ABSTRACT

The Barangay Security Force (BSF) as part of the Philippine National Police Force
Multipliers plays vital role in the maintenance of peace and order within the community.
The BSF personnel are the one who directly involved in responding to incidents and by
virtue of warrantless arrest may execute arrest against the individuals who are actually
engaging in the commission of crimes. Due to the lack of knowledge on the technical
aspects relative to the law on human rights, sometimes most of them are violating the
rights of arrested suspects and may face criminal case for failing to observe due
processes and procedures in effecting arrest and detaining the culprit despite that they
are just doing their task in protecting their citizenry. Thus, this study aims to develop
certain trainings that would develop the capability of BSF personnel in the effective
public service delivery through improving their awareness on human rights. Specifically,
it aimed to attain the BSF awareness on human rights in terms of principles of human
rights, bill of rights, different types of human rights. Further, this study also aimed to
determine the challenges encountered by the BSF that hinders them to observe the
human rights. The research method employed in this study was descriptive method to
facilitate the investigation of social phenomena. Based on the findings, it found out that
the BSF personnel had encountered several challenges that hinders them to be aware
on the technical aspects of human rights. Hence, there is indeed a need to develop a
capability training program that should inculcate knowledge and observe the human
rights among BSF personnel.
