ABSTRACT

The study on Pnp Community Engagement Program aimed to strengthen the community’s

trust to the Pnp by building good interactions with the law enforcers and the projects that

are being implemented. The study adopted the quantitative correlational method by

conducting survey among selected Pnp and Community residence who have participated

in the engagement program. The survey was distributed to 50 selected respondents

comprise of 20 PNP Personnel and 30 Community Residence. The respondents answer

where subjected to statistical analysis such as weighted mean, standard deviation,

frequency and percentile ranking. As per the result the respondents strongly agree on the

variable that community engagement programs enhance people’s trust to the Police

because it showed there are still good honest law enforcers in the service. The findings

led the researchers to propose enhancements programs that will lead to the establishment

of peace and order in the community.

l. INTRODUCTION

Today Philippine society is facing many problems and issues in the economic,
social and political aspects, As the different problems arise like terrorism, poverty.
bureaucracies and other socio-political and socio-economic issues happening today in
our country. the Philippine National Police (PNP) is still the one people looked up to as
the institution that could at least safeguard its citizens. The PNP is mandated by our
constitution to protect the welfare of every citizenry. The police organization is created to
produce goods and services. It presupposes to

live its best to achieve the purpose for when created through its people by utilizing skills,
knowledge and techniques in the performance of their duties and responsibilities. The
PNP is an organization tasked to enforce the law. prevent crimes. maintain peace and
order and ensure public safety and internal security with the support of the community.

The role of police in the present society has been described and analyzed in a number
of ways. The PNP is charged with the responsibility of promoting peace and order and
public safety. As guardians in the continuing search for ensuring peace and order. it
shall utilize different kinds of measure. for last and effective communication and
information dissemination. The PNP is faced with an important task and that is
motivating people to become highly professional, dynamic and motivated and all of them
most be inspired to live in service honor and justice.

The Philippine National Police is a part of the neighborhood it protects. In addition to


serving as a source of support and complaints for the police, the community serves as
the ultimate arbiter of the caliber of police work and the efficiency of the police force.
Community interactions are more complicated than just having a conversation and
reaching consensus on certain subjects. Instead, it comprises of a carefully planned
program with involvement from the criminal justice and community sectors. Good
community connections are necessary, but they cannot be the primary duty of the police
or any other single criminal justice system institution.

The role of the community is a dynamic part of the progress and development of
the nation. To attain such endeavor, the individual components of the society must feel
secured and peaceful. Basically, the residents in a certain community must have trust
and respect to the people who are in charge of their safety. With this idea, the Philippine
national police (PNP) envision to provide a safe and conducive place to work towards a
more productive society.

The PNP’s core values include makadiyos, makabayan, makatao and


makakalikasan. Anchored on the said values are PNP mandates which ensure the
delivery of service such as to enforce the law, to prevent and control crime, maintain
peace and order, ensure public safety and internal security; and generate active support
community.

Community policing is a framework that aims to improve quality of life and increase
public safety through collaboration between police officers and community members. In
community policing, the job of the police is not limited in responding to incidents, but also
to help solve community problems; to problem-solve not just for residents, but with
residents. At a critical juncture for the future of the police, law enforcement organizations
that haven’t yet jump on the community policing bandwagon would benefit from taking a
differ look at the police.

Fundamentally, the advantages of community policing result from a significant


emphasis on enhancing neighborhood ties and establishing community collaborations.
There are a number of other benefits to community policing that, while not directly
related to crime reduction, never the less have a beneficial impact on it these are the top
advantages of community policing.

Strong relationships of mutual trust between police agencies and the communities they
Serve are critical to maintaining public safety and effective policing

Police officials rely on the cooperation of community members to provide


information about crime in the neighborhoods, and to work to the police to devise
solution to crime and disorder problems. Similarly, community members willingness to
trust the police defense on whether they believe that police actions reflect community
values and incorporate the principles of procedural justice and legitimacy.

