JUSTIFICATION REPORT
FOR BLOW-OUT CONTROL RESPONSES SERVICES
SERVICE CONTRACT No.: JVPC/DRG-23-C-003
1. Introduction
CPG received the PR No. DRG-22-PR-031 containing the request from DRG Group for securing
contract with Alert Disaster Control Pte. Ltd ("Alert Disaster") for provision of the blow-out
response service ("Services") to support JVPC's 2023 Well Program. JVPC used to enter into the
contract with Alert Disaster Control since 2011 with several extension.
This request is for:

2. Action Taken by CPG and originating group
Upon the requirement from DRG, CPG has contacted with Alert Disaster to arrange the contract
with contract duration of one year to support the 2023 Well Program. In return, Alert Disaster
proposed to remain all rates with terms and conditions unchanged as last contract. Due to the
nature of this service, both parties agree to set out the rates and prices scheme in the contract
which only incur when the operation requires. Historical statistics shows no cost has ever been
incurred for this Services therefore no budget is allocated this year.
3. Conclusion and recommendation
In consideration of our requirement and Alert Disaster’s proposal, DRG and CPG would propose
to Management to enter into the contract for provision of Blow-Out Emergency Response
service with Alert Disaster for one year with the justification above.
