1 INTRODUCTION
TotalEnergies E&P PNG Limited and its partners, are to develop the Elk-Antelope gas field located in the
permit area known as Petroleum Retention License No.15 (PRL-15), Gulf Province, in the Independent State
of Papua New Guinea (PNG). Papua LNG Development PTE. LTD (hereinafter referred as COMPANY), is
engaged in the development of the Upstream CPF and Well Pads in this project known as Papua LNG
Development Project.
The Elk-Antelope field is a significant gas discovery located within the Gulf Province of PNG. The field lies
south of the mountains and is approximately 120 km inland from the township of Kerema and 360 km northwest
from Port Moresby, the capital city and major industrial centre.
The upstream facilities are situated in a hilly area, between 50 and 400 meters above sea level, covered in
dense jungle with many rivers including one of the main accesses, the Purari River. The region is sparsely
populated with little infrastructure.

The Elk/Antelope field covers an area of approximately 14 km x 7 km and contains two disconnected
condensate gas reservoirs of Miocene age separated by a major thrust, with combined initial gas in place
ranging from 6.2 to 7.5 Tcf of gas.
The raw gas contains a moderate proportion of inert components (5.5-6% of CO2 and 0.5% of N2), as well
as 140-210 ppm of H2S prior to any injection of acid gas in the reservoirs.
The PLANT shall have a design life of 25 years for a plateau of 875 MMSCFD exported gas and 16,500
bblpd of condensate.

2 SCOPE AND PURPOSE


The purpose of this document is to define general requirements of Instrumentation required for Control,
Monitoring and Safeguarding Systems for this project.

5 ORDER OF PRECEDENCE
The design on PLNG Upstream Facilities is developed as per the requirements of the following regulations,
codes and standards in the following order of precedence:
• Local laws, standards and regulations,
• Project Specifications,
• TOTAL E&P Referential (Company Directives, Company Rules and applicable General Specifications),
• International Finance Corporation performance standards,
• International Oil and Gas Industry codes, standards and recommended practices.

For financing, requirements of International Finance Corporation performance standards will be applied.
Papua New Guinea National Institute of Standards and Industrial Technology (NISIT) develops local standards
so called “Papua New Guinea Standards“ (PNGS), which are derived from Australian/New Zealand standards.
It is therefore anticipated that the Australian / New Zealand standards shall be complied with.

5.1 Regulations Codes and Standards


As a minimum, the instrument shall be designed, manufactured, tested and delivered in accordance with the
relevant sections of the latest editions of the applicable codes and standards as listed in the project document
“List of Applicable Specifications, Codes and Standards”, PG-P15-30-C023-990018.

6 GENERAL REQUIRMENTS
6.1 General
In general, control and monitoring of the facilities shall be carried out with local electronic field instruments
reporting to and being controlled by safety and control systems. Relevant data required for the control of the
facilities will be made available to operators in a permanently manned central control room (CCR).
The Wellpads are not permanently manned facilities. They shall have their own Instrument technical shelter.
The obsolescence management and planning shall be in accordance with GS EP TEC 007 – PNG
“Obsolescence and Lifetime Cycle Management”. The design shall consider the requirement that all electronic
based systems and associated software will have to be upgraded during the design life of the facilities.
Prior to placing an instrument installation in service, it shall be verified, in accordance with all applicable
AS/NZS standards mentioned under reference documents in Section 4.2, that the installation is safe to
energize and will operate as intended.

6.2 Environmental and meteorological data


The annual average temperature is 26°C (wellpads / CPF locations); temperatures can vary between an
average minimum of 22°C and an average maximum of 32°C.
The average relative humidity is 83.7%. Minimum humidity is 29.4%. Maximum humidity is 100%.
For other metrological data, refer to “Process Design Basis and Design Principles”, PG-P15-30-C023-000001.
Design of Instrumentation and instrument system for the Elk Antelope (wellpads / CPF) shall consider these
prevalent conditions.
Design shall also consider the prevailing environmental conditions in the Elk Antelope project contractor
fabrication and installation yards and sites.
Based on “Seismic Design Procedure”, PG-P15-30-C023-170002 and “Wind Design Procedure”, PG-P15-30-
C023-172001, Instrumentation systems shall be designed to resist the effects of earthquake and wind
respectively.