Police and the community may cooperate to address issues of crime, disturbance, and
safety while also enhancing everyone's quality of life thanks to the philosophy and
organizational strategy of policing Experience shows that community safety and security
significantly increases when communities have a fundamental part in defining their own
security and safety needs and are involved in developing, implementing, and monitoring
locally specified solutions to their challenges.

When it comes to whether a victim of violence reports the incident and receives
adequate care, whether the offender is captured, subjected to an investigation, and
brought to justice, and whether the community as a whole takes effective steps to stop
violent incidents in the future, the quality of relations between community organizations,
citizens, and local security personnel - typically the police - is frequently the deciding
factor. Increased trust and police responsiveness to and prevention of violence can
result from the implementation of a community police force or other community policing
techniques.

In additional to evaluating the impact of social change on police performance and


public expectations, makes distinctions between such associated concepts as human
relations, public relations, and community relations. It highlights that relations between
police and the community are typically good when it comes to topics where there is a
great degree of agreement, but challenging when there is disagreement over what is
considered appropriate behavior. The media, police corruption, and recent police
department initiatives to display honesty and accessibility in their interactions with the
public are all examined in relation to the policy and practice of police public relations.
The police problem of confronting delinquent juveniles with justice and discretion is
studied as a source of possible public discontent. The negative effects of police crowd
control are also very taxing.

To provide public goods and services is constrained by low legitimacy and a lack of
confidence. This issue is particularly relevant to policing since officers need knowledge

about community events in order to deliver services effectively and efficiently. The
location of crime hotspots, information about suspicious individuals or activities,
complaints of crimes that have already occurred, and information about the most
important issues are all provided to the police by the public. The little resources the
police have are allocated by the police using this information to deter crime and maintain
public safety. This entire system collapses when people lose faith in the cops.

Regardless of cultural, political, or socioeconomic background, the vast majority


of people have one thing in common: to live in a peaceful and prosperous community. A
sense of safety and belonging are fundamental to any human's needs, and without this,
it becomes difficult to prosper and develop their best self.

Integral to that sense of peace and safety is the relationship between law enforcement
and the community in which they live and serve. Police-community relations is a term
that can encompass everything from the physical interactions between officers and
civilians to the intangible emotions between them such as respect and trust. Essentially,
police-community relations are the relationship between the police and the communities
they serve. Healthy police-community relations are synonymous with a healthy
community.

When both entities are working together toward the same goal, everyone benefits. Police
depend on the community to report crimes, cooperate as witnesses, and even look out
for themselves and other officers. Police work runs much more smoothly with the trust
and cooperation of the community. This results in lower crime rates, more effective
police investigations, and an overall safer community.

However, if there is mistrust, then a perception that the goals of the police and the
community are contraposed begins to take over, and the entire community becomes
dysfunctional. If the police feel that every citizen is a threat to them, they may be more
likely to resort to violence instead of de-escalation techniques. If policing becomes
heavy-handed and violent, it will make the community feel unsafe and make them more
prone to refuse to cooperate with the police. A vicious negative feedback loop
subsequently develops that is destructive to both the police and the community they
serve. Preserving healthy police-community relations is not only beneficial to both
groups but fundamental to a safe and prosperous society.

Research Gap
The research trends in focusing on Community-based Program Towards in the
Philippine National Police to enable available research to be mapped and summarized.

Gaps in research result can be identified. It will also provide direction for future
researchers on implementing community-based program. Consider the program is made
by the Philippine National Police we expected a relevant impact on the community on
their relationship behavior, thus we considered these variable to be possible predictors
of programs made by the Philippine National Police for the Community.

According to the American Bar Association the year 2020 was clearly an
extremely challenging time for communities and law enforcement agencies throughout
the United States. High-profile use-of-force incidents led to days of protests; civil unrest;
and, tragically, further

violence, destruction, and death. Unfortunately, these protests have, in far too many
communities, further widened the gap between police agencies and their communities.

