School-Based Mid-year Performance Review & Evaluation & In-Service
Training for teaching Personnel for the year 2024

D. Rationale of the Program/Activity


Pursuant to the released DepEd Order No. 022, s. 2023 re Implementing
Guidelines on the School Calendar and Activities for the School Year 2023-2024
which enable the school and community learning centers to implement school
activities and maximize instructional time in cognizance of the goals and
objectives of the DepEd MATATAG Agenda effectively and efficiently. According to
It is noticeably noted the series of activities to be conducted within the
specified school year. One of those activities is the conduct of professional
development for teachers specifically the Midyear Performance Review and
Evaluation (MPRE) and the School-Based In-Service Training (INSET). The five-day
midyear break will be used for reviewing the performances of the teachers and
the staff issues and concerns. In addition, the week-long activity will evaluate the
school’s progress in implementing the educational school’s programs, projects,
and activities (PPAs) through cooperative efforts.
Relative to the week-long activity, the Elena M. Mipaña National High
School wants to intensify the implementation of SLAC which fully supports the
continuing professional development of its teaching personnel based on the
principle of lifelong learning. This inspired the school to intensify and encourage
all teaching personnel to engage into active teaching and learning process through
enhanced educational programs. This is to help improve teachers on the way they
extend inputs and learning’s to the learners and on the delivery of services and
strategies of the interventions to increase learning outcomes.
With the integration of School-based Learning Action Cell (SLAC), the school
seeks to review the performances of the teaching personnel through midyear
performance review and evaluation and in-service training in order to determine
whether they are functioning their roles and responsibilities in line with the KRAs
and Objectives in the RPMS-PPST and to the address educational gaps within the
school through collective efforts.
With this, the Elena M. Mipaña National High School will conduct School-
Based Midyear Performance Review and Evaluation (MPRE) and In-Service
Training (INSET) for the school year 2023-2024.

E. Objectives of the Activity

Terminal Objective:

To conduct School-Based Midyear Performance Review & Evaluation


and In-service Training for the teaching personnel.

Enabling Objectives:

1. Review the performances of the teachers within the first two


quarters of the school year;
2. Evaluate the school’s progress in implementing the
educational programs, projects, and activities through contextualized
monitoring and evaluation tools; and
3. Present individual best practices and innovations through
collective and cooperative efforts.

Part II Highlights of the Activity

A. Preliminary Activities

For the pre-implementation of the activity, all the materials were


quality-assured including the session guides, slide decks, pre/post-tests,
and curriculum vitae ensuring that the Learning and Development design
was approved.

Before the session proper, there was a registration proper following the
template provided by the Division. Igniting the spirit of patriotism, the activity
started with the Singing of the Philippine National Anthem, followed by the
QMS Opening Prayer, Regional and Sarangani Hymns, and the Reading of
the Quality Policy Statement.

Afterwards, the School Head gave the purpose of the activity and the
Overview of the MPRE & INSET 2024 to the teacher-participants wherein
they were guided about what to expect at the end of the activity.

B. Key Learning and Output (per module/session)

After the 5-day MPRE & INSET 2024, all speakers were able to
present their respective topics with brilliance and meaningful inputs that
were beneficial for the participants to perform their roles and
responsibilities. Topics were anchored to the released memorandum of
the Department of Education and the approved School-based Learning
Action Cell Plan of the school. Along with the discussion, speakers
distributed pretest materials in the beginning and posttest materials
after the talk wherein they were rated using the session facilitator
evaluation tool by the teacher-participants.

D. Synthesis and Closing

Elena M. Mipaña National High School (EMMNHS) concluded the MPRE


cum INSET 2024 face-to-face with the School Head and all the teachers through

their assigned topics. In the first session, we visited the AIP and identified the
unimplemented PPAs and their bottlenecks. Then we made an Action Plan for all
the unimplemented PPAs.
In the second session, the speaker reviews the teacher’s RPMS and
evaluates the 1st-semester performance based on the gathered MOVs. The
teachers realized that there are needed things to comply with and work out to
gain the Outstanding Rating.
In the third session, the speaker presented the result of Quarter 1 & 2
consolidated MPS/GPA of the learner’s Grade 7 to Grade 10. We discussed the
possible reasons. Then the speaker reviewed the legal basis for the classroom
assessment which is DO no. 8, s. 2015.
The fourth session was all about the Microsoft 365 Productivity Online
Training through DepEd Philippines. To train and make the teachers familiar with
the tools they’ll likely use for the years to come. Like Microsoft Word, PowerPoint,
Excel, and Teams, while building future-ready skills, like problem-solving and
collaboration.
Furthermore, on the fifth session School-based INSET Learner Diversity
and Student Inclusion. To make sure that all the teachers have one mind and
approach that ensures all learners have equal access to quality learning
regardless of their learning abilities, challenges, or background.
Finally, the last topic was the curriculum contextualization, localization,
and indigenization. The speaker emphasized that contextualization means
focusing on teaching and learning directly on concrete application. While
indigenization on the other hand refers to the process of enhancing curriculum
competencies, education resources and teaching learning process in relation to
the bio-geographical, historical, and socio-cultural context of the learner’s
community.
Though these last five days have been physically and mentally
exhausting, there's nothing more satisfying than having the love of teaching
work.

As shown in the above graph, it displays the accumulated scores attained


by the teacher-participants after the five-day MPRE & INSET 2024. For the pre-
test results, Participant 7 got the highest score and followed by the Participant 6.
Participants 4 and 5 got the lowest scores in the pre-test. On the other hand,
Participant 7 maintained the top spot as the highest score in the post-test results
and followed by the Participant 3. Participants 4 and 5 still got the lowest scores
in the post-test results. Provided with the results of the participants, it is cleary
noted that there is slightly increase of the results from the pre-test activities into
the post-test activities.