6.3 Utilities Requirements


6.3.1 Onshore CPF
Electrical power required for the field instrumentation and ICSS shall be from two (redundant) 230Vac UPS
and one normal supply from LV feeders.
Pneumatic supply shall be instrument air. An appropriately sized and selected Instrument air package shall
be provided as part of the onshore scope to cater for all pneumatic consumer requirements.

6.3.2 Wellpads
Electrical power will be provided from the CPF via power cable (a distance of about 30 km). Two (Redundant)
230Vac UPS and one normal supply shall be provided for Instrumentation and ICSS equipment consumption.
It is not planned to provide instrument air at the Wellpads, WHCP HPU shall provide the hydraulic oil motive
fluid for all wellpad actuated Xmas tree safety valves- Downhole valves, Master valves, Wing valves, Choke

valves & Control valves. ON/OFF valves will have electrohydraulic actuators or hydraulic actuators operated
from WHCP HPU.

7 FIELD INSTRUMENTS
7.1 General
The selection criteria for Elk Antelope field instruments shall be based primarily on suitability for reliability and
low maintenance requirements.
Recent measuring technology may be considered where operational and cost benefits are foreseen. These
shall be subject to COMPANY approval.
Some specific field instruments (eg. field instruments for HVAC) do not require to be fully in line with the
requirements of sensors used for process/utility services. However these instruments shall be of the industrial
type and shall be suitable for the relevant hazardous area.
Loop power will be provided by the systems without the need for dedicated external supplies. Specific
instruments requiring external power will be identified.
All field instruments and field instrument equipment (including junction box and local cabinets) shall as a
minimum be certified suitable for zone 1 as per IECEx scheme or ANZEx/AUSEx scheme. Field instruments
shall be suitable for gas group IIB, Temperature Class T3, except for some specific areas (e.g. batteries room).
The Ex d protection method shall be applied for all instruments. Intrinsic safe instruments certified Ex i may be
considered only where Ex d equipment is not suitable. Junction box shall be Ex e certified. All outdoor
equipment not certified for use in zone 1 shall be de-energized in case of gas detection. Instrumentation
equipment shall not be installed in Zone 0 areas.
Requirements related to instruments for measuring Pressure, Temperature, Flow and Level and general
requirements are defined in GS EP INS 100 and GS EP INS 101. For installation requirements, refer to GS
EP INS 106.
For measurement of viscous fluids, solids containing fluids, highly corrosive fluids or where temperature
changes may influence the fluid conditions, the use of diaphragm seal and capillary to be considered for
Pressure instruments.
Where whole or parts of instrument and instrument equipment are required to be painted or coated, it shall
comply as applicable, with the requirements of GS EP COR 354.
The field instrument housing shall be AISI 316 or 316L as minimum.
Carbon steel field instrument mounting supports will be used instead of stainless steel supports as preferential
requirements. All field instrument mounting brackets shall be minimum AISI 316 or 316L. Isolating pad shall
be provided to avoid corrosion due to dis-similar material.

7.2 Instrument Standardization


Instruments standardization shall be considered for the whole Elk Antelope facilities including package units.
A vendor list with short listed vendors for each category of instrument and for instrument tubing & fittings shall
be prepared for the project and approved by COMPANY. The same standardization rule shall be applied to
packaged equipment: all sensors, final elements, instrument tubing & fittings shall be standardized against the
equipment installed in the non-packaged process facilities.

7.3 HART diagnostic facilities


Field devices shall support HART protocol and shall be configured for supervision by IMS; they shall have non-
volatile configuration data storage. Instruments shall be used generally in standard configuration, i.e. 4/20 mA
loop with superimposed digital information and remote configuration/calibration through HART interface. Smart
instrumentation connected to safety systems (ESD/PSS, FGS) shall be write-protected by hardware means
(i.e. internal jumper) to prevent unintentional modification from remote location or by hand-held terminals.