According to Christopher Muscato master's degree in history and teaches at the


University of Northern Colorado, that the community is a nice place to live, and as far as
communities go, it's pretty average. Average income, average levels of education,
average amount of crime. But,this community has a big problem. The citizens of the
community and the police don't get along at all. The people don't trust the police to be
fair and impartial, and the police feel threatened by the citizens. People could not feel
protected even if police are successfully deterring crime because there is little
confidence. Sometimes it's difficult for police to persuade communities to join forces with
them in the fight against crime. Thus, assistance is required for this community to
improve police-community relations.

Williams Rushelle (2020) In order to establish and maintain stronger relationships


with their community, police departments across the country have established a wide
range of community relations programs and policies. Strong, mutually trusted
relationships between police agencies and the communities they serve are essential to
preserving public safety and efficient policing, according to a US Department of Justice
article. Whether or not community members trust the police relies on whether they think
that the latter uphold the norms of procedural fairness and legitimacy and reflect
community values (US Department of Justice, n.d). In order to better the interaction
between the police and the community, study was dodene to assess six community
programs and policies and determine whether they have been successful or need to be
improved.
Kappeler et al (2020: 1-2) contend that community policing is a philosophy rather
than an academic activity. It outlines that criminal activities occur due to the community’s
social challenges, which can be solved through public cooperation and support.

different policing approach, provides enhanced policing accountability and transparency
due to communities being aware of police strategies for the effective use of available
resources and builds a good working relationship and trust between the police and publi

world have recently changed away from the old reactive style of policing and toward
community-oriented methods. Consequently, the goal of this essay is to investigate
police officers' perspectives on community policing in Durban, South Africa. To
investigate these perceptions in the research area, a qualitative research methodology
was used.

rationality. The claim is that Habermas' theory helps us understand police-community
relations better because it emphasizes the importance of strategic actions that
emphasize crime control rather than more interpersonal communication, which leads to
distrust.

Community policing carried out by Bhayangkara Pembina Community Security and


Order, also known as Bhabinkamtibmas, has a very important role in the effort to prevent
and overcome crime. The legal basis for implementing Community Policing is the
National Police Chief Regulation Number 3 of 2015 concerning Community Policing.

Rwamuhiz, Irechukwu (2020) the role of Police-community partnerships in


promoting community relations with a case of three sectors, which are Nyabimata,
Ruheru, and Muganza that were selected from the list of 14 sectors in Nyaruguru district.
The study objectives were; to determine the role of information sharing between RNP
and Community in promoting community relations, to examine how the fight against
gender-based violence by RNP has promoted community relations, and to explore the
role of a fight against organized crimes by RNP in promoting community relations.

protection and the quality of life. Law-abiding citizens need to take some responsibility
for their communities and neighborhoods. Therefore, the police need the citizens they
serve in the policing process, and the police must take part in the citizen process. Such
cooperation between law enforcement and the

community enables more comprehensive solutions to emerging neighborhood problems,


instead of the police merely focusing on law enforcement.

Perception of neighborhood crime is a mediating variable with the following


indicators: crime problem, decay problem, social disorder problem, neighborhood fear,
and unsafe characteristics. While the independent variable is the police, public image
has the following indicators: corruption, quality of service, crime prevention, and police
community relationship. On the other hand, the dependent variable is job performance
with the following ndicators: 1 fairness, manner, responsiveness and competence. Social

neighborhood-focused policing strategies, though, increase public confidence in the
police? Or, especially in nations experiencing crises in public security.

According to Mutupha, zhu (2022) Considering that community policing has


existed for over a decade in Malawi, this study was carried out to holistically uncover
challenges associated with public involvement in community policing activities with the
purpose to provide empirically backed strategies for the efficient implementation of the
concept. The study employed a case study approach.

inquiry. It accomplishes this by analyzing how the technical affordances of social media
both empower and constrain police services. Emerging technologies enhance the
police’s control over their public exposure and the social world by providing new
opportunities for surveillance, risk communication, and impression management.

However, they also present unparalleled capabilities for monitoring the police and
exposing, disseminating, and mobilizing around perceived injustices, such as police
brutality or racial profiling.

