Job description

Position Tier 4 Grade 2A

Purpose

Support the implementation of evidence-based national learning standards for training in


the management of Civil Emergencies including structured debriefing, Joint Emergency
Services Interoperability Principles (JESIP), mass fatality response and force compliance
with the Civil Contingencies Act 2004. Provide advice and guidance to Forces and
related organisations on Civil Emergencies training and exercising matters, including the
coordination of peer reviews debriefs and sharing of organisational learning.

Accountabilities

1. Consult with National Policing Coordination Committee Leads, Policing

Standards Managers and other internal and external stakeholders including


SMEs, Forces and Technical Suppliers to review, refresh and update evidence
based learning standards mapped to policing standards, policy and guidance
on Civil Contingencies in accordance with agreed time and quality parameters,
to enable the relevant curricula to reflect prevailing tactical and operational
principles and priorities.

2. Develop and maintain the evidence-based specifications for national learning


and development strategies and, associated assessment criteria and
professional development programmes initiatives for Civil Contingencies to
enable College and/or external providers to design, develop and/or deliver

appropriate learning products and resources which are credible and suitable for
implementation.

3. Assist in the preparation and/or review, quality assurance and gaining of


national approval for learning design solutions developed by internal or external
providers (including College Learning Design and Digital Services) to ensure
they meet Planned Operations and Emergency Procedures curricula
specifications and are fit for purpose for implementation across policing.

4. Deliver training programmes to agreed content and assessment specifications,


including ensuring a safe learning environment and adapting, where

appropriate, teaching and training materials to meet individual students’


abilities, levels of understanding and learning styles, to ensure that all students
receive a consistent, high quality training intervention which addresses their
learning and development needs.

5. Undertake, compile and verify accurate records of formative assessments as


appropriate to each learning intervention, monitoring student learning to
provide ongoing feedback, identify strengths and target areas for further work

and to inform and improve the quality and delivery of the Trainer’s teaching
skills.

6. Continually research and refresh own subject matter expertise and work with

Policing Standards Managers, Knowledge, Research and Education partners,


Training Designers and external stakeholders to share knowledge, help identify
innovative solutions and draft and develop evidence-based policing standards,
guidance and associated curriculum specifications and learning interventions to
support the promotion and embedding of consistent approaches to professional
practice across policing.

Essential criteria – training and qualifications

▪ Constable or Sergeant
▪ Qualified Trainer in the Police Sector Standard for the training of Trainers: Level
4 Certificate in Education and Training, Certificate in Teaching in the Lifelong
Learning Sector (CTLLS Level 4) or NVQ Level 4 Diploma in Learning and
Development or equivalent. Or be committed to work towards this.

▪ Experienced and current Assessor or willing to work towards the Police Sector
Standard for the Training of Assessors

▪ Evidence of commitment to continuing professional development

Essential criteria – experience

▪ Experience of managing or working as part of a project team using a recognised


project management methodology, with accountability for the quality of project
deliverables
▪ Experience in applying learning theory and methodology, ideally in adult learning,
to meet specifications for enhancing knowledge and understanding and changing
performance and behaviours
▪ Experience of working collaboratively with internal and external stakeholders,
establishing and maintaining positive working relationships and removing
unnecessary barriers to service delivery

Essential criteria – skills and knowledge

▪ In-depth up-to-date subject matter expertise and CPD in Civil Contingencies and
debriefing.
▪ Excellent oral and written communication skills – ability to write, speak and present
complex concepts concisely, fluently, persuasively and in plain English
▪ Ability to build and retain credibility as an authority/source on current and
emerging issues within the subject area and associated application of good
practice and standards

▪ Ability to analyse complex information from multiple sources effectively to identify


and agree clear and appropriate learning standards
▪ Thorough understanding of current UK policing priorities, including application of
the principles of human rights, diversity and equality
▪ Ability to create and oversee the production of high quality and effective products
and services including assessment and professional development strategies
▪ Exhibit personal qualities and behaviours which are a role model for others – being
open to receive challenge and feedback; value diversity and difference; and to
work as part of a team to get the job done

▪ Proficient in MS Office applications and a good level of IT literacy