7.4 Valves and Actuators


7.4.1 Control and Choke valves
Control and choke valves shall be selected, designed and supplied in compliance with the requirements of
GS EP INS 120.
In general pneumatic actuated control valves shall be preferred. However, on wellpads where instrument air
will not be provided, control and choke valves shall be hydraulically operated.
All control valves shall be fitted with smart positioner.
Control valve selection shall take into account fluid characteristics and process conditions. For severe
services such as high pressure drop, valve will be of the multistage/multi-drop design.

7.4.2 ON/OFF Valves


The following category of on/off valves have been identified for Elk Antelope development
• XV / ROV for process isolation (controlled by PCS system or package UCP)
• SDV for process shutdown (controlled by PSS or package UCP)
• ESDV for emergency shutdown (controlled by ESD/PSS system)
• BDV for blow down (controlled by ESD/PSS system or package UCP)
Valve design and control principle shall be in accordance with the safety concept requirements and related
COMPANY General Specifications (GS EP SAF 261, GS EP INS 137, GS EP PVV 154 and GS EP PVV
155). All safety Valves ( ESDV/SDV/BDV) valve shall be in accordance with “Safety Valves Specifications”,
PG-P15-30-C023-154301.
Pneumatic spring return actuators shall be used. However, on Wellpads, where instrument air will not be
provided, all ON/OFF valves will be hydraulically operated.
The use of double acting actuators will be limited to cases where single acting actuators cannot provide the
required solution, keeping in mind the installation constraint of an air vessel when safety position is required
in case of air loss.
Two limit switches (open and close position status) utilizing hermetically sealed proximity (magnetic type)
detection technology (Simple Pole Double Throw) will be installed and report back to the relevant ICSS sub-
system. Device will be such that they are not mechanically or functionally affected by any vibration.
A tamper proof local valve position indication shall be provided on the valve ball drive shaft in order to allow
positive identification of the ball orientation to the valve body.
ON/OFF valves shall be equipped with a local control panel close to the valve for local operation and test
facilities.

Solenoid valve and partial stroking test facilities shall only be provided if justified by SIL requirements. SIL
study shall establish the list of valves requiring PST and SOV test.
Valves partial stroke testing (PST) will be preferably achieved through a smart valve positioner.

7.4.3 Motor Operated Valves (MOV)


Electric motor valve actuators are permitted for use only for process ON/OFF valves. They should be
designated as Motor Operated valves (MOV) and normally be operated via facility’s process control systems
(PCS). All Motor operated valve actuators shall be selected, designed and supplied in compliance with the
requirements of GS EP INS 138.

7.4.4 Pressure Safety Valves and Rupture Disks


Safety relief valves and rupture discs shall be selected, designed and supplied in compliance with the
requirements of “Specification for PSV and Rupture Discs”, PG-P15-30-C023-154401.

7.5 Process Analyzers


Analysers shall be designed as per GS EP INS 141

7.6 Continuous Emission Monitoring System(CEMS)


CEMS shall be designed as per “Specification for Continuous Emission Monitoring System”, PG-P15-30-
C023-150006.

7.7 Fire and Gas Detectors


Fire and Gas Detectors shall be selected, designed and supplied in compliance with requirements of GS EP
SAF 312, Specification for F&G Detection’, PG-P15-30-C023-150005 and “Safety Concept”, PG-P15-30-
C023-190001. Mapping study is to be done for proper selection/optimization of detectors.

7.8 Wellhead Control Panel


The Wellhead Control Panel and HPU shall be designed in accordance with “Specification for Wellhead
Control Panel and Hydraulic Power Unit”, PG-P15-30-C023-150010, GS EP INS 147 and GS EP INS 146.
The design shall include the simple and basic control functions only. Too high and unnecessary design
complexity shall be discarded.
Hydraulic oil shall be used for actuator motive fluid and associated control circuits for wellhead Xmass tree
safety valves. The Wellhead Control Panel HPU shall also provide the motive fluid for all wellpad Choke
valves & Control valves. Wellpad ON/OFF valves will have electrohydraulic actuators or hydraulic actuators
operated from WHCP HPU.
The wellhead safety valves and associated HPU shall be highly reliable and suitable for maintenance visit
on a 3 months basis.
The hydraulic oil will be environmental friendly.