1.1 Background of the Study

Police community relations refer to the on-going and changing relationships


between the police and the communities they serve. This includes issues of
cooperation’s, fear of police, violence and corruption. Police community relations is
aimed at establishing a dialogue with the police. The relationship of the police to the
community should be harmonious. The community relies upon the police “protect and
serve”, and the police in return rely upon the community’s support and cooperation in
order to be effective. When there are good police-community relations, police have a
better understanding in restoring good image (especially those that are crime related),
and citizens in Tiaong, Quezon Province are more inclined to report crimes that occur to
the police, provide tips-intelligence to law enforcement, willingly to serve as witnesses
and are happy to participate in jury trials.

This research study give emphasis to theories which would also serve us a foundation of
this research for more better and reliable understanding regarding to the subject of this
study:

This situational theory of leadership refers to those leaders who adopt different
leadership styles according to the situation and the development level of their team
members. It is an effective way of leadership because it adapts to the group needs sets
a beneficial balance for the whole organization.

Situational approach has received much criticism about this theory since only a few
research studies have been done to justify the assumption and proposition of the
approach (Northouse, 2016).

Despite the lack of research studies, situational approach is still widely used in real-life.
Situation approach indicates that based on different situations, leaders need to change
their leading styles to fit with the situations. It is true not only to leadership style but to
anything in life. If there is a problem, we need to find the way to solve it by being flexible
and adaptive to the situation. Life is spontaneous so we could not know what will happen

in the future. The situational approach points out that leaders need to be ready for any
situation that happens in the future.

In addition, the situational approach is practical and easy to use. The situational
approach is straightforward. It emphasizes the flexibility of the leadership to base on the
situations. The leaders cannot be based on one single leading style but they need to
combine and adjust it in different situations to get the best out of it. “Effective leaders are
those who can change their own style based on the goal requirements and the followers
need, even in the middle of the project” (Northouse, 2016). The goal of the situational
approach is to find out different and unique needs of the followers and all deserve our
needs to help them improve better.

Indeed, the situational approach might not have a lot of scientific studies for it but it is
practical and necessary in real-life. I would recommend a situational approach since it is
flexible and adaptive which is necessary in leadership styles.

The study on PNP Community Engagement Program Basis for Peace and
Order has one main independent variable; Community Based Program that is
categorized into three sections namely Media/Quad-Media Engagement, Project
Bisita Eskwela, and Community Dialogues. On the other hand, image of the

1.5 Hypothesis
There is no significant relationship between the PNP community engagement program
and the perception on the image of the Philippine National Police by the community
residents.

1.6 Significance of the study


The researchers conduct a study on Community Engagement Program Towards of the
Philippine National Police in Tiaong Quezon. The findings of the study could be beneficial to
the following:

To the Community. This study will help the community to strengthen their trust with the
PNP by building good interactions with the projects that aligned in this study.
To the Law Enforcers. This study will give ideas to PNP Personnel to build trust in the
public eye or in the community. This will help the PNP Personnel how to satisfied the
community of the program they made.
To The Future Researchers. This research can be a basis of their future study. They
can get some studies and literature in this study and be a reliable source for research
references. It will also give these researchers an additional knowledge about the influence of
social media use, social media behavior, and cognitive biases among student voters and
how they apply them to themselves.
1.7 Scope and Delimitation of the Study
The study will focus on the PNP Community Engagement Program Basis for
Peace and Order. To know how can the Philippine National Police implement the said
projects liked Pulis Natin Program. As a researcher we will conduct a survey questionnaire
that asks the PNP Personnel about their community engagement program.
Our goal as a researcher and our objectives are to find out if the programs being
implemented are effective and to know the issues they are facing and, in the community, if
they are enough to restore their trust in the police which is no longer afraid to talk or interact
with them because this is the key to reduce our crime when the community and the police
are unite.
1.8 Definition of Operational Terms
1. Community - refers to the selected residents/respondents of Brgy. Lumingon Tiaong,
Quezon.

