With reference to your letter 4551-RELQ-TK-NBTC-L-0003 Dated: 28 th May 2023, highlighting concerns regarding

the progress and productivity of the subcontract works being carried out by NBTC. Please find our response below
addressing each of the raised concerns:

Manpower Commitment: Our welders are qualified and used in other projects. Our team has taken immediate
action to address this issue, and we are actively working on increasing the number of qualified welders to align with
the project requirements. We sent qualified welders of other oil & gas project but due to redundant qualification
expectations, welders are mostly failed in visual without sending for RT.

Sluggish Progress in Firefighting Pipe Fabrication: Regarding the sluggish progress of the work, we have experienced
a delay in receiving the raw material for the piping works. Specifically, the Pipe material arrived on May 9th, which
was considerably too late. Additionally, there are still pending approvals for drawings and Material Approval
Requests (MAR) related to the Flanges, Elbows, and other components. Furthermore, the nesting for the material
and other pertinent details were received as of March 27th, 2023.

Continuous Slippage and Lack of Recovery Plan: The clearance is still pending, and we are yet to receive all the
materials required for the fabrication works. Once we obtain complete clearance and receive the necessary
materials, we can proceed with the execution of the works.

Mitigation Plan and Recovery Schedule: Our team is actively engaged in developing a detailed plan that clearly
defines the steps we will take to address the delays. Additionally, a significant obstacle to our progress is the
qualification of welders. Despite meeting the necessary qualifications in other projects, they are currently facing
challenges in qualifying for the Welder Qualification Test (WQT) due to stringent requirements that are currently
enforced.

Descoping of Painting Works: The supply of materials for the piping fabrication works was provided nearly 9
months after the commencement of the contract between Rotary and NBTC. This delay was caused by the
contractor, which led the subcontractor to engage in other projects during that time. Our scope of work for the
piping activities will be limited to fabrication and galvanizing, following a mutually agreed-upon delivery schedule. It
is important to emphasize that this work will proceed only if the contractor agrees without making any claims,
seeking payment recovery, or implementing any cost recovery plans from the subcontractor.