The sizing of the WHCP shall include future wells.


The WHCP will be a P2 package type.
The WHCP, hardwired to the facility’s ICSS, will be designed to allow local monitoring and operations by
means of front panel mounted devices , while shutdown signals from ESD/PSS system will trip the relevant
valves by de-energizing associated solenoid valves.
Solenoid valve test function including override feature shall be limited to the shutdown functions controlling
multiple wells only.

7.9 Metering
Metering requirements are defined in “Metering Philosophy”, PG-P15-30-C023-150008.

7.10 Instrument Database


In order to assist in the engineering and design of instrumentation and ICSS, an instrument database shall be
utilized throughout the FEED and Detailed Engineering, Construction and Commissioning phases. The
database will have the following prime functions:
• Provide the data for the instrument index including ICSS specific fields (e.g. I/O allocations, alarm
thresholds, etc),
• Allow the production of instrument datasheets
• Create the instrument wiring diagrams including TSLDs, cable schedules, interconnects, JB, etc.
• Provide a transfer of data to the commissioning database ICAPS.
• Provide a transfer of data to the maintenance database, SAP at the end of project.
This database shall encompass all instrumentation, control and safety systems including all Supplier packages
with special field for data transmitted to/from packaged UCPs whatever the link type (serial or hardwired).
This database shall include the specific fields related to PDS and data related to remote monitoring.
The ICSS Supplier’s database will be merged as well with the main Elk Antelope database by the main EPSCC
Contractor.
In the event of different database generated during the EPSCC phase (e.g. by Sub-Contractors and/or Package
Suppliers), the main EPSCC Contractor shall manage the overall instrument database and shall be responsible
of the hand-over of the final version to COMPANY.
The Contractor shall update the database to the “as built and as commissioned” status and the native file shall
be handed over to the operation and maintenance team.
A Methodology and Database Management Specification shall be prepared and included in the EPC call for
tender document. It shall define the database requirements and structure along with the guidelines on its use
throughout the project phase with clear definition of interfaces between all Contractors, LLI Suppliers and ICSS
Supplier.
Instrument database software shall be based on AVEVA Software.

8 INSTRUMENT CABLES
As a minimum all instrument cables located outside of building shall be armoured, oil resistant and flame
retardant (IEC 60332-3). In addition, all cables used for safety and protective functions (i.e. PSS, ESD, FGS,
package PSS, package FGS) shall be fire resistant as per IEC 60331-21.
Instrument cables shall be specified in line with the GS EP INS 116.
When junction boxes are used for fire resistant cables, then those junction boxes, and associated terminals,
shall require having the same protection characteristics against fire similar to the associated instrument cables.

9 INSTRUMENT EQUIPMENT
Local Control Panels and Junction boxes shall be as per GS EP INS 101.
Junction boxes and outdoor local control panels shall be made of fiberglass reinforced polyester (GRP) or AISI
316 or AISI 316L stainless steel. Cables glands for junction boxes and instruments shall be nickel plated brass.
Cabinets located within technical rooms shall be designed according to GS EP INS 109, GS EP INS 110 and
GS EP INS 140 requirements.

10 INSTRUMENT TUBING AND FITTINGS


Tubing and fittings shall be in imperial sizes.
Instrument tubing material shall be AISI TP 904L stainless steel grade. Instrument tube fittings material shall be
AISI F 316 stainless steel grade. However, the actual tubing, fitting, and accessories selected shall be as a
minimum suitable for the piping class it is connected.
Tubing and fitting shall be as per GS EP INS 114.

11 INSTRUMENT EARTHING
Instrument earthing shall comply with GS EP INS 115.

12 INTEGRATED CONTROL AND SAFETY SYSTEMS (ICSS)


For requirements of ICSS and related systems, refer to “Instrumentation Control and Safeguarding Systems
Design Basis”, PG-P15-30-C023-150001.