2. Engagement Programs - refer to the activities implemented by the law enforcers to


establish harmonious interactions with community residents.
3. PNP Personnel - refers to the selected law enforcers stationed at Municipality of
Tiaong, Quezon
4. Peace and Order - refer to the enhancement of harmonious and good interaction
between PNP Personnel and communty residents.

II. METHODOLOGY

2.1 Research Design

This part of the study presented the methodology and procedures that were used in
gathering the needed data for this research work. It included the research design,
respondents, settings, instrumentation, data analysis and ethical considerations.

The study on PNP Community Engagement Program Basis for Peace and Order
will utilize a Quantitative research method.

Quantitative research is the process of collecting and analyzing numerical data. It can be
used to find patterns and averages, make predictions, evaluate causal relationships, and
generalize results to wider populations. It is widely used in the natural and social
sciences: biology, chemistry, psychology, economics, sociology, marketing, etc.

This research is a descriptive-correlational study is to collecting and treating data for the
study of Community Engagement Program Towards of the Philippine National Police.
What kind of relationships naturally occurring variables have with one another. In simple
terms, correlational research seeks to figure out how two or more variables are related
and, if so, in what way.

2.2 Respondents

The respondents of this study were the Philippine National Police and the community
residents in the Municipality of Tiaong Quezon Province. The total number of
respondents of this study were comprised of fifty (50) respondents in which twenty (20)
were PNP Personnel and thirty (30) were community residents. Their participation to the
study is deemed important due to their actual knowledge in building a good relationship
toward enhancement of trust between community and the Philippine National Police.
2.3 Settings

This study was conducted from April to June 2023. the Primary purpose of this
study was to highlight the PNP community engagement program in the Municipality of
Tiaong, Quezon involving the active participation of selected community residents in
order to develop a proposed enhancement plan toward peace and order.

2.4 Instrumentation

In order to assess the validity and reliability of the researcher made survey
questionnaire prior to the execution of the study the researchers carried out a pilot
testing by conducting a survey to find out the perceptions of the community residents on
the implemented PNP community engagement programs.

The instrument used to conduct the study was a survey that composed of series of
questions designed specifically to this study.

The first part of the questionnaire is; What information Campaign Drive may be proposed
to enhance the implementation towards image of the Philippine National Police. The
second part is asking the community if is helpful the programs of the PNP of “Community
Based program”.

The researchers will be using a purposive sampling to obtain important information on


selected respondents for the study that will be conducted through survey.

Purposive sampling is a collection of non-probability sampling approaches that rely on


the researcher's judgment to choose the units to be investigated, such as individuals,
organizations, cases, events, data, and so on. Purposeful Sampling is a sampling
approach used by quantitative researchers to identify individuals who can provide in-
depth and thorough information about the topic under inquiry. It is also known as
purposive and selected sampling.

The respondents will be from the Police District of Tiaong Quezon Province. This will be
utilized to gather information from those police aged twenty-five (25) to forty (40) years
old regardless of their sex.

2.5 Data Analysis

For the initial part of the study the researchers compiled reviews of related literature
which contained necessary information on the PNP community enhancement programs
towards the building of trust by the community residents.
The data collected in this research was treated statistically using the frequency,
weighted mean and percentile ranking on the profile and perceptions of the respondents
toward the PNP community engagement program.

The researcher also used the convenience and random sampling techniques
were in the mix of PNP Personnel and community residents were based on the ease of
accesibility for the researcher.

The researchers issued a letter of approval for the study and forwarded it to the
local authorities in the area where the study will be conducted. Following the approval of
the letter request, the researcher approached the study's respondents to get insight into
the researcher's questions, which they had honestly answered.

After obtaining the information and data needed for the study the researcher gathered all
relevant data and will assess the opinions expressed by each responder based on their
own knowledge and free choice.

Statistical Treatment of Data


Simple descriptive statistics like percentage and graph were used to analyze the data
regarding demographic profile of the respondents.
Mean & Standard Deviation will be used to determine the responses of students about
Community Engagement Program 1.1
The 4-point likert scale was utilize to explicate the acquired mean values.

investigate if there were significant relationship between the community-based program
and image of the Philippine National Police.

