2023” which explains that
“Teachers' evaluation cycles adhere to the DepEd RPMS Cycle as outlined in DepEd Order (DO)
No. 2, s. Regulations for the Development and Implementation of the Results-Based
Performance Management System (RPMS) in the Department of Education, 2015 Figure 1
displays the four (4) phases of the RPMS Cycle and its alignment with the RPMS-related
activities of instructors throughout a School Year (SY).”
