THE HIRING ORGANISATION (THE CENTRAL CORRIDOR TRANSIT TRANSPORT FACILITATION AGENCY)

The Central Corridor Transit Transport Facilitation Agency (CCTTFA) is an Intergovernmental


Organization. Established by the member countries of Republic of Burundi, the Democratic Republic of
Congo, the Republic of Uganda, the Republic of Rwanda and the United Republic of Tanzania, to
facilitate trade and transport among member countries.

We seek to recruit a self-motivated, results driven, dynamic, suitably qualified, competent and
experienced Tanzanian for the position of Monitoring and Evaluation Manager (M & E Manager), to
support the Central Corridor TTFA on Projects Monitoring and Evaluation tasks. Providing expertise in
M&E planning and methodology.
Duties and Responsibilities:
The M & E ManagerManager will provide technical support to all the functions of Central Corridor TTFA
so as to ensure that the implementation of the Organizational Strategic Plan meets the highest
standards, and in particular;
 Take lead in the design and implementation of a monitoring framework to track delivery against
CCTTFA goals and objectives.
 Take lead in the analysis of data collected under the monitoring framework for assessment of
progress and areas for improvement.
 Provide regularly updated reports to the Management on the status of implementation
against goals and objectives.
 The M & E ManagerManager will also work with the different Directorates in preparing
performance reports for the Board of Directors.
 The M & E Managerincumbent will work with Heads of Departments to ensure timely and
quality technical reports as per CCTTFA standards and donor requirements (If any).
 Knowledge management - Facilitate ongoing and collaborative learning within CCTTFA based on
key data from the performance management system for continuous improvement of the
Agency.
 Leads the development of a comprehensive Monitoring and Evaluation Plan
 Ensures that all programmes and projects adhere to the approved plan
 Take charge of collating and synthesizing information, updating the monitoring matrix and
other monitoring tools in place.
 Assist the Management in tracking, consolidating and uploading/forwarding of project technical
progress reports to relevant recipients.
 Working closely with Departmental Heads, provide backstopping and guidance in the
performance of the Organizational Strategic Plan;
 Assist in providing support to project evaluations and consultancies;
 Prepares relevant technical briefing papers and status updates to the CCTTFA
Management
 Produce reports on M&E findings and prepare presentations based on M&E data as required.
 Identify lessons learned and develop case studies to capture qualitative outputs which may be
applied to future Agency undertaking for improvement.
 Provide advice to the management on improving project performance using M&E findings.
 In liaison with the CCTTFA Communications Manager, compile news and produce
communication materials to promote the Organization’s brand;
 Perform other relevant duties as requested by the supervisor

Required Qualifications

 A University Bachelor Degree in Computer Science, Information Technology or related. Masters


Degree will be an added advantage
 Professional training in Monitoring and Evaluation;
 At least 3 years professional experience in project/programme design implementation and
M&E.

Required Skills and Competencies

 Knowledge of project cycle management (situation/context analysis, conceptual models,


theories of change, monitoring and evaluation)
 Good management and coordination skills as well as experience in technical project
implementation;
 Excellent interpersonal and communication skills with the ability to network and to develop
and maintain strong relationships with field staff;
 Possession of strong organizational, reporting and analytical skills;
 Setting high goals for personal and group accomplishment; using measurement methods to
monitor progress towards goal attainment; persistently working to meet or exceed those goals;
 Knowledge in use of data management and analysis software.
 Adaptable, flexible, able to take initiative and prioritize among competing demands;
 Experience and skills in training and transfer of knowledge;