2.6 Ethical Consideration

This research study was conducted and implemented for academic and educational
purposes only. The respondent’s identity and responses were treated with outmost
confidentiality. Furthermore, there consent and agreement to participate and engage in
the study were kept anonymous throughout the publication of the results.

raging to 25-30, 31-35, and 36-40 years old. The data showed the age of 25-30 has the
highest frequency 22 respondents (44%), the second is the age of 31-35 years old
frequency is 18 respondents (36%), and the lowest frequency is 10 respondents (10%)

Most of the verbal interpretation of agree and strongly agree. The
weighted average mean of the first statement is 3.4 which will fall into a verbal
interpretation of Agree. Next 3 statements which is using social media to improve the
community relationship, having good critic and using social medias to restore the image
of police have a verbal interpretation of Strongly agree. Most of the responded agreed
that they understand the programs indicated for them and they also know what to do
which had a weighted average of 3.13 same with the next statement that they visit social
media accounts to check if the PNP have any activities for the community, it has
weighted average of 3.3. next 3 statements have weighted average that ranges from
3.33-3.46 which means it is all strongly agree. The respondents share their posts in
social medias so other people can see that they are conducting program for the
community, they also think that it helps to improve people’s view of the police and most
of them don’t based of the content of the news because they believe that there are still
many police that are good and honest in their service. Lastly, the respondents agree with

All the statements have a verbal interpretation of Agree with the weighted mean ranging
from 3.1 to 3.6. The feedback of respondents is positive and are indicating that the

2.3 Community Dialogue


The community dialogue pertains to how the community and police
communicate with each other. The respondents answered agree with 5 statements.
These statements talks about the engagement program of police with the community
that strengthens partnership with people and gives them the ease to talk with the police.

2.4 Community Based Program
Response from the interviewed people have three (3) strongly agreed
statements. It is the statements that the PNP can be relied with the safety of people,
many officers are good in the community and all the concern of the people are answered
in the organization. Most statements are answered with agree and it talks about the
programs that they conducted and how the people in the community are responding.
One of the statements is disagree, it has an average of 2.7 and it pertains to the social
media platform of the PNP helping to restore the image of community

I. Discussion
4.1 Conclusion
In the light of the gathered and collated evaluation of the data the following conclusion
were arrived at.
According to the profile of the respondents the data resulted to the forgoing, the
highest frequency of the 44 percent which is equivalent 22 respondents were between the
age range of 25-30 the second age range was between 31-35 and the lowest frequency
pertaining to the age range of the respondents is 36-40.
As per the sex distribution of the respondent’s majority were males.
As per the perception of the respondents the highest percentage which had the description of
highlights the perception of community residents that the community programs improved
people’s trust to the PNP Personnel. Moreover, the respondents strongly agreed that
communication with the people of the community build public trust.
As per community dialogue it is strongly noted that the dialogue between the police and the
people in the community reduced the crime prevalence.
Finally, the respondents strongly agreed that majority of the communities’ concern can be
addressed effectively by way of the PNP community engagement program.

4.2 Recommendations
Based on the following results and outcome the succeeding propositions and
suggestions were recommended.
1. The PNP administration should formulate a road map on community engagement program
in order to emphasize the role of law enforcer in the establishment of peace and order in the
community.
2. The PNP Personnel and the law enforcers assigned in the field should pro-actively
participate and engage themselves in the conduct of various community enhancement
program.
3. Community residents should sincerely collaborate and cooperate with the law enforcers in
concretizing and implementing of PNP community engagement program.
4. Criminology students should involve themselves in the awareness and campaign drive of
the Philippine National Police to facilitate the establishment of harmonious relationship among
law enforcers and community residents.

5. The PNP as an organization should be able to retain and strengthen the core organization
in order to effectively and efficiently address community’s concern on the building of trust and
establishment of peace and order in the community.
6. Future researchers in the field of criminology research should conduct a similar study to
deepen the research topic in order to enhance the formulation of the enhancement programs
of the PNP.
